I completely agree with the right reverend Prelate when he talks about transport being integrated. So often we think about one particular sort of transport system and do not think about how it integrates into the rest of the community. Turning back to his point about rural communities, it is a big challenge where you have isolated communities and it is not commercially viable to operate regular services into them. However, the Government have allocated £43 million from the Bus Services Operators Grant to rural local authorities. A particularly interesting project is the total transport pilot. It looks at rural communities that often have coaches, which might serve schools or take people to non-emergency doctors’ appointments, to see how we might also use them to help people to get around. These pilots are coming to an end and we will report on them soon.

My Lords, one very good way of finding a lot of money for more bus services is to do what the Welsh Government have just done and scrap all road-building schemes. They have just scrapped the M4 expansion because of cost and environmental destruction. How about taking their example and investing more in our bus services?

My Lords, I do not think that cancelling all road-building schemes would be beneficial to buses. One of the biggest barriers to entry for bus usage, which was identified by the Transport Select Committee is reliability, and reliability is a function of congestion. For example, the Government are investing £2 billion in the Transforming Cities Fund. What these funds are trying to do with the six metro mayors and other city regions is to ease congestion, put in bus prioritisation schemes and make sure that the buses connect with other forms of transport. Cutting road building would not be beneficial but there is money available for people to improve their local infrastructure.

My Lords, the Airports National Policy Statement relating to Heathrow is designated in accordance with the Planning Act 2008. The Government will consider carefully whether to review the ANPS, applying statutory criteria set out in Section 6(3) and (4) of the Act. The Department for Transport has established a process to ensure legally robust consideration of matters relating to the review.

The Airports Commission suggested that Heathrow should go ahead, but it was using quite old data from the Committee on Climate Change, as well as overly optimistic projections for new technology. In view of the new date that the Committee on Climate Change has given us of 2050, and because of the climate emergency which has been declared at the other end of the building, surely it is time to rethink Heathrow and to actually reduce airport capacity in a steady way.

My Lords, the Government take their environmental commitments very seriously indeed. The Airports National Policy Statement sets out several strict environmental red lines that must be delivered for a third runway to gain development consent. They include no expansion if the applicant cannot demonstrate that the scheme would not materially impact the UK’s ability to meet its climate change obligations both now and in the future.

I thank the noble Baroness for raising that, because it is exactly what the Government are doing. The roadside nitrogen dioxide plan basically directs all local authorities to come up with a plan to reduce air pollution in their area. Clean air zones are very much supported. Noble Lords will know that Leeds will have the first one, which will start in January 2020. It will be the first authority, but many others will follow suit. Other places, such as Nottingham, have decided to go a different route by retrofitting their buses. The point we have to understand in all of this is that there is no one-size-fits-all solution. Each city, area and local authority needs to come up with a good plan that the Government will stamp and approve to reduce roadside nitrogen dioxide.

My Lords, the Minister may not know, but I have tabled a clean air Bill. I suggest that, if the Government were to pick that up, the whole problem would be solved a lot faster than the route they are taking. Perhaps the Minister would like to meet me to discuss my clean air Bill.

I am afraid that the noble Lord heard incorrectly and I apologise if that was what was understood from my description of what will happen. The consultation closes tomorrow; we will look at the consultation responses as soon as we possibly can. It is our intention to bring forward the new scheme as soon as possible, but we recognise that there will be a hiatus between the two schemes. However, anybody installing generating capacity between the two schemes will, of course, be able to sign up to the SEG when it becomes available. Installing generating capacity also means that they can take advantage of their own home-generated energy, so it has many advantages.

My Lords, I thank all noble Lords who have contributed to this debate. I am always impressed by the ability of the noble Lord, Lord Teverson, to speak without notes, which I am afraid I can never do for that long. It was very good to hear from the right reverend Prelate the Bishop of Salisbury, who expanded on the climate change aspect, which I tend not to do in this Chamber because I think people will get bored by my saying it, so I am delighted that he did. I thank the noble Lord, Lord Grantchester, who talked about a sensible climate change policy, which clearly this Government do not have.

To ask Her Majesty’s Government whether they have reviewed their policy of making no funding stream available to meet additional policing costs incurred as a result of fracking.

My Lords, it is not correct to suggest that there is no such established funding mechanism available. Police and crime commissioners can apply for special grant funding to help meet the additional costs of unexpected events, including policing protests at hydraulic fracturing sites. The Home Office has previously provided special grant funding for the policing of fracking protests.

I thank the Minister for her reply. I was at Preston New Road two weeks ago, which is the front line of anti-fracking protests in Lancashire. The remarkable thing was how many local residents were protesting, because every level of local government had turned down the fracking application from Cuadrilla, yet the Government came in and overturned all those local decisions. How does that fit with the Government’s manifesto promise to allow local people to decide for themselves? The Government have not only broken their promise but have also incurred hundreds of thousands of pounds-worth of extra policing costs, which the public have to pay.

The noble Baroness raises a number of issues. Peaceful protest is a vital part of our democratic society. However, it is important that protesters protest within the law. The noble Baroness mentioned Lancashire. In the last few weeks, 26 people have been arrested in Yorkshire, two of whom have been released under caution and 22 have been charged, including for assaulting a police officer. That obviously relates back to costs: if people stayed within the law, perhaps the taxpayer would not have to pay for all these additional policing costs.
