Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, pursuant to the Answer of 23 October 2017 to Question 108121, what discussions he has had with representatives of Deloitte on the reasons why information was only received in September 2017 given the cyber attack was discovered by that company in March 2017.

Deloitte notified the National Cyber Security Centre (NCSC) of a cyber incident affecting their US operations in September 2017. The NCSC engaged with Deloitte to establish whether there were any UK impacts, and identify mitigation measures. While the NCSC advises organisations to report significant cyber incidents immediately, it is at the discretion of the company to choose if and when to do so. The Minister for the Cabinet Office did not have discussions with Deloitte representatives on this matter.

Ministers across government, including me, have had discussions about a range of issues relating to international trade and investment. This is in addition to engagement with senior officials in the US Administration and lawmakers, with the Canadian Administration, and with Bombardier in Canada and Belfast.

A key objective of the National Cyber Security Strategy 2016-2021 is that government will provide world-leading cyber security guidance that keeps pace with the evolving threat. As the UK’s technical authority for cyber security, the National Cyber Security Centre (NCSC) is the single source of cyber security advice to UK government, industry and the public. This advice is continually updated and designed to reduce the likelihood and impact of cyber attacks.

To ask the Minister for the Cabinet Office, which agencies have been notified by Deloitte that their data may have been compromised following a cyber attack.

Deloitte notified the National Cyber Security Centre (NCSC) to a cyber incident affecting their US
operations in September 2017.

Based on current information, there is no indication of impact to the UK branch of the organisation,
which operates a separate infrastructure to their American counterparts. The NCSC are working
with partners to better understand the threat and identify any mitigation measures.

A combination of factors has meant that the GDS Advisory Board has not met since
January 2017. In particular, GDS deemed it sensible to wait until the outcome of the
general election before convening a meeting of the GDS Advisory Board to understand
fully any impacts on future priorities

A meeting was scheduled for 9 October but due to a lack of board member availability, this
is being rescheduled to early November. There is a provisional date for a further meeting
on 22 January 2018 but at present there is not a timetable for future quarterly meetings
beyond this.
