I am sure the whole House does join in sending our thoughts and prayers about Baroness Boothroyd, whom we all held in very high esteem.

Phosphates leaching into the River Wye could be stopped by proven phosphate-stripping technology attached to anaerobic digesters, but Herefordshire Council’s bypass-hating Green and independent group will not support or engage, despite a moratorium on house building. What can the Deputy Prime Minister do to save our river and remove from the council such a vital strategic and environmental responsibility?

I beg to move,

That Mr Chris Leslie be discharged from the International Trade Committee and Gareth Thomas be added.

With this we shall consider the following motions:

Motion 4—Home Affairs Committee—

That Alex Norris and John Woodcock be discharged from the Home Affairs Committee and Janet Daby and Toby Perkins be added.

Motion 5—Justice Committee—

That Janet Daby be discharged from the Justice Committee and Andy Slaughter be added.

Motion 6—Women and Equalities Committee—

That Mr Gavin Shuker be discharged from the Women and Equalities Committee and Stephanie Peacock be added.

As the Chair of the Selection Committee, it is my responsibility to ensure that the Committee operates in accordance with the rules of the House. That is the case with motion 3, which I am moving in the usual way following its agreement by the Selection Committee. I do not have personal interests in moving it. It is a function of the fairness of the transparent and democratic system that allows Select Committees to continue their incredibly important work.

The Labour party has decided to change Select Committee membership, and it is for the House to confirm those changes. Unlike with General Committees, there is no Standing Order that requires Select Committees to be kept in proportion to the House at large. By mutual agreement, the membership of Select Committees is appointed in rough proportion to that of the House. That is why the Committee has discretion in proposing changes to Select Committee membership.

Across all Select Committees, MPs who come from neither of the main parties are slightly over-represented. Change UK—the Independent Group—is over-represented on Select Committees, compared with the number of members of the group in this House. Although that over-representation does not compel the Selection Committee to take action, it is enough to satisfy me that reducing that representation is in accordance with the practice of the House. I therefore move this motion for the approval of the House.

On a point of order, Madam Deputy Speaker. It is very important that we hear from the SNP, because the Bill does pertain to Scotland. However, as the hon. Lady has just said, a large part of this area is devolved. Is it not then fair that the SNP abides, as we all have to, by the eight-minute limit, instead of taking twice that amount of time?

I appreciate the point made by the hon. Gentleman, but the hon. Member for Edinburgh North and Leith (Deidre Brock) is her party’s Front-Bench spokesman. She is therefore not subject to a time limit. I am quite sure that, being an hon. Lady and a good orator, she will not take more time than is suitable, but it is up to her to decide what that is.

We now come to motion No. 4 on the Order Paper.

On a point of order, Madam Deputy Speaker. I have noticed that the hon. Member for Blackley and Broughton (Graham Stringer) has been missed off the list of names in motion No. 4 on the Order Paper. I believe that to be an accidental clerical error, but I understand that he cannot be part of the Committee, despite being elected by his party and having been passed by the Committee of Selection. Could you use your good offices to ensure that he is able to get the papers necessary for the European Scrutiny Committee to meet on Tuesday so that he can do his homework?

I understand the hon. Gentleman’s annoyance at there being a mistake on the Order Paper. As Mr Speaker would always say, there should not be a mistake on the Order Paper, and I am sure that the hon. Member for Blackley and Broughton (Graham Stringer), and both Committees, will receive an apology for that mistake. The solution to the matter is for a further motion to be submitted, which I understand is on the Order Paper for tomorrow. Therefore, the matter can be raised again tomorrow, and the hon. Gentleman duly added to the Committee.

I have thoroughly enjoyed listening to the statement and hearing how my right hon. Friend is teasing Labour Members by not telling them their figures. Will he remember and reinforce the unfairness that we have had to put up with for so many years, and turn the knife by telling us how much Herefordshire is getting?
