It is important to remember that we have unlocked £256 million of taxpayers’ money for universities to access to support those in hardship, and we have allocated an additional £85 million. It is right that we have targeted that to those who are most in need, rather than allocating it as a blanket payment, which would have diluted the support available to those who genuinely need it at the moment. Once again, I reiterate my message to any student who is facing hardship: please come forward to your university and access that help. That includes international students and postgraduate students.

I thank the Minister for literally being on call on evenings and weekends to answer any questions we have had on universities on a case-by-case basis. University should be some of the best days of your life. I know that the hon. Member for Lancaster and Fleetwood (Cat Smith) will join me in thinking the same, given our shared time in Lancaster. However, the past year has raised severe mental health issues for everyone, as we have heard. What conversations is the Minister having with education providers to support students’ health, mental health and wellbeing when they return?

My hon. Friend touches on a really important point. Throughout this pandemic I have reiterated to universities and sector bodies the importance of prioritising student wellbeing and mental health and moving that provision online in tandem with academic provision. I convened a working group to enable this. I have worked with the OfS to launch Student Space—a £3 million mental health project. We continue to evaluate the situation. We have also launched an action group with the Under-Secretary of State for Education, my hon. Friend the Member for Chelmsford (Vicky Ford), looking at mental health across the spectrum of education, because these challenges are not going away and we need to continue to support students throughout this period.

This Government have been engaged in a monumental battle to manage the effects of the coronavirus pandemic, to protect the NHS and to save lives, and also to minimise the damage that this ongoing disruption is causing to a generation of young people’s lives. This is not a challenge faced by this country alone; it is a challenge faced by nations right across the world.

On 5 January, escalating rates of covid infection once more forced us to ask schools to close their doors to the majority of pupils for the second time in less than a year. This is not a move that any of us in the House—certainly not on the Government Benches—wanted to see. So much learning has been lost already, but we know that one of the most effective ways of reducing the impact of being out of school is through high-quality remote education. I am glad to say that we are in a much better place than we were last March for minimising the worst effects of this disruption. School and college teachers and leaders have quickly adapted once more to delivering a mix of online and face-to-face instruction. I thank them once again, as I am sure all in this House want to, for the brilliant way that they have responded to the evolving health situation.

Last year, a group of 40 teachers founded and launched the Oak National Academy, with not just our moral support, but, more importantly, financial support from the Department for Education. It was a new venture that many people said could not or would not work, but in two weeks flat, it was able to produce thousands of high-quality, teacher-led video lessons with £4 million of Government funding. It now has 3.8 million users, and 32 million lessons have been viewed—not just in England, but in all four nations of the United Kingdom.

Will my right hon. Friend also note that the Oak National Academy today launched its virtual library, and congratulate all those who have taken part? It means that our children can be not only learning, but reading, which is so important—and this comes as we launch the all-party group on literacy tomorrow.

I echo what my hon. Friend said about the importance of the expansion of services at the Oak National Academy, and of encouraging the ever-greater availability of resources on this brilliant platform. I certainly wish him the very best with the new all-party group.

Online learning is a critical means of helping children and young people make the academic progress that they so desperately need at this time. Now that most children and young people are studying remotely, we have increased our expectations of the remote education that they receive. Schools have made huge progress in developing their remote education provision, and are now expected to provide either recorded or live direct teaching, alongside allowing pupils time to complete independently work that they have been set. Schools are now expected to provide a minimum of three hours’ provision a day for key stage 1—it is fewer hours for younger children—four hours a day for key stage 2, and five hours a day for key stages 3 and 4. Schools should also have a system in place for checking daily whether pupils are engaging actively with their work and learning.

We have set out clear, legally binding requirements for schools to provide high-quality remote education, and it is fantastic to see how schools and teachers have risen to the occasion, delivering a real step change in the standard of remote education compared with last spring.

Further education colleges are expected to continue to deliver as much of students’ planned hours as possible, to provide students with regular feedback on their progress and, wherever possible, to provide students with live online teaching when they cannot provide it face to face.

My Department is acutely aware of our huge responsibility to all our children, but none more than those who are socially and economically disadvantaged. We made it a priority to deliver the necessary technology to children in that position very early on in this pandemic, and I am glad to be able to give colleagues an update. Prior to the pandemic, there were an estimated 2.9 million laptops and tablets already in schools’ stock. In March, we began the process of finding a supplier who could deliver hundreds of thousands of computers for disadvantaged children. In April, we awarded Computacenter a contract for an initial 220,000 computers. We extended our commitment in August by a further 150,000, and did so again in September, and in October. By December, we had procured and delivered 560,000 laptops and tablets. In November, we ordered an additional 340,000 devices, bringing our total procurement to 1 million laptops and tablets. This has been one of the world’s largest procurements of laptops and tablets, and it has happened despite intense global demand.

Despite the million laptops or tablets commitment, we wanted to go further, and this year we have already ordered a further 300,000 devices on top of our current order. Already, three quarters of a million computers are in the hands of schools and disadvantaged young people. All this is in addition to the 1.9 million laptops and 1 million tablets that schools already have, most of which can be lent out to those pupils who need them most.

The latest 300,000 devices lift our investment in online learning by another £100 million, meaning that more than £400 million has been invested in supporting disadvantaged children and young people who need the most help and support with access to technology through the pandemic. The 16-to-19 bursary fund was another, existing means of supporting disadvantaged learners in schools and further education settings. As for adults, we introduced a change to the Education and Skills Funding Agency adult education budget last July, so that the most disadvantaged adult learners could continue to join courses that have moved online because of the virus. We have extended the “Get help with technology” scheme, in order to provide disadvantaged 16 to 19-year-olds with further help with devices.

I have concentrated so far in this debate on making clear how we are doing everything we can to ensure all our young people can continue to learn from home during the latest lockdown. However, no child can do their best if they are hungry, and I emphasise clearly, so that there is no doubt whatever, the Government’s commitment to free school meals.

I want to stress that the overwhelming majority of schools have been successfully providing exceptionally high-quality free school meal support to their pupils. However, pictures were circulated last week of food parcels that were simply not acceptable. Along with the Minister for children, my hon. Friend the Member for Chelmsford (Vicky Ford), I have met those who are supplying these parcels, and I have left them in no doubt that we expect high-quality food and supplies in the parcels they deliver. Our guidance states that the parcels need to contain certain items that parents can use to make a healthy lunch for any child throughout the week.

In the interests of trying to get on to more people on the speakers list, I will try to be brief. However, I will do so without the toxicity, party rhetoric and empty claims from Opposition Members.

What we do need and what I do welcome is a much more holistic approach to a food strategy moving forward. So while I did vote against the Government previously on the topic of free school meals, I was pleased—as were Opposition Members, as were the teaching unions—when the covid winter support scheme came through and when the holiday activities support scheme came forward. This actually will make a serious and meaningful change to the lives of our young people.

As we heard from the Secretary of State, over 700,000 devices have been delivered, and that should be applauded. Yes, we all want more to be delivered. However, we do need to wait for some of these laptops and devices to actually be manufactured. We have bought the capacity for the manufacturing to be proceeded with as quickly as possible. However, we cannot give devices that have not actually been built. Yes, I would like to go further and say that maybe we should devolve the budget to schools so that they can try to use their own procurement methods and perhaps find a more local solution, and I would urge my right hon. Friend the Secretary of State to see if that is an option. However, we are limited to the manufacture, and I do applaud what we have done so far.

On school meals, we have heard from Opposition Members that now children all of a sudden will be going starving in the February half-term. However, their own union members welcomed the commitment back in November, saying the

“£170m channelled via local authorities to the end of March appears to address the immediate need to ensure that children do not go hungry over the Christmas and February half-term holidays.”

So I ask: if it was welcome back in November, why is it not welcome now?

I would also like to echo my right hon. Friend the Member for Harlow (Robert Halfon) when he was calling for a wider view to be taken about the sugary drinks levy and the School Breakfast Bill in the name of the hon. Member for South Shields (Mrs Lewell-Buck), which I am proud to be a sponsor of. I think that, if we are to take a wider view as to how we tackle not only at school and children hunger, but the attainment gap, this has to be something that we explore and explore meaningfully to try to tackle these problems.

When we look at the issue of laptops, on even my own Labour council, the deputy leader of the council and cabinet member for education has said there is no issue with laptops locally. With that in mind, I would like to thank the Department for what it has done. Yes, we could do more, and yes, we could try to get things quicker, but this is similar to the vaccine: it is a matter of supply, not of being able actually to deliver.

Time and again, we have recognised where there are real challenges in dealing with the global pandemic. That is why we have taken the action that we have. That is why we are distributing 1.3 million laptops right across the country.

That is why we have put the national voucher scheme in place. That is why we are supporting families who are often the most vulnerable and why we will continue supporting families who are the most vulnerable.

I wish to start by putting on the record my thank you to all those early years and nursery workers in Radcliffe, Whitefield and Prestwich in my constituency. During the pandemic, private nurseries have seen their cleaning costs and the costs of PPE increase fourfold, but, as they are not state run, they get no assistance with those increased costs. Will the Minister meet me to discuss a funding solution that will address this immediate concern while also working towards a meaningful review of early years funding?

We have provided unprecedented support to the early years sector throughout the pandemic, through the block-buying childcare places, furlough and other schemes. We are monitoring the current situation really closely and will continue to review it if further measures are needed. For example, where education and childcare settings have an unmet need for PPE, they can access it via their local authority or local resilience forums. We will continue to keep supporting our early years sector.

It is a pleasure to serve under your chairmanship, Mr Robertson. I thank my colleague from the Education Committee, the hon. Member for Putney (Fleur Anderson), for bringing forward this important and timely debate.

I, too, declare an interest: I am the father of a toddler in an early years setting. Like many parents, in the first lockdown I truly came to understand the difficulty of home-based learning and working at home. I was simultaneously trying to sit on Select Committees and take part in debates with a two-year-old wanting to climb into my lap and wave at everyone. Granted, when that happened in a meeting with No. 10, it was very pleasing to see the Prime Minister wave back. However, it causes difficulties. When the router is unplugged in the middle of a Select Committee and we have no idea what is happening, by the time we dial back in the meeting is already over.

There are difficulties, and I have nothing but respect and admiration for every parent who went through them last year. It was a difficult time but we got through it. Now we have different difficulties. We are highlighting the difficulties of a sector of the education system that has got forgotten, but it has taken this pandemic to truly see the importance of early years. We need to do that now, because the teachers and childminders, our maintained nurseries, our private settings, do a job that many people do not understand, cannot comprehend and cannot do themselves, no matter how much they wish to. Despite all my love for trying, play-based learning does not come easily to me, although I must admit that I am quite enjoying reading “The Runaway Pea” and “Superworm” almost nightly.

One positive of the pandemic is that it has re-highlighted the importance of the early years sector, and we cannot let that be forgotten. Unfortunately, far too many negatives have come out of this pandemic. To echo the hon. Member for Putney, early years intervention, which we have discussed many times in the Select Committee, really needs to come to the fore. We rightly have great intensive intervention for key stage 4 and GCSEs, but if we brought that intervention forward into primary, and ideally into early years, it would not need to be as intensive.

We have already discussed safety, and I echo the calls for the scientific guidance from the Scientific Advisory Group for Emergencies to be brought forward to all Members of the House. Certainly, when the chief medical officer and the scientific adviser for the Department are before the Education Committee in a couple of weeks’ time, we will be calling for that so that, as an absolute minimum, we can pass on that guidance to our key workers so that they know they are safe, or are aware of the mitigating factors that they need in order to become safe.

I echo the call for key workers to be prioritised for vaccination. They are working throughout this pandemic, even against the background of the great concerns over the new variant. But for what? If we are not taking them seriously, what message do we give them? That they are important but not important enough to vaccinate? That is not a message I feel comfortable giving.

The greatest concern, however, is that of funding. While I acknowledge the per hour rate increase, it is not nearly enough. Private providers are hit with the double whammy of financial pressures and decreased income due to children not coming in because their parents are furloughed and not working, have been made redundant or are isolating. They also face a fourfold increase in both cleaning and PPE costs. If they were a school setting they would receive assistance with those costs. However, because they are private providers, they receive no help. But there are solutions. If we look to extend the VAT holiday on PPE to private providers in nursery settings, that would go some way towards easing this financial pressure. Extending financial assistance and cleaning costs would give closer parity with other education settings.

I have heard stories of several owners of private nurseries who themselves have to do the cleaning, so they are still in the nursery at 8 o’clock at night, cleaning, to make sure that is safe for the morning, when they go back in at 8 o’clock to do a further clean to make sure it is truly safe for the children. There are so few examples of where PPE can really be worn in a nursery setting. That inevitably comes at feeding time or changing time, but these are children who learn through play-based learning. They learn through touch, hugging and kissing. It is very warming to my heart when I pick my daughter up on a Thursday if I am lucky, but if the first thing she does is pull my face mask down to give me a kiss and then pull it back up—granted, usually to cover my eyes—the sentiment that I feel is not one that a child can understand. We need to be doing everything we can to ensure that those workers are safe.

Without that help, the long-term and short-term viability of private providers comes into question. As the hon. Member for Putney has said, if these private providers do go under and fail, who is there to pick up the slack? The state and the public sector are not in a position to do so. There is not the capacity in maintained nurseries to pick up anywhere near the slack that would be needed.

We have touched on the vaccine and testing. Both need greater prevalence in our nurseries and for child- minders.

One of the biggest concerns is the findings in the letter from the Competition and Markets Authority, which has basically said that if early years settings are not providing facilities for the children, they cannot charge. It is one thing being forced to close, but when children cannot come in because they are isolating or because their parents cannot afford it, there is no recompense for those providers, who are really, really suffering. Many nurseries are worrying about making it through the month, let alone to half term.

While we sing the importance of early years, we cannot allow it to remain the forgotten education sector. We have seen an increase to primary and secondary per pupil funding, and I welcome that. We have seen an increase in funding for further education and vocational education, and I welcome that too. But for far too long we have missed out on a meaningful increase for the per hour rate for early years. It is about time that we do assess that.

As my hon. Friend the Member for Winchester (Steve Brine) has said, it is time for a meaningful funding review. We have kicked the can down the road for far too many years, avoiding the difficult questions as to what is needed for a truly world-class early years setting. Unfortunately, we have now run out of road and we need to make that decision now. If I could pass one plea to the Minister, it would be this: bring forward that review, start it while we are in the pandemic, so we can look at really levelling up and building an early years setting that is truly world-class, so that our children can make the most out of the opportunities they will have in a post-pandemic world. Please bring forward that review, make it meaningful and give our children the best opportunity we can.

Our universities are world leading when it comes to research, and the Department for Business, Energy and Industrial Strategy recently published a road map. This is a priority for the Government. As the hon. Member will know, Horizon is being actively negotiated with the EU, and that Department has publicly said that it is preparing an alternative, should we not be successful in those negotiations.

The town of Radcliffe in my constituency has a population of roughly 30,000, but for many years it has not had a high school. A new school would not only improve educational attainment for the town’s children but kickstart the town’s regeneration. As the bidding process is now in its final stages, will my right hon. Friend help me by supporting my campaign, alongside the people of Radcliffe, for the new school that the town desperately needs?

Even before he was elected to this House, my hon. Friend was campaigning to ensure that the people of Radcliffe and their children have a high school for their town. I know how passionately he feels about that; he has had a petition highlighting the issue and numerous meetings with me. We are still in the final phases of allocating round 14 of free schools, but his passionate campaigning has been noted, and I am sure we will all work to ensure that his constituents get the best educational attainment possible.

I beg to move,

That this House has considered the adoption by universities of the IHRA definition of anti-Semitism.

It is a pleasure to serve under your chairmanship, Mr Betts, I am grateful to be leading my first Westminster Hall debate on such an important and timely subject, which has been widely publicised in recent days. It is extremely important not only to the Jewish community in my constituency, but to Jewish communities, students and their families across the country.

I wish to start by saying that this debate is not a means of attacking the Government.

In fact, I wish to put on record my thanks to the Government for their efforts on this issue, which go back over three years. The former hon. Member for Orpington, the soon to be Lord Johnson, first wrote to all universities in February 2018 to encourage them to adopt the IHRA definition of antisemitism. In May 2019, my right hon. Friend the Member for Kingswood (Chris Skidmore), as Universities Minister, again wrote to all universities, urging them in stronger terms to adopt the definition. More recently, in January this year, the Secretary of State for Housing, Communities and Local Government, my right hon. Friend the Member for Newark (Robert Jenrick) wrote to all universities demanding that they adopt the IHRA definition of antisemitism or face funding cuts.

Following those ministerial interventions and successive freedom of information requests undertaken by the Union of Jewish Students, we are now in a position where 29 out of 133 higher education institutions have adopted the IHRA definition of antisemitism, with half of the Russell Group of universities among that number. Although that number is low, at 21% of higher education institutions, it is a marked increase on where we were three years ago. I thank my right hon. Friends for their part in making that progress. While I am heartened to see that a further 17 higher education institutions are to discuss the IHRA definition and its adoption in the coming months, it is extremely concerning that 80 institutions have confirmed that they have not adopted the IHRA definition, nor do they plan to do so. For those doing the maths, seven institutions failed to respond to freedom of information requests, which is of further concern.

Does my hon. Friend believe that universities have a moral duty to do everything they can to combat antisemitism and that failing to take up the IHRA definition is a dereliction of that moral duty?

I completely agree. All universities have not just a moral obligation but a duty to ensure that our Jewish students are safe on campus.

The main reason that those institutions gave was that they believed their current policies were sufficient. I do not agree. The IHRA definition sets out clear examples of what is or is not antisemitic to defuse any conflation with anti-Zionism and anti-Israel sentiment. Their second reason was that there is no need for a specific definition of antisemitism. Again, I disagree, with my thoughts in line with those on the first reason: it is for Jewish students and the wider Jewish community to define what antisemitism is. With IHRA now having universal acceptance, they have my support in pushing for that definition to be adopted as soon as possible.

The third and perhaps most disturbing reason given for not adopting the IHRA definition is that institutions consider it a threat to academic freedom of speech. That is of particular concern as, where the IHRA definition of antisemitism has not been adopted, that has given academic staff more influence in defining what is and is not antisemitic. Prior to its adoption at the University of Bristol, we saw in July 2019 it refuse first to open any disciplinary action against controversial lecturer David Miller and then to use the IHRA definition once the case was opened. That said, the university has since adopted the definition, for which I am grateful.

The University of Warwick has refused to adopt the IHRA definition of antisemitism and has no plans to change its view. In August, it found that a lecturer who said

“The idea that the Labour party is antisemitic is very much an Israeli lobby kind of idea”

had not been antisemitic, despite that being contrary to the IHRA definition.

This debate—and, indeed, previous requests by Members to universities—is intended not to be a stick with which to beat the higher education sector or its institutions but as a first step in ensuring that our many world-leading institutions across the sector take accusations of antisemitism seriously and do their utmost to protect all Jewish students and staff members. The IHRA definition and its clear examples are indeed a cornerstone in combating antisemitism in a manner in which Jewish students and the wider Jewish community can be confident. Those universities that have not adopted the definition need only to look to their peers to see what benefits there are from doing so. As we approach a point at which we have a greater proportion of football clubs adopting the IHRA definition of antisemitism than higher education institutions, now is the time to act.

To make universities safe for Jewish students, why stop at adopting IHRA? We must go much further, ensuring that no-platforming, whether overtly or through the back door by imposing unreasonable security and higher charges, is brought to an end. When a university has effectively boycotted the Israeli ambassador, stopping him attending and speaking at an event, that is not right.

I have heard further concerning evidence of this nature where pro-Israeli speakers and, indeed, the ambassador have been turned away due to security concerns. Several Jewish students have been in contact about the issues they face just by being a member of a Jewish society, whether that be casual racism along the lines of, “I don’t mean to be Jewish but you owe me money” or having to provide their own security for events because the university refuses to support them. Although I have nothing but praise for the work that the Community Security Trust performs in the community, students should not be put in a position where they have to keep event locations secret or provide security for themselves because their university refuses to support them.

I put on record my thanks to the CST for all the work it does. I certainly hope that, with the work that the Government are doing and what my hon. Friend is saying, we can build a future where our children can go and pray freely and we can speak about these issues without fear.

My hon. Friend makes another excellent point. I am extremely fortunate that the Community Security Trust is based in the neighbouring constituency to mine, and that I have a very good relationship with its directors.

To return to the fact that universities are not supporting their students, I will use this forum right now to speak to my old university, the University of Lancaster: if they expect an alumnus who is pro-Israel to stay away, they should think again. I welcome the work done by my hon. Friend the Member for Chippenham (Michelle Donelan) in her role as Minister for Universities, in ensuring that Jewish students are not discriminated against as timetables are extended to cover Fridays and even Saturdays, so that no student is forced to attend a lecture or seminar if they are observing shabbat.

Public opinion and the views of the Jewish community show that there is a demand for change and swift action to be taken. I call on our world-class higher education institutions to take note before future students vote with their feet.

I thank the Backbench Business Committee for granting this debate on support for disadvantaged children. I have been asked to speak on behalf of the Education Committee and will deliver a speech along the lines of that which my right hon. Friend the Member for Harlow (Robert Halfon) would have given had the House’s temporary coronavirus procedures allowed him to participate.

I should take this opportunity to express my appreciation to all the teachers, support staff, Ministers and Department for Education staff who have been working flat out throughout the coronavirus pandemic. I welcome the increase in funding for education. The Government’s extra spending over the next three years adds up to £14.5 billion. This will return spending on schools in England to the levels seen a decade ago. Back in October 2019, the Government announced a one-off cash injection of £780 million to support children with special educational needs over the 2020-21 academic year in their response to the Committee’s report. Will the Minister confirm that the commitment to school and college spending uplifts announced in the spring budget will stand and be met in the coming academic year?

We also have substantial investment in bricks and mortar. The Prime Minister has rightly said “Build, build, build”. I welcome the £1 billion announced to fund the first 50 projects of a 10-year school-building programme—I myself am currently lobbying for funding for a new school in Radcliffe in my constituency—and the £1.5 billion for the refurbishment of further education colleges over the next five years. On top of that, an extra £1 billion of catch-up funding will tackle the devastating effects of lockdown on many children’s learning and wellbeing—something that I have been campaigning for alongside the Northern Powerhouse Partnership.

Children in poorer households are undoubtedly the most likely to have no internet access and their households are most likely to be struggling to cover the cost of food and other essentials. The extra funding will provide extra tuition for them and level up their learning opportunities to those of children from wealthier families. It would help to hear more from the Minister about how the £650 million going directly to schools will reach our most disadvantaged children. First, will the funding be targeted at areas with the highest levels of deprivation? Will schools have complete autonomy, or will the Department have oversight of spending? Secondly, will Ministers allow the Education Endowment Foundation to signpost non-academic catch-up support to schools, including pastoral care, safeguarding and intervention, in order to look after children who may have spent many months in difficult home circumstances—especially considering the Domestic Abuse Bill, which we debated in this place yesterday?

That brings me on to what should happen over the summer. I welcome the news of a £650 million catch-up fund for schools to host summer schools, the use of which should be encouraged as widely as possible. So many of us have eagerly awaited the Secretary of State’s confirmation that all children would return to the classroom come September—a real relief for frustrated parents, children and teachers alike across the entire country. Anxiety has grown over the past few months because every single day that a child is out of classroom chips away at their future life chances, and the consensus is that the wellbeing and learning of disadvantaged and vulnerable children are being scarred the most.

Why does that matter? It matters because even before lockdown, disadvantaged pupils were already 18 months behind their peers by the time they took their GCSEs. It matters because the Education Policy Institute’s 2019 annual report showed that the rate at which the attainment gap was closing was already beginning to slow before the pandemic, and we have indications that it was actually starting to widen again in 2017-18.

Some groups are particularly impacted. Looked-after children fall well below the average by the time they leave school, and many children live in persistently disadvantaged households. That group of young people are expected to have fallen further behind—more than at any other time in the past 20 years—because of this pandemic. A report produced by the Scientific Advisory Group for Emergencies warned that a whole cohort of children will have experienced a shock to their education that will persist and affect their schooling and work outcomes for the rest of their lives.

The most vulnerable and poorest of children have been hit the hardest, so I put on the record the Education Committee’s gratitude to schools, parents and children across the country for dealing with the unprecedented educational challenges caused by this pandemic. In particular, I thank teachers and all the support staff who have kept schools and childcare facilities open for vulnerable children and those of critical workers, and I commend all the teachers and teaching assistants who have put in extra hours to adjust to remote teaching methods.

However, schools’ approaches to remote learning have been highly variable, which prompts the question: why? UCL’s Institute of Education estimates that a fifth of children, or over 2 million—let that sink in—have done no schoolwork at home and have managed less than an hour a day during lockdown. Another report by the National Foundation for Educational Research indicates that four in 10 pupils have not been in regular contact with their teacher during lockdown. A six-month learning loss is an eternity in a child’s life, and this is close to being a national educational disaster. Something has clearly gone wrong, and we must examine why.

While many schools have done remarkable work, others have not been able to provide the same offer for one reason or another, and that also needs investigating.

We have questioned why there was not clearer guidance for schools on what was to be expected of them in supporting remote learning and checking on children, something the September for Schools working group, co-ordinated by parents, has called for. Given Ofsted’s oversight of schools, it really should have taken a leading role in setting out expectations during this time. Ofsted seems to have taken a badger approach: reducing its activity and hibernating during these difficult months.

To repeat, 2.4 million children have been doing barely any schoolwork from home. Some 40% of pupils have not had regular contact with their teachers. I know that Her Majesty’s chief inspector will respond by saying that they have encouraged their employees to take up civil service and volunteering roles, and that should be commended.

However, the fact remains that the latest plans for Ofsted do not see inspections resume until January 2021, with visits to schools and brief letters published in the autumn term.

I also want to understand why the Department for Education did not appear to do any analysis itself to consider the impact of school closures on children’s learning. That was confirmed by the Minister for School Standards, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb) in our Committee meeting on 27 May. School closures were widely expected in the weeks before lockdown. Should the Department have published its central guidance earlier to mitigate that? It has not been wholly clear what local authorities were meant to be doing either. Ahead of any further disruption, schools must be set minimum standards for the provision of remote learning and for checking on those not taking part in lessons. The question is whether or not the standards should have been in place before we even went into lockdown. However, as our Chair has already put on record, I recognise the remarkable achievements of the Department, particularly with the Oak National Academy and the free school meal voucher system. I reiterate our appreciation for all the efforts of Ministers and their teams.

It is clear that Ministers faced huge difficulties because of the pandemic, but that does not mean there are not lessons to be learned. Clearly, if we ever face a situation like this again, there must be strict guidelines from the Department on what schools are expected to teach pupils in terms of distance learning, and clearer guidelines for Ofsted and local authorities to provide a supervisory role.

I mentioned previously that I strongly welcome the £1 billion catch-up programme, but, as has been previously highlighted, that does not include early years or post-16 education. Early intervention is vital, and those groups will have been clearly impacted by lockdown. I speak as the father of a toddler myself. I know the impact it has had on her education and development. Will the Minister explain to the House whether there are any separate plans in the offing to support early years?

It is no secret that the UK’s further education sector has been left behind for decades. A briefing on FE by the House of Commons Library outlines concerns about funding that predates the outbreak of covid-19. In 16-to-19 education, funding per student has fallen by 16% in real terms between 2010-11 and 2018-19. The total funding allocated to 16-to-19 providers declined from £6.26 billion in 2013-14 to £5.72 billion in 2018-19. That is a fall of 8.5% in cash terms and 15.7% in real terms. It is the often-neglected part of the education system that is frequently thought of as being for other people’s children. That cannot continue. FE is sometimes referred to as the Cinderella sector, but it is worth remembering that Cinderella became a member of the royal family. We must abolish the two ugly sisters of snobbery and underfunding.

Like me, the Prime Minister believes that apprenticeships will play a vital role in the recovery post-covid. Young people must have the opportunity to get the skills they need for a prosperous future. The Prime Minister has committed to offering every young person an opportunity guarantee, so that they have the chance of an apprenticeship or an in-work placement. That, too, is to be commended. No doubt we will hear more detail on that from the Chancellor tomorrow in his statement. It is no secret that our Committee Chair is a big fan—as am I—of apprenticeships. It is well known that his two favourite words in the English language are “degree apprenticeships”. Apprenticeships combine a real job with training so that people can earn while they learn. They offer opportunities in a huge range of sectors and they have fantastic returns for all involved, so how should we go about guaranteeing an apprenticeship guarantee?

First, now is the time to refocus the apprenticeship levy so that it can be used primarily on apprenticeships for 16 to 24-year-olds and to tackle disadvantage. Secondly, we must look to the public sector to lead the way with a massive increase in jobs and apprenticeship opportunities.

Thirdly, the £3.3 billion national skills fund should be used towards covering training costs and the first year of salary costs for small and medium-sized businesses taking on young apprentices.

Fourthly, we should recalibrate the levy so that employers are incentivised to spend more on taking on younger degree apprentices, those from disadvantaged backgrounds and those in disciplines that meet the country’s skills needs, rather than funding middle management apprenticeships.

Finally, we need proper targets for schools for encouraging pupils to go on to apprenticeships—something that I hope we will be discussing when the Education Committee meets tomorrow. There must be much tougher inspections by Ofsted to ensure that schools encourage pupils to go on to apprenticeships and further education. Enough of the letters that do not make a difference. We need a carrot and stick approach, with encouragement and funding.

I welcome the extra catch-up funding, given everything that has happened in recent months, but there needs to be an even greater focus on those who are being left behind. The attainment gap was worryingly wide before and it is still worryingly wide. Given that millions of children may not have been participating in schooling for nearly six months, this position is expected to get even worse. That is why the Education Committee is working relentlessly on tackling disadvantage and why we are approaching all our work with the social justice agenda firmly in our minds. We need to ensure that all our young people can climb the educational ladder of opportunity. That really must be a priority for the Government over the months and years ahead.

The NHS has a long-term plan—so, too, should education. Education should have a long-term, 10-year plan that is focused on closing the disadvantage gap and ensuring that those left-behind pupils, who have suffered enormously during coronavirus, are able to catch up.

I thank all Members from both sides of the House for their contributions. I find myself in a very unusual position in that I am actually in agreement with the Lib Dems—in particular, with the hon. Member for Bath (Wera Hobhouse) on free school meals. I, too, supported Marcus Rashford’s campaign, and I refer her to my opinion piece in The House magazine. I also fully agree with the hon. Member for Westmorland and Lonsdale (Tim Farron) on SEND funding. There needs to be a greater focus on that; we cannot go back to business as usual. In my opinion, 26 weeks for an EHCP is far too long, and we need to look at refocusing so that the child and family are truly at the centre of the process.

I completely agree with my right hon. Friend the Member for East Hampshire (Damian Hinds) that we all need to work together—Government Members, Opposition Members, local authorities, teachers and unions—to ensure that all schools can go back in September and that we focus on educating our children once again.

My hon. Friend the Member for Mansfield (Ben Bradley) made a valuable point about skills for life, which he has championed for a long time in this place. I look forward to working with him on that. He has also focused on another disadvantaged group—working-class boys, who far too often slip through the cracks. We need to tackle that issue.

My hon. Friend the Member for Stockton South (Matt Vickers) mentioned DIY teaching. Once again, I put on record my thanks to all the parents out there who have taken on the role of DIY teachers. My own experience so far has included being headbutted by my daughter in the middle of a conference call. She also unplugged my router during the Education Committee to the point that I could not get back into the Committee. It has been a very trying time, so I thank all parents out there.

My hon. Friends the Members for Stoke-on-Trent North (Jonathan Gullis) and for Wantage (David Johnston) are doing great work on social mobility in the Committee, and I look forward to working with them further in this regard. I will come to a close very quickly, Mr Speaker.

We have talked about targeted intervention. If I had one ask from the Minister, it would be truly to target that intervention at the early years, because if we get a young child’s education correct early on, we set up their educational career for the rest of their childhood. If we get it right early, we get it right in its entirety.

The hon. Lady raises a valuable point. We often talk about the learning loss, but there are other things that children have missed out on, such as the socialisation, physical activity and sports that they would have so often enjoyed. We have invested £9 million in a holiday activity plan, which we rolled out across a large number of local authority areas. We have also been working closely with the National Citizen Service to repurpose a lot of the activity it does through its traditional schemes for local schools. I would be happy to put her in touch with the National Citizen Service, to see whether it could work closely with some of her schools on that.

I thank the Secretary of State for his statement. It is certainly very welcome news that schools will be reopening, especially for those with special educational needs and disability, and the most disadvantaged pupils. The National Education Union threatened to name and shame headteachers who were working to reopen their schools previously. Will my right hon. Friend join me in condemning this attitude, and ask Labour Members if they will condemn it too?

As I am sure that my hon. Friend, who has a deep knowledge of the education sector, knows, this is the time for every person to come together and work together to ensure that every child is back. We have seen headteachers under incredibly great pressure from certain levels of activism. As we look forward to full opening in September, I hope that everyone comes together to work out how we can get every child—in every class and every year group—back in school. I have no doubt that every union will also be doing that and working with us.
