I thank the hon. Gentleman for that question. Seeing what the CCC has said, we will of course be responding on CB6 next year. That and the 10-point plan take us forward towards fulfilling CB4 and CB5, but we will set out more details in due course on how we get to those budgets. We will also be setting out, between now and COP26, a net-zero strategy for the country.

I welcome the Secretary of State’s support for nuclear and the discussions on Sizewell C. Is the eventual financing model entirely contingent upon the 30% reduction in the build cost for nuclear that is set out in the White Paper? To what extent does he see Government investing in nuclear over the medium to long term as a first resort, or should the first resort be investment from the private sector, with Government investment a last resort?

My hon. Friend makes an important point about funding models. Of course, Sizewell C will be second of a kind in terms of projects. I think there is likely to be an appetite from the private sector to invest in that, but we are at the start of the discussion with EDF to explore financing options. It could involve the regulated asset base model. As I said in my statement, we will look at the part that the Government or consumers could play in the financing, but at the heart of any decision will be ensuring that we are delivering value for money for British taxpayers and British consumers.

As I have noted, and as a matter of fact, we have had very high standards when it comes to food safety and animal welfare in the United Kingdom. The best way to ensure that we have the same standards across the United Kingdom is to work together to the common frameworks programme, which is what I would like us all to do.

In this Chamber over the past few weeks, I have heard Members on both sides talking about the need to preserve and create jobs as we recover from covid. There are financial barriers, but there are also regulatory barriers, and these proposals ensure that they do not arise as a result of our leaving the European Union. Does the Business Secretary agree that his proposals will help to preserve jobs throughout every nation in the United Kingdom, and any approach that seeks to fragment our internal market—largely due to ideological obsessions of members of the Scottish National party—would make our jobs recovery after covid harder, not easier?

I know that my hon. Friend is hugely supportive of R&D, and that last month he opened the Institute of Technology at York College. I absolutely agree that that is part of our levelling-up agenda. We want to support centres of excellence across the country. In December last year UK Research and Innovation awarded £24 million to the University of York for a quantum communications hub, and we will set out our ambitious play strategy for R&D in the second half of this year.

Rothamsted Research in my constituency is a world-leading agricultural research centre, and we have made huge strides in commercialising that scientific knowledge, working with agritech start-ups. I am working with Rothamsted to build a new venture capital fund for agritech, working with those start-ups to incubate and develop them so that we can improve this facility, not just for Rothamsted and the region but for the whole country. Will the Secretary of State provide Government support for this work and come to see the work that we are doing at Rothamsted?

I am delighted that my hon. Friend is showing his characteristic commitment to innovation by supporting an agritech venture capital fund. As he notes, Rothamsted has a world-renowned reputation for agricultural research, and that is why UKRI has awarded £3.4 million to determine protein abundance in plants at that research institute. Either I or the Science Minister—the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Derby North (Amanda Solloway)—would be happy to meet him to discuss how the Government can support his proposals.
