My hon. Friend is quite right to point out that Housing Ministers do not last that long, and I am certainly pushing the envelope at nine months, but I will do my best in the time that remains to me to fulfil his desire, because it is an important one. If we are going to get to building 300,000 homes a year for the next generation—I know this is of particular importance to him given his background—these houses have to be fantastic, of great quality and of brilliant design, so that communities will continue to accept them in significant numbers.

We have confirmed up to £2 million to further the delivery of the east midlands HS2 growth strategy around Toton station. To increase business engagement, we are supporting the midlands engine’s campaign to raise the region’s profile nationally and internationally, and to highlight the economic potential of the midlands.

I thank my right hon. Friend for that answer, but local authorities in Mansfield are hoping to secure funding through the future high streets fund to help reinvigorate what was once a thriving town centre. That support would be very welcome, as would the opportunity to access the recently announced stronger towns funding. What will the criteria be for that funding, and will my right hon. Friend commit to working with our local council to give Mansfield the best possible chance of accessing it?

My hon. Friend rightly champions Mansfield, and we will look very closely at the expression of interest that has been expressed in relation to the future high streets fund. The stronger towns fund will support towns to grow and prosper, and we will obviously be working with communities. I can certainly give a commitment to work with him and with Mansfield as we continue to shape that, and get the right feedback to ensure that that money delivers what we want it to.

I am very grateful for that intervention. That is exactly right. This is not, dare I say it, an issue for just the current Government; it has been an issue for previous ones too. Our approach has to be one of consensus, and I think that that is how we will best get what we want. In thanking my neighbour to the east, I ought to reference my neighbour to the south, my hon. Friend the Member for Nottingham South (Lilian Greenwood). It might give the Minister some amusement to know that she is not with us because her Transport Committee currently has the Secretary of State in front of it. I suspect that the Minister will have a slightly easier time than the Secretary of State.

We should be an ideal investment opportunity because investment in the local economies that make up our region offers a great economic return—better in many business cases, in fact, than in other parts of the country. By increasing the proportion of national infrastructure spending in the east midlands, the Government will have a better chance of unlocking the private sector investment needed to revive and rebalance the UK economy. We need only look at the levels of gross value added—GVA—driven out for every pound of transport spend, to see how compelling the case is. That is one league table that the east midlands tops, showing our ability to deliver growth not only locally but nationally.

What am I seeking to raise with the Minister and perhaps secure his support for today? I have four things, the first of which is making the most of HS2. The east midlands has set out plans to use HS2 to drive up economic growth across the region, creating an additional 74,000 jobs and £4 billion of GVA by 2043. The region’s station at Toton will be the best connected HS2 station outside of London and will transform connectivity between the east midlands and Birmingham, Leeds, the north-east and Scotland, as well as London. We believe that HS2 can have a transformative impact on the east midlands; from the hub station at Toton and the Staveley infrastructure depot, to connecting Chesterfield to the HS2 network, there is an opportunity for the Government to invest in getting on with things and bringing them forward, starting HS2 services in 2020, three years early. Partially opening the hub station a little earlier in the next decade would stimulate growth earlier, unlocking the potential for 11,000 new jobs and radically improving connectivity between the east midlands and Birmingham. There is a real prize for us in HS2, and we can get on with it now. I know people think it is a bit of a long way away, but we can get on with it.

I congratulate the hon. Gentleman on securing this debate on a really important issue, particularly as regards getting the economic benefit from HS2. I want to flag, perhaps to the Minister, the opportunities that I and my hon. Friend the Member for Sherwood (Mark Spencer) have been talking about in terms of the Robin Hood line, and the social benefits of connecting villages up to jobs, the tourist economy and, in the long term, the HS2 hub at Chesterfield, giving deprived communities access to the big economic boost that the hon. Gentleman talks about.

The hon. Gentleman makes an excellent point. I am a big believer in our region’s future lying in the strength of HS2 and the logistics hubs that we can put around it and our airport. However, the hon. Gentleman’s community and mine will not benefit from that unless we can get there, and getting there cannot mean just going into the nearest big city and going out; we have to get there in other ways as well. I confess to enjoying a nice night out in Mansfield—a tasty night out, I would say—and I would definitely like to be able to get from Bulwell to Mansfield a bit more easily. However, I have picked up in dispatches that there might be a bit of a governmental wobble regarding HS2, especially its second phase, and I would be very interested to hear the Minister’s reflections on that.

The second priority is investment in the midland main line—you would expect me to say that, Sir Graham. We welcome the investment in upgrading the track and the signalling, but the importance of electrification should not be understated, as it is an opportunity to put really modern infrastructure in place for our region, make travel more comfortable, reduce running costs and carbon emissions, and improve air quality, journey times and efficiency. Electrification has an awful lot going for it.

As I said, the business case for between Kettering and Sheffield was really strong, and for it to be a casualty of cost overruns elsewhere is a real shame and a fundamentally flawed decision. That is not just my view or that of local business and council leaders; it is the view of the National Audit Office and the Transport Committee. But we are nothing if not pragmatic in our region. We appreciate that the rail franchise is now out to tender, and that it includes specification for bi-mode trains, so we must start in the world as it is, rather than the world as we want it to be. Let us make absolutely certain that whatever stock is procured for those lines can be converted to full electric mode in the future. Let us ensure that they can deliver on the journey time ambitions in both modes, and let us think about business growth. Our region is the international centre for rail engineering, so let us definitely ensure that those new trains are built in Derby.

Alongside that, in the spirit of pragmatism, let us think about the incremental electrification of the line. There is an opportunity to go bit by bit, and in time for the completion of HS2, so as not to risk losing one of the prizes of HS2 around speed. The Government have already committed to completing the section between Clay Cross and Sheffield in time for HS2. That will get us up to 62% of the line, so let us have a plan for the other 38%. I cannot help but think that we would save money by doing it properly, all in one go, but if it is incremental electrification, then let us have it, commit to it and plan for it, because it would progressively reduce the costs of running bi-modes on the line and release revenue to improve services elsewhere in the east midlands. Without electrification, it will also be more difficult to integrate HS2 into the existing rail network, so we really have to think about this and learn from mistakes elsewhere and from what has gone well in other countries.

The third priority is one I am particularly interested in. While waiting to start the debate, I saw the hon. Member for Walsall North (Eddie Hughes) come in, and I thought he was going to talk, as a west midlands Member, about east-west connections, but I see he is in his place as Parliamentary Private Secretary. Nevertheless, if he had intervened, I would have made what I think is a neat assumption—that it is of as much interest to my neighbours to go to Walsall as it is to go to Wallington. That east-west has to be as important as the north-south. Sometimes it feels like a radical act to state that not everything for us is about getting to and from London more quickly; we are just as interested in moving east and west. So let us address the complex rail infrastructure in Newark and press for major investment to reduce conflicts between the east coast main line, which goes at speed, and the much slower Lincoln to Nottingham rail traffic. Let us reinstate direct services between Leicester and Coventry, which are important players in The Midland Engine.

One of my key things to highlight today is this: Midland Connect has developed the midlands rail hub concept, which would significantly improve rail capacity between the east and west midlands. It is a cost-effective package, with an additional 24 trains per hour improving east-west connectivity. At the moment, it takes 69 minutes to go the 50 miles from Nottingham to Birmingham. As you may know, Sir Graham, I am pretty quick on my feet, and sometimes it feels like I could beat the train. I think we can do better than 50 miles in 69 minutes. The hub would also benefit links to the midlands’ two international airports, and to the south-west and south Wales, allowing for an additional 36 freight paths a day, carrying £22 billion of goods every year. That is a really sensible package of ideas and, again, I am interested in the Minister’s reflections.

Finally, when I am on my feet, I never miss an opportunity to talk about light rail. I am a proud Nottinghamian, so I punt for light rail at every opportunity. We are really proud of our tram system. We are proud that we are the least car-dependent city in the country outside London and that we have the best public transport outside London, but there is potential for us to go further, and it would be really positive to expand our network. Similarly, East Midlands airport is a key part of our local economy, but it is hard to get to from East Midlands Parkway, and local roads are snarled up with associated traffic. A light rail link could be the perfect solution.

We have talked a little about the past, but I want to focus on the future. In the east midlands we are practical and pragmatic. We are a can-do region, and that is reflected in Government statistics for employment growth and new business start-ups, but we can do much more. We want to work with the Government to boost investment in key rail and other transport projects that will release economic growth, to not just our own benefit, but that of the county as a whole.

I rise to support clause 1. As ever, it is a pleasure to follow my hon. Friend the Member for St Austell and Newquay (Steve Double), although he has just reminded me of the Local Government Finance Bill and the many interesting and fun hours that we spent on it, particularly in Committee. Unfortunately, however, those hours were subsequently lost when the Bill fell, so it is good to see this measure coming to the House, as have several other provisions that were in the previous Bill.

The agricultural exemption for nursery grounds has been in place for a significant period, dating back to 1929. Indeed, this issue was raised during the passage of the Local Government Finance Act 1988, when Ministers gave a steer that there was a clear intention that nursery grounds should be subject to the same sort of exemption as other agricultural uses. The Court of Appeal case—the Tunnel Tech case—seems to have driven a coach and horses through the custom and practice since 1929 and the intimation given by the then Government during the passage of the 1988 Act that the status quo would prevail. To put it mildly, suddenly receiving a significant rates bill as the result of a Valuation Office Agency investigation and the subsequent Court of Appeal case has challenged a number of growers in the running of their businesses.

I am pleased in many ways to have played a small part in the Bill. My hon. Friend the Member for St Austell and Newquay apprehended me in the Division Lobby one evening to explain the challenge he was seeing in his area as a result of this Court of Appeal ruling and the problems it was likely to cause growers. We subsequently had meetings with the National Farmers Union, which put a coherent and collegiate case for restoring the status quo.

I am glad that, when I approached the then Secretary of State for Communities and Local Government and the matter was put before Ministers—we do not always receive this type of response—the unanimous verdict was that the Court of Appeal decision was not the right thing for growers and other such businesses and was not consistent with the Government’s intention. I was delighted to publish a written ministerial statement confirming the Government’s intention to restore the position as it was before the Court of Appeal ruling and to allow the agricultural exemption in this regard, as was clearly intended.

My hon. Friend mentions the NFU’s contribution. Will he join me in showing appreciation for its work in representing our farming and agricultural industries, particularly when we are deciding on the future of those industries? Does he agree it is important that the Department for Environment, Food and Rural Affairs, in particular, continues working with the NFU to make sure we get the policy right?

My hon. Friend makes an extremely important and pertinent point. The agricultural industry is very different from many other industries in this country. This country needs to be as self-sufficient as possible in food production, and we also need to consider that it is often difficult for producers in the industry to recover their costs. For example, there has been a perennial challenge for milk producers, which have not been able to realise even the cost of production. That is why organisations such as the NFU are extremely important in bringing such issues to the fore so that we maintain our food security.

It was particularly moving to be in here as we heard the sound of the RAF fly-past a few moments ago to mark 100 years of the RAF. It was 100 years ago this month that my great, great uncle John Headlam was killed while serving in the RAF, so it is nice to be able to pay tribute to his service and sacrifice.

We are a nation of gardeners, and it is important to us all that our nursery sector thrives. It is a particular pleasure to see my hon. Friend the Member for Richmond (Yorks) (Rishi Sunak) on the Front Bench as the Minister today, because my constituency abuts his and it is home to some of the nurseries that I know very well—Cherry Hill and Strikes in Stokesley, which was subject to a recent devastating fire. I know that I speak on behalf of lots of people in my constituency when I say that I hope Strikes is back up and running in its normal place as quickly as possible.

The nursery industry is extremely significant for growing produce for our home market and for ensuring the sustainability of our rural economy. At a time when there is fierce competition from the supermarket and similar sectors, there is no doubt traditional nurseries need all the support they can get that Agricultural land has been exempt from business rates for almost 100 years.

I want to pick my hon. Friend up on the point about supporting nurseries and this kind of industry. Does he agree that it would be right for this place to make a plea to our constituents, not just in this area, but across our high streets and in all sorts of other areas, to support independent local businesses such as these nurseries to ensure that they can continue to exist in the future?

I thank my hon. Friend for that intervention and he is right in what he says. That is something people really care about, and people often regard these nurseries as a hub in the local community. They are not just another shop; they are often dearly loved, and this fits with the spirit of the time, when people increasingly want to buy local.

Until recently, the exemption that applied in this case had been assumed to be uncontroversial and would fit with the understanding of both rating valuers and practitioners. That was the situation until the 2015 court judgment in the Tunnel Tech case, which was a great mistake. I am delighted that the Government have taken steps to reverse it, as such judicial activism simply is not appropriate. The Bill will ensure that plant nurseries in buildings will once again benefit from the business rate exemption, which restores the law to the same state in which it existed before the Court of Appeal decision. I am pleased that the Bill will apply retrospectively, so that those nursery grounds in England that have been charged business rates will now be refunded.

The Government should be congratulated on acting so swiftly to rectify this wrong and on demonstrating common sense. This is so clearly the right course of action that there is no controversy anywhere in this House, and the Bill has received full support from the NFU. I pay tribute to the NFU, because I know full well the value of the work it does in supporting farmers in rural East Cleveland. Indeed, I had the pleasure of going on a farm visit with the NFU recently to see Capon Hall farm and Peter Humphrey. That is exactly the kind of work the NFU does day in, day out, and it should be saluted.

The legislation needs to be viewed in the broader context of the Government’s commitment and keenness to support our agricultural sector and small businesses, especially those in rural areas. Last week, I spoke out about my deep concerns regarding the future of business rates, but it is worth noting that as a result of measures taken by the Government, more than 600,000 small businesses—occupiers of a third of all properties—now pay no business rates at all. The Government doubled small business rate relief to 100% and raised the threshold from £6,000 to £12,000. At the same time, the Government doubled rural rate relief from 50% to 100% for eligible businesses. Such reliefs are hugely welcome for many small businesses in my constituency.

I have scribbled out a lot of my speech, so I will try to crack on, with your best wishes, Mr Gray.

Homelessness is one of my key local campaigns, and something I have worked on consistently since being elected last year. I have visited most of the relevant services in Mansfield and brought both the previous Minister for homelessness, my hon. Friend the Member for Nuneaton (Mr Jones), and the Home Secretary to meet the public sector charitable organisations and businesses to look at various aspects of things we might do better locally.

It is fair to acknowledge that the Government has taken some important steps to tackle homelessness. The recently introduced Homelessness Reduction Act 2017 is an important move in the right direction and can potentially help to reduce the number of people becoming homeless in the first place. Through my investigations over this year, I know that that prevention aspect of support was previously lacking. The flexible homelessness support grant is also welcome, providing £250,000 to Mansfield over three years.

In Mansfield, we have some brilliant supported housing associations, not least Framework Housing Association, the Nottingham Community Housing Association and others, that help to get people back on their feet after times of crisis. They would love to be able to offer ongoing support to the people who rely on them, but they struggle to access the funding to do so. Those providers are experienced in the issues surrounding homelessness and are often best placed to offer local support and tailored services.

In my constituency it is not the housing itself that is the real challenge, but the complexity of need, including mental health difficulties or addiction. Providing support in managing those things, with financial management, can make all the difference. Too often the way is blocked by bureaucracy or protectionism over different organisations’ priorities and budgets. People cannot get support for a mental health problem if they are on drugs, but they cannot get support for their addiction if they have an obvious mental health problem. The problems are clearly interrelated, but the services are not.

Addressing mental health issues, providing tailored local support and a joined-up approach between housing, health and local social services is key to addressing the issue of homelessness. Most local stakeholders would agree that in Mansfield, our acute services are pretty good. If someone finds themselves homeless, they have a good chance of getting accommodation and support fairly quickly. The numbers of street homeless in Mansfield have fallen over recent years.

We have some amazing local groups and charities such as The Hall, the Beacon Project and the Soup Kitchen that provide excellent care and support, and most importantly link in with key services. What we do not have is a low-level ongoing support or prevention service, to help people to manage their money and maintain a tenancy as they move on, and to stop them ending up back on the streets. For an entrenched population of long-term homeless, that is key.

It is important to note that a significant number of people, as has been mentioned, might not feature in the rough sleeping statistics because they have hostel accommodation or another form of temporary accommodation. While as a first step hostels can provide useful accommodation for homeless people and help to provide shelter, they are not a long-term solution. The use of drugs and alcohol, threats of violence, theft, bullying and other issues can mean they are not the safe space that people deserve.

It is frequently acknowledged that bed-blocking is a significant problem in the NHS. There is also an increasingly problematic form of hostel bed-blocking, where former rough sleepers in hostels are ready to move on but there is no move-on accommodation or support to help them do so. A joined-up effort to look at the ways in which we can continue to make progress in reducing homelessness will need to involve all levels of Government, the NHS and social care, charities and voluntary groups. There is no one-size-fits-all approach; we must take a range of different approaches to deal with the problem.

I have argued over the last year that tackling homelessness must remain a priority and that the funding should reflect its importance. That funding should not just be based on numbers. London obviously gets a lot of cash because the numbers are incredibly high, but I will argue for Mansfield, where the numbers are comparatively small but we have a deeply entrenched population of long-term homeless, who simply will not be able to get back on their feet without some intense long-term support.

Finally, can the Minister tell us when we are likely to have an assessment of the impact of the Act and the success of the various trials of different services, such as Housing First in Manchester, that have been brought forward by Government? Are more proposals are likely to be brought forward to look at those prevention services that I mentioned, with a view to meeting the target of eradicating homelessness by 2027?

Reducing homelessness across the UK has to be a huge priority and I welcome the work the Government are doing to move forward. The Homelessness Reduction Act 2017 will ensure that all English local authorities, public services and the third sector work together more effectively to prevent homelessness. The Act, which comes into effect in April, will also help the Government to meet their aim of eliminating rough sleeping by 2027.

I am delighted with the efforts to bring local services and providers together. I spent much of the autumn in my constituency examining our local homelessness services, holding a number of summits with different groups from the public sector, charities and business, and bringing along the then Minister with responsibility for homelessness and the Home Secretary to meet them. From those discussions, it was abundantly clear that drawing up invisible barriers between services, and being protectionist about priorities and funding cuts, does nothing to improve the support available to people either homeless or at risk of becoming homeless. I am pleased that Ministers have committed over £1 billion to tackle homelessness through to 2020, with money going directly to local authorities, as well as to centrally funded homelessness programmes. In particular, the pilot studies that will look at new ways to combat this issue are very welcome. I hope the Government will learn those lessons and roll out the successful aspects of those schemes sooner rather than later.

In Mansfield, the number of people classified as homeless and in priority need has actually fallen since 2012. I am pleased to note that the numbers registered as living in temporary accommodation has fallen, too. That is down to a number of factors, including the good work done by the local authority and by Framework, which provides commissioned services, including an amazing outreach programme. It is heart-wrenching to hear about the lives and stories of some of the people using its service. When I went out with Framework’s outreach team at 6 am on a cold autumn morning, I met a number of Mansfield’s homeless people. The striking thing is that so many are in that position through no fault of their own. One in particular struck a chord with me: a young man who had been injected with class A drugs by his mother while still at primary school. The truth is that he never had a chance. The outreach service is working with him and others to help them get on their feet. The key thing about the work done by Framework is that it recognises that while the housing aspect is obviously a huge factor in tackling homelessness, equally important is access to support services around mental health, drugs and alcohol, and a complex variety of needs. It is telling that many of Mansfield’s entrenched homeless have been given housing in the past, but have been unable to keep it for a variety of complex reasons.

It is concerning that despite the positive figures since 2012—as I said, the number of homeless people has actually fallen by about a third—in the past year it has started to creep up again. Far from the simplistic image that is sometimes painted of homelessness, where many people talk about the lack of available housing—it is hugely important, yes, and prevalent in London and other areas where the cost of housing is extortionate—in my view it is not the key issue in Mansfield. The causes of rough sleeping are incredibly complex. Individual circumstances can be driven by mental health issues, addiction, family breakdown and so on. That is why it is so important that local services, including both health and housing departments, offer a co-ordinated approach. In Mansfield we have a strong network, including charities such as the Beacon Project which are committed not just to offering food and a shower but prioritising getting everybody access to key services.

When we talk about homeless people, we often think of rough sleepers first. However, as many hon. Members have already said, many fall into the hidden homeless category. Many people are sofa-surfing with friends and family, without a home to call their own. Young people, in particular, can struggle with the up-front costs of renting, and landlords see them as a risky proposition. That is why last year I supported the Crisis Help to Rent campaign, looking for additional funding for local projects aimed at helping homeless people into renting.

One point that is clear from the discussions I have had locally and with Ministers is that low-level ongoing support can make a huge difference to people’s lives, helping them to not just gain but maintain a tenancy for the long term. As my hon. Friend the Member for Colchester (Will Quince) said, support in managing mental health issues, addiction, financial management, learning difficulties and sometimes even just a regular conversation with a trusted friend can be the difference between leading a relatively normal life and a life on the streets.

In Mansfield, we have some fantastic supported housing associations that help to get people back on their feet. They would love to be able to offer that ongoing support too to the people who rely on them, but they struggle to access the funding to do that. Often, in my experience, they do it anyway through their own dedication and at their own cost, but they would benefit hugely from more support. I was pleased to see an additional £250,000 come forward for Mansfield over three years, through the flexible homelessness support grant, to support the local authority in boosting some of these services.

As I said in my first sentence, homelessness clearly needs to be addressed as a priority and it is important that funding reflects that. I welcome the Government’s determination to end rough sleeping and to cut the number of homeless people, and the multiple measures, pilot schemes and changes that have come forward already. The Homelessness Reduction Act is a big step forward and I hope to see the Housing First pilot expanded quickly. One thing that is often overlooked is that prevention is far better than cure, and this needs to be clearly built in to the Government’s plans if they are to meet their commitment. We must ensure that tackling homelessness remains a central priority and that Government funding levels reflect its importance, not just in terms of housing but, vitally, for the support services that come with it.
