I am absolutely clear that we will continue to seek good value for money for fare payers and taxpayers through the franchising process. The amount of money that is being invested in our railways is at a record level, because the Government believe strongly in rail underpinning our economy and our move for clean growth. Fares are obviously a matter of some concern, but I remind my hon. Friend that we are in the sixth year of freezing fares in line with inflation, which is in marked contrast to the fare system that we inherited when we came into government. I think there were fare increases of up to 10% in the previous Government’s last year. We will focus on delivering not only better value but better quality and quantity at that better value.

Never before have I heard a question on East Midlands trains that begin at St Pancras and terminate in Sheffield being asked by someone from north of the border, but the hon. Member for Gordon (Colin Clark) is always welcome to come and enjoy the midland main line.

In any event, this is a serious matter, and I pay tribute to the hon. Member for Middlesbrough (Andy McDonald) for raising it. As the hon. Member for Chesterfield (Toby Perkins) said, there will be concern about this franchise and the manner in which this has been done. My hon. Friend the Member for Nottingham East (Mr Leslie) and I met Abellio on Friday, and I put that squarely on the table. I have a concern about the level of expectation. The Minister rightly speaks about new trains being introduced, about refurbishment and about bi-mode trains, but none of that will come on stream for at least three years: there are high expectations, but they will not be delivered.

My real question to the Minister is this. It is my understanding that those train doors that have to be slammed—the ones where people have to reach up through the window to turn the handle on the outside when they want to open or close the doors—are rightly going to be made unlawful in order to comply with rules, regulations and laws covering people with mobility difficulties. Can he confirm that, in order to satisfy those laws, there will have to be new trains? Can he also confirm that that cannot be done in time for January next year? In that event, what are the Government going to do?

I am sure that expectations are high; they always are higher at the start of a franchise. We have been talking about the customer benefits that will flow from the £600 million that Abellio is investing in trains and stations along the franchise. I understand the right hon. Lady’s point about how benefits can sometimes be delayed, and there has, on occasion, been a sense of jam tomorrow in the delivery of timely upgrades for our railways, but this is a positive announcement and it should be welcomed as such. I recognise that change can cause challenges for people who are used to dealing with a particular operator. That is inevitable whenever we have a change of franchise operator—[Interruption.] May I just make one more point, Mr Speaker?

I congratulate the hon. Member for Sheffield South East (Mr Betts) on securing this very important question. A large number of people across the east midlands will share his concerns about the granting of this franchise. Stagecoach at least backed the Access for All bid for Beeston station, and it is really unfortunate that the Government have not provided the money to make sure that we have that funding.

There is real concern about rolling stock and Abellio’s ability to provide it. In short, the Minister should know that Stagecoach certainly told me that there would be no new rolling stock. As he will know, we have on this line trains that are 40 years old. There will be no new trains for at least three years. We now need to firm this up. Will he confirm that Abellio will not provide trains for at least four years, or is there any chance that it might be a shorter period?

I recognise that the east midlands franchise has been successful. However, this bid was won on merit and awarded to the strongest bidder. It was the strongest bidder irrespective of any of the compliance issues that we have been talking about today.

As regards the Access for All bid for Beeston, it was not successful in this round. I imagine that we will see further rounds of Access for All funding because it is a critical part of this. We are working to make our railway network available for as many people as possible. There is no greater champion for that than the Under-Secretary, my hon. Friend the Member for Wealden (Ms Ghani), who is sitting next to me. I therefore suggest that the right hon. Lady speaks to her to discuss potential future bids for Beeston.

Two people died in November on the A52 in Bramcote, a suburban part of my constituency. There was another accident just a few weeks ago. In both of those cases, and after many complaints from residents for many years, there is clearly a real problem with people racing at very high speeds. Would the Minister be so good as to meet my constituent Tony Smith, who organised a petition, presented in this place only last month, of 1,600 people calling on Highways England to introduce speed regulation measures? We would be very grateful for that meeting in order to advance the campaign.

I meet local road safety campaigners on a regular basis, in particular families who have lost loved ones in incidents on our roads. They are difficult meetings, but I would of course be very happy to meet my right hon. Friend and her constituent.

Well, the people of Broxtowe are looking forward to HS2 coming to Toton Sidings, where we will have the east midlands hub, which will bring considerable benefit. May I thank the Minister for his visit to Trowell, for his interest and for the conversations with the Secretary of State, because in Trowell there is opposition, not necessarily to the route—although there is some concern—but to a 60 foot viaduct that will deliver HS2? Will the Minister be so good as to confirm that he will do everything that he can to ensure that all options are considered to deliver HS2 through the east midlands and through the village of Trowell?

I much enjoyed my visit to Toton and Trowell to see the economic impact that HS2 will have there, to talk to businesses and to look at the implications for local communities. I will of course be very happy to take every action we can to ensure that this works for everybody, including the mitigation that my right hon. Friend suggests. We want to minimise the impact and maximise the benefits from this exciting project.

I am pleased to say that 98% of local authorities have now signed up to the community covenant. Some 11 have yet to sign, but I am told—[Interruption.] I am reliably told that they have now all agreed and undertaken that they will sign up as a matter of some urgency.

I thank the Minister for that reply, but can she explain in a little more detail what steps have been taken to encourage those small number of authorities who are yet to sign up?

I am happy to answer as follows. There has been—[Interruption.] Hon. Members are very keen; it must be the Christmas spirit. If they could just hold their horses for a moment, we might get to an interesting punch line that could steal their joke. In all seriousness, the Secretary of State for Defence and the Secretary of State for Communities and Local Government have written to the 11 remaining authorities. I also know that the Economic Secretary to the Treasury, my hon. Friend the Member for Loughborough (Nicky Morgan) has spoken at length to Charnwood borough council to ensure that it would sign up. If any local authorities have not signed up by the end of January, I think it might be a good idea for me to ring them and to speak to their leaders personally.

My hon. Friend is a famous champion of the green belt in Broxtowe and is speaking knowledgeably and passionately. She is making a local point and, through that, highlighting a national issue. Does she agree that local people up and down the country are worried and anxious about how to protect their green belt?

Absolutely. I am very grateful to my hon. Friend for making that point because the danger when we have such debates about our constituencies is that people could say it was all about Broxtowe. Of course I champion my constituency, and I am grateful to my hon. Friend for his generous comments in that regard, but the question has huge implications, as identified by my hon. Friend the Member for Suffolk Coastal (Dr Coffey). Unless we ensure that there is no conflict between our stated policy of protecting our green belt and what is happening in the real world, all those fine words will ring hollow.

People will say, “Why is this being done? Why is the borough council—and the Lib Dems and Labour, who control it—doing this in the face of so much opposition?” The borough council talks about need; I have addressed the fact that it has looked at the housing market in the whole of Greater Nottingham, but now it seems that the planning inspectors, who are, at the end of the day, Government inspectors, are being blamed. In a letter, Councillor Steve Barber, the chair of the Greater Nottingham Joint Planning Advisory Board and a Broxtowe councillor, says:

“Our consultants and experts came up with a much higher housing figure”.

He does not actually say which figure it is higher than, but that does not matter; what matters is what follows:

“and the inspector indicated to us that in the absence of striking new evidence, he will not accept any lower than this.”

“This” is the overall figure given for Greater Nottingham, which councils have literally divvied up among themselves. I have looked at various minutes—I have some here—to see where the inspector has said that he wants “striking new evidence” before he will accept any lower figure, and I cannot find that comment. I have asked for evidence of that statement, and it is yet to be forthcoming.

My real message to the Minister is this. I do not know whether he is able to contact Keith Holland, the planning inspector, who I know is a very senior inspector, but it strikes me that what is needed is for the Minister to write to him, or arrange a meeting with him, so that I or perhaps others can discuss directly with the inspector what is happening in Broxtowe, and how Broxtowe can offer a figure that in some way matches up to the availability of non-green-belt land, so that we do not find ourselves in a position where so much of our green belt is under threat from development.

I also ask the Minister to give good, firm guidance to all inspectors throughout the country—this is the point raised by my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones)—to ensure that full, proper advice is given to our inspectors in their work with local authorities, so that local authorities are not putting in danger our green belt and flying in the face of our national planning policy framework document, and the words and policy of this Government—a policy of protecting our green belt.

As ever, the clock is against me. I quickly want to say that the other threat to the green belt in Broxtowe is from an application from UK Coal that the county council will consider in September. The public consultation is completed. The application would allow, at a 325-acre site in a place called Shortwood, between Cossall and Trowell, the extraction of 1.5 million tonnes of coal and fireclay, which—if you can believe it, in this day and age, Mr Deputy Speaker—would be put into heavy goods vehicles, at a rate of some eight movements an hour. Those vehicles would go all the way along congested roads to the M1, and then to a coal-fired power station and back. I am reliably informed that it would take that power station about four months to burn that coal, which it would take more than five years to extract; it would take another year to restore the area. One wonders whether, in this day and age, that is worth it. In my judgment, that is certainly not right.
