My hon. Friend makes my point for me. I was going to put it much more simply: the answer is money. While the Saudi Government value life so cheaply and lash their way to supreme authority over their people, our Government have no problem in doing serious amounts of commerce with them. Not only is Saudi Arabia our largest arms export market, bringing in billions of pounds to our Exchequer, but we co-operate on defence and—would you believe it, Mr Chope—on how it runs its prisons system. Is it any wonder that the Government suffer from such a lack of credibility on human rights in Saudi Arabia?

I congratulate the hon. Gentleman on securing the debate. I am sorry that I cannot stay for the rest of it; the Select Committee on Foreign Affairs is about to meet. On the point about the prison system, it is surely a good thing that the Saudis are buying access to British standards and training to try to improve the very issues in the Saudi criminal justice system that the hon. Gentleman is discussing. That is surely something that we should be involved in.

As a former prisons Minister, the hon. Gentleman is most experienced in these things. I would be willing to accept his point if I could see any concrete evidence at all that our involvement with the Saudi Arabian regime through its prison system was improving human rights. That is not to say that that is not happening, but where is the evidence? I do not see it. That is why the Government face a lack of credibility and a growing scepticism among organisations such as Human Rights Watch and Amnesty International about whether anything meaningful and vociferous is being done.

I am grateful to the hon. Gentleman for the constructive tone with which he has approached the announcement, and I thank him for the continued support of Opposition Front Benchers for—fortunately, in view of its duration—the cross-party approach over many years.

The hon. Gentleman mentioned the long duration of the negotiations. This is not just about Foreign Secretaries and US Secretaries of State; it is also about the experts and diplomats who have been carrying out the negotiations. There was at least one person on the team that travelled back from Vienna with me yesterday who has been on this project for 10 years and who now faces finding a new career.

These have been incredibly complex negotiations and it is important that the outcome is a win-win. To have come back from Vienna with something that was a triumph for us but not a win for Iran would have been a hollow victory, because it would eventually have fallen apart. There has to be something solid for Iran and the Iranian people. They must have an opportunity to build a new future and ensure the future prosperity of their country, and I am confident that this agreement will allow that.

In a country such as Iran, we should not underestimate the importance of the religious edict against building a nuclear weapon. That is now firmly enshrined in the words of the Supreme Leader: Iran will not build or seek to acquire a nuclear weapon. The hon. Gentleman is right to say, however, that we have to be pragmatic, and a robust inspection regime is at the heart of our ability to do this deal.

The hon. Gentleman asked how the monitoring and access arrangements would work. The monitoring is multifaceted: there will be electronic monitoring; sophisticated, advanced telemetry; and seals on equipment that has been taken out of use. There will also be CCTV cameras in the facilities and regular inspections by IAEA inspectors. If the IAEA suspects that it needs access to a site that it does not regularly inspect, it can demand access. If the Iranians deny that access, the question of whether it should be allowed will be referred to the commission on the joint comprehensive plan of action and it will determined on a “five out of eight” majority vote. The members of that commission are the E3+3, the EU High Representative and Iran itself. We are confident that, through that format, proper access will be ensured.

On the different timescales, we are comfortable with the end result. Obviously, this was a negotiation and we did not get as long as we would have liked on some of the restrictions, such as conventional arms control. On the nuclear part of the deal, however, we are very comfortable that we have respected our timelines, which are about maintaining a minimum 12-month breakout for a minimum of 10 years. We are very confident that we have well in excess of that minimum breakout period for well in excess of 10 years as a result of the practical effects of the agreement.

The mechanisms for “snap back” are robust and we insisted on them. If any member of the joint commission, including the United Kingdom, believes Iran is in significant violation, that member is entitled to ask the UN Security Council to vote on a negative resolution, which would cause the sanctions to snap back.

I understand why the hon. Gentleman mentioned North Korea, but, having spent some time with the Iranian negotiators and finding out a bit more than I previously knew about Iran, I know that Iran is a very different country from North Korea. Iran is a major player in the region. It is a big country with huge resources and a large and well-educated population. It can, if it chooses, play an enormously positive role in the development of the middle east and, indeed, contribute positively to world affairs.

Mohammad Javad Zarif is a reformer, as is Rouhani, but we do not delude ourselves that everybody in Tehran welcomes this agreement and shares their vision of a more open and more engaged Iran. Our job is to make sure that, as this agreement is implemented, we reinforce the hand of those in Iran who represent the majority who would like Iran to engage in a responsible way with the world. Part of that is ensuring that we work with Iran to deal with the shared threat of ISIL across the region.

Finally, on the question of the embassy, as I have explained to the House there are some technical issues on both sides that will have to be resolved before this can be done, but there is a very clear will to do it. I will be working directly with my Iranian counterpart to ensure that we clear away those obstacles over the next few months. I very much hope that we will be in a position to reopen our respective embassies before the end of this year. I look forward to going to Tehran to do so.

The Foreign Secretary, his political director and all his officials are to be congratulated on their role in this historic agreement. I very much welcome the tone of the Foreign Secretary’s remarks about Iran in his answer to the Opposition spokesman. This now opens the way for Iran to play a constructive role in regional affairs. Noting that we have a profound common interest in defeating Daesh and the welcome, measured tones of the official reaction from Riyadh, will he use this opportunity to employ the full weight of British diplomacy to forge intelligent and effective co-operation between Riyadh and Tehran towards a common strategy to defeat Daesh?

My hon. Friend is right that the big prize is to achieve a measure of reconciliation between Saudi Arabia and Iran, and a constructive engagement between those two important regional powers in addressing the many challenges facing the region. That will not happen overnight, but he is absolutely right that the measured tone of the response we heard from Saudi Arabia, which was in stark contrast to some of the less measured responses we heard from elsewhere in the region, is promising. I spoke last night to the Crown Prince of Saudi Arabia. We will maintain our engagement doing two things: encouraging our partners and allies in the Arab countries around the Gulf to be willing to engage with Iran over time in a sensible and measured way; and providing them with the reassurance they need about their security to allow them to take a little more risk in trying to realise the opportunities that the agreement presents.

We continue to urge all countries to bring pressure to bear, by diplomatic and other means, on Russia to desist from its interference in the affairs of Ukraine and to withdraw the support it has been giving the separatists there. I do not believe that the decision to which the hon. Gentleman referred will have a significant impact on the efficacy of the sanctions that the European Union and the United States have imposed.

Russia is properly under sanction for its misbehaviour towards Ukraine, but the harsh truth is that in our wider relations with Russia we have a clear common interest in taking on Daesh, which is very important to our national interest. Will the Minister try to ensure that where we can find common cause with Russia, we can conduct relations positively, while sustaining our disapproval of its behaviour in Ukraine?

The Prime Minister spoke to President Putin in May and made it clear that while we disagree profoundly with Russia about Ukraine we are still prepared to try to work with Russia on combating international terrorism and advancing the cause of non-proliferation. My right hon. Friend the Foreign Secretary has this week been working with the Russian Foreign Minister and other partners in Vienna to that aim.

As it happens, I have made an assessment of public support for holding a referendum on the UK’s membership of the EU. The only recent poll that actually matters delivered a clear mandate for the only party that offered a credible commitment to hold such a referendum.

My hon. Friend is absolutely right. Of course, we have already achieved some success in relation to the fishing industry, demonstrating that it is possible to change things in the UK’s interest within the EU. One of the key drivers of reform is the need for Europe to up its game to generate more economic growth to create the jobs and the prosperity that the continent needs, which will be good for all 28 member states, not just for Britain.

The opportunity presented by the referendum to resolve this profound choice over our role in the world for at least a generation will be wasted if the process is seen as a fix in favour of the establishment side of the argument. Will the Foreign Secretary ensure that he supports and enables independent analysis of the costs and benefits of the choice to be presented to the British people by Committees of this House, and that both sides of the argument in the referendum will be treated and funded fairly?

Yes, both sides of the argument in the referendum will be treated and funded fairly. I shall have more to say about that in the Second Reading debate later. In relation to Committees of the House, my Department always seeks to co-operate with them in any way it can.

Like the right hon. Member for Wolverhampton South East (Mr McFadden), I first wish to congratulate all 12 hon. Members who made their maiden speeches today—the hon. Members for Ellesmere Port and Neston (Justin Madders), for Ilford North (Wes Streeting), for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), for Fermanagh and South Tyrone (Tom Elliott), for Halifax (Holly Lynch) and for Glasgow South (Stewart McDonald) and my hon. Friends the Members for Sutton and Cheam (Paul Scully), for Havant (Alan Mak), for Torbay (Kevin Foster), for Wealden (Nusrat Ghani), for North Devon (Peter Heaton-Jones) and for Boston and Skegness (Matt Warman). I do not have time to do justice to their contributions, but what struck me listening to all 12 speeches was that each Member spoke with warmth and respect about his or her predecessor, regardless of which party that predecessor had come from. That is an important reminder to ourselves and the world outside the Chamber that we respect each others’ views even when we profoundly disagree.

I notice that all hon. Members who spoke today for the first time rightly paid tribute to the glories of their constituencies, and also spoke with a sense of awe—that is not too strong a word—about the trust that has been placed in them by their electors. That is something that those of us who have been knocking around here for a few years need to remember and to strive to keep in mind. The House will look forward to hearing from all 12 of those hon. Members again in the future.

We have heard many other speeches today, some from relatively new and still enthusiastic Members of the House and other speeches that had more of the character of national treasures, with time-honoured arguments that had a certain familiarity for me, having sat through debates on Europe for the past five years.

In the little time that I have, I want to concentrate on some of the questions and concerns expressed about the content of the Bill, rather than on the broader debate about Europe, which we will have ample time to consider in the months ahead and during the referendum campaign. I simply say on that point that, as far as the Government are concerned, the objective that we are pursuing is that set out by the Prime Minister in his Bloomberg speech in January 2013—to seek changes to the European Union to make Europe more competitive, more democratic, more flexible and more respectful of the diversity of its member states than it is at the moment. We believe that such changes would be in the interests of Europe as a whole, but would also have the benefit of enabling the people of the United Kingdom to feel comfortable with their place in the European Union in a way that they do not today.

Seventeen years ago I authored a pamphlet entitled, “Britain’s Place in the World: Time to Decide”. This is an opportunity to make a decision on the running sore in British politics of our relationship with the European Union, and it is essential that the Bill lays the foundation for a fair referendum.

My hon. Friend is correct and I believe that is what the Bill provides. The Bill is about delivering on the Government’s pledge to put the decision about the nature of our relationship with the European Union to the people of the United Kingdom so that they can take it on behalf of us all, whatever the differences between the political parties.

The white rose worn for the Queen’s Speech was, of course, the white rose of Scotland. I will send the hon. Gentleman a copy of the poem by Hugh MacDiarmid, which I am sure he will find very interesting.

On the question of the Scottish referendum, the First Minister has been very clear. It depends on two things: first, the reaction of the Prime Minister and, indeed, the Foreign Secretary to the overwhelming mandate received by the Scottish National party a few weeks ago in the election; and, secondly, the attitude of the Scottish people and how they react to the material change in circumstances that would occur if, for example, Scotland was dragged out of the European Union against the will of the Scottish people.

On the question of the European referendum and how it can be won, the very worst thing that could happen to the yes campaign to stay in Europe would be for a parade of the Chancellor’s establishment flunkies to tell the people of the country that they cannot possibly withdraw from and survive outside of the European Union. I am a European Union supporter to my fingertips, but I would never countenance, or see an argument for, a parade of the establishment saying it would be impossible for the UK not to be in the European Union. That sort of top-down establishment campaign would be a great source of grievance and would be likely to bring about a counter-reaction from any self-respecting person.

Does the right hon. Gentleman therefore think it would be appropriate for the Foreign Affairs Committee of this House to carry out a cost-benefit analysis of both the options—of staying in and of leaving the European Union—so that the House is informed by a Committee that could not possibly come to an agreement unless it properly reflects the balance of opinion in this House, rather than to leave it to the organs of Government, as he warns?

The hon. Gentleman makes an excellent proposal, to which the House should pay very close attention. The last thing we need is some cost-benefit analysis carried out by Sir Nicholas Macpherson at the political behest of the Chancellor of the Exchequer. The benefit of a Select Committee doing so is that it would require an analysis across all shades of opinion on the issue, and such an analysis would therefore carry much more authority than any set analysis, or any following of, the rather poor precedent taken in the Scottish referendum campaign, which, as the hon. Member for Newport West (Paul Flynn) has quite rightly pointed out, compromised the integrity of the civil service. I hope that the House has listened very closely to the suggestion from the hon. Member for Reigate (Crispin Blunt).

If people are fighting a yes campaign, it has to be a root-and-branch yes campaign; it cannot be a campaign based not on what Europe should be doing, but on stopping Europe doing other things. It has to be a genuine, positive yes campaign; otherwise the message is hopeless and conflicting.

The SNP Members and party want to see positive things from Europe. We want a Europe that deals with the migrant crisis and the humanitarian crisis in the Mediterranean. We want a Europe where the living wage is promoted as part of a social Europe, not impeded by competition policy. We want a Europe that acts on climate change, as opposed to losing its credibility by inaction on climate change, as one of the European Parliament’s Committees recently said. It is on that positive Scottish campaign—the Scotland in Europe campaign—that we on these Benches and in this party will found our arguments, which will be vastly and overwhelmingly supported in the referendum by the people of Scotland.

It is always a pleasure to follow the hon. Member for Birmingham, Edgbaston (Ms Stuart). She is always interesting and original and I entirely agree with her peroration.

What a delight to follow my hon. Friend the Member for Fareham (Suella Fernandes). Her personal story and the way in which she promoted her constituency in a remarkable first contribution here make me enormously proud to have her as a colleague on the Conservative Benches.

I want to disagree gently with my right hon. Friend the Member for New Forest East (Dr Lewis), who said there were problems with making policy in peacetime, and that that has implications for the armed forces. We are facing the most challenging foreign policy environment since the end of the second world war. It is pleasing that so many Members want to take part in the debate today, and it is perhaps unsurprising that in the media the issue did not rate the interest and concern that the hon. Member for Birmingham, Edgbaston has just asked us to show.

There was an agreeably standard speech from my right hon. Friend the Foreign Secretary. Accompanied by the Secretaries of State for Defence and for International Development, he laid out the aspirations for our foreign policy. However, it was ever so slightly punctured by my right hon. Friend the Member for Broadland (Mr Simpson) asking him about the money. In the end, our position in the world depends on three legs. The first is the policy and our aspiration for the role we wish to play in the world. Secondly, there are the instruments of power with which we deliver that position: hard power, in the form of the armed forces and intelligences services; and soft power, in the form of international development, the British Council, the BBC World Service, and all the voluntary and private sector manifestations of British soft power. But thirdly, we must resource those resources, particularly those that come from the Government.

It is a pity that the Chancellor of the Exchequer was not on the Front Bench to hear the Foreign Secretary’s speech. One message that I will give to all right hon. and hon. Members, particularly those on my side of the House, is that if they want to support expenditure on maintaining our position in the world, they must look not to the Ministers now on the Front Bench but to the Treasury Ministers, ensuring that they fully understand how important those of us on this side of the House believe those issues to be.

If the rest of my remarks sound rather like a proposed programme for the Foreign Affairs Committee that is largely because that is what they are. Let me turn to the European Union. We have a strategic decision to take as a nation, and so profound is that decision that it must be put to the people in a referendum. Enabling that referendum was a key part of the Queen’s Speech. That measure gives us a chance to address a sore that has run through British politics, arguably since the Single European Act. That changed the nature of the then European Community and gave socialists an opportunity to use—some would say abuse—the role of the European Union to pursue both market and social objectives. The nature of the deal and of the Union changed, and it is now necessary for our country to decide either to recommit to the European Union or to come out of it. We therefore have to analyse the costs and benefits of those options. I believe that, as the right hon. Member for Gordon (Alex Salmond) said, that can be done by a Committee of this House that does not agree on what the outcome should be but ought to be able to analyse properly the exact costs and benefits of either option.

The background to that immensely important decision includes issues such as our relationship with Russia. Russia has gone from being a potential partner that was emerging from the cold war to a strategic competitor. We have to give proper attention to Russia and to the situation in Ukraine, and to what that might mean for the cold war that appears to be enveloping our relationship again, and for our armed forces and the necessity to use them. We will have to look at issues relating to China, as my hon. Friend the Member for Aldershot (Sir Gerald Howarth) suggested in his contribution.

I am delighted, in one sense, that the Foreign Secretary is no longer in his place, because he has gone to Paris for a meeting of the core coalition group on ISIL. Why is an intelligent regional policy towards ISIL not being pursued by Saudi Arabia, Iran, Turkey and Egypt? They are the key regional powers. What are we doing, as one of the major powers behind them, to ensure that they get their act together and co-ordinate as far as they can, because ISIL is as much their enemy as it is ours?

We must also address difficult issues concerning values and interests in the United Kingdom. We have had the Jenkins review of the Egyptian Muslim Brotherhood. What do we do when people vote for parties we do not like, and where does that put our values, as against our interests? Finally, we must examine the chaos that Libya has fallen into and the consequences for the European Union.

I am delighted to follow the hon. Member for Strangford (Jim Shannon), who emphasised the importance of youth within the Commonwealth, as did my hon. Friend the Member for Pendle (Andrew Stephenson) in an intervention on my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst). I want to return to the role of youth, perhaps with a glancing reference to Cakegate in Northern Ireland, the meaning of which may become clearer in respect of the main issue that I want to raise.

First, I pay tribute to the leadership that my right hon. Friend the Member for Saffron Walden has given to the Commonwealth Parliamentary Association. I do not know whether his speech was circulated beforehand—I had not seen a copy—so it came as a delightful surprise to discover that we had crossed paths in 1968 in Singapore. At the time, I was seven years old and attempting to learn to swim at the Tanglin Club. My father was stationed as a colonel on the staff in Singapore, trying to organise the withdrawal of United Kingdom forces from their permanent base station.

I was particularly impressed by my right hon. Friend’s leadership of the CPA at the Commonwealth parliamentary conference last October. Although I was elected in 1997, I had not taken the opportunity to attend the Commonwealth parliamentary conference until last year, when—having been freed of the responsibilities of ministerial office by the Prime Minister in 2012—it struck me that the Commonwealth and its institutions provided a suitable vehicle through which to identify and work for one of the causes that I intended to use my parliamentary position to pursue: the protection of lesbian, gay, bisexual, and transgender rights around the world.

Within that nexus, I was happy to become chair of the parliamentary friends of the Kaleidoscope Trust, a non-governmental organisation dedicated to advancing the cause of rights for LGBT people around the world, and to use the Commonwealth Parliamentary Association as a safe place where it ought to be possible to have difficult, sensitive conversations with fellow parliamentarians from the 41 of the 53 Commonwealth jurisdictions where LGBT people are criminalised. That is one of the unhappy legacies. One of the things that brings the Commonwealth together is the British legal system. Many states have on their statute books legislation that was in place in the colonial era, reflecting some of the less attractive Victorian values that were imposed on their societies in a period of British Administration.

In international terms, the Commonwealth is an organisation dealing in soft power rather than hard power and a place where we can bring this extraordinary range of countries and peoples together to discuss issues. As part of that soft support, the CPA is a place where it is possible to speak to one’s fellow parliamentarians to explain the journey that the United Kingdom has been on—from active enforcement of the laws in the 1950s, to a review of them in the Wolfenden report of 1957, to decriminalisation and then to equality in most of the United Kingdom, with the delivery of same-sex marriage.

The organisation is also about making clear to one’s fellow parliamentarians that we are not expecting them to change—it took 60 years in the United Kingdom—in one smooth movement, given that they have to operate within the popular views of societies where the strongly embedded religious organisations and Churches take a very didactic view of these issues. It is reasonable for us to use the CPA to educate, at least in that sense, our fellow parliamentarians and illuminate their experiences.

I commend the leadership given on that issue, not only by my right hon. Friend the Member for Saffron Walden in the CPA, but by the serving secretary-general of the Commonwealth. Only three weeks ago, Kamalesh Sharma addressed the high level segment of the United Nations Human Rights Council in its 28th regular session in Geneva on 3 March. He represents an organisation three quarters of whose jurisdictions outlaw people such as me in their statute books. He said:

“Mr President, a 2011 report, requested by the Council and prepared by the Office of the High Commissioner, documented discriminatory laws and practices and acts of violence against individuals based on their sexual orientation and gender identity, and how international human rights law can be used to end violence and related human rights violations in this area. In September last year, this Council adopted a new resolution on the subject, once again expressing grave concern and requesting the High Commissioner to produce an update of the report with a view to sharing good practices and ways to overcome violence and discrimination. We look forward to the publication of the report. We will be encouraging Commonwealth member states to reflect and act on its actionable recommendations in order to give effect to our shared commitment to dignity, equality and nondiscrimination.”

I salute the secretary-general for the leadership he is taking.

I thank the Royal Commonwealth Society and the Kaleidoscope Trust for their work. They have jointly produced a report called “Collaboration and consensus: building a constructive Commonwealth approach to LGBT rights”, which I commend to all those interested in the advancement of LGBT rights internationally. I particularly commend it to the Minister who has responsibility in this area.

I know that all the Ministers in the Foreign Office have taken a leadership role on this issue. Only last week, I met the Under-Secretary of State, my hon. Friend the Member for Rochford and Southend East (James Duddridge), to discuss informally how to advance the agenda. I met the Minister of State, my right hon. Friend the Member for East Devon (Mr Swire), to discuss the issue before the conference last year that the previous Foreign Secretary, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), held on the wider human rights agenda. That conference got significant attention, as it deserved.

During his term in office, the previous Foreign Secretary was prepared to meet such activists as Dr Frank Mugisha, from Sexual Minorities Uganda. Uganda has been at the centre of the debate. The issue is about giving that level of moral support by being prepared to meet the activists, who are being unbelievably brave. Their predecessors in these countries have been murdered; that has happened not only in Uganda, but in Jamaica. It is about understanding the courage of people standing up for the rights of LGBT people in conditions where popular sentiment is in a very different place from here and violence is incited against them. That demonstration of moral support was welcome, and I thank my right hon. Friend for giving that signal.

There is an extreme set of positions on LGBT rights in Commonwealth countries. In such countries as the United Kingdom, New Zealand and Canada, the legal battle for equality has pretty much been won. Aspects remain, although they are perhaps minor in terms of the whole United Kingdom. In Northern Ireland, for example, there is controversy over the same-sex couple who wanted to buy a cake to celebrate their wedding and have something that they thought appropriate written on it. If someone is in the business of selling services, they should be absolutely clear that they cannot discriminate against people who buy those services. That should be utterly straightforward.

The hon. Gentleman mentions a legal case that will be heard shortly—at the end of this month. It may go on for about four weeks, but it would be remiss of me not at least to make a statement on Ashers bakery and the stand that it took. It believes that it exercised freedom of expression and that it had a right to do so. I stand strongly behind the Ashers bakery, as do others.

The hon. Gentleman is entitled to take that position. However, I hope that he will reflect, as the case plays out, on what it means when someone wants to buy a service freely available to everyone else but is told that they cannot have it because they are gay.

That is, in effect, the hon. Gentleman’s position. We want to get parliamentarians from all over the Commonwealth to empathise with what it actually means for someone to be in such a position. People have no control over how they are. We want parliamentarians to find a way to give people the freedom to be as they are and to understand how important that is to them and how unfair it is to have laws on the statute book that discriminate against them.

The question is one of trying to use the institutions of the Commonwealth to educate parliamentarians without confrontation. It is a process of education and understanding, and it is a journey that I have been on. Given the nature of the societies that we all come from and the extraordinary journey that understanding of and attitudes to LGBT rights have made in the United Kingdom over the past 60 years, I make no criticism of colleagues in this place, or parliamentarians in other countries, who are yet to have that level of understanding.

Nevertheless, I say to the Minister and the Foreign and Commonwealth Office that despite all the support from the human rights officers in posts overseas and the moral support and leadership shown by FCO Ministers, and despite the leadership shown by the Prime Minister in raising these issues at Commonwealth Heads of Government meetings, there comes a moment, as in Uganda, when some small demonstration of firm disapproval may be appropriate.

Happily, although the law in Uganda had been made significantly worse by the Anti-Homosexuality Act, the Act was struck down because it was not passed with the required quorum. That has given Uganda an opportunity for a period of reflection about what to do next. In the current circumstances, implementing any kind of sanctions or formal methods of disapproval would be inappropriate.

Nevertheless, if laws are promoted in Commonwealth countries that make discrimination against LGBT people worse, and the situation is made even more difficult and the climate even more uncomfortable for people with a minority sexual orientation, I hope that we would at least contemplate small measures, such as targeted travel bans for those responsible for making the situation worse for a significant percentage of Commonwealth citizens.

Bearing in mind the population of the whole Commonwealth, we are talking about hundreds of millions of people being affected by laws heading in the wrong direction. We must use the Commonwealth to allow laws and their implementation to follow steadily the route taken in the United Kingdom and elsewhere, where we have come to understand that having a minority sexual orientation is not something that people catch but something that they are born with. It is only right and proper that people should have the basic protections from discrimination that are embedded in the Commonwealth charter and the universal declaration on human rights, to which all nations of the Commonwealth have signed up.

In conclusion, I pay tribute again to my right hon. Friend the Member for Saffron Walden for securing this debate and, much more importantly, for his outstanding leadership of the Commonwealth Parliamentary Association. He gave us some small flavour of the challenges that he faced in exercising that leadership. The CPA is obviously but one part of all the institutions of the Commonwealth. I look forward to the Minister’s response to the debate, which is relatively close to Commonwealth day, and to hearing his review of such an extraordinary institution and the opportunities it presents to advance the rights and status, both economic and social, of all Commonwealth citizens.

Although I understand the hon. Lady’s passion—we have debated this matter in the House on a number of occasions—I hope she appreciates that such recognition is not simply a tick-box exercise but a strategic tool, which will have consequences when implemented, and which is therefore best used at a time when it will advance the process and leverage positive change.

The previous Foreign Secretary said that we were in the last chance saloon for the two-state solution. If the Government wait long enough, there will be no opportunity for a two-state solution and the question will then be completely irrelevant.

I am sad to say that I agree with my hon. Friend, as many of the ingredients that we witnessed in the build-up to last summer’s conflict are beginning to re-emerge. If we are to avoid another significant and punishing conflict, all parties must come together immediately after the Israeli elections are complete and a new Government are formed, to address these grave challenges.

The hon. Lady is right to speak of concern about what is being done by the military wing of Hamas, because it is undermining what we want to do in moving the peace process forward. We need countries such as Turkey and Qatar to join in, to influence Hamas, and to say that it needs to participate with the Palestinian authorities in order to allow Gaza itself to move forward. They could start by undoing the 1988 charter which states that that they want to destroy Israel.

Will the Minister continue to address—by himself, and with his officials—the whole nature of the wider political Islamic movement of which Hamas is part, so that we can begin to disinter part of the Palestinian national struggle from Hamas’s role as part of the Muslim Brotherhood?

Yes. Iran’s human rights record is poor, to put it mildly, and while there have been some limited steps in the right direction, it is clear that a huge amount remains to be done. We do raise human rights issues with the Iranians on a regular basis. My hon. Friend is right to draw attention to the particular problem of religious persecution and the unwarranted imprisonment of those practising minority religions in Iran.

It is fairly clear that the negotiations will get much more complex when both Houses of Congress are hostile to the Administration’s negotiating policy. Looking back to Iran, what can the Foreign Secretary tell us about the confidence that the Iranian negotiating team enjoys from the Iranian Parliament? Is there anything that can be done to address the flattering but rather hilarious view in Iran that Britain is at the centre of all evil that befalls Iran and is the directing evil genius of policy towards it?

Yes, my hon. Friend is right—and not only about Iran. I often discover that we wield a great deal more power and influence in the world than appears to be evident from my seat in the Foreign Office. He is right to say that American congressional politics is a significant complicating factor in moving forward, and, as I said a few moments ago, it very much reflects the diversity of view in Iran also about how this negotiation should be conducted. But the reality, and the thing that is driving things forward, is that there is a huge prize for both sides in getting to an acceptable deal. So long as there is a win-win and something substantial in it for both sides, there will be continued momentum.
