I welcome my hon. Friend’s question. We are doubling the number of UK marines based in the north of Norway in the space of three years, we are jointly building frigates in order to strengthen our Arctic security, and we are working through NATO, through the coalition of the willing and with the US on security guarantees for Ukraine, because that is crucial to delivering a just and lasting peace.

The western world must remain united to keep us all safe from both Russia and China. Regrettably, we are far from united right now, and many of our constituents will be concerned about the risk to our country and critical infrastructure. At the same time as trying to reinvigorate our relationships with our NATO partners, should our worst-case planning assumption be that the USA may not be by our side if and when we need it in the future? If it was not clear before this week, surely it is clear now that spending on defence must rise immediately to at least 3% of GDP. Does the Foreign Secretary agree?

This Government are responsible for the biggest increase in defence spending for many years. The hon. Gentleman will know that, under the previous Conservative Government, the level of investment in defence did not reach 2.5% of GDP throughout their period in office and the defence infrastructure was hollowed out for too long. It is right that we invest in it for the future, but it is also right that we build our partnerships.

T3. Does the Home Secretary agree with Labour police and crime commissioners that the money allocated by the Chancellor at the spending review is insufficient to deliver the Government’s policing priorities?

We have provided an additional £200 million for neighbourhood policing as part of more than £1 billion of additional funding for police forces across the country. That is how we are putting an additional 3,000 neighbourhood police officers and police community support officers on our streets this year, after the decimation of neighbourhood policing under the Conservatives.

My hon. Friend is right to raise this issue. Too often antisocial behaviour is dismissed as a low-level crime, yet it can make people’s lives a complete misery. That is why we need more neighbourhood police back on our streets, working in communities to prevent and tackle the kinds of problems that communities face.

How did he react when the Home Secretary told him that her policy on electronic travel authorisations would cost the economy nearly £735 million over five years?

Conservative Ministers made policy decisions that they asked Home Office officials to implement. Fundamentally, the Conservative Government need to take responsibility for policy decisions that they made in 2021, which led to a big increase in migration for work, for example, and a big increase in the net migration numbers, at the same time as training was being cut in the UK. That has had damaging consequences for confidence and trust, but also for the functioning of the UK economy and labour market, because we should be doing far more to train people in everything from engineering to construction. There are a whole series of different areas where we should increase training here in the UK.

Will the Home Secretary confirm how many country deals are being worked on to ensure that people can be returned to their country of origin, and when does she expect them to have a material impact on the level of migration to the UK?

Some of the work that we are doing with different countries is about speeding up existing returns arrangements, which sometimes do not work effectively enough. Sometimes it is about relatively practical improvements to existing arrangements that take far too long or have too many hurdles. We are already doing that, which is why we had a significant increase in returns over the summer. It is why we organised a series of charter flights, including the three largest charter return flights in UK history, which have all been organised since the general election as part of the practical work that we are doing, step by step, to increase enforcement and returns.

In Rural Crime Action Week, does the Secretary of State agree that in Bedfordshire, where we have major urban areas such as Bedford and Luton bordered by rural communities, it is important that the funding formula be reviewed so that equal attention can be paid to tackling crime in our rural villages and towns?

I gently remind the hon. Member that his party’s Government failed to review the funding formula for very many years. However, he is right that the issues of rural and urban areas are immensely important, which is why we have committed to a rural crime action plan.
