The hon. Gentleman will be aware that the Government have sought, through various measures, to clamp down on pension sharks so that it is much easier for those seeking a new pension provider to get the advice that they need. We have Treasury questions on Tuesday 21 May, when I encourage him to raise his issue directly.

The Older People’s Commissioner for Wales has written to me to raise her deep concern about the impact of the Government’s changes to pension credit and housing benefit in respect of the eligibility of mixed-age couples, with the worry being that they will have to claim universal credit until both of them reach pension age. On her estimates, that could lead to some households being at least £600 a month worse off. May we therefore find time for a debate and to review the eligibility of mixed-age couples so that they are not left worse off because of Government changes?

The hon. Gentleman raises an issue of which I am not personally aware. He will appreciate that the Government have sought to learn from every issue raised in this Chamber in order to improve universal credit, so that a new system that replaces something that used to trap people on benefits and leave some people facing an effective tax rate of 90% now works better for people, be they in work or pensioners. I encourage him to seek an Adjournment debate on this specific issue so that he can raise it directly with Ministers.

I am delighted to join my hon. Friend in congratulating Lee and all those involved with the Moray Career Ready programme. Preparing students for adult life is one of the Government’s top priorities. The Careers and Enterprise Company, which has provided funding to Career Ready, links employers with schools and colleges and improves opportunities for young people to learn about the world of work. I congratulate everyone involved and wish them an enjoyable evening to celebrate their achievements.

Will the Leader of the House find time for a debate on foodbanks? Today, the Trussell Trust announced that Wales has received more than 100,000 referrals to foodbanks over the last year and there has been a 43% rise in food parcels in the last five years. A third of all referrals have been down to benefit payments coming in late, and 51% of all referrals were made because of a delay in the payment of benefits linked to universal credit. Most concerningly, a spokes- person from the Department for Work and Pensions said that it is a challenge and that it is not correct to link the rise in foodbanks to the roll-out of universal credit. However, the Work and Pensions Secretary stood at the Dispatch Box and said that there is a link. May we have a statement or debate about that, and will the DWP clarify what is causing that rise in referrals, as the Department’s spokespeople clearly do not agree with the Secretary of State?

Foodbanks represent an impressive response by civil society and faith groups to supporting vulnerable people and we should thank them for all they do. The hon. Gentleman is making a serious point about the Trussell Trust report. The previous Government did not allow jobcentres to point people towards foodbanks but, since 2010, the Government have encouraged people and signposted them so that they can seek help. Universal credit is a far simpler measure to provide people with support to get into work, and some of the work in the Trussell Trust report predates changes that have been made to universal credit to ensure that people can get a whole month of payments upfront and do not need to wait. There are also measures to introduce a two-week overlap of housing benefit payments to ensure that people do not have to wait for money. I believe that the situation he describes has been significantly improved by measures that have already been taken to tighten up payments for universal credit.

The hon. Gentleman is right that mental health is absolutely vital to all of us. The Government are putting in more money—a record £12 billion—and are taking more action on mental health than any previous Government. At the heart of the NHS long-term plan is the largest expansion of mental health services in a generation: £2.3 billion of extra investment to support almost 345,000 more children, at least 380,000 more adults and 24,000 new and expectant mothers. It will see 24/7 mental health crisis care for adults, children and young people, which will be rolled out through NHS 111. What is vital is that people have access to support as soon as they need it.

May we have a debate about digital inclusion—not just about broadband access but about mobile phone signal and basic television services? That is still a huge issue in many parts of the country, including in my constituency, where some communities and villages do not even get a basic mobile phone signal. I would be grateful to the Leader of the House if she found some time for a debate about that important subject.

I absolutely agree with the hon. Gentleman—that is a big issue for many of us. I, too, have problems with basic mobile phone signal, as well as with broadband, in my constituency. The Government are committed to resolving this issue and to having a universal service obligation to demonstrate that we will have universal broadband coverage of at least 10 megabits per second, so that no home or business is left behind. I am sure that there would be great demand for a debate in Westminster Hall should the hon. Gentleman want to ask for one.

First, I acknowledge the work of my right hon. Friend as chair of the all-party parliamentary group on global tuberculosis. It is an absolutely terrible disease that we must beat. The Government are already doing a great deal, including providing support through our commitment to the global fund. There is more to do, and the UK will continue to lead in this important area, but the whole world must act together if we are to eradicate this terrible disease.

Can I ask the Leader of the House for some Government time for a debate on scamming? This week, my constituents have been contacting my office to say that people are calling pretending to be BT phone handlers asking for information. Her Majesty’s Revenue and Customs has reported that in the six months to January this year it has received 60,000 complaints in relation to scams. Only yesterday, a constituent of mine emailed me saying that he had received an email from me with a link asking for their personal information. That has been referred to the House authorities. Could we have an urgent debate on this very important issue in which the Government can explain what more they can do to deal with scamming?

The hon. Gentleman raises a very important point. It is important that anybody who receives an email or a call asking them for any personal details should never give them until they are absolutely certain of who the person is on the other end of the phone or the email. He is absolutely right to raise this. I would encourage him perhaps to seek a Westminster Hall debate so that other hon. and right hon. Members can share their views.

I certainly join my hon. Friend in congratulating Ian and Pam on the work that they are doing to celebrate the launch of Fairtrade Fortnight in Montrose. Many events will be taking place throughout the country to mark the fortnight, and I hope that the hon. Lady was able to attend yesterday’s event in the Churchill Room, hosted by our hon. Friend the Member for Colchester (Will Quince). I congratulate all those in Montrose who are making the most of this opportunity to provide fair trade for people all over the world.

The Leader of the House will know of the publication of various reports showing that the UK Government’s austerity drive is adversely affecting women more than anyone else. According to Unison Wales’s recent Audit of Austerity, 18,400 of the local authority jobs that have been lost in Wales as a result of that austerity drive were women’s jobs. Will the Leader of the House find Government time for a debate on the Government’s austerity agenda and the terrible impact it is having on women in the workforce?

The hon. Gentleman is giving his perspective on the current plight of women, but across the country the female unemployment rate is at a record low and there are higher percentages than ever before of women on FTSE 100 and FTSE 350 boards, getting women into the most senior roles in our economy. There is a huge amount more to do to ensure we close the gender pay gap and ensure more women can have the flexible working they sometimes need in order to accommodate caring roles as well as their desire to have a fulfilling career. All of us right across the Government are committed to ensuring women can have fulfilling and decent jobs throughout their careers.

You are a kind and generous man, Mr Deputy Speaker.

Although he is not in his place, may I echo the calls made by the Chair of the Backbench Business Committee for a debate for Welsh MPs and anyone else who would like to join in around St David’s Day? I am sure that the Leader will echo my calls to wish the Welsh team all the very best on Friday night in their match against the French as the Six Nations begins.

May I ask for a statement? Two weeks ago, St David’s church in Pontycymmer in the Garw valley in my constituency was broken into in an act of mindless vandalism. The vandals achieved nothing apart from damaging crosses to try to gain access to a safe, which they could not do. They forced open lead windows, leaving huge amounts of damage. Rather than asking for a debate about mindless thuggery and vandalism, may I ask for a debate whenever the Leader of the House would like about the importance of the Church not just as a place of worship but for bringing communities together? In my constituency, the community has rallied and raised money to repair the church, and it will carry on being a hub for the community and my constituents.

I absolutely share the hon. Gentleman’s good wishes to the Welsh rugby team on Friday night. In fact, a member of my office staff who is Welsh will be at the Stade de France. In return, I am sure that the hon. Gentleman will wish the English all success on Saturday against Ireland. There might be some disagreement here. Come on England! Sorry, Mr Deputy Speaker.

However, the hon. Gentleman has raised a very serious point. I am so sorry to hear about the break-in at the church that he mentioned. The mindlessness of such vandalism is appalling: it does so much to destroy people’s sense of security and safety.

The hon. Gentleman is absolutely right. The Church does so much good in our communities, from running food banks to providing help for elderly and disabled people and those who are lonely. Churches are a vital part of our communities. I would personally welcome it if the hon. Gentleman sought a Back-Bench debate so that we could all share in a discussion of the excellent work done not just by our churches but by, for example, our synagogues and Sikh temples.

Indeed, I am sad.

I ask the Leader of the House, in all sincerity, if, as I fear and perhaps she fears, the proposal does not go through on the nod on Monday, how soon will she bring back a substantive motion with a vote? The following day, we are expecting votes on Brexit legislation, which means that my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq), who has a new-born baby, could lose out again. I am sure that the right hon. Lady agrees that that is simply not acceptable.

I have certainly made it clear that the hon. Member for Hampstead and Kilburn (Tulip Siddiq) should be able to spend critical time with her baby, and I sincerely hope that she will avail herself either of nodding through, or a pair in the event that proxy voting is not available. However, as I have said, in the event that somebody regrettably decides to object on Monday, I will table a substantive motion as soon as possible.

The hon. Gentleman raises a very serious point. We all recognise the urgent need for much, much more house building, so that more people can meet the aspiration of owning their own home or being in secure living accommodation. It is vital that we do that, but the way in which we do it is incredibly important. Local Government questions are on Monday 28 January, and I encourage him to raise that with Ministers then.

The Leader of the House will be aware of my ongoing work to try to tackle the impact of social media, especially cyber-bullying, on the mental health of young people. The inquiry I chaired has recently concluded and we hope to bring a report forward this spring. What is clear from the early findings, including from young people who have given reams of oral and written evidence, is that the Government need to do more to start to tackle the problems relating to the effect of social media on young people’s mental health. May we have a debate soon, so that we can debate these important issues and the Government can start responding to the very real problems that young people are facing across social media platforms?

I have something in common with the hon. Gentleman, as my mum also has her birthday in January—as of course does A. A. Milne, who has been the theme of today’s business questions. Indeed, A. A. Milne’s birthday is tomorrow.

The hon. Gentleman is raising a very serious point about the harm being done to young people’s mental health, not necessarily only by cyber-bullying and online trolling and abuse, but also by the overuse of social media, which militates against them having an outdoor life whereby people say, “Go outside and play if you’re bored.” A lot needs to be done not only by the social media giants, which have to come to the table and sort out some of the problems we have, but by society generally to make it less acceptable to spend hours and hours online instead of doing other things. The hon. Gentleman raises an important point, and I pay tribute to him for doing so. I encourage him perhaps to seek a Westminster Hall debate so that all Members can share their experiences.

My hon. Friend raises a concerning case. Too often, there are examples of projects going wrong and wasting taxpayers’ money, which can never be right. He will be aware that there are clear rules about the use of taxpayers’ money in such examples. I encourage him to table a parliamentary question to the Department to seek a ruling on this specific issue.

I have been contacted by a constituent who lives part of the year in Portugal. They are concerned about being able to drive and hold car insurance in both countries if they have to exchange their UK licence for a Portuguese one: they need to continue to drive in the EU if we leave the EU. I cannot be the only Member with a constituent who has that concern. I am aware that Transport questions took place earlier; I tried to catch Mr Speaker’s eye, but I was out of luck. Will the Leader of the House ask the Transport Secretary to come to the Floor of the House to make a statement about these licensing issues and issues of car insurance for those who live part-time in the European Union?

I am sorry that the hon. Gentleman did not get to ask his question directly to Transport Ministers, but I will do my best. There is now a Government communications plan to try to provide specific answers to such questions. I did not have prior notice of this question, so I do not know whether this issue is included in that plan, but through national radio and so on the Government are directing consumers and householders to the gov.uk website to seek specific answers to questions about what will happen when we leave the EU. If the hon. Gentleman would like to write to me, I would also be willing to take up the issue with the Department on his behalf.

The Leader of the House will be aware that managed migration to universal credit is due to start in July 2019. The proposed regulations state that if claimants fail to make their claim by the deadline plus an extra month’s grace period, they will lose entitlement to transitional protections, which will put vulnerable people at huge risk. May we have an urgent debate, so that we can further review that aspect of managed migration and ensure that the least well-off and the most vulnerable in society are protected from these changes?

The Leader of the House has been reminded several times that her role is to represent Parliament at the Cabinet, and not the other way around. I politely say to her that this was not about amending anything; it was about this House wanting to vote down the deal tomorrow. She previously confirmed that the Government would follow the recommendations in the report by the Procedure Committee, of which I am a member. Whenever this farce comes back, can she confirm that there will be five days of continuous debate, as has been set out? That is the only thing that the House will accept.

I point out to the hon. Gentleman that my job is indeed to represent Parliament in Government, but it is also to represent Government in Parliament. It is in the interests of this House that we get a deal that all hon. and right hon. Members can support. Regarding the exact arrangements, there will be a business of the House motion, which the House itself will have to agree.

I am extremely sympathetic to what the hon. Gentleman says. I have also had constituency cases where parents or relatives have wanted to visit but have been turned down on the ground that it is suspected that they might not go home afterwards. I recently had a success where a non-resident parent was able to come and visit, and I was sent some fabulous photos of the family reunion, so I am extremely sympathetic. I encourage him to raise this point directly at Home Office questions on 3 December.

The Leader of the House will be aware—because I ask her frequently about this—of my campaign to improve connectivity across my constituency. This time, I am specifically concerned about the roll-out of broadband. The providers say that one issue with the geography of constituencies such as mine is that the rolling and sweeping valleys make connectivity very difficult. Could we have a debate on broadband roll-out, specifically in relation to the hardest-to-reach places, not just in rural areas but across valley communities?

Yes, the hon. Gentleman does occasionally raise this matter in business questions, and is absolutely right to do so. I must reiterate that I also suffer from a lack of broadband in my constituency. All of us with hard-to-reach places would sincerely sympathise with his constituents. We have DCMS questions on Thursday 13 December, and I encourage him to raise this directly with Ministers.

I absolutely agree with my hon. Friend. It is vital for the Scottish Government and UK Government to work together closely for the success of the entire United Kingdom. We on the Government Benches always seek to consult widely and collaborate with the Scottish Government in our desire to see the strengthening of the United Kingdom. I am very pleased and proud that we have such a good group of Scottish Conservatives who are always willing to put the interests of the United Kingdom and Scotland together.

In the Leader of the House’s opening remarks, she mentioned the #AskHerToStand events yesterday, and she may be aware that I raised a point of order with Mr Speaker in relation to a report from three years ago that asked that the Standing Orders of the House either be gender-neutral or do not use the male pronoun. The report is some three years old. I know that you are supportive of the change, Mr Speaker. I accept that the Leader of the House was not in her position when that came forward, but she is a champion of equality and women’s rights in this Chamber, so will she either adopt that report from three years ago or, if there is a new report from the Procedure Committee—which I will be pushing for next week—calling for new Standing Orders to be published, agree to those in full so that we genuinely have a House that allows women to take seats in it?

My right hon. Friend raises an issue that concerns all hon. Members across the House, and the Government’s serious violence strategy is looking at what more we can do to prevent young people from getting involved in that appalling criminal lifestyle. We are investing significant sums through a new early intervention youth fund, and we are providing millions of pounds through the Home Office anti-knife crime community fund to help communities that are tackling knife crime.

In my constituency many horse riders have written to me expressing their dismay that in the review of The Highway Code that has been announced, there is no mention of horses or their riders. May we have an urgent debate on the review of The Highway Code? I obviously welcome anything that makes things safer on our roads, but we cannot ignore the plight of horses or their riders—it is too important.

I realise that this will be a stressful and uncertain time for affected employees. Debenhams has confirmed that it plans to close up to 50 of its stores over the next three to five years following the announcement of the company’s preliminary end-of-year results to the stock market. The company has not specified the number of jobs that will be affected or, indeed, which stores will be closed. However, I can certainly confirm that Jobcentre Plus, through the rapid response service, will be ready to support any employee affected by this announcement.

Last week I raised with the Leader of the House the fact that Facebook is only paying £7.4 million in tax. Today, the Information Commissioner has fined Facebook the maximum amount of £500,000 for sharing our data without our consent. The Leader of the House may be aware that the hon. Member for Hazel Grove (Mr Wragg) and I are leading an inquiry into the impact of social media on people’s mental health. Will she find time for a debate on the impact that social media platforms are having on tax, information and public health?

The hon. Gentleman is right to raise that issue again. The impact of the online harm that is being tolerated by social media giants is a grave concern to the Government. We are working towards the publication this winter of the online harms White Paper, which will set out measures to tackle online harms and clear responsibilities for tech firms to keep citizens safe. Social media firms must take far more responsibility for illegal and harmful content on their platforms, with robust processes in place for removing content—he is absolutely right about that.

The hon. Gentleman will be aware that a cap was put on payday lending interest rates, although I would sympathise with him if he were to say that it is still too high; this is a genuine problem. The Government has done as much as possible to facilitate new entrants to the lending market. The Budget debate will be a good opportunity to raise this matter directly with Ministers, and I encourage the hon. Gentleman to do so.

Many constituents have raised with me in recent days their dismay at the amount of tax being paid by online giants, with reports suggesting that Facebook will only be paying £7.4 million in tax. My constituents and the constituents of the Leader of the House all pay their tax, so can we have an urgent debate to ensure that these online giants start paying their taxes? Will she also press the Chancellor to ensure that he addresses this matter in the Budget in 10 days’ time?

The hon. Gentleman sets out very well the fact that we are all appalled by the contents of this report. As I have explained a couple of times, the steering group received advice that it would be problematic to try to measure historical allegations under a behaviour code that had only just been introduced and that to do so could result in a legal challenge that could undermine the whole new complaints procedure. We took external advice, and we were advised that the further back we went, the more problematic this would become. Dame Laura has challenged the advice that we received, and I have already said that we will look at this again as one of the items for review at the six-month review of the complaints procedure, which will take place in January.

The Leader of the House will no doubt be aware that I have spoken publicly about being bullied for seven years as a teenager. I had two nervous breakdowns and one episode of hospitalisation as a result of bullying, so I say without making any kind of partisan point that I find it abhorrent that Conservative Members have used this report to pursue their own agenda and used the issue of bullying to bully the Speaker. As a victim of bullying, I find that appalling, as will all the victims who have come forward to the Leader of the House and to other Members.

May I plead with the Leader of the House not to forget our constituency-based staff? There has been a lot of discussion about what happens on the estate and in the House, but can we ensure that, for example, HR staff can visit our constituency offices, just as representatives of the Independent Parliamentary Standards Authority do? There are only 650 of us. We are a small profession in that respect, and I ask the right hon. Lady not to forget those members of staff. She has also talked about putting training for Members on a statutory footing, although there was no consensus on that. I would be her first volunteer to take such training and, frankly, we should all be made to take it.

I pay tribute to the hon. Gentleman, who has spoken out very bravely in the Chamber on a number of occasions about his own experience of being bullied as a teenager. He is absolutely right to raise this issue, which will help other people to feel that they can come forward. He says that he would be the first to take up the offer of training. Perhaps he and I could do the first course together; it would be a great pleasure to do so. He is absolutely right to say that we need to take this incredibly seriously, and I can assure him that we will definitely do that.

The hon. Lady raises an incredibly important issue. Any type of hate crime is absolutely unacceptable. We have to stamp out all forms of discrimination that lead to hate crimes such as the ones to which she is referring. I encourage her to raise this issue at the next Justice questions, a few weeks from now, so that we can discuss how we address the issue of hate crimes and Islamophobia.

The Leader of the House may be aware that the Welsh Government have recently announced more than £2 billion of investment in the Welsh railway network, but the reality is that 11% of the track receives only 1% of its investment from the UK Government. Will she arrange for the Transport Secretary to come to the Floor of the House to explain when he will be setting out plans to invest in the Welsh railway network that are actually passenger focused, rather than as with the debacle of the electrification fiasco. In that way we can ensure that, for Welsh rail users, the network is improved with investment from the people who are responsible for it—the British Government.

The hon. Gentleman seeks a very specific answer to an issue around rail investment, but what I can say to him is that the UK Government really have focused on investing in Wales. They have abolished tolls on the River Severn; introduced city and growth deals, such as the Swansea Bay city deal; introduced fairer funding for Wales—[Interruption.] I totally understand, but the hon. Gentleman will be aware that the Government are focused on improving jobs and growth right across Wales. That is our absolute focus.

With regard to the rail electrification, my right hon. Friend the Secretary of State made it clear at the time that, rather than going through the enormous upheaval of rail electrification, we are investing in a new fleet of inter-city express trains that will significantly enhance the travel experience without the need for the disruption that would be caused by the electrification programme.

My hon. Friend will be aware that the Ministry of Housing, Communities and Local Government is doing everything it can to ensure that developers abide by planning laws and, in particular, that we speed up the planning system so that we can get more homes built for those who desperately need them. He raises an important specific point and I encourage him to raise it directly with Ministers at the next MCHLG questions.

The Leader of the House may be aware that before the summer recess The Telegraph exposed Government data breaches after the use of an online system called Trello, about which concerns had already been raised by its own security. The leak meant that members of the public could access details of how to gain passes to Government buildings. Will she therefore arrange for a Cabinet Office Minister to make a statement on the Floor of the House in order to give the public reassurance that the Government do take cyber-security seriously and will stop using online portals for sharing work that can lead to these data breaches?

My hon. Friend raises an important point about compensation for those affected by Government projects. I encourage him to talk to the HS2 mitigation and compensation forum that I established—back in 2011, I believe—which takes forward particular issues for constituents who are seeking proper compensation for such problems, particularly with regard to selling their homes.

Under new data protection rules, subject access requests to GP practices and NHS services can no longer be charged for. I have received a deputation from GP surgeries in my constituency saying that this is already causing undue cost to them. May we have a statement, either from the Department of Health and Social Care or from the Department for Digital, Culture, Media and Sport, to explain how they might be able to help with this probably inadvertent issue, because it is costing NHS services money that they can hardly afford?

A constituent of mine, due to errors admitted by the Department for Work and Pensions, recently had her tax credit stopped, and has now had her child benefit stopped. That is having a huge financial impact on the family. Will the Leader of the House find Government time for a debate on DWP errors and how they are having a real impact on families up and down the UK?

As I understand it, the Leader of the House is meant to be the House’s representative in Cabinet. I hate to burst her bubble, but the Conservative party did not win the general election and there was nothing in its manifesto about passing a bung to the Democratic Unionist party to prop it up on the boundary review. May I ask the Leader of the House, most sincerely, what representations she is making to Cabinet and to the Government to make sure that the will of this House is granted and the money resolution tabled?

I gently say to the hon. Gentleman that it is extraordinary that he thinks that this Government did not win the general election, because this is the Government and this Government are winning votes. This Government are taking charge of running the country, in full collaboration right across the House with all right hon. and hon. Members, to ensure that we take all views into account. That is what I undertook to do as Leader of the House of Commons and it is what I do every day.

I know that we will all want to celebrate the amazing achievements of the NHS. A lot of consideration is being given now to exactly how we can celebrate it. The hon. Lady may be aware that there will be a debate next Wednesday, 16 May, on the 70th anniversary of the NHS and public health, which she might want to attend. I am delighted that the Government have provided over £14 billion more to spend on caring for people than in 2010 and that there are almost 42,500 more clinical staff looking after patients than in 2010.

The Leader of the House may be aware that in many of our businesses and shopping centres across the UK there is a distinct lack of changing places such as slightly larger disabled toilets with facilities mainly for adults and children in wheelchairs. Will she find time for a debate in Government time on this important subject and try to encourage businesses to invest in their services to ensure people have these much needed changing areas?

New data released by the Trussell Trust this week shows that emergency food bank usage has increased by an average of 52% in areas of full universal credit roll-out. Will the Leader of the House find time for a debate in Government time so that we can prevent the roll-out from inflicting even more suffering on our communities?

I pay tribute to the work of food banks. The volunteers and those who donate to them do a fantastic job. I agree with the hon. Gentleman that food banks should not be necessary, but they have been a feature of our communities for a long time. All hon. Members must agree that, in terms of giving people an incentive to get into work and providing continued income once they do so, universal credit offers a valuable change to our benefits and the safety net for people who are looking for work. It has also had the impact of encouraging more people to look for work and find work. The Government continue to listen to ways in which we can improve the roll-out of universal credit, which is being done very slowly so that all lessons can be taken into account.

The Leader of the House might be aware that this Tuesday the hon. Member for Hazel Grove (Mr Wragg) and I had the inaugural meeting of the cross-party group on social media and the impact on children’s mental health. Following the report of the Royal Society for Public Health that social media might be more addictive than cigarettes and alcohol, may I again ask the Leader of the House to find Government time for a debate on this important issue and start helping to tackle the effect of social media on people’s mental health?

I am incredibly sympathetic to what the hon. Gentleman says and commend him on taking this work forward. He will be aware that the Government are putting a record £1.4 billion into children and young people’s mental health, and we are committed to ensuring that 70,000 more children and young people each year will have access to high-quality NHS care and support when they need it. He raises an important and specific point about the impact of social media on young people’s mental health and I encourage him to seek a Backbench Business Committee debate or Westminster Hall debate so all hon. Members can share their views on it.

I know that my hon. Friend is very supportive of apprenticeships. I can tell him that the contracts for the delivery of non-levy apprenticeship training were awarded on the basis of an assessment by the Education and Skills Funding Agency of information that had been supplied and that the tenders were measured against clearly set criteria. Ofsted’s rating of providers was not considered to be part of the process, as new entrants do not have an Ofsted rating and would therefore have been disadvantaged. The Government have awarded more than 700 providers contracts worth a total of £490 million to deliver apprenticeship training for non-levy payers. However, as my hon. Friend will know, those that were not successful in the non-levy procurement process can still supply apprenticeship training to levy payers directly.

In the past week, three constituents have contacted me to express frustration about the fact that social security payments cannot be paid into their Post Office accounts. In the light of bank closures in my constituency and others, may we have a debate in Government time about the work and functions of the Post Office, so that we can resolve the issues and those payments from the Department for Work and Pensions can be paid into my constituents’ accounts?

When I was City Minister, I was delighted to sign the arrangement that allowed post offices to supply basic banking services for all UK banks to all personal account customers. The issue raised by the hon. Gentleman is news to me personally, but if he would like to write to me about it, I will certainly take it up with the Department.

Having tried to get “Hamilton” tickets recently, I know that they are at a premium; I completely agree. The hon. Gentleman seems to offer me some tickets from his inside pocket. He is right that ticket touting is an enormous problem, and I certainly encourage him in the first instance to seek an Adjournment debate, so that he can raise his concerns.

My constituent has faced 10 years of harassment and antisocial behaviour due to their neighbours using CCTV to track their movements in and out of their home. The constituent has raised with the police concerns about the surveillance camera code of practice. Will the Leader of the House ask the Home Secretary or a Home Office Minister to make a statement on the code and its success rate five years after it was published by the Government?

First, I thank the hon. Member for East Dunbartonshire (Jo Swinson) for her absolute commitment to the success of the working group. She was also very diligent and very focused. I thought her outing on the “Today” programme this morning was brilliant and also rather funny. Colleagues will notice that there was a little sting in the tail.

The hon. Gentleman asked whether there will be outreach to constituency offices. I assure him that there will be.

I warmly welcome the work done by the Leader of the House on this issue and I thank all hon. Members involved in the development of the report. The right hon. Members for Chesham and Amersham (Dame Cheryl Gillan) and for New Forest West (Sir Desmond Swayne) asked about confidentiality and the policing of anonymity. We have an investigative press in this country and people in this Palace talk. So I wonder how the Leader of the House intends to police and regulate the confidentiality of those who are victims and those who have been accused. I am sure there are newspaper editors who would argue that publishing the name of someone who has been accused would be in the public interest. It is important we get detailed information about how that should be policed.

The hon. Gentleman is exactly right, and that goes to the heart of the challenge of ensuring that the complainant’s desire not to be all over the newspapers and social media is respected and upheld. The two services—one dealing with sexual harassment and the other with bullying and intimidation—will be independent and procured by the House authorities on behalf of the House, and they will have strict procedures for confidentiality. As would be expected, should those procedures be breached—for whatever reason—there would be severe consequences. Confidentiality will be a key part of that. Similarly, the working group proposes that the processes of the commissioner for standards should also be strictly confidential, and having met her, I am absolutely sure that she will uphold that need for confidentiality. My expectation is that all those involved in the investigatory process will uphold the need for complainant confidentiality.

I am delighted to support my hon. Friend and all other hon. Members who are mad enough to take part in the London marathon. I share his admiration for the manner in which Doddie Weir has reacted to his MND diagnosis. It is a terrible disease, and we should do everything we can to support work on it. I congratulate everyone involved in the Tartan Giraffe Ball, which sounds fascinating—I would love to see the photos.

In her opening remarks, the Leader of the House mentioned that it is Children’s Mental Health Week. I am working with the Royal Society for Public Health to establish a specific all-party parliamentary group on child mental health and the links with social media companies, including the impact that social media has on mental health. Will the Leader of the House make time for a debate that focuses specifically on child mental health and the impact of social media?

I genuinely commend the hon. Gentleman for sorting out that APPG. It is such an important matter. We are seeing a spike in young people with problems that are attributed to the use of social media. We are putting a record £1.4 billion into children and young people’s mental health, and a record 1,440 children’s mental health beds are available. We are also training staff in secondary schools in mental health first aid. There is a lot more to do, but I commend him for his contribution.

I received an incorrect answer to a written question on Monday, and I still have not had a response to my oral question in Work and Pensions questions on Monday afternoon.

I am genuinely very sorry to hear that. I think it is unusual. Usually with post office closures, all Members receive very good prior notice, including specific requests for suggestions on who might be interested in taking over. Quite often, we as MPs are in a position to suggest such individuals. The hon. Gentleman may be interested to know that next Wednesday there is a debate on post office closures in Westminster Hall. He may wish to take part in that.

One in 10 fathers suffer with post-natal depression, and the suicide rate rapidly increases in men between the ages of 30 and 43 after having a child. My constituent Mark Williams from Ogmore Vale has been campaigning on these subjects, and he is an inspirational speaker. Will the Leader of the House find time for a Government debate to bring new light on to this area of mental health, which has a real impact on fathers right across the UK?

I am absolutely sympathetic to the hon. Gentleman’s point. In fact, I may even have heard a speech by the gentleman he mentions. I care passionately about the subject of pre-natal, peri-natal and post-natal depression of mothers and fathers, which can have an extremely profound impact on the future long-term mental health of their child. I positively encourage the hon. Gentleman to seek a Back-Bench debate on this subject, because there are Members right across the House who take a big interest in early years.

I am sure he will be delighted, as I am, that in our Budget a couple of weeks ago, the Chancellor was able to confirm a £2 billion consequential budget boost for the Scottish Parliament.

The Leader of the House will recall that, eight months ago, I informed her that the HSBC bank in Maesteg was closing. Now, NatWest bank is closing in Maesteg and in Pencoed, leaving my whole constituency with one bank. May I press her for an urgent statement from Treasury Ministers about what they can do to address the problem of banks closing across the length and breadth of this country?

As I said earlier, there is a new protocol under which banks must undertake to properly consult. As the hon. Gentleman will be aware, the footfall in bank branches has reduced significantly as people move to mobile banking. However, as we all recognise, in many of our communities there are older people who are perhaps not so mobile phone-savvy and will prefer to use paper banking. Post offices now offer basic banking services for all high street banks, and in many cases that means better opening hours and a better service for constituents. However, the hon. Gentleman is right to raise the point, and I encourage him to seek an Adjournment debate in which he can talk about the specifics in his constituency.

Yes, my hon. Friend is quite right to raise this issue. Matters of concern to the public must always be raised with us, but groups such as 38 Degrees should not, whether inadvertently or maliciously, spread information that is just not true, and when something is proven not to be true, as in this case, it should be immediately withdrawn or corrected. We are very aware of the concerns around fake news, and as part of our manifesto commitment, work is under way through the digital charter to make sure that high-quality news online has a sustainable future and that we have an accurate news environment.

The Leader of the House will be aware that over the last three weeks I have made two speeches about the impact on me of bullying in school. Since those speeches, I have been inundated by adults and children in school saying that they are under constant attack through cyber-bullying. Will she find Government time for a debate about the impact of Facebook, Twitter and Instagram on bullying and young people’s lives and wellbeing?

The hon. Gentleman is absolutely right to raise this point. Bullying, and cyber-bullying in particular, are a real scourge of modern life, particularly for young people, and I certainly would welcome his seeking a Westminster Hall debate on the subject. He might be aware that a Digital, Culture, Media and Sport Select Committee inquiry will be looking into this issue. He might want to respond to that.

May I ask the Leader of the House for a debate about the work of the Parliamentary and Health Service Ombudsman? A constituent of mine made a complaint in November 2016 and was told that they would receive a response by March 2017, but did not get a response until the end of October. My office sent eight emails and three letters and made numerous phone calls to get a response. I do not think it is acceptable for a constituent to have to wait a year for a response to their complaint, so will she find time for such a debate?

The hon. Gentleman raises an important constituency issue. The general public will be pleased to hear that such issues can be resolved as a result of a Member of Parliament’s intervention, and I commend the hon. Gentleman for that. I absolutely defend the policies, but the implementation is not always right. It is vital that we all defend our constituency cases to ensure that constituents receive the right solution for them.

The Leader of the House will be aware that the Secretary of State for Transport announced before the summer recess the cancellation of the electrification of the line between Cardiff and Swansea. Will she request that the Transport Secretary now makes a statement about the lost infrastructure funding that would have come with electrification, but would not be directly for electrification, such as for the closure of dangerous level crossings and highway widening? In my opinion, that funding should be separate so that we can ensure that dangerous level crossings can still be closed, for example, and it should come from the UK Government. I hope that the Leader of the House agrees.

I urge the hon. Gentleman to take up his important point about safety at level crossings at Transport questions. He will be aware that the Government continue their record investment in the railways, with about £48 billion to be spent between 2019 and 2024. In many cases, the issues around upgrading infrastructure are ones of technology, and it has been possible to bring forward solutions to deliver better service to customers and passengers in a shorter space of time, and with less disruption. That is a win-win for his constituents, but I urge him to take up his important point about other infrastructure with the Department for Transport.

I am incredibly sympathetic to the hon. Lady’s point. She is absolutely right to stand up for her constituent. We all, as constituency MPs, have cases where procedures seem to get in the way. I encourage her to write to me, so that I can take it up with the Home Office, or she can take it up directly with Ministers herself.

Last Sunday, I attended a charity fundraising event in my constituency to help raise money to buy women and girls sanitary products, because they simply cannot afford them. That is a growing issue in schools up and down the UK regardless of which Administration are in control. Can the Leader of the House find Government time for a debate on the impact of Government cuts, particularly those that impact on women and girls?

This Government have done more for women in the workplace, for women’s incomes, for reducing inequality, and for ensuring that more families have the security of a pay packet and a wage to protect themselves and their families than was achieved in 13 years of a Labour Government. The hon. Gentleman makes a very specific point that he may wish to raise in an Adjournment debate, or indeed through oral questions.

Over the past three months, I have attended the opening of four pensioner lunch clubs. The common theme coming from the groups, which are mainly run by volunteers, is that pensioners are lonely and are struggling to feed and cook for themselves. The clubs are trying to help to build community cohesion. Will the Leader of the House find space in Government time for a debate on loneliness and its impact? It would allow colleagues on both sides of the House to highlight the excellent work of the commission on loneliness set up in the name of our former colleague Jo Cox.

I commend the Jo Cox Commission on Loneliness for its excellent work. I have taken part in some of its presentations in the Speaker’s apartments, and I congratulate you on raising awareness, Mr Speaker. I agree with the hon. Gentleman that loneliness among the elderly is a serious concern, and I have initiatives in my constituency to try to bring people together more frequently so that communities can work together to try to alleviate loneliness. I am happy to support any proposal that he wants to make to highlight that issue further. I would add, however, that I am proud of this Government’s efforts to ensure that pensioners are now much better off than they were when we came into government in 2010 and to protect pensions and the pensioners’ uplift, which has been incredibly important for those on low fixed incomes.

My hon. Friend will be aware that the position paper on defence co-operation came out in the past two weeks; I urge him to take a look at it. The UK Government clearly intend to achieve a close relationship, as we have had in the past, with the EU and other allies in terms of both procurement and defence collaboration. Nevertheless, all these things are not yet decided. They will be subject to many debates in the House and, potentially, legislation, so there will be many opportunities for my hon. Friend to raise such matters.

The Leader of the House is no doubt aware that the Society of Motor Manufacturers and Traders has announced that while foreign direct investment was £1.66 billion in 2016, it collapsed in the first half of 2017 to £313 million. Will she find time for a debate, linked to the Brexit debate she announced in the business statement, on Brexit’s impact on manufacturing and the motor industry?

This is a very important point. We have one of the oldest and proudest democracies in the world, and it is important that we continue to have rigorous electoral processes that cannot be fraudulently abused. I am sure my hon. Friend will find a way to have that debate and I encourage him to do so.

The Leader of the House will doubtless be aware that today the Transport Secretary has issued a written statement saying that electrification of the line between Cardiff and Swansea will now not be taking place. That has huge significance—not just for my constituency, but for constituencies right across the south Wales belt. Will she find time when we come back for the brief period before the conference recess for the Transport Secretary to come to the Floor of the House to explain why this promise to the people of Wales has been broken, despite multiple promises having been made by him and the Welsh Secretary?

Our decisions on electrification reflect how advances in technology are enabling a different approach that is less disruptive to passengers and to communities. Specifically on the Cardiff-Swansea route, although we are not proceeding with electrification at the present time, we are working to build a better and bigger railway for Wales so that passengers in Wales will see the benefits of electrification sooner, when brand new and more spacious—[Interruption.] The hon. Member for Ogmore (Chris Elmore) is clearly not listening. Perhaps he does not want to hear the answer, but there is a clear answer: there will be benefits for passengers in Wales as a result of brand new and more spacious bi-mode, intercity express trains, which will begin to be introduced in October 2017. These state-of-the-art trains will make journeys faster along the whole route sooner, without the need for wires and gantries and the disruption involved in erected them. So the advantages for passengers will be felt sooner, and that is as a result of changes in technology.
