If the right hon. Lady would only listen. The Leader of the Opposition said:

“When we celebrate, and it is a cause for celebration, the achievements of Venezuela, in jobs, in housing, in health, in education, but above all its role in the whole world as a completely different place, then we do that because we recognise what they have achieved.”

My goodness, if that is a sort of achievement we are going to have under a Labour Government, it is pretty clear that they should not be let anywhere near Downing Street.

Let me go back to the Venezuela of today. Its economy has collapsed, public services have collapsed and the very being of the country is on life support. I am very proud to say that it is Britain that has stepped forward to provide life-saving humanitarian support to millions of Venezuelans. Last month, I announced an aid package that will deliver life-saving medicines and clean water to those suffering from this dire crisis, quite simply because it is the right thing to do.

My right hon. Friend is talking about a humanitarian crisis. A few weeks ago, a large group of us were in Bangladesh where we witnessed the plight of the Rohingya. I know that his Department has announced more money to assist the Rohingya. What further efforts is the Department going to make to lessen the plight of the Rohingya and enable them to return home to a safe environment?

Girls’ Education

I am delighted that, once again, we have a shared view about the importance of girls’ education. The hon. Gentleman is right that education is a long-term challenge. He talks about the UK’s commitment. The Prime Minister was absolutely committed to the 12 years of education for girls during his time at the Foreign Office—in fact, he launched our work on this—and he is totally committed now, so I think the hon. Gentleman will find that this is a key area of focus for us.

I also share the hon. Gentleman’s view that we have too many children across the world who are not in education. The latest figures suggest that over 260 million children, of whom about 130 million are girls, are not in education, and that is not good enough.

The hon. Gentleman asked a specific question about the £90 million commitment that the Prime Minister has made for educational emergencies. I can inform him that this includes £85 million for Education Cannot Wait, which will support 600,000 children, including girls, in emergencies. I hope he will appreciate that we are absolutely focused on helping children across the world, with this particular money very much focused on those living in emergency areas.

Across the developing world, the main obstacle to girls being in education is the lack of running water, sanitation and toilet facilities. My right hon. Friend has recently visited Africa, including Nigeria. Ten per cent. of the girls in the world are not in education. What more can we do to invest in this area so that we can provide the facilities for girls to have education?

My hon. Friend raises a really important point, which is that basic sanitation and the availability of clean water are vital. I saw one of the projects in Ethiopia that has been funded through DFID, and I had an opportunity to meet some of those who are benefiting from it. I spoke to a lady who previously spent five hours a day getting water for her children, and now she is able to spend that time working, raising money to educate her kids.

I do not think these changes prevent charities from doing that, and they are often advocating the very same things as the UK Government in my area of international development. In fact, only yesterday I was at an event at the UN with charities combating child marriage.

Senior Palestinian officials have condemned peace-building initiatives between Israelis and Palestinians, with one condemning football matches between Israeli and Palestinian youths as “normalisation of the Zionist enemy”. What representations has my right hon. Friend made to the Palestinian Authority to condemn these moves, and what moves is she making to build peace between Israel and Palestine?

As my right hon. Friend the Minister set out earlier, we deplore incitement on both sides of the Israeli-Palestinian conflict. We monitor allegations of incitement very closely and raise instances with both leaderships.

I thank the hon. Lady for her important question, which ties in with the discussion we have already had about the Aberdeen city deal and the significant amount of money that is going in from the British Government in Westminster and the money that is going in in partnership with the Scottish Government, local authority leadership, and the local leadership of the business community in Aberdeen. We intend to ensure that the deal brings real growth and benefit to Aberdeen. We recognise the challenges that it faces because of the price of oil and other factors that affect its local economy, but we are determined, with local people who understand what is needed, to drive change and to do everything we can to support its economy.

T9. Under Mayor Livingstone, the number of new housing starts in London plummeted as a direct result of developers walking away from unaffordable sites, thanks to the 50% affordable housing target. What does my hon. Friend think would happen if the new Mayor were to introduce a 50% affordable housing target?

As my hon. Friend outlines, the evidence shows that those kinds of targets, if they are not appropriate for the local area, distort viability, meaning that developments do not go forward and we do not get the houses built that we need. Local areas have to look at what is right for them and make sure it is viable. My fervent hope is that we have a very sensible Mayor of London in my hon. Friend the Member for Richmond Park (Zac Goldsmith), who will take forward an increase in housing supply.

What consideration has my right hon. Friend given to the provision of a desalination plant for Gaza, as proposed by the Israeli Government, which would supply all the water needs for Gaza and satisfy the humanitarian grounds we want to see?

My hon. Friend draws attention to a very important issue. UN studies predict that Gaza will become uninhabitable, as a consequence of the water problem, by 2020. A peace process is vital, so that the level of investment required to drive such developments becomes available.

Since the last session of DFID questions, I have announced a further £100 million in new funding at the Syria pledging conference in Kuwait, bringing our total funding to £600 million. That included announcing funding with Islamic Relief for education programmes helping children into education in Jordan. Last Friday, the private Member’s Bill on gender equality promoted by my hon. Friend the Member for Stone (Mr Cash) successfully passed its Third Reading in the House of Commons. My Department is also focused on our humanitarian responses in South Sudan and the Central African Republic.

There is clear evidence that organisations operating in Palestine with UK taxpayers’ money are responsible for inciting hatred and violence against the Israeli people. What action has my right hon. Friend taken either to persuade those organisations to desist from that iniquitous practice or to withdraw UK taxpayers’ money?

As my right hon. Friend the Secretary of State for Business, Innovation and Skills has explained, this is yet another example of our doing something that was ducked by the Labour Government. The price at which we set the sale was recommended to us independently, and was at the highest point of the range that we were provided with by independent advisers.

Q13. Two weeks ago, Harrow council officers closed down an unlicensed house in multiple occupation. Eleven unrelated adults were living in a three-bedroom property, each paying £160 a week in rent to a rogue landlord. The council is now investigating a further 100 cases. Does my right hon. Friend not agree that it is time we criminalised rogue landlords to protect the vulnerable?

T7. I warmly welcome the dramatic increase in aid to our Commonwealth partners, including the funding for the Queen Elizabeth Diamond Jubilee Trust. Will my right hon. Friend inform the House of the type of projects we are funding that are much-needed by our Commonwealth allies?

The whole House will be grateful to Sir John Major for chairing the Queen Elizabeth Diamond Jubilee Trust. The British Government have put in £50 million to the match fund for these projects. Under the previous Government, support for the Commonwealth declined from some 45% of our development budget to 35%, whereas under this Government, over five years, it will increase to 55%.
