The Government will be happy to update Members on Thursday on what is happening, whether through a “Dear colleague” letter or another appropriate forum. We intend that it will be weeks, not months, before we start welcoming people into the UK. This will be an unlimited offer that reflects people’s generosity, but I appreciate that we now need to get on and get it launched.

I have been in the Chamber since the start of business, and it is not often that I feel ashamed. I have listened to a range of Ministers make half-baked excuses for no action. The President of Ukraine will be speaking to us later, and this is when our hearts, minds and prayers are with the people of Ukraine. For God’s sake, will the ministerial team and the Government please get their act together and open the doors to these poor people?

We look forward to hearing the President later, and we reflect on how he has inspired his people in resisting the invasion, including with the arms we have supplied. We are, as we have outlined, surging decision makers, upping the capacity of VAC and considering whether under-18s should continue submitting biometrics, which would not only speed up their applications but free up appointments for others. We are moving caseworking resource from across UKVI to get through the applications, and we will continue to take further action to speed up the process. I hear what the House is saying.

My right hon. Friend is absolutely right. I must emphasise that every single crisis requires a bespoke and unique response. There are two very big calls coming from the region and from our counterparts. First and foremost, they are asking for help on security measures right now; that consistent theme is coming over. That comes down to checks—they are undertaking checks—but they are also very concerned about wider security issues, some of which I simply cannot discuss in this House, for clear reasons. The second point—even the Ukrainian ambassador made this point to me yesterday and I hear it every single day from my counterparts—is that there is a call to keep people in region. There is a big demand for that, and that is where the wider aid effort has to focus, in addition to the work that we are doing on humanitarianism.

I do not wish to disturb the flow of the Secretary of State’s speech for very long, but I want to make one point. We all know that some of the brightest minds in the City of London are, at this moment, burning the midnight oil and finding ways to dodge anything that this Government, with the support of the Opposition, are bringing in. Is it not a fact that we need rapid action—as rapid as any of the other countries that are taking out sanctions—and will she promise me that it will be fast, furious and efficient?

I must say that the information my hon. Friend provides is deeply disturbing. There is a huge responsibility on us all, and particularly on the Government, to ensure that there is no conflict of interest in the source of any political donations to the party or any role in the party, and that there is a proper distancing from the appalling activities of corrupt Russian elites.

At the last election but one, a former intern of mine, now a very wealthy Hollywood lawyer, sent me £5,000. I immediately sent it back because it was a foreign donation. Is that not the sort of example that every Member of this House should set for how to behave when foreign people offer us money?

My hon. Friend makes an important point. For example, there is discussion as part of this Bill about shell companies and ensuring that action is taken on economic crime. However, we had similar discussions about shell companies on the Elections Bill, where the measures taken were not strong enough.

Overall, we welcome this Bill, although we want some of the further measures to be introduced swiftly. We welcome the Government’s agreement to some of our amendments, which have pushed them to go further; we will press them still further in Committee on some of those issues, but we want to continue to work with them, and there are many areas of consensus.

That is why the scale of the Government’s failure to support Ukrainian refugees is so troubling, and I must pick up some of the points the Home Secretary made earlier. She said,

“I confirm that we have set up a bespoke VAC en route to Calais but away from the port”.

No. 10 has said,

“I don’t believe there’s one there now but we’ll keep it under review”.

The Home Office website is still telling people to go to Paris. Journalists in Calais, looking for any centre that there might be, are still unable to find anything; all they can find is a few Home Office staff, in a building with a crisp machine but no visas. One family, who have been there for five days, have been told they cannot get an appointment in Paris until 15 March.

I must ask the Home Secretary what on earth is going on. If she cannot tell us where that visa centre is en route to Calais, then there is no hope or chance of Ukrainian families being able to find it on the way to Calais in order to get sanctuary.

I would be delighted to visit my hon. Friend’s constituency—perhaps I can visit the Gloucestershire constituency of my hon. Friend the Member for Thornbury and Yate (Luke Hall) on my way there. My hon. Friend the Member for Redcar (Jacob Young) is absolutely right to highlight the detrimental impacts of this type of behaviour. Of course, our legislation gives those responsible the ability to deal with antisocial incidents. I understand that he faces a particular issue in Eston hills, so perhaps he can take me there and we will see what we can do together.

Is the Minister aware that some kinds of antisocial behaviour sometimes become violent and that some of the young people swept into that have autism backgrounds? Is she concerned that under joint enterprise it is now believed that many young people are in prison who should not be there? Is she worried about joint enterprise and is she making any investigation to do something about it?

I thank the hon. Gentleman for his question. On the broader issue of those suffering from autism, we absolutely are aware that a number of factors contribute to young people sadly being caught up in crime, either as perpetrators or as victims. We are working widely across government with our colleagues in the Department for Education and the Department of Health and Social Care, and I point specifically to the excellent work we are doing in the violence reduction units up and down the country and through the youth endowment fund, which targets and specifically funds projects to help young people avoid a life of crime. I would be happy to talk to him in more detail about the specific issue he raises with me.

Many people have dual nationality in the UK, and those are the people who are in fear of the measure being introduced. I will now make progress.

The clause not only represents a total disregard for justice and the rule of law, but also says to certain British citizens that despite their being born and raised in the UK, their rights will always be precarious and subject to change, because, in the words of the Home Office,

“British citizenship is a privilege, not a right.”

The consequences of that are drastic. It is a threat to all, but particularly to those from ethnic minority backgrounds. According to analysis by the New Statesman, nearly 6 million people in England and Wales could be affected, and under this proposal, two in five people from an ethnic minority background are eligible to be deprived of their citizenship without being told.

Have the Government learned nothing from the Windrush scandal? They are repeating the same mistakes time and again. How can we trust the Government and the Home Office? How can we trust them with the measures proposed in clause 9? Simply put, we cannot, and I therefore commend the right hon. Member for Haltemprice and Howden (Mr Davis) on bringing forward amendment 12, which would remove clause 9 from the Bill. We support that amendment in the name of fairness and in order to uphold the rule of law.

Another aspect of part 1 that we are concerned about is statelessness and, in particular, clause 10, which is intended to disentitle stateless children in the UK from their statutory right to British citizenship. I thank my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman) for tabling amendment 111, which would give effect to the recommendations made by the Joint Committee on Human Rights, which published an excellent report on the Bill earlier this month. I wish to put on record my thanks, and I am sure the whole House’s thanks, for the enormous contribution she has made as a parliamentarian to preserving rights and demanding equality. She will be sorely missed when she steps down at the next election.

Clause 10 proposes amending and restricting a vital safeguard in British nationality law that prevents and reduces childhood statelessness. Under our international obligations, we have safeguards that mean that a child who was born in the UK and has always been stateless can acquire British citizenship after five years of residing here. The Government’s proposals to restrict and amend that obligation are an affront to children. They will impose the most profound of exclusions on children: the denial of any citizenship, and particularly citizenship of the place where they were born and live—the only place they know. This exclusion and alienation, when inflicted on a child in their formative years, will be highly damaging to their personal development and their feelings of security and belonging. The Government consistently failed, on Second Reading and in Committee, to explain what assessment has been made of the impact of this proposal on statelessness. That is unacceptable.

We Opposition Members therefore welcome amendment 111, and support its intention of ensuring that the Government act in compliance with article 1 of the 1961 UN statelessness convention. It would amend clause 10 so that British citizenship was withheld from a stateless child born in the UK only when a parent’s nationality was available to the child immediately, without any legal or administrative hurdles. This is a necessary amendment, as the Government have failed to protect the existing safeguards, which are in line with international law, in this Bill; on the contrary, they have introduced cruel and unworkable proposals that will only exacerbate the challenges for children and young people in the UK.

New clause 8, tabled by my hon. Friend the Member for Streatham (Bell Ribeiro-Addy), is on an issue that follows on from that of child statelessness. We support that new clause, which concerns the fee—£1,012 for a child—that people must pay to exercise their right to be registered as a British citizen. Like hon. and right hon. Members across this House, I have raised many cases on behalf of constituents navigating this inefficient, ineffective and expensive system. The fees imposed by the Home Office deny people their rights. Application fees are one barrier, and Home Office delays and inefficiencies are another. If we look at the figures, we see that the unfairness is extremely stark—even to the former Home Secretary, the right hon. Member for Bromsgrove (Sajid Javid), who rightly described the registration fees for children as

“a huge amount of money to ask children to pay”.

I have heard that when the Bill was being prepared, the Children’s Commissioner was not consulted at all about its implications for the status of children. Can that possibly be right? Can my hon. Friend enlighten the House on that point?

My hon. Friend makes a very good point. I am not aware that the Children’s Commissioner was consulted, but I am sure the Minister will clarify whether they were.

The fee for a child to register as a British citizen stands at £1,012. The Home Office confirms that the cost of registration is only £372. The remaining £640 is, therefore, money made after delivery of the service. Home Office registration fees do not reflect the cost of registration. On the Government’s watch, people are being prevented from accessing the immigration system, and that leads to exclusion and isolation for the children and young people who are denied citizenship due to the barriers in their way.

Citizenship should not be about cost; it should be about contributing to our communities and inclusivity, but under the current system, it is about cost. By design, it is about astronomical application fees. Rather than fixing these problems through this legislation, which, despite its draconian measures, provides a unique opportunity to right this wrong, the Government concern themselves with outlandish and unworkable policies. I strongly urge Members from all parts of the House to carefully consider new clause 8, tabled by my hon. Friend the Member for Streatham. It would deliver fairness where the Government have failed to, and it has our full support.

Finally, I wish to speak about another issue that has broad cross-party support—a further important and unique opportunity to right wrongs. New clause 5, in the name of the right hon. Member for Ashford (Damian Green) and others, relates to the British national overseas visa scheme. As we know, the BNO scheme was, in theory, designed to offer a path to citizenship for Hongkongers, but in practice the scheme is not working as well as it could. Indeed, there are worrying and significant loopholes in it that mean individuals and groups of individuals are being left in limbo. That is particularly true for younger Hongkongers who have fled the country over fear of repercussions, as those born after 1997 do not hold BNO passports, and are therefore unable to settle in the UK via the BNO route. The result of this loophole in the BNO scheme is that young people who have fled police brutality find themselves fighting for their rights within the sclerotic and inefficient UK asylum system, having been arbitrarily excluded from the scheme because of their age.

Hongkongers born after 1997 do not hold a BNO passport. Those documents were issued to citizens following the handover of Hong Kong from the UK to China in 1997, so those aged under 24 cannot benefit from the BNO scheme. Home Office figures show that there were 124 asylum claims from Hong Kong nationals in the year to June 2021, compared with 21 the year before and just nine in the year to June 2019. This is a growing problem, and it cannot be swept under the rug. For those stuck in the system, there is, in the words of Hong Kong Watch, an “agonising wait”. That should not exist, and could be fixed in the BNO scheme. Again, the Opposition proposed that in Committee, and naturally we fully support new clause 5. There are deep and historical ties between the UK and Hong Kong. The Government must not waiver in their commitment to people whose way of life has been put at risk. By accepting new clause 5, they could take a significant and immediate step towards that, with the Opposition’s support.

The Government’s decision to offer the Hong Kong BNO scheme is a welcome expression of the UK’s historical relationship with the citizens of Hong Kong. Individuals and families arriving from Hong Kong will enrich the UK’s cultural life and contribute to our economy. However, without amendment, the scheme is in danger of being just more warm words. As I have said on other amendments and new clauses, despite our deep concerns about the Bill’s draconian, dog-whistle politics when it comes to refugees and asylum seekers, it provides an opportunity to right wrongs in our system. I will leave my comments there, as I know that many hon. Members wish to speak.

It is absolutely right that we spend time looking at the recommendations. The Home Secretary might not know, but my long-term interest in this case comes from a campaigning Welsh lawyer, Glyn Maddocks, who brought it to my attention and I have followed it actively for many years. Indeed, the case eventually led to the formation of the all-party parliamentary group on miscarriages of justice. But the Home Secretary will know that this is not just a one-off. There was systemic corruption in part of the Metropolitan police at the time. Had it not been for Alastair, the brother of the deceased, and their mum, who sadly passed away before this report could be delivered, continuing to campaign over these many years, we would not have got the report at all. Does the Home Secretary agree that this was systemic and the answer has to be system change? I am encouraged by some of her remarks when she addressed this issue. In particular—let us be fair—there were deficiencies in Home Office ministerial teams of both parties.

I pay tribute to the hon. Gentleman for his work with the all-party parliamentary group. He is absolutely right to recognise and acknowledge that this is a tragedy in every sense. We all pay tribute to the tenacity of the Morgan family. In terms of institutional issues—the systemic issues that he referred to—we have to prevent these from occurring again. That is why some of the long-term changes that I have touched on still require further investigation in terms of the accountability of institutions of the state. Because that of work, which is absolutely essential and required, including a full review of the recommendations in these three volumes, I am committed to coming back to the House to update it on all actions taken.

What a pleasure it is serve under your chairmanship, Mr Gray, even though it is remotely. I have been a member of the Co-operative party and a Labour and Co-operative Member of Parliament for all my long parliamentary career, and I have a particular affinity for the small co-operative shops—real grassroots community facilities—that are essential to local communities. Of course, the Co-op is not the only small business working in local communities; there are many more. We must seek to protect all workers in all those shops.

Yes, we would like legislation; yes, we want this petition to be successful; yes, we want to give as much protection to workers in England and other parts of the United Kingdom as those in Scotland have. But we need to go further than that. The small shop is absolutely central to our communities—it is the life of the community. Workers in small shops that stay open late at night, are there when people need them and are very close to home so that people do not need a car to get large amounts of goods in order to be a customer—vital neighbourhood facilities—should be protected as well as workers in the large stores. Some large stores are well managed and have security that is very good indeed. Others are less efficient at keeping a well-managed shop and protecting the workers who work there. I want a change in the law to protect workers, but that is not all. These are designated key workers, who have been key in the first wave of fighting against covid and all the problems of this past miserable year, so I want them to be protected; I want them to be looked after, whether in a big store or a small store. I do not go to as many shops as many people, because I am a married man, and all the research data shows that if a woman takes a man to a shop with her, her bill when they get to the checkout is 20% higher than if she goes on her own. That might be a bit of a sexist comment, but it is my personal experience.

I want to change the culture. This is not about every consumer, but about a small minority of people who do not like obeying the laws that we pass in this Parliament. They do not like the fact that there are age restrictions on buying alcohol, restrictions on buying tobacco, or the special restrictions on buying too many items of one good that were introduced during the covid epidemic. Most customers are good, well-behaved, excellent people, going about their business, buying things and being nice—the sermon in my church on Sunday was about, “Let’s get back to being nice to one another.” We need a cultural change, speaking up when we witness verbal abuse or any abuse in our local shops or supermarkets. Let us work together to change culture: let us make sure that we drive out the antisocial behaviour, whether verbal or physical abuse, that is becoming far too common.

As I have walked through my lovely constituency of Huddersfield, I have talked to many workers who have not only been in fear during working hours, but fear being followed home and having stones thrown through their windows. This is a real problem for many workers, and I came into Parliament to protect workers and workers’ rights. We need better laws and better police regulation and response, but we also need a changed culture.

I imagine the chair of the panel will say that her review has been conducted independently, rigorously and timeously. The Home Secretary cannot publish a report until she receives it, and that is the situation we are in. We all want answers. These are incredibly important issues that have been raised during the course of the review. A great deal of time has elapsed since the horrific murder of Mr Morgan, and the report I hope will answer some of the questions that have been posed in relation to that.

I have a long-term interest in this case through a campaigning lawyer, Mr Glyn Maddocks, who works with me as co-chair of the all-party parliamentary group on miscarriages of justice, along with my co-chair the hon. Member for Reigate (Crispin Blunt). This case was brought to me many years. I have even visited the Golden Lion car park, where this horrible murder took place, but the puzzle today is this. I have a lot of time for this Minister, but it should have been the Home Secretary here today. It is with some puzzlement that we hear that the report is finished after eight years rather than one. It was a report set up by a former Home Secretary, who then became Prime Minister. We were all told that this expensive inquiry would come out last weekend, but immediately we were told that it cannot be seen because of national security. Either they have seen it and decided there is a problem with national security, or they have not seen it. The fact of the matter is that justice must be done in this case, and we need to see the report. Can the Minister give us the date? When can we see it, because we want it now?

I thank the hon. Gentleman for his kind remarks. Again I reiterate, because I understand the concern, that there is no question of the report being blocked, edited or changed in the ways that people are concerned about. As I said, it will be published. The only caveat is that if there are matters in there that relate to national security, and those are duties that any Home Secretary must abide by, but she and everyone else wants this report to be published and for those questions to be answered. In terms of the date, again, I make this point: we cannot publish something if we do not yet have it.

We are putting as many resources as we can into cases in the mental health tribunal, and we are using remote hearing technology as much as we can in tribunals generally, including the mental health one. My hon. Friend will have seen the recently published mental health White Paper, which aims to go even further in supporting the rights of people with mental health problems.

Is the Minister aware that many lawyers and people using the courts are absolutely terrified of going to work? These are not covid-safe environments. As co-chair of the all-party parliamentary group on miscarriages of justice, I have talked to a lot of people working in our courts. He is being very complacent. Many people think that courts are the place to catch the covid infection. What is he going to do to show the leadership and management to sort that out?

The Government have spent a quarter of a billion pounds this year on making our court estate covid-safe. Public Health England and Public Health Wales find it to be safe. I hope that it reassures the hon. Gentleman’s constituents to know that the number of positive cases in the court system detected among court staff is no different from what we find in the general population. The measures that have been taken are working, and people who need to use the justice system do not need to be afraid in the way he describes.

We are not complacent. We aim to do more, particularly in the area of testing. I urge people using the court system to take a lateral flow test, administered by a local authority testing centre, before going into court where they can, and if they see anything that concerns them, they should report it quickly, because there are reporting processes available. We are committed to making sure that courts are safe, and that work will continue.

I only wish I could be with you, Mr Speaker, to ask this question to the Home Secretary. She will know that drugs and drug running are at the heart of so much violence when it occurs in our constituencies. There is some good money that she is responsible for—the violence reduction units—and which is very welcome because it enables police forces to have those extra resources, but it is on a yearly basis. My police and crime commissioner and my local police tell me that, in order for that to be effective, it needs to be known that they will have that money for a number of years. Will the Home Secretary move on that and help my community, and communities up and down the country?

I thank the hon. Gentleman for his question, and also for highlighting some of the most shocking aspects of serious violence. He mentions the violence reduction units, which play a phenomenal role in reducing violent crime at a local level. He also touched on drugs, and particularly county line drugs. A lot of work has been combined, and there are now more resources available to police forces specifically for reducing serious violence and for violence reduction units, but also for rolling up county lines. He will be absolutely cognisant and aware of the work taking place in his constituency with his chief constable and police and crime commissioner to make sure that all those strands come together, to make sure that we can absolutely tackle the scourge of serious violence.

Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I agree. Community policing is a vital resource. Following up crimes with prosecutions, and deterrents such as CCTV, are powerful and pertinent.

This is such an important debate. We face this problem in Huddersfield. Does my hon. Friend agree that being a member of a good trade union such as USDAW is a great protection for workers in this sector? Organisations such as the Co-op—I do not mean the Labour and Co-operative party, of which I am a member—protect workers much better than many major high street retailers.
