On behalf of everyone in this House, I thank the right hon. Lady for her persistence on this incredibly important matter. She is right to be persistent: often MPs, particularly Back-Bench MPs, do not have authority over particular areas. All we are able to do sometimes is nag and persist, but that is what we need to do, and she does it very effectively. I have had some recent updates from the Paymaster General, who is working through this; I know that she is aware of that. I hope that he will update the House before 20 May on the progress that he is making, and when that landmark report is finally concluded, I think the Government will be able to make themselves available to the House on the matter.

A very happy birthday to you, Madam Deputy Speaker.

Tens of thousands of pounds—that is the bill that has landed at the door of a number of my constituents, and according to a BBC report the constituents of right hon. and hon. Members across the north of England. The bills relate to cavity wall insulation that residents had installed using a Government grant. That cavity wall insulation was defective, and caused damp, mould and damage to property. When no win, no fee lawyers got in touch, residents took up the offer. That proceeded through the courts. They were told that they would not have to pay, but a law firm based in Sheffield, SSB Law, has now collapsed. There was no insurance policy for residents, and they have now been hit with legal costs because of its collapse. I understand that the Solicitors Regulation Authority did a forensic investigation last year and is now investigating again, but can I enlist the help of the Leader of the House to get justice for residents who have no means to pay the tens of thousands of pounds that they are being asked for, when they thought that they were doing the right thing in getting cavity wall insulation, and putting it right after it went wrong?

That is an appalling situation, and I am very sorry to hear about it. I understand that the issue has been reported to the Solicitors Regulation Authority and that there is an investigation into the matters that my hon. Friend raises. I am sure that he will support his constituents with any complaints that they wish to make to the legal ombudsman and the Solicitors Regulation Authority. He will know that Justice oral questions are scheduled to take place on 20 February, but the Department for Levelling Up, Housing and Communities might also be able to assist, perhaps with some of the schemes that it has in place to help to regenerate communities and tackle some of these issues. I will write to the Department and ask whether it can assist him.

I thank the hon. Lady for raising that matter. She will know that she can raise it with the Secretary of State for Levelling Up, Housing and Communities on 10 July, and I encourage her to do so. I will also ensure that he has heard her concerns about the matter and encourage his officials to get in touch with her.

Pubs play a really important role across our communities and local economies. In Burnley and Padiham, we have places like the Woodman, the Royal Butterfly, the Bridge Inn and the Railway Inn, and I suspect every Member could give a massive list of pubs that are important. I know from speaking to pub landlords that the cost of living is having a real impact on their viability. Could we have a debate in Government time on how we can support pubs, so that they stay at the heart of our local communities?

I am sure I speak for all Members when I say that we completely agree with my hon. Friend’s praise for these very important community assets. They are not just where we can get a decent pint; they also provide a social network for people, and some have community services run out of them, such as post offices. They are at the heart of our communities and we should treasure them. I agree that a debate would be very well attended. I encourage him to apply for one, and I will also ensure that the relevant Department has heard his concern that we should continue doing all we can to support these important community assets.

The Angel of the North will need one big birthday cake. I am sure all Members will join me in wishing the Angel of the North a happy birthday. The hon. Lady is right to give credit to all those who enabled the creation of this incredible piece of public art, and to all those educators and arts groups that are using it to inspire new generations.

The Padiham greenway in my constituency is used by hundreds, if not thousands, of residents for leisure and to get to work. However, since June 2021, the Padiham greenway bridge, which crosses the Calder, has been closed because of concerns over structural damage and mineshafts underneath it. I have been working with Sustrans, the Environment Agency and the Coal Authority to try to find a resolution so that the bridge can be reopened and residents can use it, but to date we have not managed to find one, and more inspections are necessary. Could I enlist the Leader of the House’s help and also ask for a debate in Government time on the importance of local greenways for leisure and commuting to work?

I thank my hon. Friend for raising this issue. The bridge sounds like a vital route for his constituents, and I shall happily raise the issue with Ministers to see what assistance and advice they can give him. His assiduous campaigning has resulted in the chief executive of the Coal Authority offering to meet him to discuss the issue further, and I wish him luck in those discussions.

Again, the way that democracy works has not really been fully understood by SNP Members. My hon. Friend the Member for Gloucester (Richard Graham), who asked a question just before the hon. Lady, is intimately familiar with the Westminster Foundation for Democracy, which promotes and explains the importance of democracy in all places around the world. Hon. Members should get in touch with him and learn what democracy actually means.

In my constituency, residents are contacting me about antisocial behaviour. It does not matter whether they live in Padiham, in Burnley town centre, or up on Corn Road. When I speak to local police officers, they tell me that the issue is not with the police, but with youth justice and successfully prosecuting a very small number of highly motivated young children. Can we have a debate in Government time on antisocial behaviour and youth justice so that we can find a solution to this problem?

My hon. Friend is right to point to the team effort that is needed to ensure that communities are protected from antisocial behaviour and their lives are not disrupted, but also to ensure that young people are taken care of and enabled to follow a more productive path. That is a very good suggestion for a debate and I encourage him to apply for one.

The Government have not “snuck through” such changes. We are very open and transparent about the policies that sit behind our very good arms export controls, which are also scrutinised by this House. The Department is due to meet a number of stakeholders; I can check whether Oxfam is part of that. We meet regularly to discuss these issues. We have one of the best arms export regimes in the world; it is flexible and changes as situations change. The hon. Lady will know that we recently made some new changes because of what is happening in parts of the world. She should be confident in what we are doing on that.

T6. The Government will be aware of the global shortage of semiconductor chips. The impact of that is being felt far more by SMEs than the largest companies, which can make large purchases years in advance. What steps are the Government taking to support those SMEs to import semiconductors so that they can keep operating? If I write to the Department, will they look at a specific constituency case of mine?
