I repeat what I said earlier: it would be quite wrong of this House to get involved in the detailed boundaries that will be set out under the review process. The place for the hon. Gentleman to make his representations is not here; it is to the Boundary Commission.

May we have a debate on attempts by the EU High Representative for foreign affairs and security policy to force through the creation of a permanent military headquarters for the European Union, using the artifice of permanent structured co-operation under the Lisbon treaty and contrary to the wishes of this Government?

If it is contrary to the wishes of this Government, I very much hope it will not happen. There will be an opportunity at the next Defence questions to raise the matter, but in the meantime I will share my hon. Friend’s concern with the Secretary of State for Defence.

I applaud the work of the CABs, which are indeed under greater pressure. I attended a reception that other colleagues might have attended earlier this week on the Terrace at which my right hon. and learned Friend the Justice Secretary outlined the support that the Government were giving to CABs to help them cope. Hon. Members will have an opportunity next Thursday to ask Ministers in the Department for Business, Innovation and Skills about CABs.

Amid the chaos of north Africa, last week the Kingdom of Morocco quietly, efficiently and peacefully conducted a referendum that will usher in far-reaching constitutional changes that I am sure we will all welcome. In the context of the Arab spring, may we have a debate on how this commendable model can be exported in a region which is too often reliant on violent disorder and bloody civil war to usher in change?

I congratulate my hon. Friend on raising the profile of a good example of how orderly reform can take place. There will be an opportunity at Foreign and Commonwealth Office questions on 19 July to ask my right hon. Friend the Foreign Secretary about that matter and about how the example of Morocco might be spread more widely.

My right hon. Friend does respect the House, but I will ensure that the hon. Gentleman’s question is communicated to DEFRA immediately and that my right hon. Friend takes any appropriate action to keep the House in the picture.

May we have a statement on civil unrest in Tunisia and Algeria? The Maghreb now counts as our near abroad and there are worrying signs that al-Qaeda and its spin-offs and fellow travellers are profiting from the current dire situation, which has clear implications for the United Kingdom.

I understand my hon. Friend’s concern. I cannot promise him an immediate debate but there will be an opportunity on 1 February to raise questions with the Foreign and Commonwealth Office. In the mean time, I shall pass on his concerns to the Foreign Secretary and ask my right hon. Friend to write to him.
