The Minister without Portfolio (Nigel Adams)
Levelling up is at the heart of the Government’s agenda. The landmark White Paper we will publish later this year will build on the actions we are already taking to improve livelihoods and opportunity across the UK. My right hon. Friend the Secretary of State for Levelling Up, Housing and Communities will be driving forward this agenda. I, and all my ministerial colleagues, look forward to working with him to deliver bold new policies that level up all parts of the UK.

My hon. Friend is absolutely right to raise Rother Valley’s bid in this regard. We are committed to levelling up across the whole of the UK. The idea is to ensure that no community is left behind. The £4.8 billion levelling-up fund will invest in infrastructure to improve everyday local life and boost growth and jobs. All areas of the UK are able to access the fund, and Rother Valley is exactly the sort of area that it is designed to support. Applications for the first round of the levelling-up fund closed on 18 June, and we expect that investment decisions will be made for this funding round in the autumn.

Infrastructure and regenerating our town centres is a really important part of levelling up, but so too is education, skills and work. Will my right hon. Friend therefore confirm that ahead of the Budget and the spending review at the end of October, the Cabinet Office is working across Government with the Department for Education, the Department for Work and Pensions and others to make sure that we leave no stone unturned in levelling up across the country?

Absolutely. The whole team—the Minister for the Cabinet Office and all my ministerial colleagues—are well placed to do exactly that, working across all Departments. Levelling up is at the heart of the Government’s agenda. My hon. Friend will not have missed the renaming of the Department for Levelling Up, Housing and Communities, and the former Chancellor of the Duchy of Lancaster will lead on that work. We are committed to levelling up across the UK to ensure that literally no community is left behind. We will publish a landmark White Paper later this year.

In their call last month, the Foreign Secretary raised the response to the pandemic and global health reform with Chinese Foreign Minister, Wang Yi. The Health Secretary also discussed covid-19 with his Chinese counterpart at the UK-China health dialogue in December 2020. He underlined that a shared understanding of the virus’s origins, grounded in robust science, is vital to global pandemic preparedness.

The covid-19 pandemic has had huge implications for the global economy, for our constituents across this House and for billions of people around the world, so it is vital that we learn the lessons and do not brush anything under the carpet for fear of reprisal. With President Biden having asked US intelligence agencies to investigate the origins of the pandemic, could the Minister reassure me and the House that we will be playing our full part in those efforts, and that we will be putting pressure on the Chinese Government to make sure that they behave in a much more transparent way than they have done to date?

My hon. Friend is absolutely right to raise this. As he will know, phase 1 of the WHO-convened covid-19 origins study was always meant to be the beginning of the process, not the end. We are working with our international partners to support the timely, transparent, evidence-based and expert-led phase 2 study, including, as recommended by the experts report, in China. World Health Organisation director general Tedros has said that “all hypotheses remain open”, and further data and studies are required. As such, we expect all WHO member states to live up to their responsibilities and co-operate with phase 2.

We are very much strengthening our relations with the 10 countries of the Association of Southeast Asian Nations. Last month, I had a meeting with the ASEAN Secretary-General. I have also met all ASEAN ambassadors to London. The Foreign Secretary visited Vietnam in September and met ASEAN Foreign Ministers. Last week, I was in the Philippines and met Secretary of Foreign Affairs Locsin, among others.

I welcome the Minister’s meeting in the Philippines. He knows that our relationship with the Philippines is not just on security and defence, but extends to the 30,000 healthcare workers in this country who came from the Philippines. May I press him on the conversations that he has had with the Government in Manila about those 30,000 workers and how we can strengthen the healthcare relationship?

My hon. Friend is absolutely right to raise that. While I was in Manila last week, I met a range of Cabinet Secretaries, including the Health Secretary and the Foreign Minister, as I said, and the British Red Cross. As my hon. Friend knows, there is currently a ban on Filipino nurses leaving the country. They are fantastic, committed health workers and we are very grateful to the 30,000 of them in the national health service. I am pleased to report that we managed to secure important progress in that regard. Following the discussions that I had with the Health Secretary, the Philippines President has confirmed that he will lift the ban, allowing our NHS to recruit these highly skilled and excellent health service workers.
Covid-19: Repatriation of UK Nationals

Let me answer the hon. Gentleman by referring to a previous answer. We are prioritising British nationals. These flights are paid for by the British taxpayer, so our initial priority is with British nationals. Of course those who have indefinite leave to remain should not be discriminated against in any way. The priority initially was British nationals. We are certainly not in the business of breaking up family groups. We want to ensure that families are kept together. I would very much appreciate it if he could flag up that particular case with my office and we will see if we can drill down and get those people home.

May I first thank the Minister and the entire FCO team for everything they are doing? I know they are working around the clock to return not just my constituents but all our constituents to their homes.
I am very fortunate that many of my constituents are now home from Pakistan, but there are still some left there. Could the Minister give some reassurance that the repatriation flights being run by the Government will continue until such time that commercial flights resume? I know that PIA was running commercial flights before, but until they do actually commence—I am not talking about promised commencement—will our repatriation flights still go on?

My hon. Friend has been incredibly resilient in pursuing FCO Ministers on the individual cases of his constituents, and he is absolutely right to do that. We are launching a new phase of flights back from Pakistan. We have brought 2,000 people back on our special charters. On Pakistan International Airlines, it is worth pointing out that we are working very closely with the Government of Pakistan and PIA to ensure the continuation of flights alongside the charter flights. It is also worth mentioning that since 4 April, through that negotiation, over 13,500 people have returned to the UK on 40 commercial PIA flights, alongside our charter flights, which are in addition to that number.
