We are working hard to ensure that the benefits of technology and improvements in road safety are passed on to drivers through motor insurance premiums. We are working particularly with younger drivers, and a research programme on this is under way. I will write to the hon. Gentleman with details of the work we are undertaking.

I am sure the whole House will be disappointed that my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) was unable to ask about space flight, so will my right hon. Friend the Minister please set out what steps he is taking to ensure that the UK becomes the world leader in commercial space flight?

Ninety-five per cent. of the steel used on our railways already comes from Scunthorpe, and that is a key part of all of our procurement. We want to see British steel used in our transport infrastructure, and Scunthorpe will of course play a key part in that.

By the time HS2 eventually opens from Manchester Piccadilly, it will take some of my constituents, who live within Greater Manchester, longer to drive to Manchester, especially at peak times, than to travel by train from Manchester to London. What plans do the Government have to improve that?

It is not as though HS2 is the only investment taking place in the north: more than £1.25 billion is being spent in the north-west on local transport schemes through the growth deal; £800 million-plus is being spent on north-west road schemes; and a further £1 billion is being spent on other parts of the rail network. It is HS2 plus all the other investments that makes the comprehensive transformation of transport in the north.

What is the Department doing to ensure that the pothole action money is being efficiently spent and to ensure best practice?

The pothole action fund has a budget of £250 million across this Parliament. The first allocation has already been made this year. It has been allocated to councils according to the number of highways for which they are responsible. We are looking at how we can make the fund as efficient as possible but the key thing is that we are backing local authorities to improve the quality of their local road network.
