The Trade Bill was and is about trade continuity, including trade agreements and including the Trade Remedies Authority. It has been used, I am afraid, in the other place to hold debates on future trade agreements that will come in due course here. There is of course a difference between setting out negotiating objectives, which the United States did, and a mandate, which is how the negotiators actually go about it. It seems that the hon. Gentleman has not grasped that point yet.

T2. Does my hon. Friend agree that the enormous investment in Britain by the Norwegian sovereign wealth fund shows that, with or without a deal, this country is one of the best places in the world to do business? If he does agree, will he draw this to the attention of some of his colleagues in the Cabinet?

On a point of order, Mr Speaker. Across the House there is a great deal of genuine concern about the implications of the events in the unelected Chamber last night, and many of us would welcome your initial view on the constitutional implications of that. Many of us believe that those with no accountability for taxation have a moral duty not to vote on such issues, and many of us would go further and believe that it is a bit rich to question, for example, the democratic deficit in the European Union when we have an unelected and appointed Chamber as part of our own legislature.

Indeed, I will. The right hon. Gentleman makes a crucial point. The international community, if it wants to be truly successful, must recognise that this is about not just the numbers but the capability. Those who intend to transition away from a combat role would do well therefore to put the resources into increased training in Afghanistan to ensure that what the international community sets out to do is achieved.
