My right hon. Friend, who is a former Cabinet Minister and current Privy Counsellor, knows full well that the Government do not provide a running commentary on updates and intelligence received by Ministers. I can assure him that the Foreign Secretary regularly raises electoral interference and interference with our democratic institutions with his Chinese opposite number. Specific cases, particularly those that are subject to an ongoing police investigation, would not, as is generally the case, be raised. On the wider principle, we have been robust and clear-eyed in addressing and raising these points with our Chinese opposite numbers.

On the action we have taken, I set out the steps that I took in respect of TikTok and Huawei, and I pay tribute to my right hon. Friend’s support for the Telecommunications (Security) Act 2021, which we got to a very good place. There is not just that Act, but the National Security Act 2023, the National Security and Investment Act 2021 and the deployment of the carrier fleet. All those things have happened in the past short number of years. They are evidence of the seriousness with which the Government take this threat.

The Deputy Prime Minister said that he holds the Intelligence and Security Committee in very high regard. On that basis, will he commit to the recommendation that it made in its recent report on China about updating the guidelines of the Advisory Committee on Business Appointments in relation to intelligence and security, particularly referencing China? How will he ensure that they are enforced?

As I said in answer to a previous question, the full response to the ISC will be coming shortly. An important point has been raised in respect of ACOBA, for which I have overall ministerial responsibility in the Cabinet Office. I will take that away and discuss it with the chair of that committee, Sir Eric Pickles, formerly of this House.

My hon. Friend is totally correct that the external risk landscape is increasing all the time, not least because of the conflict in Russia and Ukraine, which has meant that the United Kingdom, after Ukraine and Russia, is the most cyber-attacked nation. We are taking a whole-of-Government approach, which is why we created the National Cyber Security Centre, working with GCHQ and the Cabinet Office to ensure that we have robust standards in Government and that we also work with businesses to improve their standards and, indeed, with private individuals.

I know that the Secretary of State for Environment, Food and Rural Affairs and the Chancellor of the Exchequer engage regularly with supermarkets, food providers and others to make sure that we continue to keep prices low. It is the case that since the Prime Minister came to office, we are now seeing inflation falling, and we have seen a record upward revision in growth numbers, which now show that we recovered faster from covid than any other European country, contrary to the repeated assertions of the parties on the Opposition Benches.

I am going to have another go: why is it that the Minister has not been able even to implement recommendation 17 of the second interim report, which is to set up a bespoke psychological service for those infected and affected, when other nations of the United Kingdom have been able to do that? Why has England been left out? Why have the Government not been able to do that?

Football is nothing without fans, so it has been a joy to see them back cheering on their teams this week, and we stand unequivocally on the side of fans. Our manifesto committed to putting them front and centre of our review of football governance and we are delivering on that. That is why I appointed my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch) as chair and, this weekend, I will announce the membership of the expert panel, which will include players, management, regulators and, of course, fans. This is a serious review; I know people want to see change and this review will deliver it.

I am sure the Secretary of State will join me in congratulating Hull City on being league one champions this year. Hull City are one of many examples in recent years of where football club owners have not had the best of relationships with their fans. The recent breakaway attempt by the European super league cartel of greed brought many of the issues that concern fans to a head. Fans do not just pay a lot to support their clubs; they are custodians of their heritage and they deserve respect. To avoid taking his eye off the ball, will he explain a bit more about exactly how fans will lead the fan-led review and when it will report back to the House?

I thank the right hon. Lady for her question. First, of course, I join her in congratulating Hull City. She is absolutely right that football clubs form the heart of their communities and, indeed, our heritage. It is essential that fans play a significant role in the fan-led review, and I have been discussing that extensively with my hon. Friend the Member for Chatham and Aylesford.

In terms of explicit engagement, the chair will be engaging extensively with supporter trusts and fan groups over the coming weeks, but I understand that that will not work for everyone, so there will also be a consultation process, which we will set out. Of course, the chair, the Sports Minister—the Under-Secretary of State for Digital, Culture, Media and Sport, my hon. Friend the Member for Mid Worcestershire (Nigel Huddleston)—and I will be engaging with parliamentarians as part of the review as well. On the question about timing, I would expect an interim report by the summer and a further report by the autumn.

My hon. Friend is absolutely right. For too long, unions in the public sector have received taxpayer funding for an activity that is inadequately controlled and poor value for money, which is why we are introducing transparency in respect of facility time. We believe that proper management could save our taxpayers up to £100 million.

The anniversary of the Prime Minister’s announcement of a public inquiry into contaminated blood is fast approaching. Can we expect a statement in the House to say that the terms of reference have finally been agreed and the public inquiry can get on with its work?

I welcome the hon. Gentleman’s question. Of course we will learn those lessons, but it is worth noting that the Scottish Government gave a contract to Capita in 2015. Capita was appointed by the Scottish Public Pensions Agency to deliver its integrated pensions IT software solutions, which is another example of Governments choosing to use the expertise of the private sector.

There are echoes of Corporal Jones from “Dad’s Army” in the Minister’s response this morning—“Don’t panic! It’s all okay.” Why does he think that Barnet Council—a flagship Tory council, known as “easy council” because of its extreme outsourcing—has put in place contingency plans based on the possible failure of this company?

I can assure the hon. Lady that we are not in any way complacent. That is why we continue to ensure—I believe Barnet Council will be doing exactly the same—that there are contingency plans in place. Indeed, those contingency plans have worked in respect of the one collapse of a company we have seen: Carillion. Those public services continue to be delivered.
