Of course, it is a very sensitive subject, but the policy of the UK Government is that recognition of genocide is a matter for judicial decision rather than for Governments or non-judicial bodies. When an international legal body makes a judgment that the crime constitutes a genocide, that is a deciding factor in whether we use that term.

In Nagorno-Karabakh, the humanitarian situation is deteriorating rapidly. More than a dozen non-governmental organisations, including Genocide Watch, have stated that the conditions are ripe for ethnic cleansing. That is a very concerning situation for the 120,000 Armenians who live there. What further pressure can the Government bring to bear to end the blockade of the Lachin corridor?

We take this extremely seriously. We have urged all parties to return to the negotiating table and to reopen the Lachin corridor. I have spoken directly to the Foreign Ministers of both nations about this. Of course, we are very pleased that we have provided £1 million of humanitarian assistance to the International Committee of the Red Cross following the 2020 conflict.

That is an extremely good question. The Defence Secretary touched on some of those broader issues in his statement on Ukraine yesterday. If we are frank with ourselves and look back to the period in the early 2000s, all western countries were perhaps overly optimistic in their desire to re-engage with Russia. It may be our collective failure, but we will be measured by our agility and our resolve in responding to the Russian threat. That has been central to our doctrine even before the invasion of Ukraine, and we will be measured by the resolve that we now show in responding—not just in a military way, but in terms of our collective ability to counter the energy war that Putin is now waging upon the west.

I want to bring the Minister back to his comments about women in the armed forces. Sadly, I was not at all surprised at the reports we saw a couple of weeks ago about the Red Arrows, and that is a pretty poor reflection of where we are. Especially since we read the report from the hon. Member for Wrexham, there has been an indication of how widespread that is. We know that units will take the lead from commanding officers, and we know that the culture is set by those who lead. What work has been done—not in terms of equality and diversity training, because I know that takes place—in really changing the culture, particularly among officers, because then the personnel will follow?

The hon. Lady makes a good point. It is not just about broad institutional change; it is about ensuring that it is instilled in the leadership training, and that is now being done. For example, all leadership training at Sandhurst instils the absolute necessity of ensuring women can thrive in the workplace into the leadership style. Those who lead have a duty to set the example. This is a cultural shift, and it is encouraging that once the culture changes at the top of the armed forces it can have a rapid multiplier effect. I have been amazed at how fast change does take place. For example, if someone visits an infantry battalion, they will meet young female platoon commanders, which would have been completely unthinkable 20 years ago when I commissioned. More than 50% of those serving in the King’s Troop, Royal Horse Artillery are young women, including the commanding officer, so change can happen very quickly, and that is absolutely right. It is a leadership function, and we are addressing that by ensuring that it is part of the training at the very top.

I will cover off the other points raised by the hon. Member for Plymouth, Sutton and Devonport. As the Member of Parliament for the home of the British Army in Aldershot, I take the basing strategy personally. Delays in closures and attendant accommodation issues are extremely important for our service personnel. I am pleased to commit the MDP to writing with an update because that is his bailiwick and it is also extremely important.

I was going to come to Ajax, but I will cover the points off in sequence. The hon. Member for Plymouth, Sutton and Devonport made a good point about energy bills. We are striving to be lethal yet green. I know that the permanent secretary is leading a huge amount of work on ways that we can better utilise our estates to capture solar energy and so on. We take that seriously because our energy bill is very significant.

Ajax is, again, an MDP lead, but I will say simply that further updates will come, as we have said all along. However, we will not accept a vehicle that is not fit for purpose. The resolve and integrity of the Defence Secretary and the MDP on that is unquestionable.

The hon. Gentleman made some good points about a multi-year settlement. Of course, we are grateful to have had a multi-year settlement up until 2024, and the £24 billion uplift under the previous Prime Minister.

I will cover off the last few remaining points. The hon. Member for Glasgow North West commended my hon. Friend the Member for Wrexham, for whose work I am grateful. We are doing a whole range of work to get after some of those issues, and we will provide updates to colleagues in due course as we move through the autumn.

Lord Etherton’s review of the experience of LGBT veterans is underway. He is a highly credible Member of the other place and a former Master of the Rolls, and he has started the independent review in good order, so the Member for Glasgow North West should look forward to further updates from it.

May I open by associating myself with your remarks, Mr Speaker, about the hon. Member for Birmingham, Erdington? We express our deepest sympathy to the right hon. and learned Member for Camberwell and Peckham (Ms Harman) and their entire family.

Armed forces pay remains competitive. Indeed, in 2021 approximately 35,000 service personnel earning less than £24,000 received a £250 consolidated pay uplift because, despite the public sector pay freeze, we are mindful of protecting the lowest earners in the armed forces during the public sector pay pause.

May I start by offering my condolences to the family of our hon. Friend, Jack Dromey, and in particular to our colleague, the right hon. and learned Member for Camberwell and Peckham? Our thoughts are with her at this time.

Since 2010, many armed forces personnel have experienced a dramatic real-terms decrease in pay, some by as much as 6.5%. With the cost of living increasing dramatically and personnel struggling to stay afloat financially, will the Minister now lift the pay freeze and restore pay to at least the levels of a decade ago, when his party came to power?

When considering armed forces pay, it is very important to look at it in the round. Service personnel benefit from subsidised food and accommodation, a fantastic non-contributory pension, and allowances on top of basic pay. If I may say, it is a little bit rich getting lessons on armed forces pay from the SNP, given that it has hiked tax on service personnel in Scotland to the tune of £580 per person. It is just as well that the Ministry of Defence is making up the difference.

The Minister has spoken about the civilian courts and the increased number of convictions, which I think we all welcome. However, in her opening remarks, the hon. Member for South Shields (Mrs Lewell-Buck) talked about victims’ reluctance to come forward because of how they would be treated. How does he propose to deal with that?

[Leo Docherty]

That is a very good question. We need to be much more public about the outcomes of cases of this nature in order to give serving women confidence. The Secretary of State is very clear about increasing the number of women on courts martial. It is about the whole package that will give women confidence that their complaints will be heard independently and credibly.

My hon. Friend the Member for Wrexham asked about the independence of complaints of a sexual nature, and I can 100% confirm that that provision is now in place. If a serviceperson makes a complaint of a sexual nature, it will be handled entirely independently of the chain of command by the single service secretariat. My hon. Friend asked how we would measure outcomes. We will do that by being very public about our statistical performance and our outcomes. I also welcome the fact that our progress will be entirely accountable to Parliament. I look forward to her scrutiny throughout the delivery phase of all this work.

I entirely agree with the sentiment expressed by the hon. Lady. We are trying harder than ever before and investing a huge amount of money in Op Courage, which is the bespoke mental health pathway for veterans in the national health service, but really this is about a broader challenge of reducing the stigma of mental health challenges. That is why we are ensuring that, during the time people serve in the armed forces, they see it as their professional responsibility to see mental good health as a question of resilience and capability, not something of which to be ashamed.

This Remembrance Sunday was the first time that LGBT veterans were invited to lay a wreath openly at the Cenotaph. While the route to equality is something we all welcome, can the Minister detail the steps the Government are taking to provide compensation to all LGBT veterans who suffered a loss of earnings and pension as a result of the historical ban?

I am pleased to be able to put on record my acknowledgement of the injustice suffered by gay people who were unjustly thrown out of the military. I have met Fighting With Pride and others, and we are doing good work on this, which will be formally announced as part of a review. I hope to be able to provide further details to the House in the coming weeks.

I actually commend the long and noble tradition that we have of armed forces charities assisting the Government in their response to supporting veterans, and I am pleased that our support to them this year will top out at more than £20 million.

The Ministerial Covenant and Veterans Board is supposed to drive forward and co-ordinate better Government support for members of the armed forces, their families and veterans. The Scottish Government have asked repeatedly for that group to be reconvened. When can we expect its next meeting to take place?

I am happy to confirm that that meeting will take place within the next couple of weeks.
