My right hon. Friend is right about the importance of vaccines. On any potential triggers, I have not yet today mentioned the importance of being on guard against future variants, especially if there is ever a vaccine-escape variant. No one can rule that out, which is why our surveillance system is so important, and in that situation the Government would have to take further action. We cannot say today what such action would be, but that is the kind of risk against which we need to be on guard.

Hull has the second highest rate of covid infection in the country, and one ward in my constituency has only 51% coverage of second doses of the covid vaccination. The Secretary of State said that the national average is 81%, and those figures go to the heart of our problems with regional and health inequalities. How will he ensure that we maximise the number of people in Hull who receive the vaccination, so that people in Hull are not left behind in the recovery?

Of course no one should be left behind, wherever they are in the UK. The differential take-up of the vaccine can be based on a number of factors—for example, there is definitely a difference in age groups. Working with the NHS, we are trying to tailor our message to convince people about the benefits of the vaccine to those respective age groups, and we also try to do that on a localised basis. If the right hon. Lady has any particular suggestions about Hull, we would be more than happy to listen to her.

It is not just over the period mentioned by the hon. Member that social care reforms have been talked about; this goes back at least 25 years, to when Tony Blair was the Labour leader and Prime Minister. He talked about reforms to social care, but he has also said that it is not simple; these are complex problems to address. When people talk about how social care needs fixing, different people mean different things. That is why, as part of our reforms, we are going to bring forward a long-term plan for reforming social care.

Can I just say to the Minister that I think most Members of the House of Commons will find her attitude incredibly complacent on one of the key issues that faces most families in this country? As my hon. Friend the Member for Weaver Vale (Mike Amesbury) has just said, there has been an £8 billion cut to social care since 2010. One of the steps she could take straight away is to reinstate that £8 billion to local authorities, so that they can at least provide services through the social care system that we have.

I have huge respect for the right hon. Lady and her work in many areas, but I am disappointed by her language. She will appreciate that, together, the Department, local authorities and the care sector are working hard on how to bring forward the right package of reforms for the system. We have already taken some of the first steps on that road. For instance, the health and social care Bill includes plans to strengthen oversight of the social care system. That is an important step, but it is the beginning, not the end, of the social care reform road.

I thank my hon. Friend for her encouragement. She is absolutely right. We are very excited about this strategy because it is the first of its kind. That is why we have put quite a tight timeframe on this to keep the momentum going. We will be collating all the information and data before the summer and we will be reporting when we come back after the summer recess. We will then be able to announce our women’s health strategy before the end of this year. I hope that everybody is as excited as I am about women getting involved and giving us their information, telling us what they feel, when we know that their voices are not heard. We have, I believe, provided the platform for women to have their voices heard. I thank my hon. Friend for her remarks and I hope that she will follow this process. I hope that she will download the link, provide evidence herself—I hope that every woman in this House does that—and be there when we announce the women’s health strategy later in the year.

Last year, the all-party group on sexual and reproductive health, which I chair, produced a report called “Women’s Lives, Women’s Rights” on women’s access to contraception. I hope the Minister will shortly meet me to discuss this report, which showed that, over the past 10 years, with cuts to public health budgets and the fragmentation of NHS services, women’s access to contraception has reduced, most strikingly in access to long-acting reversible contraceptives; that Black, Asian and minority ethnic women, in particular, lose out; and that abortion rates have increased. What does the Minister say about how we can put this right and how the separate sexual and reproductive health and HIV strategy running alongside a woman’s health strategy will actually work and ensure that women are at the centre of NHS services?

The Government are committed to developing a sexual and reproductive health strategy, which we plan to publish in 2021. Development of the sexual and reproductive health strategy will be separate from the women’s health strategy. However, officials are working closely together to ensure coherence between the sexual and reproductive health strategy and the women’s health strategy. We hope that they will not contradict each other; we want them to work closely together. The sexual and reproductive health strategy is an incredibly important piece of work in its own right.

Abortion is not a part of the women’s health strategy because, as everyone in the House knows, abortion is a free vote issue—it is a conscience issue; it is something that Members decide as individuals, not as parties—and therefore it is more appropriate that that goes into a strategy on sexual and reproductive health and contraception than the women’s health strategy. That does not mean that those subjects are off limits when women respond to the call for evidence on the women’s health strategy. Nothing is off limits; women can talk about anything. We have not yet decided what will go into the women’s health strategy, because we want to hear what women have to say and what issues we are contacted about that we can develop in terms of policy. We will be working closely, and officials will be working side by side.

The right hon. Lady also mentioned LARC. Access to SRH services is being maintained during covid-19, with a scaling up of online services. In response to covid, Public Health England launched a national framework for e-sexual and reproductive healthcare, which allows local authorities and service providers to purchase an expanded range of online services, including emergency contraception and the contraceptive pill. Those services have continued during the pandemic.

I congratulate the right hon. Lady on the work that she does in her APPG. I hope that she will inform its members and those she knows who have an interest in women’s health issues to click on the link and provide their evidence to us.

I very much hope so. This is about being able to deliver services according to local need and, crucially, not just looking at the patients who turn up—whether that is to an emergency service or through their GP for treatment in secondary care—but trying to get ahead of that and support people to stay healthy, bringing the budget of the NHS to bear on keeping people healthy in the first place. That preventive agenda is critical and can ensure not only that people stay more healthy but that we spend money more wisely.

Having been in Parliament in 2010, I voted against the Tory-Lib Dem coalition’s flawed reorganisation, the failure of which has led us to today’s announcement. As well as sharing concerns about having another reorganisation during a pandemic, what guarantees can the Secretary of State give that these changes will improve the health of my constituents when, under his plans, Hull will be lumped into an artificial hotch-potch of the Humber Coast and Vale ICS: an area of 1,500 square miles with cities, market towns and remote rural and coastal communities, with little transparency and no clear lines of accountability to local people in Hull, with our stark health inequalities?

Improving the accountability of ICSs is absolutely at the heart of the White Paper. I set out the three sections, and one of them is accountability to ensure that as ICSs get stronger powers and a statutory footing, there is the accountability that necessarily goes with that.

There is a perfectly reasonable debate to have about the geography of ICSs, making sure that they cover the right scale to be able to deliver services effectively and yet are local enough to deliver for local people. That has been an ongoing discussion. The aim is to implement the measures set out in the White Paper by April 2022 and by that time we will need to ensure that those geographies are right. In very large part they are already, but if there is further work to do in any area, I am happy to have a discussion about that.

The Education Secretary is about to make a statement to set out more details, but the armed forces have been brilliant in all sorts of parts of the response to the pandemic, one of which is supporting schools to get mass testing under way in an appropriate way, using the experience they have gained by helping us so much over this crisis.

As we have heard, by mid-October more than 600 health and social care staff had already died from covid. Professor Andrew Goddard, the president of the Royal College of Physicians, said today:

“Frontline NHS and care staff must be vaccinated in the next couple of weeks as a priority, as the current pressures on the NHS will be impossible to withstand without a fit and protected workforce”.

With today’s further good news on vaccines, will the Secretary of State give our NHS workforce the undertaking that they will be vaccinated in the next couple of weeks?

On 22 October, the Prime Minister said:

“We are wrapping our arms around the country to give people the support they need to get through this.”

I am rising today to ask the Prime Minister to make good on that promise.

At a time of an unfolding public health crisis for my constituents in Hull, with around three times the national average of covid-19 cases, Kingston upon Hull currently has the highest covid-19 infection rate in England and, indeed, in the United Kingdom. Our brilliant local NHS are planning for 450 beds for covid-19 patients and a back-up of 800 beds. We are geographically isolated. We do not have lots of hospitals on our patch, like other big cities, and our NHS could be overwhelmed. We are the fourth most deprived area in the country.

Last Thursday, I and my hon. Friends the Members for Kingston upon Hull West and Hessle (Emma Hardy) and for Kingston upon Hull East (Karl Turner) were so concerned about what was happening that we wrote to the Secretary of State for Health and Social Care, asking for action to combat the frightening increases in covid-19 in our constituencies. The leader of the council also wrote to the Prime Minister in similar terms, and both letters asked for a number of interventions from central Government that are fundamental to tackling this unfolding public health emergency. Sadly, to date we have had no response.

Let me take this opportunity, on the Floor of the House of Commons, to make these asks directly of the Government. First, we need logistical support and capacity to deliver Christmas tests for the University of Hull, as well as the welcome 10,000 lateral flow tests. Public health advice is that those tests are important and should be used in a targeted way, rather than mass testing. When Liverpool had an especially high rate of covid-19 infections, with 440 cases per 100,000 people, the Army was utilised for logistical support. As I speak, the covid-19 infection rate in Hull is more than 760 per 100,000. We need that help too, now.

Secondly, we require additional expert support from Public Health England and the Joint Biosecurity Centre, to work alongside Hull’s director of public health on the analysis and responses to the pandemic, and to pin down where the infection is spreading, and why. Thirdly, we seek additional local flexibility for Hull’s schools— 55 of the 97 schools are affected by bubble or year group closures. On Tuesday, attendance was just 65%. As a former schools Minister, I want to keep schools open if at all possible, but to do that we need national support that permits a flexing of the national covid-19 rules—something local headteachers have asked for—so as to keep only vulnerable children and the children of key workers at school in areas where infection rates are spiralling and staff absences are too high. When Nottingham had high covid rates it was granted extra local powers and flexibilities, so please can we have them in Hull? We know that children from disadvantaged communities are falling behind due to covid-19, so we also need extra help with laptops and internet access.

Fourthly, Hull has been hit hard by covid and its economic consequences, and with national lockdown due to end in a fortnight, we need to know and start to plan now for what will happen in Hull, and the wider Humber region, after 2 December. If we move to tier 3 —or even, as has been mooted, to tier 4—in December, Hull will need additional support for businesses, just like Liverpool and Greater Manchester received. With Hull being a low-wage economy, I am concerned that we must consider further flexibility to support working families when asked to isolate, and we would like flexibilities around the £500 payment.

Jobs, livelihoods, and the future of Hull depend on that vital economic support. In the lead-up to the festive period, Hull cannot once again be the forgotten city, as it has often felt, from the Blitz to the Brexit preparations. We want to start to plan for Christmas and the new year, and give hope to our people.

I have listened to the Government’s commitment to levelling up in the north, and I gently remind the Prime Minister that that means the whole north, including areas with Labour MPs. The Prime Minister tells us that we must unite cross-party—absolutely—but amid all the recent Downing Street shenanigans, I was disappointed that northern Conservative MPs were invited to Downing Street for photo calls, while MPs from the worst hit cities who were seeking help were ignored.

In conclusion, Hull’s covid infection rate is expected to be very high for days and weeks to come. This cannot wait. We need answers. In Hull we have often had to make our own luck in areas such as green energy. We are proud, resilient and resourceful, but we need help now.

I thank all hon. Members who have contributed to the debate. It is a chance to remember those whom we have lost, and to share the hopes and fears of our constituents, who collectively have shown such resolve and sacrifice since the start of the pandemic and in the face of ongoing restrictions. It is also our opportunity to thank and pay tribute to the many individuals and organisations who are helping in the response. We have heard tributes to those providing PPE and scrubs, and even to pizza suppliers. The hon. Member for Nottingham North (Alex Norris) said that he hoped the Government were in listening mode. We are. I personally am in listening mode at 10 am every single weekday, when colleagues can find me and raise any issues, particularly cases that they are struggling to get sorted out with Departments.

I want to spend a bit of time talking about procurement, which, as the hon. Member for Putney (Fleur Anderson) pointed out, it is extremely important to get right. We have followed clear processes throughout the whole pandemic. We have also issued new public procurement notes—not just for central Government, but for partner bodies. At the heart of that is value for money, and we always remember that it is not our money that we are spending. Accusations have been made about the quality of the equipment provided. I want to get it on record that 0.5% of PPE supplied turned out not to be up to spec or was faulty. That is an incredible achievement by those 500 civil servants, who have done an amazing job in this pandemic.

There have been accusations of a high priority lane. There is no such thing. As all hon. Members will know, there is a triage service for Members of Parliament. Today I have heard the scheme criticised by certain Members who actually used it, including the hon. Member for Westmorland and Lonsdale (Tim Farron), who used it twice. Several MPs placed those contact points on their websites. No special treatment was given to those companies. The same due diligence was applied—all eight checks. What it did allow was gumption to be used. There were many great offers of help out there, and there were also some not so great offers of help. We wanted to avoid good bets being parked in a system and buried under thousands of not so useful inquiries. Those businesses and MPs were not on the take or the make. All of us were working together to meet huge demand, and to keep health workers, care workers and other key workers safe.

With regard to transparency, everything is in the public domain and is independently reviewed by the National Audit Office. The Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Bury St Edmunds (Jo Churchill), quoted the NAO report, which showed that no evidence was found that Ministers had improperly hidden interests, or had been involved in procurement decisions or contract management. If any part of Government—for example, the intelligence agencies—cannot reveal issues with procurement, there are systems to ensure that that is properly scrutinised in this place.

The National Audit Office said that we were behind in our paperwork, and that is the case, but as one civil servant said to me, “I would rather be behind in my paperwork”—and they will be catching up on that—“than care workers not have gloves.”

The 11 ministerial directions included bounce back loans, local authority grants, the coronavirus business interruption loan scheme, small business grants, and the leisure and retail support funds. Concerns were raised with Ministers about them, but Ministers said, “No. Crack on: people need support.”

The hon. Member for Nottingham North rightly raised the issue of Test and Trace, as many others have done. I shall not go through all the statistics, but the latest published results, for the week of 29 October to 4 November, show that where communication details were given 78.3% of contacts were reached and told to self-isolate. He made very good points both on lab capacity and on support, which I shall raise with the Department, and, of course, on the importance of locally led contact tracing. We now have 80 local authorities involved in that. It is a central system, but they are doing the contact tracing locally.

Many Members, including Opposition Front Benchers, have spoken about the exit from this particular lockdown in England and the importance of getting the right balance. Hon. Members have also spoken about data. The Treasury provides regular data. We have key performance indicators in health.

My hon. Friend the Member for Christchurch (Sir Christopher Chope) mentioned the quality of answers he was getting. I am on this and have sent two of his questions back to Departments in order for them to do a better job.

I agree with the points raised by the hon. Member for Rhondda (Chris Bryant) with regard to risk management and what we can learn. The hon. Member for Kirkcaldy and Cowdenbeath (Neale Hanvey) made several points, but I say to him that, as well as the financial reasons that are often given for the Union of the United Kingdom, it is not just about head; it is also about heart. It is about our mutuality, and I think there is no greater example of that than the NHS—four devolved systems all learning from each other’s unique strengths, but working as one for the benefit of the whole United Kingdom.

Many Members spoke about the fact that covid has stamped on the fault lines of inequality in our country. The hon. Member for Hemsworth (Jon Trickett), who is no longer in his place, mentioned the Marmot curve, and he was right to do so. However, although we have had a lot of cross-party co-operation, it is quite wrong for people to revert to the default setting of claiming that the motives of Government Members are a result of their being either evil or stupid. Those are ridiculous stereotypes, but they still persist in our politics. The idea that people who were on free school meals as children or who grew up in deprivation or in the care system suddenly become a bunch of rotters when they get their Conservative party membership card is ridiculous.

The hon. Member for Hampstead and Kilburn (Tulip Siddiq) rightly raised important points about the BAME community and our Central Office of Information work. I shall write to her at length. The Central Office of Information does an incredible job in outreach and uses surrogate spokesmen, as she suggested.

My hon. Friend the Member for Dewsbury (Mark Eastwood) raised very important points about workforce resilience, and I will take them up. Many Members raised issues about additional support and paid tribute to their constituents. The hon. Member for Enfield North (Feryal Clark) and my hon. Friend the Member for Bury South (Christian Wakeford) raised issues about care home visits. Their points were well made. Pilots are taking place for fast testing and improving all that. My hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) raised excellent points about parking, which I shall take up. I shall also ensure that we publish on the parliamentary website clarity around exams, because there have been statements made about that.

In the 10 seconds that I have left, I would like to thank all hon. Members for their contributions. When I spoke before, I mentioned that although we were in darkness, there were many points of light.

I made a very clear ask for a response to the letters from the three Hull MPs and the leader of the council. I think the Minister might want to respond to that point.

I will happily respond. I am sorry that I did not have a lot of time at the Dispatch Box. However, during the course of the debate I arranged for the covid-19 taskforce—who, through the Cabinet Office and my office, will co-ordinate this—to have a meeting with the hon. Lady and any other people, whether colleagues in this place or the local resilience forum. The notes that she has given us today on further logistical support are incredibly important, and we will act on them. I will see her after this debate to confirm all that.

The offer that was made to Greater Manchester was proportionate to the support that we have already given to and agreed with the local leadership in Liverpool and Lancashire, and I regret that the Mayor rejected it. We want to support businesses across Greater Manchester, so we are open to further discussions about business support with local leaders, including the council leaders, as my hon. Friend the Member for Cheadle (Mary Robinson) suggested, and I hope that we can make some progress.

Andy Burnham has said that, on covid-19, we need to

“carry people with us, not crush their spirit.”

Does the Home Secretary think that he has carried the people of the north with the Government as they watch bully boy tactics and punishment beatings being used against the legitimate concerns of local leaders from all parties to try to protect the livelihoods of the poorest people and local businesses in Greater Manchester? How does that bode for other areas such as the Humber, which may well need more help as they move into higher tiers?

In areas that we are already in discussions with, such as South Yorkshire, West Yorkshire, the north-east and Nottinghamshire, right across the board those discussions are constructive, positive and focused entirely on the wellbeing of people locally. I hope that in Hull cases stay relatively low and we do not have to go into a higher tier. There are no plans to do so at the moment, and I urge the people of Hull to keep following the rules and keep the coronavirus down in Hull. What I would say is that in every other part of the country, we have had highly constructive talks that have not involved this sort of party political point scoring. I urge that approach from everybody.

I understand the argument that my right hon. Friend is making. Unfortunately, we have seen this play out in other countries around the world. We have seen a sharp rise in the number of cases—in the first instance, among younger people—and we have seen people make this argument, entirely understandably, because younger people are much less likely to die of this disease. Notwithstanding the point about long covid and the fact that young people can have debilitating long-term consequences from this disease, the problem is that the isolation of older people who are more likely, because of their age, to have very serious consequences has simply not been effective anywhere in the world. The challenge is that younger people may pass it on, for instance, to their parents, who, in turn, can pass it on to theirs. This disease is absolutely insidious in getting from person to person. In its natural state, it spreads on average from one person to between two and three others, and it doubles in the community every three to four days.

The challenge is that without widespread social distancing, as opposed to the segregation that my right hon. Friend proposed, all the evidence is that we will end up with more hospitalisations and more deaths. I would rather get ahead of this here, learning the lessons from what we have seen first in America, and then in Spain, and now, sadly, it is starting to happen in France. I absolutely take the point about the need to communicate more but I believe, with my whole heart, that we need to communicate that we all have a responsibility, including young people, and we cannot let this rip through any part of the population, because it will inevitably then get into all.

Today in Hull, the prospects of getting a timely local covid-19 test are patchy. People are being sent as far away as Leeds and Withernsea, so how can it be right that local councils such as Hull City Council, with statutory public health responsibilities, are being kept completely out of the loop in sorting out local testing problems, in a system that seems all about protecting Deloitte, G4S and the noble Baroness Harding, rather than having that joined-up national and local system that safeguards public health during this pandemic?

I will do everything I can to solve the problems and the challenge of having more demand than supply in testing capacity everywhere in the country, including in Hull. However, trying to split, according to their employer, the different people who are working on this, be they in local authorities, the local NHS, Public Health England or the private sector parts of this delivery, is just not going to help—in fact, it will make the problem worse. It was a pity to hear this from the shadow Secretary of State, the hon. Member for Leicester South (Jonathan Ashworth), because he is so often a very sensible person. What we have to do instead is all work together to solve these operational problems.

My hon. Friend speaks for Blackpool, and he has a clear voice that people should listen to. The message that people should take away is this: to defeat this virus, we need to stick together and follow the social distancing rules. That is as true on a beach in Blackpool as it is anywhere else in the country. If people do go out and enjoy the beach on a day of good weather, they should follow not just the social distancing rules, but basic decency, and take their rubbish home with them.

Data are vital to how we tackle covid-19, and we see that this evening with what has happened in Leicester. Why is it that for 39 days, the Government have not been able to publish the number of people tested for covid-19, and why can the public not know how many people have been tested in their local testing centres, such as the Humber Bridge car park testing centre in east Yorkshire?

We are publishing more data on where tests are done and where those positive test results are based in order to understand better the clusters. On the hon. Lady’s point about the number of people tested, there is a long-standing issue in terms of de-confliction, and understanding and making sure we get those data right. We are working with the UK stats agency on resolving the problem, and I hope to have it resolved as soon as possible.

I have talked to my local trust this afternoon, and it is doing everything it can to prepare for the potential surge in covid-19, but it told me that the big problem it has is knowing what to do if schools close, and what that will mean for the workforce and their ability to turn up to work. Can we please have an assurance that there will be a national childcare policy, particularly for key workers in the NHS?

This, allied with the fact that children are safe at school because they do not have significant symptoms from covid-19, is the reason that we are keeping schools open for now.
