Thank you, Mr Speaker. The out of touch House of Lords Constitution Committee has said that not enough thought has been given to the impact of giving 16 and 17-year-olds the vote. I hope the Government will reject this recommendation and give 16 and 17-year-olds the right to have their say on who represents them in the Scottish Parliament.

I confess that I always hold their lordships’ views in very high regard, but they would not normally be the first port of call that I would make when I was looking for advice either on democratic elections or on young people. The order will be before their lordships’ House tomorrow night. I am confident that it will be passed, as it was passed in this House, without Division.

5. What assessment he has made of the adequacy of provision of broadband and mobile phone coverage in rural Scotland.

The Government’s superfast broadband rollout programme has provided over £120 million to the Scottish Government to improve broadband services. More than 160,000 additional Scottish homes and businesses now have access to broadband as a result. The Government have recently achieved a deal with the mobile network operators that will reduce complete not spots in Scotland by about two thirds, and partial not spots by one half.

I very much welcome that investment, but the money to bring superfast broadband to my constituency was handed over to the Scottish Government, who are supposed to be organising the delivery work. However, many of my constituents complain to me that neither the Scottish Government nor BT are able to tell them when, or even if, they will benefit from this project. Will my right hon. Friend please get on to the Scottish Government and tell them to publish a clear timetable for the delivery of this important work?

Unfortunately, this is a tale I hear as I travel around Scotland, especially in the highlands and islands. The communities my hon. Friend is talking to—I am sure he represents many of them—are not unreasonable, but they do want to know what to expect, so that they can plan for their services and their businesses. One would not think that it was that difficult.

That is an interesting idea, but the real purpose of proceeding according to the timetable we have set out is that we will be able to put the proposals to the people next May, which will be the referendum that matters.

I congratulate my right hon. Friend, who is implementing a long-standing Liberal policy and succeeding where Gladstone did not. I am delighted to see that the Crown Estate is to be devolved and that the Smith commission recommends further devolution of its assets to the island authorities. Will he support devolution of the Crown Estate’s assets to other coastal and island communities, such as those in Argyll and Bute?

It is a matter of debate whether the Secretary of State is as great a man as Gladstone, but thankfully his statements to the House are notably shorter.

If I may correct the hon. Gentleman, the purpose of the Command Paper was to bring together and to outline the proposals of the three parties. It is not a statement of Government policy. As I said when I launched the paper in a statement on Monday—I cannot remember whether the hon. Gentleman was here or not; I suspect not—it is clear that the publication and the content of the Command Paper are without prejudice and do not seek to limit or prescribe in any way the work that we have given to Lord Smith to undertake.

When the Secretary of State goes to the population summit in Dunoon, will he remind the Scottish Government that devolution should be not just from Westminster to Holyrood, but from Holyrood to local communities in Scotland? Will he tell the SNP Government that they should reverse policies such as centralising the police and fire services and closing local courts, which are taking people and jobs away from rural Scotland and into the central belt?

I am very much looking forward to joining my hon. Friend, leaders of his local council and Ministers from the Scottish Government in Dunoon. What he says is very much the message that Ministers from the Scottish Government will hear. It is a message that they get throughout the highlands and islands. Seven years of SNP Government in Edinburgh have given Scotland the most centralised system of government in western Europe. That has got to change.

Every option that is put forward by the Scottish nationalists is inferior to what we currently have as part of the United Kingdom. That is the unpalatable truth that they do not want to hear, but from which there is no escaping. The people of Scotland know that truth.

The success of the Government’s economic policy is proven by the fact that the number of people claiming unemployment benefit in my constituency reduced by 419 in the past year. Does my right hon. Friend agree that the best way to keep this sustained economic growth is to stay within the UK and with the common currency that we have at the moment?

Indeed. My hon. Friend gives me an opportunity to remind the House that the United Kingdom has the fastest growing economy in the G7, and that Scotland is the second wealthiest part of that economy.

I pay tribute to the hon. Gentleman because, under his stewardship, the Scottish Affairs Committee has become one of the most productive Committees in the House. He knows that I have a particular interest in this issue. He highlights one of the real challenges facing us. People in our island and coastal communities have seen power and influence systematically stripped away by the Scottish Government since they took power in 2007. I do not see any particular attraction in replacing a centralised system from London with a centralised system in Edinburgh.

A social enterprise has bought the Ardroy outdoor education centre in my constituency, but it needs to acquire from the Crown Estate the rights to a sewage pipe over the foreshore. After months of legal correspondence and thousands of pounds of legal bills, the matter is still not sorted out. Will my right hon. Friend meet me to help resolve the problem?

The right hon. Lady is absolutely right. Given that 90% of the product of the Scotch whisky industry is for the export market, it is of supreme importance that Scotland has the best possible access to that market, and we have that facility through the network of some 270 embassies throughout the world and through United Kingdom Trade & Investment. That is what matters, and that is why the Scotch whisky industry makes such good use of it.

The Scotch whisky industry provides many jobs in my constituency, but I feel that it is very unfair that whisky is taxed at a higher rate per unit of alcohol than beers and wines. Will the Government look again at alcohol taxation with a view to creating a level playing field?

I am afraid that we have heard dodgy figures from the Labour party before, and I think we have just heard yet another one from the hon. Lady. The truth is that Labour’s price freeze does risk reducing the number of companies in the market. If competition is reduced, the price goes up. That is basic economics and the Labour party should learn it.

People who are on SSE’s “Total Heating, Total Control” system have been told by SSE that their system will not work properly if they switch to another supplier, which means that they are totally dependent on SSE and the huge price increases that it places on them. That is an unacceptable abuse of a monopoly, so will my right hon. Friend investigate it?

I am aware of the issue from my own constituency mailbag, and it relates to those currently on the “Total Heating, Total Control” tariffs. It is a fairly complex position, but I say to SSE that it has enormous customer loyalty from throughout the highlands and islands. When we get the answers to the questions that my hon. Friend poses, I shall be looking at them very closely, because I want to ensure that the customer loyalty that its hydro has in the highlands and islands is valued, and not abused.
