I take your instruction, Mr Speaker, and I will not be diverted.

A general election allows us to ask which party is prepared to honour democracy, and I will be asking that question every day in St Albans. A general election also reminds people that a strong Government is needed, and I mean a strong Government with a majority.

The current situation is the worst of all governance. It is governance by horse-trading. The Conservative party did not quite have the majority it needed at the 2010 election, so the Liberal Democrats came into power with us. [Interruption.] It worked so well, as someone says from a sedentary position. The horse-trading began straightaway. Horse-trading is exactly what happens in weak Governments. The lack of numbers means people suddenly start putting forward different agendas.

In St Albans, many students and young people were seduced by the thought of free tuition fees. I heard that being promised time and again across the land, and young people, potentially facing large debts being wiped away, suddenly found they might want to nail their colours to tuition fees at a general election. Tuition fees were an issue that attracted many young people for obvious reasons, and young people nailed their colours to that mast in largish numbers.

However, when we got into government with the Liberal Democrats, tuition fees were the first thing to be horse-traded. Tuition fees were horse-traded for a vote on the alternative vote system. The Liberal Democrats felt that changing the voting system was more important than tuition fees. As a result, hundreds of thousands of young people found themselves being duped and the horse-trading continued.

I have enjoyed every second of my hon. Friend’s 29-minute speech, and I am grateful to get in just before the end of her remarks, because I know that she is going to give way soon to others who want to contribute to this debate. Given the seat she represents, I know that she agrees that one issue we will want to talk about in the election, apart from Brexit, is culture and heritage. That issue is close to my heart and hers, so in the last couple of minutes of her speech I would like her just to acknowledge that.

The right hon. Gentleman tempts me, because the culture and heritage goes back to the Romans in St Albans and I could talk about it for a very long time. Indeed, my right hon. Friend the Prime Minister and I have a wonderful picture of the new St Albans museum, in the centre of my beautiful city; before he was Prime Minister, he came to St Albans and congratulated the Conservative-led council on delivering a fabulous museum, which is to the absolute enhancement of my constituency.

I will move on to the general election—[Interruption.] Is shouting down democracy something we agree with in this House? As far as I can see, this House says it wants more time to debate things, but when an hon. Member stands on her hind legs and starts debating things, they do not want her to have that amount of time—they want to run on to other Opposition groups or to other Members in the House. On something as important as this, the people need to know, even if it is Brenda of Bristol, why on earth we are troubling them yet again with another election.

I am not sure how that related to Brenda of Bristol, but the point I wish to make, before I start concluding my remarks, is that in 2017 the public were sick of the idea of having an election but they turned out and they mostly elected the two biggest parties, on a mandate to deliver. This House, for whatever reasons it wishes to conclude, has been letting the public down. The binary choice of in or out has been turned into a political football. Now the parties need to draft their manifestos. They need to firm up their pledges and be honest about what they wish to do. They need to tell the public that if a party is elected with a strong mandate, the horse-trading will stop, the deals will stop and the taking over of the agenda by the Opposition or other individual groups with their own little axe to grind will stop. The parties need to say that a Government will be able to deliver on all the additional funding pledged in the Queen’s Speech and on Brexit, and that the next Government, unless they are a Government who are asked to oppose Brexit, will be delivering on the pledge to deliver to the people.

I hope that today there will be a vote for a general election, and not for political expediency. All of us should be saying sorry to the public for putting them through it again. We should be saying sorry for the dark streets, the cold nights, and the cancelled Christmas decorations or whatever else was going on in halls that are now going to be having election proceedings. All of us need to apologise to the public and say, “Sorry, when you told us to leave, we weren’t actually sure you meant it.”

I believe the public meant it. I know that other Members wish to speak today, including the hon. Member for Wantage (Mr Vaizey), who was not here for the whole debate—

He has risen to right. hon—I am so sorry and I apologise. He wishes to speak. When we are going out on the doorstep, we should remember that that person who voted in or out did not vote Conservative, Green, Labour or Liberal—they voted in or out. We need to respect that. We gave them a choice. It is insulting the public to say that we should not have given them the choice, as someone on the Opposition Benches has said, that they were too stupid to make the choice, as some have said, or that some of them are dead now and so we will ask people again. So may I make the plea that tonight we go for a general election, even though it or the timing may not suit all of us? What it should do is resolve this issue of a zombie Parliament incapable of action and deliver a Conservative Government who will deliver on their promise, their mandate and their pledge to uphold democracy.

I am not sure which licence my hon. Friend is referring to, but as he and I talk almost every day about broadband issues, I am happy to follow up on that specific point about licences. I have to put on the record what a vociferous constituency MP he is on behalf of his constituents’ broadband and mobile coverage.

I thought I had a third hon. Friend wishing to intervene, but they seem to have disappeared. I am not sure how long I have, Mrs Main.

All I will say in the time remaining is that we have erected 16 of the masts and are hoping to get 60 up and running. Arqiva has a chief executive in the saddle, Simon Beresford-Wylie, who is very much focused on the project and has pushed through a lot of the applications.

A lot of my hon. Friends have suggested that the scheme could be extended. We took the tough decision, given the problems we have had with it, to impose a deadline. We had regular meetings about the scheme and how we could make it work more effectively and so on, and it was finally decided, partly in the light of the changes I outlined earlier—the taller masts, the electronic communications code, the emergency services programme, which is significant, and the changes to mobile licences—that it was right to concentrate minds and bring in a deadline. However, the Government’s mind remains open to any suggestions from my hon. Friends who are quite rightly advocating better mobile phone coverage on behalf of their communities.

There is a juxtaposition: there is, of course, a social priority for good mobile phone coverage, but it remains the case that the mobile phone operators are private companies. They are therefore investing their own money in building networks, as well as paying the Government significant sums for the spectrum allocated to them that they won in an auction.

Just as we have done with the superfast broadband programme, it is right that the Government intervene as and when we can. Given the significant difficulties we have come across with the mobile infrastructure project, the way forward is changing the licences, changing planning regulations to allow taller masts and give better coverage, and implementing the emergency services programme, which comes in behind. I should add that the emergency services programme will benefit from the MIP, because a lot of the groundwork on identifying “not spots” and identifying some of the very significant logistical errors in erecting masts will go a long way towards informing the emergency services programme.

I am sorry that I sound a bit Eeyore-ish in responding to this debate, but hon. Members can tell that I have been living with this programme for the past three or four years, and I thought it was time I came to the House and gave a frank view from the Government Benches on how the programme has worked.

I am aware of some of the problems Openreach has. It is recruiting some 1,500 additional engineers. My glass is always half full, so I praise Openreach for the work it has done. I visited some Openreach engineers working in my constituency over the Christmas period, when they were busily wiring up 360 of my constituents in the village of Steventon.

To sum up, we have the superfast broadband programme. We also have the mobile infrastructure project, and as my hon. Friend the Member for Hereford and South Herefordshire pointed out, there are 10 MIP sites in his constituency. It has been tough going, getting the MIP up and running, not least dealing with landlords. However, we are also upgrading the technology so that it can accommodate 3G and 4G as well. Of course, there is also the landmark deal that my hon. Friend referred to: we have negotiated with the mobile operators to provide 90% geographic coverage, which will get rid of two thirds of not spots. That was a deal done without the need for legislation and time-consuming consultation. Already, the mobile operators are committed to 98% coverage of premises, but 90% geographic coverage will make a significant difference to rural areas.

I must make it clear that, despite the rightly testing nature of some of the speeches of and questions put by my hon. Friends today, we are on the same side, in the sense that we absolutely recognise the needs of rural communities. That is why we started the superfast broadband programme, why we extended it to phase 2, why we are looking to extend it to phase 3, why we have put in place the MIP and why we have put together the deal with the mobile phone companies.

However, implementation is quite another matter. I absolutely hear the concerns of many of my hon. Friends about how, and the speed with which, these projects are being implemented. I assure them that the superfast broadband roll-out programme is now going very quickly indeed. The roll-out of 4G is the fastest anywhere in the western world, and we have put a rocket under the MIP as well.

I welcome this debate and the forthcoming Adjournment debate, and I look forward to my hon. Friend the Member for Hereford and South Herefordshire, who so ably secured this debate, having a debate in the main Chamber so that we can examine these issues in more detail. I apologise for the fractured nature of my speech. I wanted to take as many interventions as possible, but we have been interrupted by Commons business and the odd joke.

I am not trying to be unhelpful, but is the Minister saying that this is a bone that we are giving to the EU in the hope that we might get a bigger bone back in the future?

I do not know what my hon. Friend’s definition of unhelpful is. I am sure that voting for an amendment that the Government oppose is not unhelpful. I am simply saying that this is a very small programme that costs us between £1 million and £1.5 million a year, and that the vast majority of the programme supports things that we actively should support, such as commemoration of the holocaust, or other areas that, if one were to be pejorative, might be described as innocuous, such as twinning celebrations.

The serious point is that many eastern European member states will use the programme to support their campaign to remain free and democratic nations as part of a free and democratic Europe. Given that the measure has been supported by all the other member states, I think that we in this House should support it and send those eastern European states a signal that we support the journey that they have taken towards freedom and democracy.

There are individual solutions and it is important that we remain open to them. I receive e-mails from individual providers which claim that they can provide commercial solutions for the last 5%. It is important that we hear from all potential providers, which is why we have set aside that money to stress-test solutions before making that final allocation to get us to 100% superfast broadband.

I am grateful to you, Mrs Main, and for the intervention.

What is the current position regarding search engines? It is absolutely true that the foremost popular internet search engines in this country are based in America. The top two have more than 90% of the market, and that situation is replicated pretty much across the globe, as evidenced by Google’s global market share of around 85%. On one level, the internet search engine market obviously operates in a free market environment, and in the UK there are no barriers to a consumer’s ability to switch to a preferred search engine or to stay loyal to the one of their choice. Many search engines, including the most popular, have local versions that search only UK websites.
