We have made a manifesto commitment that I have repeated many times in this place that we will be bringing forward a UK shared prosperity fund. Further details on that will be set out at the spending review. It will ensure that all the nations of the United Kingdom receive the same level of funding in this Parliament as they received from the EU structural funds that we are moving away from.

I have spoken to businesses across Burnley and Padiham, and they are as excited as I am about the prospect of a towns deal. It will bring together the strength of the private sector with Government investment to level up and spur on our economy. I urge the Secretary of State to move at pace to release the next tranche of towns fund deals, so that we can get Burnley’s bid in.

My hon. Friend makes a strong case for Burnley. As I say, we will bring forward that competitive phase early next year, and before the end of this year, I hope to be announcing the successful bidders for the future high streets fund, where we will be ensuring that up to £25 million of investment flows to dozens of communities across the country. It is another fund designed before covid, but it will be ever more important as we see the pressures wreaked on our high streets by the pandemic.

Our town centres and high streets are the beating heart of our communities. Our landmark towns fund, through which we are investing £3.6 billion into more than 100 towns, is just one part of that commitment. We also want to give local communities the freedom to transform their areas for the better—to give boarded-up eyesores on the high street a new lease of life, to give shop owners the flexibility to change the use of their property, and to allow families the chance to increase the size of their home as their family grows. Each of these reforms will help small businesses and individuals to sustain jobs and invest in local communities. That is the mission of this Government.

This year marks 75 years since the liberation of Auschwitz. It vital that we remember what happened so that we can learn the lessons of the past, so will my right hon. Friend reassure me and the House that the Government remain committed to delivering a national holocaust memorial?

What progress he is making on plans for the safe reopening of high streets and town centres as covid-19 restrictions are eased.

Helping our towns and cities develop safe trading environments, particularly on high streets, is vital to the Government’s efforts to kick-start our economy, get people back to work and get businesses trading again. We continue to examine all the options to revitalise our high streets. I want to spark a vibrant café culture to support hospitality businesses and make it easier for them to operate outdoors, with seating and tables for temporary markets set up, and for the streets to be temporarily pedestrianised. Many councils are already doing these fantastic things and I will be publishing our plans shortly.

Our £50 million reopening high streets safely fund, of which Rugby is one beneficiary, allows local authorities to create communications plans to give people the confidence to get back on to our high streets, to support local businesses and to help the economy move forwards.

This morning I was able to go to some businesses in Burnley and Padiham and see the incredible work that they have done to get themselves covid-secure, but covid is only one of the challenges facing our high streets, and Burnley has missed out before on the towns fund. Will the Secretary of State reassure me that he is committed still to working with me to make sure that Burnley’s local economy is reinvigorated for the long term?

I can give my hon. Friend exactly that commitment and help to reassure his constituents. I know that Burnley is benefiting from the historic high streets heritage action zones. We will also shortly bring forward the competitive round of the towns fund, where Burnley will be able to apply. I very much look forward to seeing his application, and I support and strongly endorse the campaign of his local newspaper, the Burnley Express, and encourage his constituents to support their local business community by finding time to shop local.

My hon. Friend is absolutely right. As well as enabling people to get on to the housing ladder, it is important to ensure that the new homes we build are of good quality. It is unacceptable that new houses have in many cases been built to a shoddy standard and that some house builders have displayed poor service when house buyers find that they have problems with their new home. That is why I am today announcing a statutory independent new homes ombudsman to protect homebuyers from these rogue developers. Poor-quality builders will now have to pay compensation for shoddy workmanship, and house builders must join the new ombudsman scheme, so all house buyers will see swift action to resolve the issues that they encounter and builders must put quality first if they wish to continue to be part of the Government’s Help to Buy scheme.
