21. What steps he is taking to level up across the whole of the United Kingdom.

Levelling up is a UK-wide project. That is why we have delivered city and growth deals across Scotland, Wales and Northern Ireland; why we have launched our investment zones programme, including zones in the north-east of Scotland and Glasgow; and why we are investing £4.8 billion through the levelling-up fund in projects ranging from the transformation of Burnley’s historic mills to the development of a cultural quarter in Peterhead.

My hon. Friend makes a very important point, and in particular, it is vital to make sure that we level up that community in Thurrock. Our plans to extend the economic development of Docklands east to make the Thames estuary a powerhouse for economic growth have been inspired by my hon. Friend’s work and that of my hon. Friend the Member for Thurrock (Jackie Doyle-Price).

It was a pleasure to welcome the Prime Minister to Burnley two weeks ago, when he announced that Burnley was one of the many towns getting money as part of the long-term plan for towns, on top of more than £32 million from the levelling-up fund. I was particularly pleased to see that a key part of the long-term plan for towns is community engagement. Will the Secretary of State set out what that community engagement will look like? In particular, will it be a one-off, or can communities expect to be consulted throughout the decade for which the £20 million is allocated?

My hon. Friend is right to point out that this is a decade-long investment in 55 towns across the United Kingdom. We will work with people in Burnley, with its excellent Member of Parliament and with other representatives to ensure that we can tackle antisocial behaviour, revive high streets and make sure that the pride that people have in Burnley is reflected in investment from Government.

Today, the Home Secretary and the Prime Minister launched the cross-Government antisocial behaviour action plan. My Department plays a critical role in ensuring that the facilities are available to divert young people from antisocial behaviour and into productive youth work.

Regeneration is taking place across Burnley and Padiham thanks to this Government, but to realise the potential we have to crack down on antisocial behaviour in our town centres. What steps is my right hon. Friend taking to crack down on ASB in town centres?

My hon. Friend is right. Across the country, we need to have more uniformed officers in crime hotspots and faster justice, so that those who are responsible for damaging an area make reparation. Above all, we need to ensure that the moral relativism that those on the Opposition Front Bench have taken towards crime is at last countered by a robust, pro-law-and-order response from this Government.

In the past 12 months, right hon. and hon. Members from both sides of the House have stood up and made sure that offers of support from local businesses have reached Ministers at the right time and in the right way, because that is how we have supported people across the country. Does my right hon. Friend agree that ensuring that those offers got to the right place at the right time has been an important part of getting PPE, ventilators and vaccines to people across the United Kingdom when they needed them most?

My hon. Friend is absolutely right. The Government were operating—as all Governments were, to be fair—in difficult circumstances and with a clear demand that we do everything possible to source PPE. As has been pointed out, the overwhelming majority of the PPE was sourced in a way that was rigorous, so that the equipment was fit for purpose and those on the frontline could benefit.

I am grateful for the hon. Gentleman’s expressions of solidarity and I agree with him: politicians and civil leaders from all parties and all parts of society should not have to face that sort of despicable behaviour. He is also right that it is incumbent on us all to seek calmly and purposefully to resolve the issues on the ground. I am grateful to all the parties in the Northern Ireland Executive, and to the First Minister in particular, for the calm and purposeful way in which they have addressed the challenges that we share.

The European Commission’s actions on Friday were deeply irresponsible. Although the Commission might want to cast them aside as a mistake, they would have had serious implications for the UK and Northern Ireland’s place in it.

On vaccines in particular, will my right hon. Friend assure me that whatever action the EU takes, our supply of vaccines to every part of the UK is secure?

Yes, absolutely—my hon. Friend is completely right. On Friday evening, immediately following the publication of the EU’s regulations, the Prime Minister was on the phone to Commission President von der Leyen to make it crystal clear that contracts had to be honoured and there could be no interruption of the supply to the UK during a pandemic of vaccines that had been legally secured in a fair way. The Prime Minister received that absolute assurance; it is just a pity that the Commission acted in such a way in the first place.

I am very grateful to the hon. Gentleman for that gallimaufry of not so much mixed as entangled metaphors. May I first of all congratulate him on wishing to erect statues rather than pull them down? I would be delighted to be carved in marble, bronze or whatever is the appropriate material, anywhere in Scotland, but I have to say that I do not deserve it. May I also say that as long as his smiling features gaze down on us, we know that the Union is safe. We know that the cause of Scottish nationalism, despite the ardour with which he puts his case, sadly will not prevail intellectually, morally, economically or politically.

The hon. Gentleman makes the point, of course, that there has been a difference of opinion between the Scottish Government and the UK Government on the question of extension, but there has been extensive engagement between the Scottish Government, the Welsh Government, the Northern Ireland Executive and our Government. Of course, even if we have taken different views, we have also worked together in order to safeguard the interests of our United Kingdom.

The hon. Gentleman made the point that some politicians would have been washing their hair instead of engaging in serious negotiations. All I can say is that rather than washing their hair, they were washing their hands of their responsibility to the people of this country. I hope that his colleagues in the Scottish Government will continue, as they have for most of this year, to engage in the constructive fashion for which they are well known in making sure that the interest of every citizen of the United Kingdom is protected.

On 1 January, the UK will emerge as a sovereign trading nation, and it is clear from my right hon. Friend’s statement that with good will on both sides and a recognition of this sovereignty there is a deal to be done. Will he confirm that if a deal is not done, the UK stands ready and able to trade with the world?

My hon. Friend is right; should we not secure a comprehensive free trade agreement with the EU, we will be free to trade, not just with the EU, but with other nations, to our advantage.

My right hon. Friend the Secretary of State for Housing, Communities and Local Government has been in touch regularly with local authority leaders and chief executives to make sure they have the resources they need and that some of the administrative burdens that are not necessary at this time are lifted. I will pass on to him the particular concerns the hon. Lady expresses on behalf of the citizens of Salford.

My right hon. Friend referred to the work of the Army in his statement and the support that has been provided to local resilience forums. It is fantastic to see them playing their part, as they always do when our country finds itself in need. Will he outline what strategic role they will play moving forward, in particular whether, given their expertise at running operations in the field, they will be utilised to support mobile testing and getting tests to the places we need them?

Absolutely. I join my hon. Friend in thanking our military for all the support they are giving at the moment. It is the case that we have 48 regional test centres up and running. Each has two teams of military capable of dispensing and administering tests at a distance. One thing we are keeping under review is how we can expand that capacity even further in the future. The role of the military has been absolutely vital. I commend, in particular, Alex Cooper, one of the ex-servicemen who has been absolutely critical to making sure that the Department of Health and Social Care can do everything possible to deliver testing.
