The Secretary of State for Work and Pensions (Amber Rudd)
Three days in, and I know that the Department for Work and Pensions is a force for good. It helps people in need, helps people into work and out of poverty, and gives support at the end of their lives. This is what we want for our families, our friends and our neighbours. This is the country we are; this is who we are. It is good that employment has risen to record levels of 75%, as stated just recently.
But I know that there are problems with universal credit, despite its good intentions. I have seen them for myself. I will be listening and learning from the expert groups in this area that do such good work. I know it can be better. I will make it my role to ensure that we deliver that through our discussions within the DWP and through discussions with the Treasury. We will have a fair, compassionate and efficient benefits system.

I thank the new Secretary of State for that response and add my congratulations to her on her return to the Front Bench. In her new role, will she, unlike her predecessor who was described by the UN rapporteur as
“almost entirely dismissive of criticisms of welfare changes and universal credit,”
take seriously his report on poverty in the UK and heed his calls for changes to the universal credit system?

The rapporteur does no credit to his report by making personal comments about the former Secretary of State in this Department, who did a fantastic job. Having said that, I have already acknowledged that we can make changes to the UC system: despite the tremendous good that it does, I know that there are problems with it and we will be focusing on fixing them.

I agree that there is nothing wrong with argument and a little bit of rudeness, but that the sorts of examples that we have been quoting are absolutely unacceptable. We need to work across the House to ensure that we have a proper answer and strategy to combat them.

Does the Home Secretary agree that it is high time we brought back respect in public life? This is not just about MPs, but about the people who provide our public services. When I was told by a constituent during the last election that it was part of my job to take abuse, I spoke to a local police officer about it and he said, “Welcome to my world.” Does she agree that we must lead by example on these Benches?

I agree completely with the hon. Lady. I had a similar experience when I was a Back-Bench MP, when somebody said, “Well you’re an MP—you can take it.” MPs are not blushing wallflowers, but nor should we have to take that sort of abuse. I would welcome the sort of approach she sets out.

I do not accept that there are double standards. What I accept is that we have been totally consistent in ensuring that we call out hate crime and take aggressive action in order to stop it. That is why my right hon. Friend the Prime Minister responded so strongly to the tweet, and why other Cabinet Ministers have taken action as well. We will always ensure that we take action to stop the vile hate crime that sometimes takes place.

It is typical of the Opposition party that it is unable to understand the concept of the CMA, which is preparing this report. It is up to the CMA to come forward with the final recommendations, and it is its recommendations that we will be following. I must take issue too with the hon. Gentleman’s reference to “tatters”. This Government are absolutely committed to helping the most vulnerable. We are proud of the work that we are doing to reform our various schemes so that we can support the most vulnerable, and that is something that we will continue to do to ensure that we always support the people most in need.

May I press the Secretary of State a little further? My constituency of Heywood and Middleton is, sadly, in the top 50 for numbers of households with pre-payment meters, and my constituents are being ripped off. What can the Secretary of State tell me that I can tell my constituents about how long they will continue to be ripped off by pre-payment meters?

I am sure that the hon. Lady has looked at the CMA’s report. It has a proposal for a safeguard tariff, and we welcome that. It is one of the key reasons why we were keen to propose this review by the CMA. We are expecting it to come forward with the final report soon. When it does so, we will act on the recommendations and hope that it will deliver what we and she hope it will, which is support for people on pre-payment meters, who are often the most vulnerable.

I share the hon. Lady’s support for the CMA’s proposal for the most vulnerable customers, a larger proportion of whom are on prepayment meters, and we welcome that approach to ensure that we look after those people. On smart meters, while some energy companies are prioritising prepayment meters, we are not obliging them to do so because the roll-out of smart meters is so inherently important to managing people’s bills.

Will the Secretary of State tell the House, so that I may inform the 9,255 of my constituents who have prepayment meters, why her Department will not bring forward its fuel poverty strategy for another two years?

The Department and the Government take fuel poverty very seriously and we take steps to address that issue. We are reforming the renewable heat incentive and the energy company obligation to focus more on those most in need, who are those in fuel poverty. I ask the hon. Lady to reassure her constituents that we are absolutely committed to doing that and that we will continue to address the issue.

The hon. Gentleman is right that we need more joint working. The ambitions we have to address our climate change targets require joint working. I will meet my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs in order to work more closely with her. If we are to protect our environment from dangerous climate change, all Departments need to play an active role—and I will ensure that they do so.

The established wind farm on Scoutmoor, adjacent to my constituency, has a lifetime of only 25 years. What is the Secretary of State’s long-term plan for renewable energy when existing wind farms have to be decommissioned?
Amber Rudd
The extraordinary thing about renewable energy is that it is such a fast-moving field. Nobody knows which will be the dominant renewable energy, able to supply cost-effectively, in 20 to 25 years’ time—no, less, in 10 or 15 years’ time. Perhaps we will have developed storage—perhaps carbon capture and storage will be coming on line. There are so many unknowns in this area that I urge the hon. Lady to keep an open mind about different sources of renewable energy, just as this Department does.
