I agree with what my hon. Friend says about the importance of investing in renewables. On his broader question about consenting decisions, every single individual application is considered on its own merits, with its own evidence base and its own consultation process. The Rosebank decision is separate from the Jackdaw decision. We have concluded the evidence stage and the Secretary of State will make a decision in due course.

Last week the Government declared severe drought across parts of Somerset. Experts suggest we need at least seven months of above average rainfall to recover from droughts across the country. There can be no question that we are in a climate emergency and the approval of Jackdaw shows that as a country we have not moved fast enough to switch to renewable energy. Do the Government agree that the only way we can stop depending on gas is to generate more of our own clean power? Will the Minister listen to the Liberal Democrats and implement our 10-year emergency home upgrade programme so that Britain is less dependent on projects like Jackdaw in future?

I agree with the hon. Lady absolutely that we are in a climate emergency. We all lived through a summer that demonstrated that more than anything we have seen. I have heard many people say it was the warmest summer on record, but in the future it will probably be seen to have been one of the coldest summers. We have to do something about that. I am fed up with hearing people say that we should just work on adaptation. We do have to work on adaptation, but we also have to do everything that we possibly can to stop the situation from becoming worse. That is why we are doing all that we can on an international level and why we are building renewables as quickly as possible. I agree with her that the cheapest energy for homeowners is the energy that they do not use, and that the more we can do to upgrade our homes in this country the better. That is what the warm homes plan is all about. By devolving it to local areas, they can make their own local choices about what works for them.
