One thing we absolutely know is that my hon. Friend’s constituents are very perceptive. They will recognise that the Labour party has no credible alternative that recognises the scale of the challenge and all its complexities. We need the measures in the Bill; we need the Rwanda model to come to fruition. We are getting on and delivering on that priority.

To avoid desperate Ukrainians being added to those trying to cross the channel, the Government’s schemes for Ukrainians need to work. Can the Minister explain why the very helpful Members’ hub in Portcullis House has been stopped from issuing permission-to-travel letters to MPs? I dealt with a family last week. For two of the family members, the letters were sent to me and I could let the family and their host family here know, and they were all happy about it. For the third family member, the system was stopped at the end of the last week, and officials are saying that they are now no longer allowed to issue MPs with those permission-to-travel letters. It is a complete shambles. Will he sort it out?

As I touched on partly in my reference to the system that was used for British nationals overseas, we are looking at what role could be played by previously submitted biometrics and at those who have previously had visas to the UK in the recent past who possess a biometric passport. As this stage, we are conscious that where we can reduce the numbers who need to go to a visa application centre, it will free up capacity. As I say, however, our first thoughts have been looking at the requirements for those under 18 and we are looking at the final security advice on doing that.

Using the risk from Kremlin operatives—who have rather easier ways of reaching this country than by posing as refugees—as an excuse for this mean-spirited and shambolic approach simply will not do. Until the Minister follows the advice of the right hon. Member for North Thanet (Sir Roger Gale), are he and his fellow Ministers not going to have to keep coming back to this House to explain this shambles? Just do what the right hon. Gentleman suggested, and what the whole of the rest of Europe is doing, and offer visa-free entry for a limited period to Ukrainian refugees.

As I have outlined, there are clear reasons why we are doing this and we do believe it is right. Basic security checks are made for people arriving in the UK and this is not just happening in the UK; the USA, Canada and Australia are doing exactly the same.

My right hon. Friend is absolutely right. Again, having a united response on this is really important; I do not just mean in this House but internationally. That is why I am not underplaying the emphasis on working with our partners and friends in the region, the Ukrainian Government and UN agencies.

My right hon. Friend the Member for North Thanet (Sir Roger Gale) spoke about transport and things of that nature. We will have to work with our partners—the UNHCR, and other UN aid agencies, third parties and countries—in terms of how to bring people to the UK, and potentially to create humanitarian corridors to still try to help people to get out of Ukraine. There is a lot of work taking place, not just in the UK with the British Government but working with partners and agencies. We cannot under-emphasise that work at the time of this crisis, or the number of people who are on the move right now.

What a lot of people do not understand, including me, Secretary of State, is why it is not possible to keep the security checks while matching the EU’s generous three-year visa-free entry offer.

I have made my point on security checks. We have been the target, basically, of Putin’s Russia. On the EU’s approach, the EU is still discussing how it intends to operationalise its mechanism. I am in touch with the commissioner. As soon as I know more from the commissioner, obviously we will work with them. We are not working in isolation: I want to make that quite clear to all colleagues. We are working with everyone. Of course, that also means sharing information and helping each other out. As I have said, this is an evolving situation.

In our home, pets are not property; they are members of the family. There is Geoffrey the tortoise, whose sole aim in life seems to be to find the most obscure and inaccessible corner of the room to sit in for the day. The back of the fireplace is his perennial favourite, and crawling in there to retrieve him has become an evening ritual in our house. We then have Florence, Vera and Coco. They are alpacas, although someone who happened to wander into their paddock with a handful of carrots could be forgiven for thinking they were dealing with a shoal of piranhas. Then there is the newest member, Sergeant Wilson the donkey, whose mission is to eat the world—even if it does involve getting his head stuck in the fence while trying to reach for the raspberry canes.

Many of my constituents have been in touch with me to express their concerns about pet theft over the pandemic, so I started a Rushcliffe pet theft survey to listen to people’s views: 96% of people told me that they were worried about pet theft; 30% said that they had been, or knew someone who had been personally affected by it; and 90% have taken extra precautions to ensure that their pet is not stolen. There was varying support for different measures to help to tackle pet theft: 44% wanted tougher sentences; 22% wanted to create a separate offence; 17% wanted more regulation on pet selling; and 15% wanted more support from the police. So I am pleased that the pet theft taskforce will be addressing all those points and considering the issue in its entirety, including causes, prevention, reporting, enforcement and prosecution.

There are a number of fundamental issues to think through. Should we be thinking of pet theft as theft at all, or is it close to abduction? So many contributions here tonight have talked about pets as members of the family. What about the animal cruelty element? At present, if someone causes an animal to suffer in the course of stealing it from the owner, they can be prosecuted under the Animal Welfare Act 2006. But are not all acts of wrenching a pet away from the family who love and care for it an act of animal cruelty? What about sentencing? We already have a maximum term of seven years, yet it rarely seems to be used in the case of pet theft.

So I welcome the opportunity to debate these issues tonight, and I thank my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) and other right hon. and hon. Members for the amendments they have tabled that have enabled us to discuss the matter. I will not be supporting any at this stage because I think we need to see the result of the pet theft taskforce first, so that we have the data that we need to make the best decisions and ensure that we have strongest tools we need to deal with the people who want to steal our pets. I look forward to seeing the results in a couple of weeks’ time and to Ministers taking strong action to implement the taskforce’s recommendations in this Bill in the autumn. We owe it to our pets to make sure that we get this right.

I wish to speak to new clauses 20 and 21 in my name, which refer to specific penalties for two road crimes.

Every year in this country, 1,700 people are killed and 26,000 seriously injured on our roads. It is the biggest killer of young people between the ages of five and 29 and there has been a feeling not just in this House, but particularly among the families of road crime victims that the penalties for road traffic offences often do not fit the crimes and that road crime is not treated like real crime.

The Government promised a full review of road traffic offences and penalties in 2014, but that has yet to happen. The Bill introduces small but welcome changes to the maximum sentence for causing death by dangerous driving and a new offence of causing injury by careless driving, but it leaves a number of serious flaws in our traffic laws in place and my amendments would address two of the most glaring ones.

First, on the failure to stop and report an accident—more commonly known as hit and run—for which the maximum sentence is currently only six months, just one of the many cases raised by road safety and motoring organisations to Members of this House was that of the Cornish postman Ryan Saltern. He was killed by a hit-and-run driver, who received just a four-month sentence and a 12-month driving ban. My new clause 20 proposes a maximum sentence of 14 years where a driver fails to stop and exchange details or report the collision to the police in cases where they knew, or ought reasonably to have known, that a serious or fatal injury had occurred, or might have occurred.

New clause 21 addresses the issue of exceptional hardship. This is a plea that road criminals can often make to avoid losing their licence. From 2011 to 2020, there were 83,581 cases where drivers were let off a driving ban by pleading exceptional hardship. When Christopher Gard hit and killed cyclist Lee Martin in 2015, it was the ninth time in six years that he had been caught using a mobile phone while driving. He had been convicted and fined six times and sent on two driver retraining courses. He should have been disqualified, but magistrates had repeatedly accepted his plea that a ban would cause him exceptional hardship. He kept his licence, and Lee Martin was killed.

Courts have accepted a range of problems, such as not being able to do the school run or damage to a relationship, as exceptional, and as a plea against disqualification that has brought this cause into disrepute. My new clause requires that a court should regard hardship as exceptional if, and only if, it is significantly greater than the hardship that would arise if the same qualification were imposed on a large majority of other drivers. It is vital that the Government fulfil their seven-year promise of a full review of traffic offences. In the meantime, these are two modest improvements to two of the most egregious areas, where most reasonable people agree that all too often, the punishment does not fit the crime. I do not intend to push the amendments to a vote, but I hope the Government will accept them, if not here, then in the other place.

Keeping people safe and secure is a priority for any Government, particularly this one. That is why I am delighted to speak in this important debate. I am fortunate to live in Devon, which enjoys the second lowest crime rate in the country. Crime continues to fall, in no small part thanks to the excellent work of the Devon and Cornwall police, and our excellent police and crime commissioner, Alison Hernandez. However, even in my remote rural constituency, concerns about an increase in pet theft are growing. As a dog owner, indeed a pet lover, I can only imagine the distress of losing my four-legged best friend. This is not the first time I have raised this issue in the House, and I am delighted that the cross-Government pet theft taskforce has been launched, better to understand and tackle the issue.

While crime may be low in Devon and Cornwall, in the past three years there have been 256 reports of dog theft, yet just two people have been charged. I am pleased that the maximum sentence for dog theft is already seven years, but that is no deterrent if no one is prosecuted. Understanding that disjoint is vital, and I hope that the taskforce will come up with a solution to increase prosecution rates and deter further canine crimes. Locally, our police and crime commissioner has highlighted issues regarding how dog thefts are reported. Classing such thefts as merely theft of property is a contributory factor to low prosecution rates, but there are many others. Unfortunately, the taskforce will not report until later this summer, but I am delighted that its policy recommendations may be made in the Lords, before the Bill returns to the Commons, to ensure that it adequately reflects what is truly needed. We are a nation of animal lovers, and it is vital that our animal companions are as safe and secure as their owners.

We are also a nation of shopkeepers. Some of the reports I have heard about the abuse received by retail workers, particularly during the pandemic, are horrifying. It is unacceptable that key workers, who have gone to work throughout the pandemic to ensure that we could access the items we needed, have been treated in this way. I warmly welcome our review into this area, which found that not reporting offences, and wider concerns about how the police handled those reports, were and are important issues that need addressing. I understand that Lords amendments may be considered, if required, to ensure that such offences are treated with the seriousness they rightly deserve.

I support the detailed analysis of such issues by the Ministry of Justice, to ensure that amendments, if needed, are tabled when the data are fully available, rather than being like many of the knee-jerk Opposition amendments, which frequently are poorly thought through, and in many cases seek to reduce sentences for those who commit crimes, rather than ensure that criminals see the justice they deserve.

To the hon. Gentleman, I would say the following—first of all, this is not my plan; this is a Government plan and Government policy. In terms of the approach that has been taken, the Government have maintained throughout this pandemic that medical and scientific advice, in terms of border measures, are consistent and are now being applied. That is why throughout this entire outbreak—across the whole of Government, working with every Department—we have brought in and identified the right measures. He is right to highlight the impact on business and the economy, which is why I held a roundtable with the transport sector last week. It raised a number of issues about not just quarantine, but business costs and issues around business rates and furlough.

It is not solely for one Department to address these issues, and it is right that we work across Government to look at how we can introduce new measures. As the hon. Gentleman might recall from my statement last week and the questions I answered, I covered potential air bridges, fast testing, immunity passports and how we can digitalise the response at the border. That is a cross-Government response and it is something that all my colleagues across Government, led by the Department for Transport and the Department of Health and Social Care, are currently working on.

Will the Home Secretary please publish today the advice that she received from the Scientific Advisory Group for Emergencies that led her to introduce this irrational jobs and holidays-destroying measure?

I pay tribute to my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott), who from a lifetime of experience is in the right place on this issue.

The nature of a country and the values that underpin it are often reflected in the rules of its immigration system. On that basis, the United Kingdom could be seen as hostile, expensive, often offensive and demeaning, and overly restrictive. That is not the type of country I wish to help to lead from this House. Our immigration system should be fair, both to those who wish to come here and those already here, and should strike a balance between rights, restrictions, contributions and rewards for those who wish to come and be a part of our great country.

At a time of rising populism, the Bill was an important opportunity for the Government to set the right tone, but on that measure they have failed, not least because the Bill is remarkably light on detail, instead giving Ministers wide powers to make up the rules as they see fit. It gives the House no insight into what they seek to do. It fails to recognise either the positive contribution migrants make to our country or the positive bottom line for UK plc; it fails to recognise the rights of British citizens living in the EU—in greater numbers than EU citizens in Britain; and it fails to recognise the different types of immigration, whether they be those who come because we need them, those who come to contribute, or those who come seeking asylum. Nothing in the Bill sets out what type of country we seek to become—what type of country we wish to be—and that is a grave missed opportunity.

The Bill offers little hope to people in Bristol North West, whether the hundreds of doctors, nurses and social care workers at Southmead Hospital, or the migrant labourers in Avonmouth working in our warehousing and logistics business, or the people I meet in my constituency surgery week in, week out, including, sadly, victims of modern slavery—I know the Government have done great work on that, and I pay tribute to them and look forward to the conclusions of the review of ways of strengthening the support victims receive—or its scientists, researchers and technology entrepreneurs.

A recent report by the Science and Technology Select Committee, on which I sit, noted that collaboration across disciplinary and geographical boundaries was the foundation of scientific and technological endeavour—one this country has a proud history of leading and no doubt wishes to lead in the future—but also highlighted the overly restrictive tier 1 visa system for exceptional talent and how difficult the tier 2 system made it for employees and employers who want and need to be here to come here. It also dealt with long and short-term stays for the purposes of research and collaboration on innovation. We are failing to be able to bring the best scientific teams and technological minds to our country at a time when we need them not only to fuel our own GDP and economic success but to secure our position in the world as a leader in science and innovation.

I have a few questions that I hope the Minister will respond to when she sums up, although some have been asked already. First, in respect of the many nurses and social care workers and other low-paid workers, including scientists and innovation and tech entrepreneurs in Bristol earning less than £30,000 a year, are the Government not confusing vital skills with pay, and pay with value? The value that many of our low-paid workers, whether in healthcare or other settings, add to my constituents is hugely valuable but may not be reflected in their pay. We should be saying in this country that we welcome their contribution to creating a fairer, more open and more tolerant society, but instead we are saying that they do not earn enough to have the right to be here.

Secondly, is it right that amendments to immigration policy should not be debated on the Floor of the House? I understand that the Government have given themselves this power in the Bill, but surely the Minister will today confirm that they will none the less bring those matters to the House, both for debate and in the interests of their own accountability. Thirdly, there has been some concern about EU citizens who reside in this country for valid reasons other than exercising their treaty rights and whether they will be protected as part of the transitional arrangements if we leave the EU. I hope the Minister will clarify that distinction. She says “when” we leave the EU. I am hopeful that we will not be doing so.

Fourthly, in response to the report by the Science and Technology Committee, which I recommend to all right hon. and hon. Members, I hope the Minister will say how she and her Department will seek to meet the requirements I mentioned in order that we might stay at the forefront of international collaboration on scientific endeavour.

Lastly, I assume the Government will not admit it, but this is a prime opportunity to set out what type of country we want to be, whether Brexit happens or not; to say to people around the world who Britain is and what their experience will be here; to say to people who live in this country what values we expect of our communities and what we will not condone and that xenophobia is not welcome, regardless of what people felt they could and could not say as a consequence of the leave campaign; to set out afresh a new, innovative, welcoming and fair immigration system that brings to life the values that supposedly represent the Treasury Bench’s intentions for this country. Instead, it is a failure on all the measures I have set out, so I will happily not be supporting the Bill this evening.

The best example I can give is that, after the Panama papers were published, we set up the joint financial analysis centre with the NCA and HMRC to ensure that we went through them and worked internationally to deal with some of those involved, collect some tax and potentially prosecute people. That happened through joint working at home, bringing together our partners, and internationally.

Over the past eight years, the brave campaign of Bill Browder, who has done more than anyone to expose this criminality, presented the UK Government on five separate occasions with dossiers of evidence of Russian money laundering in London as a direct result of the crime that Sergei Magnitsky uncovered. Twelve other countries have begun criminal proceedings, based on the evidence that Mr Browder gave them. Not a single case has begun in the UK. Why does the Minister think that is?

I met Mr Browder and he presented me with his portfolio of evidence. I have raised it a number of times with the NCA, the Serious Fraud Office and the police. I would be delighted to meet the right hon. Gentleman to discuss this specific issue directly. It is up to the operational partners to make a decision. [Interruption.] He may say it is about evidence, but we have make sure that it is evidence up to a level that can produce prosecution in court. I am happy to explore that further with him. My door is open.

Yes. That is a very good point. Quite a number of individuals in Salisbury have been concerned about their health, and have wanted to report concerns about the incident. They have been coming forward and receiving the appropriate treatment and support.

I commend the Home Secretary on her statement, and on the calm and cool way that she has approached the immediate response to the incident. She will be aware, however, that many Members on both sides of this House have for several years warned of the growing threat of the terrorist Russian state under President Putin, whether we are talking about money laundering in the City of London, the targeted murders that my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) spoke about, or interference in our political and democratic system. Will the Home Secretary please assure the House that when this immediate crisis is over, she will work with other Secretaries of State in a joined-up way across Government not only to listen to concerns, but to take meaningful action to tackle this threat?

I thank the right hon. Gentleman for his comments. I reassure him that this Government have not been asleep at the switch, in terms of where our international enemies are. He refers to Russia. Separately from this incident, we have been very clear about our disagreements with Russia, particularly on Ukraine and Syria, and we have been outspoken in our criticism and our determination to take action—hence the amendment to the Criminal Finances Bill, and the considered amendments to the Sanctions and Anti-Money Laundering Bill. We will go further, should there be need to do so.

I thank my hon. Friend for raising this important point. He is right to say that a lot of the activity by radicalised people has migrated to the smaller sites. That is partly due to the some of the success that Facebook and Twitter have had; these people are now moving to the smaller sites. We reckon that more than 450 were set up just last year. It is so important to have the Global Internet Forum to Counter Terrorism because the larger companies have committed to working with the smaller companies to show them how to adapt their platforms to keep the terrorists offline.

But how does it give the public confidence in the Government’s anti-radicalisation and anti-terrorism strategy for the former British soldier James Matthews, who fought alongside our Kurdish allies against ISIS in Syria, to be prosecuted for terrorist offences?

There are certain elements to this and I cannot be drawn on individual ones because that particular case is sub judice. However, I understand that there are concerns about the level way in which the Government are approaching this. No individual from this country can go out and fight with another person’s army or terrorist organisation in order perhaps to promote their own way of life. We have to be very clear and even-handed about this.

I say gently to the right hon. Lady that the definition of net migration, which is decided by the UN, refers to people who have been in the country for 12 months or more, which university students obviously have if they are here for three years and using services here. Ultimately, though, the numbers are decided by the Office for National Statistics, which is an entirely independent organisation, and not by the Government.

10. What contingency (a) funding and (b) planning her Department has for new customs check-points and other border facilities in the event that negotiations with the EU do not result in a deal.

We are confident that a positive deal can be reached, but we are of course preparing for every outcome. Although we cannot comment on the detailed planning, Departments are working together across a range of complex issues to develop our future approach to the border, including for a possible no-deal scenario. Those options will be subject to the outcome of our negotiations with our partners in the EU.

The Minister’s former immigration director, David Wood, said last week that, with current resources, the challenge of Brexit “can’t be met”, and that is with a minimum two-year transition, let alone the chaos of a no-deal scenario. Given all the other demands on his budget that we have heard about today, is it not grossly irresponsible for some of his Cabinet colleagues to be running around talking up the prospects of a no deal, instead of being level with the public about any trade-offs that will inevitably result in a Brexit deal?

I am optimistic that we will get a good deal both for the UK and for our partners in Europe, so that we can work together as forward-looking partners, but we are also actively monitoring work flows at the border to ensure that we have sufficient resources in place to meet demand. As my colleagues across the Government and in the Cabinet have said, it is absolutely right that we do plan for all eventualities.
