That is something that the Procedure Committee may well want to consider at some point in the future. My hon. Friend will understand that extending any question session has a knock-on effect on business later that day or on the rota of which Departments appear at the Dispatch Box. It is worthy of review and perhaps the Procedure Committee would like to look at it at some point in the future.

West Midlands Ambulance Service staff experienced 1,671 incidents of physical and verbal abuse in 2021 compared with 887 in 2016. That is a shocking 88% increase in just five years. Across England, 11,749 ambulance staff were abused last year. Staff have been stabbed, punched, kicked, head-butted, spat at and verbally abused. In response to these abhorrent attacks, the national work without fear campaign has launched to highlight the profound impact of this abuse and encourage respect for our brave and dedicated ambulance staff. Will the Leader of the House join me in condemning this heinous abuse and look for a time for a debate so that we can reinforce the message that abusive behaviour of any form is totally unacceptable and must stop?

The hon. Lady is right: it beggars belief that anyone would attack a person who is working in the ambulance service to save a life or make someone better, or would attack members of the fire brigade, who I know are sometimes attacked while they are fighting fires and trying to save property and people’s lives. This is an abhorrent crime, and the House will have noted the hon. Lady’s concern. The Police, Crime, Sentencing and Courts Bill will strengthen some of the measures taken against people who commit such crimes, and I hope she will be in the Lobby to support that Bill as it makes its way through Parliament.

The Government take air pollution incredibly seriously. Latest published figures up to the year 2020 show that air pollution has reduced significantly since 2010. Our clean air strategy has been praised by the World Health Organisation as an example for the rest of the world to follow. Our nationally determined contribution commits us to supporting decarbonisation approaches, striving to improve air quality and minimising adverse impacts on human health. We have provided £880 million to help local authorities develop and implement local air plans. There will be Environment, Food and Rural Affairs questions on Thursday 10 March, and I hope that my hon. Friend will take that opportunity to question the Secretary of State further .

Plans for a west midlands gigafactory in Coventry will result in a £2.5 billion investment in the local economy, creating up to 6,000 new, highly skilled jobs directly alongside thousands more in the wider supply chain in Coventry, Warwickshire and the surrounding region. Will the Leader of the House find time for a debate on the west midlands gigafactory venture so that we can hear how the Government intend to put their full support behind the rapid delivery of this crucial project?

I will give the hon. Member every assistance that I can in my role as Leader of the House. She is right to highlight this fantastic plan. I will also write to the Secretary of State for Business, Energy and Industrial Strategy to ensure that he, too, puts his full weight behind the plan.

The illegal use of off-road motorbikes is becoming an ever-increasing problem on the streets in my constituency, with more and more constituents contacting me about the matter. Residents tell me that they feel intimidated, threatened and fearful for their safety, while the police say that they face huge difficulties when trying to pursue and identify suspects and seize off-road motorbikes that are being used illegally. Can we therefore have a debate or statement on what steps the Government are taking to tackle this increasing blight on our communities?

I am grateful to the hon. Lady for bringing this issue to the attention of the House, because it is clearly a serious problem. The police saying that policing is difficult is not a very satisfactory answer from them. Of course policing is difficult; that is why we have a police force, and we have taken on an extra 11,000 police officers. I encourage her, though I doubt she needs much encouragement, to pressurise her local police force to actually get on and do its job and enforce the law.

This summer the British transplant games will be held in Coventry. Nine hundred transplant athletes will travel to the city to take part in the event, which aims to raise awareness of the value of organ donation and to encourage transplant recipients to stay active post-transplant. Will the Leader of the House join me in encouraging transplant recipients to register to compete in the games, and will he arrange debates on the life-saving benefits of organ donation and on the health benefits of sport in general?

May I thank the hon. Lady for bringing this matter to the attention of the House, because I must confess that I was entirely unaware, in my ignorance, of the transplant games? It is a wonderful thing that she has brought attention to the games, and I hope that people who follow our proceedings, and other outlets, will become aware of them. I hope that her local paper will also pick up her advocacy for the games. She is absolutely right to encourage transplants, and to encourage people with transplants to show what successful lives they can lead.

The excellence of Yorkshire cycling is clearly known across the world. I believe that there is a second-tier event that takes place on the continent, which has nothing like the magnificence of the Tour de Yorkshire. I congratulate my hon. Friend, but I am afraid to say that I am going to puncture his enthusiasm because I am not going to be able to offer him a debate in Government time.

In October 2017, the Government announced plans to increase the maximum penalty for causing death by dangerous driving to life imprisonment; it is now 2020 and we are still waiting. While the Government dither, families continue to see the killers of their loved ones receive paltry prison sentences, which simply adds to their sense of injustice. Can the Leader of the House arrange for a Minister from the MOJ to make a statement to the House to confirm when the Government will bring forward these important proposals?

Those proposals remain Government policy and a sentencing Bill will, I believe, be coming forward. There are Justice questions on 25 February and I encourage the hon. Lady to raise this important matter, which has considerable cross-party support, on that occasion.

It is very important that we always stand up for and help our constituents. The Chairman of the Backbench Business Committee is still sitting here paying close attention to what is being said. I am sure his Committee will consider my hon. Friend’s request.

I recently met matrons at my local hospital in Coventry. We talked about a range of issues, including the Government’s disastrous decision to abolish NHS bursaries, which they said had resulted in a 32% drop in applications to study nursing, thereby exacerbating the workforce crisis in our NHS, where we already have 41,000 nursing vacancies. Will the Leader of the House look for time to debate the problem of recruitment and retention in our nursing profession, and the need to introduce the NHS bursary?

The relevant Secretary of State has whispered in my ear, and I feel it should have a wider audience, that we have record numbers of nurses and record numbers in training. That is a significant success of this Government. If we wish to have a debate on the successes and triumphs of this Government, I would be all in favour.

I congratulate my hon. Friend on securing his Westminster Hall debate, and I look forward with great interest to reading it in Hansard. He raises the specific achievement of the work of the first land-based, clean water prawn farm. I wish it success, and it is good to know that prawn food miles are being kept to a minimum, as he has outlined.

We had a Westminster Hall debate on Monday on the Government’s proposal to increase the maximum sentence for causing death by dangerous driving from 14 years’ imprisonment to life. The debate highlighted a clear cross-party consensus for the change in the law, with an unambiguous message: introduce this much-needed legislation immediately and it will be straightforward to implement, with a clear, unimpeded passage through the House. Unfortunately, the Minister of State, Ministry of Justice, ignored that message in the debate and failed to set out a timetable for introducing the Bill. Will the Leader of the House speak with colleagues in the Ministry of Justice and urge them to bring forward a short Bill simply to raise the maximum sentence without further delay and assure them that parliamentary time will be made available?

The hon. Lady raises an extremely important matter. It was good to see the debate, as well as the cross-party support for the measures that she is keen to see introduced. I am not familiar with the intricacies of her dealings with the Ministry of Justice, but if she would like me to assist in facilitating contact and further discussions with the Department, I would be happy to do so.

The hon. Lady raises a very important and specific point about the non-claiming of pension credit. I totally agree with her. It is very important that those who are entitled to it are aware that they are able to claim it and do make that claim. This is important finance to support them. Given the fact that this is a very specific matter, I will point her to Work and Pensions questions on 1 July.

Eighteen young people from Coventry are to take part in the 53rd international children’s games this summer, which are due to be held in Ufa, Russia, in July. The Coventry team will be competing against 1,500 other children from 90 cities around the world in many different sports, including athletics and swimming. I know these young people will have an unforgettable experience, and will build friendships with children of different nationalities that will hopefully last a lifetime. Will the Leader of the House join me in wishing all those young Coventrians all the best? Will he look to arrange a debate in Government time on the benefits of sport, not just for health and wellbeing but for its ability to develop cultural relationships between cities and friendships between competitors?

In 2018-19, people from Coventry spent 674 days delayed in hospital because no suitable housing was available. That is the highest number on record. It is a shocking indictment of the Government’s time in office that we now have the highest number of homeless people trapped in hospital. May we therefore have a debate on the homelessness crisis in our country, its impact on our NHS and how the Government plan to improve collaborative working between housing and health services to stop people being unnecessarily pushed into homelessness or stuck in hospital for extended periods?

There are several important points to make about the important issue of homelessness which the hon. Lady has raised. The first is the Government’s commitment to ensuring that we build more homes. We have built 220,000 new homes, the highest number for any year other than one in the last 31 years. She will know that we have announced a substantial, multimillion- pound fund to address rough sleeping. We have seen a slight decline over the more recent period, but there is still a lot more to do. This is an important issue that will always be worthy of debate, and if the hon. Lady would like to apply for an Adjournment debate, that might be a useful approach to take.

My right hon. Friend raises an important issue for his constituency, and I understand his concern about unnecessary scaremongering. However, the chief executive of the Environment Agency does an excellent job; I would say that because I appointed her when I was Secretary of State for Environment, Food and Rural Affairs. She is assiduous in ensuring that people are made aware of the risks from climate change.

Having ratified the Paris agreement on climate change in November 2016, reduced emissions faster than any other G7 nation and, in the past year, generated record levels of solar and wind energy, the United Kingdom is leading the world in tackling climate change, but we still have to do everything possible at home to ensure that we protect people and our environment from the impact of global climate change.

New data shows that there have been nearly 5,500 hoax calls to the West Midlands ambulance service in the past five years. Hoax calls not only waste hundreds of thousands of pounds of taxpayers’ money, but put lives at risk due to delays in answering calls from patients who genuinely need help. Will the Leader of the House join me in condemning those who make hoax calls to our emergency services? Will she look for an opportunity to have a debate in Government time on the vital work that our ambulance services do and how we can all help to reduce the number of hoax calls for the future?

The hon. Lady has raised a very serious issue. Hoax calls to any of our emergency services are absolutely to be condemned. She will no doubt be aware that ambulance services deal with more than 23,800 emergency calls every single day, and it is totally unacceptable for anyone to waste their time. The Government have introduced a significant increase in paramedic numbers to deal with the challenge facing our ambulance services, but I recommend that the hon. Lady seek an Adjournment debate so that she can discuss directly with Ministers what more can be done.
