Export week was launched by my colleague Lord Green in May and included over 80 events across the UK, attended by more than 3,600 businesses focusing on 20 high-growth markets.

As chairman of the all-party group on Azerbaijan, I attended the Caspian oil and gas conference, where BP announced its further development of the Shah Deniz gas field. What action can the Government take with UK Trade & Investment further to expand British trade with Azerbaijan in order to address the concerns of the governor of Ganja, it’s second city, that, although German, Dutch and French companies are bidding for major infrastructure contracts there, no British companies are involved?

We are absolutely aware of the international export opportunities presented by major infrastructure projects and are strengthening the commercial role of our embassies in key target markets such as Azerbaijan to ensure that we secure a fair share of those contracts.

In a letter that the Secretary of State and I have sent to HEFCE today we make clear our continuing commitment to strategically important and vulnerable subjects. We will of course monitor the effects of the change in the first year, but we wish to take it further, so that gradually more and more A-level grades are included in the system.

Will my right hon. Friend work with the Secretary of State for Education to introduce a system of post-A-level university applications? The current system, whereby many students are offered places based on their predicted grades, is bureaucratic and inefficient, and undermines the opportunity of many of our most disadvantaged students to get places, because their grades are routinely under-predicted. Will my right hon. Friend consider this long overdue reform?

I have a lot of sympathy with my hon. Friend’s points, which are important. The current system is exceptionally complicated, with a large amount of interaction between the prospective student and the university. We have asked UCAS to look into the situation, and we will await its proposals. The idea would take some time to implement—I suspect that successive Governments have wrestled with this challenge—but it is also one that we put forward in the White Paper.

We have to respect the devolution settlement, and I am very aware that we are talking about higher education finance for England. However, I keep in close contact with Scottish colleagues, and I am sure that the Secretary of State or I will be very happy to have such a meeting.

Does my right hon. Friend agree that these welcome proposals will begin to even up the opportunity for British students who, when competing for places at our best universities, compete with overseas students with bigger cheque books?

I hope that these proposals will ensure that British students have a very fair deal at our universities; indeed, that is a key feature of our proposals.
