Commons ChamberThe right hon. Gentleman could also do with more honesty and contrition about his track record, including on the difference between some of the positions he took when he was a Minister in the Tory Government and those that he takes now. I simply say to him that the package of reforms I have announced today, as set out in the consultation document, represent a fair solution for all the cohorts that are caught by the new earned settlement proposals. We have made targeted exemptions where the circumstances justify them. It is this Government that are cleaning up the mess we inherited from the previous lot.
The Home Secretary is right to set out fairness as the guiding principle for her reforms. Does she accept that contribution and integration, which will be taken into account as a means of reducing the wait time, are subjective criteria on which caseworkers might come to different conclusions, and that that would not be fair? Does she agree that the unfairness for the British people comes from the gradual erosion of the difference between settlement and citizenship, such that all the benefits come with settlement and the only thing people get with citizenship is a blue passport and the right to return to the country after two years?
