Last October, the Israeli Defence Minister disgracefully described the Palestinian people as “animals”, and that is exactly how Israel has treated them, forcibly displacing men, women, and children from the north to the south of Gaza and now forcibly displacing people again, slaughtering tens of thousands of innocent civilians and creating famine conditions. Now there is the risk of a massacre. What we are witnessing this week is a clear escalation of Israel’s total disregard for civilian life and international law. We need an immediate ceasefire, but will the Minister finally agree to impose stringent sanctions on Israel, not simply on individual settlers, by ending support for its military capability in Gaza, suspending arms export licences and offering support for ICJ and ICC processes investigating Israel’s criminal actions? Where is our humanity?

The UK’s abstention on the UN Security Council resolution on Friday was shocking and wholly wrong. It has been reported today that Egypt has invoked resolution 377 to circumvent the US veto on the Security Council, acting to maintain peace. Two million Gazans are displaced and facing disease and starvation, and 18,000 people have been killed, 70% of whom were women and children. Will the UK now back a ceasefire—I implore you, Minister—at an emergency session of the UN General Assembly? That is the only way peace will be achieved.

The unprecedented flooding this year disproportionately affected Welsh communities, including my constituency of Cynon Valley. The Government have now acknowledged the flooding problems caused and indicated that UK Government support for Welsh communities will come from UK reserve. However, in response to my hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones), the Government informed the House on 15 June that the support would be subject to the Barnett formula. Will the Secretary of State confirm that UK Government funding for flooding in Wales will come from the UK reserve in line with the ethos of support and solidarity central to our Union and that it will not be subject to the Barnett formula? Will he also clarify the amount that will be—
