No, I am afraid that I cannot assist the hon. Lady in that regard. All I can do is point to the fact that the Scottish Government seem to be desperate to speak about the powers that are held by others, rather than about the way in which they will exercise the powers that they already have. Her constituents and others will doubtless draw their own conclusions.

The Secretary of State will be aware that, following the amendments that I moved in the Committee stage of the Infrastructure Bill yesterday, there has been movement from the Government, which we should all welcome. Will he help the House by clarifying the fact that having a licence does not enable somebody to undertake any extraction or exploration activity? It has been suggested that it does, but that is absolutely not the case.

I pay tribute to the hon. Gentleman for his efforts on this matter and, in particular, for tabling his amendments. As was made clear to him yesterday in Committee, the Government will return to the matter on Report. We will table an amendment that we believe will achieve the same end, which is the carving out of Scotland from those provisions in the Infrastructure Bill. He is absolutely right that licensing is just one element—it provides no overall entitlement. For fracking to go ahead, the Scottish Government have to give consent on planning and environmental grounds.

Like everybody else, the hon. Gentleman will have to wait to see what recommendations come from the Smith commission. The Government were responsible for setting it up and we will deliver on the heads of agreement when they are published, but it would not be appropriate for me, standing at this Dispatch Box now, to second-guess what Lord Smith is going to say.

5. What assessment he has made of the adequacy of provision of superfast broadband services in Scotland.

The Government’s superfast broadband roll-out programme has invested £120 million, provided to the Scottish Government to deliver rural broadband services across Scotland. More than 150,000 Scottish homes and businesses now have access to broadband from the work done so far.

The Secretary of State will be aware that 69% of UK premises have access to broadband whereas the figure for Scotland is only 48%. Does he agree that the situation for my constituents in Torhead Farm is unacceptable? That housing scheme is served by two cabinets, one in the commercial scheme and the other in the community scheme, so one person has access to commercial broadband whereas their neighbour does not, because of the Scottish Government’s failing scheme. Can he help the Scottish Government to get a grip of this, so that everyone gets access to broadband services?

As the hon. Gentleman says, the responsibility for the delivery of this money and the improvements that can come from it has been given to the Scottish Government. I hear similar stories to the one he mentioned as I go across Scotland; it is clear that there are problems. If he wishes to furnish me with the details, I will be more than happy to take up the matter with the Scottish Government.

Further to that question, I note that the Secretary of State has made it clear that implications for other parts of the United Kingdom will follow from this process, and some of those points are set out in the Command Paper. Will he clarify that? On page 43 of the Command Paper, it states that the Liberal Democrat commission’s view is that

“the present level of Scottish representation at Westminster should be retained until a federal structure for the UK has been delivered”.

Does that remain his position and that of his Front-Bench colleagues?

7. What assessment he has made of the interim report by Sir Ian Wood on the future regulation of oil and gas extraction in the North sea.

The interim report by Sir Ian Wood has given Government and industry alike plenty to think about and that is exactly why we asked him to carry out his review in the first place. After his final report is submitted early next year, the Government will set out our plans to make the most of our offshore oil and gas fields.

I thank the Secretary of State for that answer. He will be aware that Sir Ian Wood’s report refers to much of the North sea as a mature environment and to the need for collaboration to maximise the economic recovery for what is, by record, a volatile and, by definition, diminishing resource. Does he agree that the fragmentation of fiscal and regulatory regimes through separate arrangements for Scotland and for the rest of the UK continental shelf would minimise the chance of achieving that outcome?

I think it is very clear to all who have an informed view of the industry that its best future lies as part of the United Kingdom, rather than as part of a Scotland separated from the rest of the United Kingdom. It is a mature industry that still has a great deal to offer, but it is telling that the Scottish Government’s recent White Paper gives absolutely no guarantees about the future of field allowances in the industry, which will be absolutely crucial to its future development.

When I was at the command centre this morning, I briefly met Sir Stephen House, the chief constable of Police Scotland, who had come directly from meeting members of the families of the two officers who were killed. He was clearly very affected by that meeting, and it struck me that the police exist very much as a family. That is why I thought it appropriate to make reference in my statement to the fact that the police in Glasgow are dealing not only with the loss suffered by members of the public, but with the loss of members of their own community and family. For that reason, their response, at a professional and an emotional level, deserves recognition. I am sure that they will get all the support they need from their chief constable and other senior officers in coming to terms with their loss.

It was my privilege earlier this year to spend some of my police parliamentary scheme placement with the Police Scotland helicopter branch. Indeed, I spent time with colleagues of those who have sadly lost their lives. I saw at first hand the incredibly important work that the branch does in urban and rural areas, often saving lives. We should not forget that today. While the Secretary of State for Transport is still in his place, may I also make a point about the air accidents investigation branch? It has been pointed out that the branch has a large amount of work to deal with on other incidents as well as this one. Can the House be assured that all the resources and support that the branch needs will be forthcoming?
