That is probably the first sensible question from the Opposition Benches, and I can tell the hon. Lady that we do actively support gigafactories because I believe they can be a huge advantage for the UK economy. That is why I am proud to see one now in Blyth, and we are working with the authorities in the west midlands, in Coventry, to make sure we also get a successful result there.

Q11.   Hereford Sixth Form College has over 600 students who rely on the trains to get them to their exams this week. What can my right hon. Friend do to ensure that these young people doing their GCSEs and A-levels are not punished by the train strikers?

I know how much my hon. Friend cares for the students in his constituency and I can tell him that no exams have been cancelled as a result of the strikes so far. We expect schools and colleges to have contingency arrangements in place to manage disruption. If students arrive late, schools should allow them to take the paper, and exam boards will determine if that paper can be marked based on how late the student has arrived. I am also told that if a student misses an exam completely, the school can apply for their grades to be calculated from the other assessments they have completed in that subject. I hope that is helpful to my hon. Friend.

There are many good examples of mutuals and co-operatives that operate in our economy, and they do well and provide services to individuals. There is no limit on the number of mutuals and co-operatives that could be set up. We want a mixed economy, and they play an important part.

Q11. My right hon. Friend will be aware that I have raised the issue of more beds for Hereford County Hospital no fewer than 12 times over the years. Will she now confirm that the funding is in place to deliver those much-needed beds?

As my hon. Friend says, he has been a consistent campaigner on this particular issue. We have announced over £3.9 billion of new additional capital funding for the NHS up to 2022-23, and the majority of that is to support the implementation of the local sustainability and transformation partnership plans. Major projects are under consideration across the country, and we intend to announce one large-scale scheme the size of the Shrewsbury and Telford plan every year going forward. They will be based on high-quality plans, but they will arise from local NHS leaders. It is important that such plans are driven by the local NHS, but they will ensure better care for patients.

The decisions made in York about planning are for York City Council and the local plan. One of the things that we did in the previous Parliament, which was specifically designed to help York, was to alter the change of use provisions so that empty offices could be used to build flats and houses for local people, which is happening in York and will help to make sure that that city continues to thrive.

Q12. Will my right hon. Friend agree to meet me and my constituent William Laurie, a brilliant young farmer whose business has been put at risk because the Rural Payments Agency has not paid his basic payment scheme money? Will my right hon. Friend also confirm that the figures that the RPA keeps putting out are fictional, or does he agree with his Secretary of State for Environment, Food and Rural Affairs that it is the European Commission’s fault for making the common agricultural policy so complicated?

The system is complicated, and we need to make sure that the Rural Payments Agency does the very best that it can. To date 70,000 farmers have received their 2015 payments, which is 81% of all claims paid, but there is always room for improvement. Indeed, we should look at all the devolved areas of the United Kingdom to see how they are coping with the problem, but more broadly it is very important that we maintain the access that our farmers have without tariff, without tax, without quota, to produce the cleanest and best food anywhere in the world and export it unhindered to 500 million people in the European single market.
