24. What steps he is taking to ensure the take-up of new technology by the NHS to support effective delivery of its services.

Using the best technology is good for patients, clinicians and the NHS. Work is under way to drive through the use of new technology, including electronic referrals and electronic prescribing, and to end the painfully slow logins in some trusts.

Yes, I do. It is striking how much clinicians working on the frontline are desperate for improvements in the technology they use. Our announcement over Christmas that we will have a single login, which is seemingly so simple, brought enormous enthusiasm from clinicians who spend hours of their week doing things that most of us can do with the click of a button on the systems we use.

My hon. Friend has been an assiduous campaigner for health investment in Shrewsbury, both physical capital investment and investment in modern technology.

I welcome the phasing out of outdated technologies, such as fax machines, in the NHS. As the switch-off date approaches, what steps is NHS England taking to ensure that patient records can be transferred electronically between primary and secondary healthcare providers?

My hon. Friend is spot on. We are driving interoperability so that the right people can see the right records at the right time. We will mandate that technology used in the NHS must allow for such interoperability, and we will set standards.

My hon. Friend started the “axe the fax” campaign, in which I was happy to play my part. Faxes are terrible for efficiency and for data security—even straightforward email is so much better—and we will drive up data security by axing the fax across the NHS.

The hon. Lady is quite right. As part of the long-term plan, we have considered the best way to commission sexual health services, which were moved over to local authorities five years ago. We think that the responsibilities are sitting in the right place, but we need to see far more co-commissioning, where local authorities and the NHS together ensure that there is more joined-up provision, rather than the siloed provision that she mentions.

T10. I welcome the successful trial of the new NHS app. How does the Department plan to use APIs to allow third-party developers to improve the app for patients?

My hon. Friend is quite right to celebrate the development of the NHS app. More than 80% of people are now able to use the NHS app to link to their GP practice. Our plans for the year ahead include API-based connections to a number of third-party products, including the NHS app. More importantly, I want the opening of this system to allow other innovators to be able to develop products for patients to use in a way that we have not imagined before. I want a load of innovations so that people can get the best possible access to their NHS.

The hon. Lady is absolutely right that these waiting time targets need to be improved upon, which is one reason why we are putting so much extra taxpayers’ money into the NHS. Of course, waiting times also need to follow clinical need, and we are taking advice on that.

Genome sequencing and other fourth industrial revolution techniques play a key role in the detection and treatment of cancer and other diseases. How is the NHS adopting those new techniques?

The use of new technologies is drilled through the new NHS long-term plan. Genome sequencing holds great opportunities to improve the health of the nation, and my hon. Friend is a great advocate for it.

Of course the provision of services locally is a matter for local clinicians, and it must be led by local clinicians. I am always happy to look at individual cases and, as with the other example, I will ask the NHS to write back to the hon. Gentleman with an explanation.

Upgrading the NHS’s technology is key to its productivity and its future, and it should include rolling out a new NHS app; phasing out outdated technologies such as fax machines; and adopting new fourth industrial revolution technologies. What progress has the Department made in those areas?

My hon. Friend is dead right. There is a whole chapter in the plan on using new technologies not only to improve care but to make care more convenient. He has been a doughty campaigner for the use of technology in health services. His trip to my local hospital to understand these issues went down incredibly well locally, and I hope he keeps pushing us to do the best we can.

I agree with an awful lot of what the hon. Lady has said, and I appreciate the wisdom that she brings to this issue with her clinical experience.

The need for a just culture in the NHS is very clear, and the Gosport report makes it clearer still. A just culture means that, yes, there is accountability, but the accountability is established with the intent that the system will improve and people will learn; that people can come forward with concerns rather than covering them up; and that when concerns are expressed, they are welcomed.

I am also pleased about the hon. Lady’s attitude to potential legislation. I look forward to working with her, and, indeed, learning from some of the improvements that have been made in Scotland, to try to ensure that we can get this right.

The events at Gosport are of substantial interest to my constituents in Havant and across the Solent region. I agree with the Secretary of State that lessons must be not only learned but applied. Will he confirm that ensuring patients’ safety will remain at the heart of all that the NHS does, including the development of its new 10-year plan, and will he confirm in particular that better medical records can be produced through, for instance, the use of new technologies?

Absolutely, and I pay tribute to my hon. Friend’s work. People from across the country, and certainly from across the region, were affected by this. The need for better medical records is underlined in the report. In the case of several hundred people, we do not know whether their lives were shortened or not. Of course technology has a huge part to play in this. From about 15 years ago onwards it is highly unlikely that medical records would have been lost or misplaced in this way, and therefore new technology has a role to play, but it needs to be improved so that access to those records can be made available to the right people at the right time.

1. What recent progress has been made on providing patients with online access to NHS services.

It is a great honour to be here, Mr Speaker.

There is good progress in patients using online services in the NHS—about a quarter of patients are now registered to access general practitioner online services, up from about a fifth a year ago—but there is much more to be done to use technology in the NHS for the benefit of patients and clinicians alike.

I congratulate my right hon. Friend on his appointment. Healthcare delivered by app is increasingly popular with patients in Havant and across the country. Will my right hon. Friend reconfirm his Department’s commitment to the first ever NHS patient app, and update the House on the timetable for its roll-out?

The roll-out of technology right across the NHS and, indeed, social care is good for patients and good for clinicians. I have seen countless examples of that in just my first two weeks in this job. I pay tribute to the Centre for Policy Studies report, which was launched by my predecessor and authored by my hon. Friend, which demonstrates how apps can be useful for making healthcare easier to access for patients. Apps are popular with patients, and I cannot wait to drive that forward.

Of course they were comprehensive. If the hon. Gentleman’s accusations of perjury, which he is alleging today, are true, then we have rules in place to deal with them. If there is evidence of criminal wrongdoing, it should be brought forward, and that is the proper way to proceed.

T4. Britain is well placed to lead the fourth industrial revolution. A new research centre, such as the one proposed by the World Economic Forum, would help us to stay ahead of the curve. Will my right hon. Friend consider its proposal and meet me to discuss it further?

I would be delighted to meet my hon. Friend on that question. He has done so much to promote the importance of the fourth industrial revolution and artificial intelligence. Indeed, I am on the board of a World Economic Forum body, which is looking into how we can make the most of this, and I look forward to engaging with him on it.

Of course charities will be able to contribute to debate. They will be able to advise and researchers will be able to bring forward their world-beating ideas, but as for the idea, supported by the Labour party, that taxpayers’ money should be used for paid lobbyists, we are going to put a stop to that.

T8. I welcome the Government’s commitment to improving social mobility in the civil service. Will the Minister join me in encouraging more private sector employers to do the same—for example, through schemes such as Inspiring the Future?

I strongly endorse that approach, Mr Speaker. If you or any other Member have not already got involved in an Inspiring the Future event, I would encourage you to do so. Not only is it good for the country but it is an incredibly enjoyable way to spend some time.
