That is why we have written to Frans Timmermans to ask him to extend access to the databases that we are currently allowed to access. So far, he has said no.

I welcome the Minister’s report and the detail that he has provided. I have a simple question for him. He knows that I have been campaigning for citizens’ rights. In the event of no deal on exit day, British citizens in the middle of treatment will receive treatment only for a further 12 months. Why can we not just provide healthcare costs for people suffering from terminal cancer or motor neurone disease, who, through no fault of their own, find themselves in this position?

My hon. Friend makes a good point. I will take it up with the Health Secretary to ensure that the support that we already give can be extended in precisely the cases that he mentions.

On Monday there was a welcome announcement by the Department of Health and Social Care that, for up to six months, certain British citizens living in the EU—about 180,000 retirees and others—will have the cost of access to healthcare services in the EU met by the UK Government. What message does my right hon. Friend have for those vulnerable and elderly British citizens living in the EU who might fall ill after the six-month period and who cannot afford health insurance?

I thank my hon. Friend for his outstanding advocacy on behalf of EU citizens in the UK and UK nationals in the EU.

On the broader point, the Secretary of State for Health and Social Care has written in precisely those terms, but we are also taking additional steps, member state by member state, to ensure access to healthcare. The NHS also stands ready to ensure that any UK national can get the treatment they need.

The House voted to give the people of this country a choice as to whether we were to remain in the European Union or leave it, and 17.4 million people—a clear majority—voted to leave. That is a mandate that we must respect, and an instruction that we must deliver. It is also the case that at the last general election, both principal parties stood on manifestos that pledged them to deliver our departure from the European Union. It is vital that we honour that manifesto promise, those instructions, and our democracy. Those outside the House who sent us here to act on their will and deliver that mandate will take a very, very dim view of those who seek to frustrate, deny or dilute the mandate that we were given.

Does my right hon. Friend agree that the successful Vote Leave campaign of which he was part made clear that one of its primary objectives would be to deliver an exit from the EU with a deal, in an orderly fashion?

My hon. Friend is absolutely right. Let me also take this opportunity to pay tribute to his consistent championing of the rights of EU citizens in this country: we admire his commitment to principle. The Vote Leave campaign did indeed make clear that it was seeking a mandate to leave the European Union, and to conclude a free trade deal with the EU. That was the explicit aim of the campaign, and it is the policy of this Government.

I find myself distressingly often these days agreeing with the hon. Gentleman that our prison officers do a fantastic job. I value the meetings I have with them and the feedback they give me. We have recruited 420 new prison officers in the last 12 months. Of course we keep safety and security in our establishments under review, but as I explained earlier we are taking steps on the use of technology and also on the increased powers that governors will have which I hope will make our prison estate safer and more secure for everyone.

T4. In evidence to the Justice Committee in July, the Secretary of State confirmed that his Department would be undertaking a review of the Legal Services Act 2007. Can he please confirm today if a date has been set for that review, and if not when the date of the review will be set?
