As the House may be aware, the Chairman of the Backbench Business Committee is not able to be here because his daughter-in-law is seriously ill in hospital, and it is right that he is by her side at this time. I am sure the whole House will wish her a speedy recovery. [Hon. Members: “Hear, hear.]

On behalf of the Committee, let me say that our debates in the Chamber are now full until 9 May, provided we are allocated the time by the Leader of the House. Equally, we are full in Westminster Hall until 2 May—obviously, we will have control of that time. So all those who wish to get applications in before the summer recess should do so quickly, as the Committee has been working overtime to process these applications.

The shocking rise in antisemitism and anti-Muslim hatred has been well publicised, but what has not been is the anti-Hindu hatred occurring on our campuses and across our country. I have the honour of chairing the all-party group on British Hindus and it has recently published a report on that hatred, on which action is clearly required all round. So will my right hon. Friend allow time in the Chamber for a debate on hatred of British Hindus and enable us to celebrate the contribution they make to this country? Given that it is Holi on Tuesday, will she also join me in wishing all Hindus “Holi hai!”?

T4. The Secretary of State and the Prime Minister have both been in India recently and had the opportunity to negotiate further on the wonderful trade deal that we wish to do. Her predecessor but one or two promised a trade deal with India by Diwali. Of course, they did not mention which year. Diwali this year is later than normal; what confidence does she have that we will have it in place by Diwali this year?

Maybe the heat is getting to you, Mr Speaker.

I thank my right hon. Friend for his answer. He will remember last summer, when the temperature reached 42°, and that was just in Committee Room 14, where we were holding the leadership contest. The good news is that the Met forecast shows that we will not get such extreme heat this summer, but people are already suffering because of the heat. What action is my right hon. Friend taking right now to ensure that people are safe during very hot weather, and that they are prepared for what may come?

I apologise for not giving you notice of this, but reports suggest that protesters in Iran are being sentenced to death and executions may take place almost immediately. Has any Minister given you notice that they will come to the House to make a statement on what protection and assistance will be provided for people in Iran, particularly UK citizens?

Well, this is not remotely intimidating!

The longer-term settlement agreed with the Mayor in August sets a framework for Government funding until March 2024 and gives certainty on transport in London. It is based on commitments made by the Mayor during previous agreements and it is now down to the Mayor and Transport for London to deliver. Progress under the most recent funding settlement will be regularly monitored to ensure fairness to the national taxpayer.

I thank my right hon. Friend for announcing the business not only for next week but for the week after. At our meeting of the Backbench Business Committee on Monday evening, we will be determining the applications for estimates day debates. As an advert to the House, and beyond, could those who wish to submit applications do so by 1 o’clock on Monday at the latest? We will try to be as flexible as we can in terms of the number of speakers and so on that will be required for such a debate, but we obviously need to get on with the job.

My right hon. Friend announced the provisional business for the week of the estimates day debates but did not mention what is happening on Thursday 7 July. Could he update us on that, because we have a queue of applications?

Last night, the hon. Member for Brent North (Barry Gardiner) and I attended a symposium on the plight of Hindus across the world. Forced conversion, murder and, quite frankly, genocide have been committed against Hindus across the world. Can we have a debate in Government time on the threat across the world to Hindus, who are peaceful, law-abiding people who just want to live their lives in peace and harmony?

Yesterday was the 13th anniversary of the Tamil genocide. To date, none of those responsible for the murder of Tamils or their disappearing has been brought to justice. I understand that this morning the Sri Lankan Government have defaulted on their debt, plunging their country into a cauldron of misery. May we have an urgent debate, in Government time—it could be the debate for which no subject has been chosen yet—on the situation in Sri Lanka, because it affects thousands of our constituents across the country?

On a point of order, Mr Speaker. Although we do not yet know how many candidates there will be for the election of the Chairman of the Environment, Food and Rural Affairs Committee, because the nominations close next Tuesday, we know that it will be a contested election and that it will take place next Wednesday. I have received various missives from colleagues who say that they will be away on parliamentary business next Wednesday. Although this is a matter for the House, how can we facilitate the participation in that ballot of Members who will be missing, through a proxy vote or some other voting system?

I am grateful to the hon. Member for notice of his point of order. He is correct that the rules of the House do not allow the use of proxy votes in the circumstances described, unless a proxy vote is already in place. I do not think that it is right to change the procedures on the hoof, but this is an important point that might be looked at before future elections. I am sure that he will have been to see, and had a great conversation with, the Leader of the House and the Chief Whip and, hopefully, that will all have been taken on board.

The England trees action plan, supported by £500 million from the Nature for Climate fund, announced a series of funds to support the creation of woodland over this Parliament. That includes over £25 million for our woodland creation partnerships this year, £6 million for the urban tree challenge fund for the next two years, a £2.7 million local authority treescapes fund for 2021-22, and £15.9 million for the woodland creation offer this year.

Thank you, Mr Speaker, and I thank my hon. Friend for her answer, and for the work that she is doing. Clearly, in urban and suburban settings, new trees are a lifeline to encourage the green lungs of the cities and towns around our country. What more can she offer to encourage local authorities to implement new street trees, which are appropriate to the setting, not only on streets, but also in parks and open spaces?

Debenhams in Harrow town centre is an anchor store to the town centre. When Debenhams went into administration, 20 stores across its network were due to close. Fortunately, Harrow was not one of them. However, this has a long-term effect on the entirety of Harrow town centre, so will my hon. Friend—[Inaudible.]

Thank you, Mr Speaker. Can my hon. Friend also look at the quality and at the repeat questions that have to be asked to clarify the answers that are given to written parliamentary questions? In my case, I have had to submit often detailed letters to Ministers because WPQs basically do not supply the information required. Some that are now coming back after six months of waiting have been about, for example, offers to supply PPE to the national health service and people who have had tests but not actually got the results—and I could go further. The reality is that the quality of the answers to WPQs as well as the quantity have not been good enough, so will he look at those two aspects, please?

I thank my right hon. Friend, in particular for laying out the scientific data on which this decision is based. Most people will say they are prepared obviously to do the right thing in order to eliminate and defeat this virus, but could he set out the criteria that he will use to ensure that we can come out of this partial lockdown on 2 December? The risk is that things could get worse over these next two or three weeks before we see an improvement, and people want to know what they have to do to make sure that we get the infection rate down and make sure it stays down.

Harrow Council is currently considering three very controversial planning applications for building high-density, multi-storey flats on Stanmore, Canons Park and Rayners Lane station car parks. These have received thousands of objections from residents all over Harrow who are concerned about the loss of car parking and the imposition of these high-rise developments. Harrow Council planning committee is likely to consider the Canons Park station application in December and the Stanmore one in January, but for some strange reason, Rayners Lane is going to be delayed till June. Stanmore and Canons Park are both in Conservative-held wards, and the Labour-run council has decided to postpone the Rayners Lane application until after the mayoral elections next year. Could we have a debate in Government time on political interference in the planning process, which reeks of corruption?

Friend the Prime Minister will be well aware of the negotiations going on between the Department for Transport and the current Mayor of London on a further bail-out for Transport for London. The current Mayor is demanding an eye-watering £5.65 billion to keep TfL running for the next 18 months, yet he refuses to accept any economies because that would offend his union paymasters. Will my right hon. Friend confirm that the Government have not required the current Mayor of London to expand the congestion charge to the north and south circular roads?

I thank my right hon. Friend for explaining the current position. He will know that we are currently experiencing an increase in the infection rate in virtually every borough in London. What we do not know is whether lockdowns or further restrictions will take place covering the whole of London or on a borough-by-borough basis. In either case, there will be a huge impact on business, so will my right hon. Thank you, ground control. In March, Wealdstone football club celebrated being promoted to the national league. The team currently play in my right hon. Friend the Prime Minister’s constituency. As part of their promotion, they were required to improve their ground, and they spent more than £100,000 on providing capacity for up to 4,000 people. They are totally dependent on gate receipts and money taken at the bar and other refreshment facilities. On Saturday, they play their first game and, as a result, that initiates the contracts to pay the players for the entire the season. Given that they have no income and they have spent all that money, will my hon. Friend ensure that any money that is given to the national league recognises the clubs that have paid out for ground improvements and have a surety that they can pay their players during the entire the season?

Thank you, Mr Speaker.

I welcome my right hon. Friend’s statement and clear statement of purpose to conquer this terrible virus. One key concern locally has been the failure to comply with the regulations on the wearing of a face covering in shops and on public transport. Clearly, with these new restrictions coming into place, one key issue will be ensuring that people comply with the requirements. Equally, people do not want to get to a position where they are forced to wear a face covering in the open air as they are just going about their normal business. Will he state for the House what he is going to do to make sure that the message gets across to people that failing to comply with these rules is selfish and potentially places others at risk?

What else for Defence questions, Mr Speaker? My right hon. Friend has previously referred to Iran’s nefarious use of power via the Islamic Revolutionary Guard Corps, including Hezbollah and the harassment of UK shipping in the strait of Hormuz. Does he agree that unless its influence is curtailed, the IRGC will continue to be a major threat to the safety and security of British forces, and will he address that in the upcoming integrated review?

Thank you, Mr Speaker. I warmly welcome my right hon. and learned Friend’s statement. He will be well aware that my constituency suffered a spike in extremely violent aggravated burglaries prior to covid-19. My constituents want to know what steps he will take to ensure that the new sentences he is announcing are actually awarded by judges, and that criminals who perpetrate crimes against the person are not only brought to justice but punished and kept in prison, so that the sentences meet the crime.

Thank you, Mr Speaker. I welcome the statements made by my right hon. Friend. Clearly, we hope that there will be a comprehensive free trade deal with our friends from the European Union, negotiated in good faith. But does he agree that it would be wholly irresponsible of the Government not to take measures to ensure the integrity of the United Kingdom and to preserve the ability of Northern Ireland businesses to trade with the rest of the United Kingdom by publishing this draft Bill tomorrow, and that the Government will ensure that we preserve that integrity while always preserving the sanctity of the Good Friday agreement?

Thank you, Mr Speaker; what else would you put on for Transport questions? My right hon. Friend the Transport Secretary has already outlined the concerns about Transport for London’s finances. Will he update the House on his discussions with Transport for London and the Mayor of London about the long-term issues with TfL’s finances? Will he also nail the lie that it was a Government requirement to extend the congestion charge to seven days a week from 7 am to 10 pm, which will strangle London’s recovery from this pandemic?

I warmly welcome the comments from the Prime Minister and the Foreign Secretary on offering support to the citizens of Hong Kong, but the existential threat from China still exists. It threatens Taiwan. It has military involvement in Sri Lanka. It attacked Indian soldiers in Ladakh—in Indian territory—and it is setting up atolls across the ocean and then claiming territorial waters. Can my right hon Friend arrange for a statement from the Foreign Secretary on what further work we will do to combat this threat from China and what we can do in the UK to ensure that the citizens of Hong Kong are protected?

If you knew the broadband experience in north London, Mr Speaker, you would know why I need to wear this headset.

One advantage of the universal credit system is that it takes input from claimants that would otherwise have to be re-input several times, resulting in the correct level of benefit, but one problem is that it does not deal with the exceptions. Could my hon. Friend consider a system whereby, when people suddenly see huge increases in their pay and therefore a reduction in benefits, an alert is triggered to allow someone to look at what is going on and correct the position?

Reports suggest that more than 2.5 million children have not received any education or done any schoolwork since the middle of March. Clearly, those young people need to catch up, to ensure that they recover their education as fast as possible. Given that many of them will be requiring free school meals and a nutritious meal at lunch time, could we have a statement from the Secretary of State for Education on what catch-up measures will be introduced and what attempts will be made to ensure that people attending also receive a nutritious meal at lunchtimes?

Further to the question from my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) on violent crime, last year, in the London Borough of Harrow, the number of notifiable offences rose to 17,329, up from 14,897 the year before. Meanwhile, our do-nothing Mayor spends his money, which he is given by the Government, on public relations and spin doctors. He has been given £5 billion to build 116,000 new homes across the capital, and has failed to do that, and yesterday a third of tube trains were running late because of faulty trains. Could we have a debate on the failures of this do-nothing Mayor?

Will the Leader of the House arrange for a debate on pension funds, particularly those in the local government sector? Evidence has emerged this week that in London there is a £17.98 billion deficit between the assets and the liabilities. Clearly the concern is that this is unsustainable, right across the piece. This ranges from Bromley Council having a £59.1 million deficit to Brent Council having an eye-watering £925.7 million deficit. Clearly there is a problem, and we should have a debate in Government time to expose this scandal and make sure that our hard-working public sector employees have their pensions protected.
