The UK has not directly funded the Palestinian Authority since official development assistance reprioritisation in 2021. We do not fund prisoners’ payments and we believe that the prisoner payment system should be reformed so that it is needs-based, transparent and affordable. We continue to raise this at the highest levels with the Palestinian Authority.

T3. We talk of a two-state solution, but we are witnessing an increase in illegal settlements and an increase in violence, not least in Jenin recently. How is the Secretary of State using the power of his office to set a new framework, using the articles of the UN declaration on human rights, to bring about a movement towards peace, so that we see not just talk but action?

We remain committed to the middle east peace process and to finding a way forward. We use our convening power as the current president of the UN Security Council, and the Foreign Secretary will no doubt be discussing these issues while he is in New York at the UN Security Council.

8. What progress he has made on implementing the tree planting strategy.

In November 2018 we announced that we will consult on a new English tree strategy, setting out how we will accelerate woodland creation to reach our aspiration of increasing woodland cover in England from 10% to 12% by 2060. The consultation on the English tree strategy will be launched later this year, and our recently reappointed tree champion is leading our engagement on this.

But clearly the strategy is not working when councils such as City of York Council fail to sign up to the White Rose Forest project. As we have heard, the Government have failed to reach their target by 71%, so there is no chance that we will see a growth in the number of trees across our country. Will the Minister look at mandating local authorities to sign up to the Government’s initiative?

We will do all we can to encourage local authorities to get involved. It is good to hear that Yorkshire Water is planting 1 million trees in Yorkshire. We need to do more, particularly in the hon. Lady’s area, with natural flood management techniques upstream. There is lots we can do.

I call Tom Tugendhat, who has Question 6. Where is the fella? He is not here. I hope he is not indisposed. I think it is more likely that the hon. Gentleman is planting a tree.

Trees play a vital role in upper catchment management, by preventing flooding. Environment Agency representatives said in a meeting last week that upper catchment management needs prioritisation. How is the Minister planning for that, and will he ensure that there is provision for it in the Budget?

I know that the hon. Lady has a keen interest in that issue. I will be working closely with the Under-Secretary of State, my hon. Friend the Member for Suffolk Coastal (Dr Coffey), to take these activities forward.

I do not know the detail of that scheme, but I will talk about it in depth with my hon. Friend afterwards to give him the assurances that he needs.

The best form of flood defence is upper catchment management, yet the £45 million provided in York is going towards downstream emergency measures. It was not incorporated in the national strategic review, so what are the Minister’s plans to start investing in upland management?
