Well, I would not put a forecast on it. Suffice it to say to my hon. Friend—he has been a diligent follower of this issue and is keen to pursue it, and he has been engaged in discussions with my Department about it—that our ambitions remain strong. We have good incentives in this country. We have measures in the Bill to make an electronic vehicle charging network much more transparent and visible. These things will accelerate the production and sale of these vehicles in the United Kingdom. Of course, with the Nissan LEAF in Sunderland, we have the world’s first mass-production car of that kind.

Car sales are projected to rise from somewhere in the region of 74 million today to 100 million in 2030, helped not least by the launch of the fourth-generation Range Rover, the Velar, which my right hon. Friend the Minister of State, Department for Transport, saw with me last week. The hon. Member for Coventry South (Mr Cunningham) made a good point about the infrastructure being in the right place for the battery technology and the plants to be developed. We need that infrastructure in place near Jaguar Land Rover, so will the Secretary of State please tell me what his plans are for that?

Indeed, we do need that infrastructure. As I have said, I am excited about what JLR is doing in the field of electric vehicles. The Government car service is already a customer of the company, but I look forward to it also becoming an early customer of those electric vehicles as they are manufactured and sold. The company has specifically said that it needs infrastructure improvements to help it with those developments and its ambitions for electric vehicle manufacturing in the United Kingdom. I assure the House that it will receive that support. The autumn statement provided extra funding for electric charging points. This Bill provides for much greater transparency of data, making it much easier for those who own and drive electric vehicles to identify the locations of the best charging points. That is part of a strategy that will, in my view, drive forward substantially the sales of those vehicles in this country.

We should not, however, be entirely technologically biased. We will also take further steps to encourage the development of hydrogen vehicles in the United Kingdom and, of course, we provide tax incentives for hybrid vehicles. We must drive for a higher quality of vehicle in this country when it comes to the propensity to pollute, and we must provide the right support for that market to emerge. However, we must allow the technologies to win those battles themselves, rather than have the Government winning them for them.

Child and adolescent mental health must be a priority for local health services and every local authority. May we have a debate on the extra measures that we can implement to ensure that the framework is effective in providing the necessary support for some of the most vulnerable in our society?

The Government can boast of a good record in this area. We are already implementing measures that will deliver additional childcare for very young children, which will give their parents the opportunity to get into the workplace and bring a sense of direction and purpose to their households. We are also bringing forward measures, which are about to be discussed in the other place, that will help tackle issues around the adoption system and the care system. We have a good message to tell about what we are doing, and I hope that every local authority up and down the country will give this issue the importance that my hon. Friend rightly says it should have.

May we have a debate on the midlands engine, the important role manufacturing plays in our regional economy, and how the Government can provide further support to this vital sector?

I commend all those in the midlands who are working so hard to revitalise business in that part of the country. The midlands is another area that was badly affected by the collapse in manufacturing in the years of the Tony Blair and Gordon Brown Labour Governments. We are now seeing real investment and real progress, for example in the automotive industry. In the midlands, we are seeing an expansion of capacity, new investment and new jobs created. It is a sign that the midlands, under a Conservative Government, is going from strength to strength.

I am aware that this matter is subject to campaigning at the moment, and my right hon. Friend the Secretary of State will give careful consideration to it. I am not aware of any current plans, but given the concerns raised in this House, it is certainly something we need to give some consideration to.

May we have a debate on unitary authorities and the potential efficiencies that they can create?

[Chris Grayling]

Many in this country believe that unitary authorities are a better way of running local government. Equally, there are parts of the country where the two-tier approach works extremely well. What we are seeking to do through the changes we are pushing through to the relationship between central and local government is give greater freedom to local authorities to decide what is right for their area and to give them the opportunity to put forward reforms that will involve both change and greater devolution. If my hon. Friend feels that is right for his area, I encourage him to get into discussions with the relevant Department about it.

A recent report on UK consumer spending found that 2015 was the second strongest year since 2008. Such figures are encouraging and are reflected in my constituency. May we have a debate on the steps that need to be taken to ensure that this positive trend continues?

My hon. Friend’s question speaks for itself as a sign of continued economic progress. It is encouraging that we are seeing that economic progress in the midlands and in the north, where the economy has been growing faster than the economy in the south. There is a lot of work still to do. We have a lot of ground still to cover, but we are making good progress. The country is moving in the right direction. All I can say is thank goodness that it is we who are steering the country at a difficult time, rather than the Labour party with a set of economic policies that would be disastrous.

Changes in the welfare system will, of course, be included in legislation that will be laid before the House in the coming months. The hon. Gentleman will have an opportunity to make his case when that time arrives, as will his party.

Following the successful introduction of video games tax relief, which was announced in last year’s Budget, and the contribution that the video games sector makes to our economy—not least in my constituency—may we have a debate about how we can help the industry to grow further, so that it is on an equal footing with the United Kingdom film industry?

I pay tribute to my hon. Friend for the work that he has done in supporting a sector that is enormously important to our economy. We are world leaders in that sector, and we should work to maintain our position. Even many Members are enthusiastic participants in the products of the video games industry. The Chancellor of the Exchequer—who is, of course, preparing his Budget—will be in the House on Tuesday week, and Members will have an opportunity to make representations to him about the issue then.
