It was absolutely right that the Home Secretary commissioned that review from Wendy Williams. She will be putting that report together. I believe that the report has not yet been received by the Home Office, but, obviously, we will ensure that, when that report is received, that report is published.

Will my right hon. Friend join me in welcoming last week’s announcement from the Department for Business, Energy and Industrial Strategy of this Government’s investment of £4.8 million in the Acorn carbon capture and storage project at the St Fergus gas plant in my constituency? Does she agree that, along with the development of renewable sources of energy, natural gas will remain an important transition fuel on the way towards a net zero emissions target?

I am very happy to welcome the investment that my hon. Friend has referred to. It is important, as we look to that net zero target, that we look across the board at the various ways in which we can ensure that we are providing for that net zero target. As he has said, the importance of natural gas within that energy mix in the future will remain. We also look at ensuring that we are providing support for technologies such as carbon capture, because that will play an important part in the future, too.

The hon. Lady raises an important point about the impact adverse childhood experiences can have on people in later life. It is one of the reasons why we are putting so much support and emphasis on the mental health of young people to help them as they go through their life. I was not aware of this survey; I am happy to look at it, and I am sure all Members of the House will look at it and recognise the importance of this information that increases the knowledge of such adverse childhood experiences and helps to deal with these issues.

My right hon. Friend will be aware that there are already almost 400,000 people employed in the low carbon sector and its supply chains across the country, but can she assure me that more jobs will be created in this industry through our modern industrial strategy, including through the utilisation of carbon capture and storage, which will be critical to our meeting our net zero targets?

I can absolutely give my hon. Friend the assurance that as we look to meet our climate change target we will indeed see more jobs being created in this sector, and I was very pleased when I made the announcement about the net zero emissions target to visit Imperial College here in London, which is doing important research and training work on CCS that will be of benefit across this country and the world.

The hon. Lady asks whether I will meet and hear direct from young people about the issues they are concerned about in relation to the environment and climate change. I do that, and this gives me an opportunity to congratulate a school in my own constituency, St Mary’s Catholic Primary School, which has won five green flag awards in the past 10 years and last year won the first ever national green heart hero award. I assure her that I often hear young people tell of the importance of climate change. This Government have a fine record on climate change. One day, the hon. Lady will actually stand up in this House and welcome the efforts that this Government have made.

Will my right hon. Friend confirm that it is still this Government’s firm commitment to leave the common fisheries policy and to negotiate as an independent coastal state no later than December 2020?

I thank my hon. Friend; he has been consistent in his campaigning on this issue, which I know is of great importance to his constituents. We remain committed to establishing fairer fishing policies that truly work for coastal communities. The deal that we have agreed with the European Union would see the UK leave the common fisheries policy, providing the UK with full control of its waters as an independent coastal state. We remain committed to coming out of the common fisheries policy.

After much representation from the charity Max Appeal, the national screening committee is, for the first time, considering adding 22q11 syndrome to the newborn blood spot test. This second most common chromosomal disorder after Down’s syndrome can lead to avoidable mental health issues if not diagnosed and managed from a young age. Will my right hon. Friend join me and the all-party parliamentary group, of which I am chair, in calling for this condition to be added to the newborn blood spot test?

First, I commend my hon. Friend and the all-party parliamentary group for the work that they are doing in this area. He has obviously raised a very important issue. I will ask the Department of Health and Social Care for an appropriate Minister to respond to him, and possibly meet and talk to him about this issue.

We recognise the importance of buses to local communities, which is why we spend £250 million every year to keep fares down and maintain an extensive network that benefits people up and down the country. We particularly put money into supporting free bus travel for older and disabled people, because we recognise how particularly important buses are to vulnerable people. We are looking at what we can do to further improve access for people with disabilities, but we have been putting money in to ensure that there remains an extensive bus network that is of benefit to local communities.

Last night, a majority of this House voted in favour of a deal to deliver on the democratic will of the people of the United Kingdom and leave the EU. In the next phase of the negotiations, will my right hon. Friend continue to stand firm against the fishing nations of the EU and their vain attempts to maintain guaranteed common access to our waters?

I can give my hon. Friend an absolute commitment that I will do that. Leaving the common fisheries policy and becoming an independent coastal state is so important to this country, to enable us to enhance and give opportunities to fishing communities around the United Kingdom. I recognise that fishing is particularly important in Scotland, but fishing communities around the UK will benefit from our becoming an independent coastal state. I am very clear: our position is there, we have that agreement, and it is not up for renegotiation.

We agreed to give the people a vote and that vote took place in 2016. The people voted to leave the European Union, and this Parliament should accept, as the Government are doing, the importance of delivering on the vote that people gave in the 2016 referendum.

When the withdrawal agreement was made with the EU, President Macron almost immediately made a statement contrary to the text of the agreement, saying that unless the UK agreed to allow EU fishing vessels to have the same access to our waters as they have now, talks on a wider trade deal would fail, leaving the UK in the backstop. Will my right hon. Friend confirm that that was an empty threat, that when she goes back to the EU she will stand firm on her commitment that we will leave the common fisheries policy, and that future access to our fishing waters will not be tied to a deal on trade?

Yes, I can give my hon. Friend that reassurance. In fact, it is clear in the political declaration that the issue of access to fishing waters is separate from the issue of market access for trade. I am also clear that we will ensure that we leave the common fisheries policy and become an independent coastal state, and that we will be negotiating access to our waters in the future.

In 2016, as part of the campaign for the referendum, the Government, who took the position that they supported remaining in the European Union, sent out a leaflet to every household in the United Kingdom in which they clearly said that they would abide by the decision of the referendum.

Can my right hon. Friend confirm that, contrary to the assertions made by President Macron and others, in the event of a backstop, which would be undesirable for both sides, there would be no more common access to our waters for EU fishing vessels?

Yes, I can confirm that to my hon. Friend. It is clear that if no agreement has been reached on this matter, there will be no access to our waters for EU boats in the circumstances in which the backstop is in place. That is one of the reasons why the European Union will not consider that to be a good place for it to be.

I will continue to set out why I believe this is a good deal for the United Kingdom. I have set that out in answer to a number of questions in the Chamber this afternoon, and I will continue to do so.

In response to my right hon. Friend’s statement, the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) claimed—predictably, I must say—that Scottish fishermen are being sold out somehow.

Not in the document. According to the chief executive of the Scottish Fishermen’s Federation, this deal does enable the UK to become

“an independent Coastal State with full, unfettered sovereignty over our waters and natural resources.”

Whom should I tell my constituents to believe?

I suspect the Scottish Fishermen’s Federation knows the interests of Scottish fishermen, and how those interests should be provided for, rather better than the SNP does.

All the speeches I have made and the decisions the Government have taken are compatible with the Lancaster House speech. What that speech, at its core, set out was that in the new relationship with the European Union, we had to have a new balance of rights and obligations. That is exactly what we are delivering.

My constituents and I welcome my right hon. Friend’s repeated and consistent commitment that we will be leaving the CFP. Of course, being out of the EU means that we are out of the CFP in the same way that being in the EU—the policy of the Scottish National party and others—means being in the CFP. [Interruption.] You know it does. Will my right hon. Friend also commit that unfettered access to UK waters by EU fishing vessels outwith our ability to have control as an independent coastal state will not be part of any future trade agreement with the EU?

We are very clear that we will be an independent coastal state. There have been attempts to link fisheries and access to fishing waters to the trade aspect of the negotiation. We have been very clear that we will not accept that. We will be an independent coastal state so that it is the United Kingdom that determines access to UK waters.

I am sure that Members across the House will wish to join me in congratulating Alastair Cook on his fantastic service to English cricket. As England’s highest-ever-scoring batsman, his incredible career had many highlights, including the magnificent 147 in his last innings, against India. We wish him the very best for his future.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

I know that the Prime Minister appreciates the significance of fishing communities around the UK, not least my own constituency of Banff and Buchan. What steps will my right hon. Friend take to support our fishing communities during the implementation period? Will she look into ways to support the expansion of the catching fleet, infrastructure, processing capacity and other businesses that are reliant on the sector?

I fully recognise the importance of the fishing industry to my hon. Friend’s constituency and to other constituencies represented in this House. I reassure him that we want to secure a sustainable and profitable fishing industry that will regenerate coastal communities and support future generations of UK fishermen. Leaving the EU means taking back control of our waters, setting our own fisheries rules and exclusively determining who fishes what in our seas. It is a priority of the Government to make sure that we have an innovative, productive and competitive food supply chain. Work is under way to consider the long-term future of all funding programmes that are currently managed by the EU.

Does my right hon. Friend share my disappointment and astonishment that Labour and Scottish National party MEPs last week ignored the interests of British fishermen when they voted to back the European Parliament in an attempt—[Interruption.] It is true—to keep the UK inside the common fisheries policy? Will she confirm today that she still intends the UK to become a fully independent coastal state?

I find it extraordinary that the SNP and the Labour party are supporting our continued membership of the common fisheries policy. This party, the Conservative party, is the party that will take the United Kingdom out of the common fisheries policy and ensure that we can become the independent fishing state to which my hon. Friend refers.

Obviously, I was one of those who voted in favour of action being taken when the vote was taken in this House in 2013. A guarantee from Russia was accepted, and it has been proved that that was wrong because it did not deliver on that, and the Syrian regime has not delivered on its commitment. It is important that we take the issue of the use of chemical weapons into the United Nations. I spoke to the United Nations Secretary-General about further steps that can be taken over the weekend.

Can my right hon. Friend reassure the House that, contrary to claims over the weekend, there is no evidence that any British defence export products have ended up in the wrong hands in Syria?

Following on from the question asked by my hon. Friend the Member for Dumfries and Galloway (Mr Jack), does my right hon. Friend agree that any free trade agreement linked to a specific industry such as fishing would constitute not only something that fishing communities could not accept, but cherry-picking?

As I said in response to my hon. Friend the Member for Dumfries and Galloway (Mr Jack), I am aware of how the fishing industry felt it was treated when the UK entered the then Common Market. I am also very clear that as we leave the EU, we need not only to uphold the interests of the fishing industry but, as I have said to other hon. Friends, to give it an opportunity to rebuild and be enhanced.

I welcome my right hon. Friend’s commitment yet again to leave the common fisheries policy and the common agricultural policy—a commitment that is very welcome in my constituency in Scotland, which might surprise some Opposition Members. What impact does she think this new freedom will have on those sectors?

Obviously, we have to set our new agricultural policy and fisheries policy, but I believe that these freedoms will open up new opportunities for fishermen and farmers across the whole United Kingdom.

I am sure everybody in this House was concerned to read of the circumstances of that individual and the treatment she received. I accept that we need to do more in relation to our mental health services. That is precisely why the Government are putting more money into mental health; it is why we have introduced a number of programmes particularly focusing on the mental health of young people; and it is why we have reduced by 80% the number of people being detained in police cells because of their mental ill health. As I have said, we have increased the funding, but of course we need to do more. That is why we are pushing forward on further change. We are pledged to reform outdated mental health laws, and we have created targets to improve standards of care. I agree that mental health is important, and this Government are focusing on it and putting more resource into it.

Q6. Given the importance of the fishing industry across the whole United Kingdom, particularly in my constituency of Banff and Buchan, what discussions have the Government had with representatives of the fishing industry in the north-east of Scotland as part of the ongoing EU withdrawal negotiations?

I recognise the importance of the fishing industry to a number of parts of the United Kingdom, including, of course, my hon. Friend’s constituency. He is right to raise this point. The Government are engaging with a range of fishing stakeholders, including a meeting with the Scottish Fishermen’s Federation in July. We do value our fishing communities, and supporting them will be an important part of the action we take as we exit the European Union. We are working closely with the fishing industry. I myself met fishermen on a number of occasions across the summer and spoke to them about the industry. We are working with fishermen and others who have a stake in the industry to make sure that we get this right when we leave the European Union.
