That sounds like a very worthwhile initiative and I congratulate those behind it. It is incredibly important that we give people the tools they need to support their children through the changes they will go through. I will certainly make sure that the relevant Department has heard about this scheme and see what else can be done to support it and scale it.

I have raised this issue before with the Leader of the House, but at yesterday’s Prime Minister’s questions, when confronted with the dubious dealings at Teesworks by my hon. Friend the Member for Sunderland Central (Julie Elliott), the Prime Minister said:

“Contracts at the site will be a commercial matter for the companies involved.”—[Official Report, 10 May 2023; Vol. 732, c. 334.]

Could the Leader convey to the Prime Minister that the people of Teesside are extremely angry and, even if he does not, they think that how £350 million of public money has ended up so massively benefiting a few preferred developers is very much a matter for them? The Chief Secretary to the Treasury has agreed to meet my hon. Friend the Member for Denton and Reddish (Andrew Gwynne) to discuss the issue, so I have written to him to ask him to extend that invitation to me. Could I prevail upon her to ask the Chief Secretary to do that and to include my hon. Friend the Member for Stockton North (Alex Cunningham) as well?

I will certainly make sure that the Chief Secretary has heard what the hon. Gentleman has said. He will know that, on the spending and delivery for that site, the Tees Valley Combined Authority has judged that that is on track and the transfer presented value for money. These matters are independently audited and those who are doing that have not raised any concerns about the judgment that South Tees Development Corporation has made or the management of the organisation. These are important matters. They are a concern to the hon. Gentleman and I shall act on his request, but it is also important that those facts are out there. I am sure he would not want to stifle investment in the area; I know that that is not his intention. We must be careful of that.

It was a pleasure to visit my hon. Friend’s constituency and see Veterans in Communities, an amazing organisation—I am particularly keen to get updates on the progress of the giant model railway that it is constructing. I thank her for what she has done to champion such organisations and ensure that they have all they need to reach everyone in the community who can benefit from their services.

Yesterday Private Eye revealed truly shocking, industrial-scale corruption on Teesside. A huge site acquired by the public body South Tees Developments Limited for £12 million in 2019 subsequently received hundreds of millions of pounds of taxpayer investment. Any future sale had to be on market terms, but we now know that private developers exercised their option to purchase for a mere £1 an acre plus inflation, paying £96.79 in December 2022. I have the transfer. The only economic growth that is being delivered is being delivered to the accounts of Ben Houchen’s pals Messrs Musgrave and Corney, who, for a bargain £100, will benefit to the tune of £100 million—and all the while the state remains on the hook for the ongoing environmental costs. Will the Leader of the House ensure that the Secretary of State for Levelling Up, Housing and Communities comes to that Dispatch Box and tells the House what plans the Government have for a full investigation of this industrial-scale corruption?

The relevant questions session will not take place until 5 June, but I will write a letter, on the hon. Gentleman’s behalf, to ensure that the Secretary of State has heard what he has said. I should add that the Mayor has been doing an incredible job in regenerating that part of the country and making it a world leader in clean technology. However, the hon. Gentleman has raised serious issues, so I will, as I say, raise them with the Secretary of State on his behalf, although I assume he has already done so.

I thank my hon. Friend for raising the topic. I think it would make for a timely debate, and she will know how to go about securing one. There is already a comprehensive regulatory framework in place for fireworks, and we are determined to tackle all forms of antisocial behaviour, including fireworks being used as weapons. I will raise her concerns with my colleagues at the Department for Business, Energy and Industrial Strategy and the Home Office.

Will the Leader of the House urge the Secretary of State for Environment, Food and Rural Affairs to come to the House next week and make a statement about the appalling ecological disaster that has blighted the east coast north and south of the Tees bay, with massive numbers of dead crustaceans washed up on our beaches? DEFRA says that it is naturally occurring algal bloom, but there is not a scientist or marine biologist worth their sea salt who buys any of that. We need an independent analysis and report that our communities can rely on. While she is at it, will she persuade the Tory Tees Valley Mayor, Ben Houchen, to stop pumping out false and misleading information about the quantity and content of capital industrial dredgings from the River Tees being dumped at sea?

I am very sorry to hear the hon. Gentleman’s first point; no doubt that will be having an economic impact on his local area, so I will raise it with the Department and ask it to get in touch with his office. I think the local Mayor is doing a fantastic job. I know that he has the confidence of the business community and his constituents, which is why he keeps doing so well at the ballot box.

I know that my hon. Friend is a great expert on these matters, and the Secretary of State and I have some sympathy with his views on the state opening of Parliament. I have therefore asked my officials to raise this issue with the Earl Marshal to look into the possibility of flying the Union flag on the square for future state openings and to establish what the associated costs would be. In the meantime, I would be very happy to meet him and the president of the Flag Institute to discuss it further.

Flags can undoubtedly be a powerful demonstration of pride in our culture and our economic vibrancy. Does the Minister agree that companies that fear an exit from the EU should be encouraged to fly the European flag to demonstrate their commitment to the single market, together with the Union flag, which they might replace on St George’s day with the English flag, on St Andrew’s day with the saltire, on St David’s day with the ddraig goch, and on St Patrick’s day with the tricolour?

I would like to say that I am grateful to the hon. Gentleman for asking that question, but that would not be true. Designated days for flying the Union flag are decided by Her Majesty the Queen, and any changes to designated days are for Her Majesty to make. It would therefore be an issue for the Department to discuss with Her Majesty.

Is the Leader of the House aware of Government Ministers putting the emoluments from outside directorships into trust so that they escape any scrutiny, and if so, is he content with those arrangements?

There are very clear rules about all that—rules not only on the declarations of Members of Parliament but on ministerial interests. Those rules are very rigorously observed and enforced, in my experience in government, and I hope that they have been under Governments of all parties. Transparency about ministerial interests and the interests of people who have left office as Ministers has been greatly strengthened in recent years. This is not a static situation; constant improvements have been made.

I am grateful to my hon. Friend for his comments. Many years ago, when it was probably a bit more of a misery, I used to travel daily into Fenchurch Street on that line and so was familiar with it. Happily it is better, as he described. He will know that the competition for the Essex Thameside franchise is ongoing and an announcement about the award of the franchise is expected shortly. A new directly awarded franchise has been negotiated by the Government with the incumbent, Abellio Greater Anglia, for 27 months between the end of the current franchise in July and the start of the next competed franchise in October 2016. As is the case with many other franchises, worthwhile and significant benefits to passengers arise from new franchises. The competition for the next franchise will begin in spring next year, and a consultation will be carried out to inform the specification for that.

Wonga’s appalling deception and dishonesty has been laid bare. May we have a statement from the Chancellor on why that company or any of its directors should ever hold a credit licence again, or is the Government’s priority and focus the protection of Tory party friends and donors?

The latter part of the hon. Gentleman’s remarks is uncalled for and inaccurate. He knows that. Members on both sides of the House will have been shocked by what they saw and the Financial Conduct Authority has taken important action on the matter. I am not in a position to say any more than what the FCA has said so far, but I will ask my hon. Friends at the Treasury, in consultation with the FCA, whether they are in a position to offer a written statement to the House.

Even though the north-east of England is the only region outside London that makes a positive contribution to our GDP, it has among the lowest median incomes and the highest jobseeker’s allowance rates in the country. May we please have a debate to consider the special measures that can be taken to address the gross inequity and inequality that afflicts the north-east of England and other regions?

I hope—I do not know—that the hon. Gentleman has had a chance to address those issues in the course of the debate on the Queen’s Speech. He will, of course, have an opportunity to do so today in the debate on the economy and living standards that the Opposition have initiated with their amendment. He is quite right: it is disappointing that the north-east is the only region of the United Kingdom where unemployment went up in the latest figures; everywhere else, it went down. One thing we need to keep looking at is how we can continue to rebalance the economy, as is successfully happening in many other places. We want to try to improve manufacturing. We have seen manufacturing growing in the latest data at 4.4% a year, which is faster than for a long time. As a manufacturing economy, the north-east should be participating more fully in that.

I heard my right hon. Friend the Secretary of State for Energy and Climate Change, set out plans that are giving people increasing confidence in the prospects for renewables investment in this country. I will of course look at the situation the hon. Gentleman raises, which must be of concern to his constituents in Wrexham in particular, and ask my hon. Friends at the Department for their response. The general context, as the hon. Gentleman will understand, is that we are making tremendous progress on private sector jobs, with more than 1.6 million more private sector jobs since the election.

May we have a debate on the proliferation of low-paid bogus self-employment arrangements, especially in the hospitality industry, which are responsible for so many personal cost of living crises?

Happily, the hon. Gentleman may recall that during the autumn statement the Chancellor set out some of the ways Her Majesty’s Revenue and Customs is continuing to bear down on schemes that are clearly designed to avoid tax. If I recall correctly, they included issues relating to the question of employment and self-employment, and they will be pursued in that context.

The Secretary of State for Energy and Climate Change came to this Dispatch Box and made a statement announcing the Hinkley Point deal. The hon. Gentleman should not construe the fact that the European Commission looks at it as anything to be remarked upon; it was inevitable and a matter of necessity that it would do so. It was always anticipated that that would happen.

This week, we heard some marvellous tributes paid to Nelson Mandela. Next week, will the Leader of the House, together with the relevant House authorities, look into the possibility of dedicating a room in this place to the memory of the great man?

We have not had occasion to remark upon it, but the House will of course be further commemorating and celebrating the life of Nelson Mandela this afternoon in the Great Hall at Westminster, and people will be coming from right across the country to do exactly that. Beyond that, it is probably a matter more for the House of Commons Commission or its Committees to consider the point that the hon. Gentleman raises. If he wishes to put a proposal forward, I am sure it will be considered.

The Prime Minister, the Secretary of State for Environment, Food and Rural Affairs and other Ministers are very aware of the risk associated with a surge tide and the risk that the current storm presents to my hon. Friend’s constituency and others. Many Scottish Members’ constituents are already experiencing the effects of the storm. I cannot at this stage say when the Secretary of State may be able to update the House. At the moment, he is engaged in considering precisely how every measure that might be taken is taken to help support those who may be affected.

If we cannot have a statement on the universal credit debacle, may we please have one on exemption from the bedroom tax? Last week, the Prime Minister claimed that disabled people are exempt, although the Leader of the House mischievously did his best to attribute to him words that he never uttered. In reality, they are not exempt, and the extra money put into discretionary housing payments is nowhere near enough to make up the shortfall.

I have heard Work and Pensions Ministers repeatedly respond extremely well to issues of the kind raised by the hon. Gentleman, in response not only to questions but to debates initiated by the Opposition.
