The hon. Gentleman is, of course, right that I will not comment on the result of the consultation. He is referring to the package of documents that were published as part of the consultation, including an equality assessment. I apologise for any offence that was inadvertently caused and accept that the wording could have been clearer. I must stress that there was no intention to imply that any of the staff at the DVA might be biased in any way. Indeed, the equality assessment concludes that there is nothing in the proposal on the centralisation plans that would give rise to any bias or any perception of bias. Finally, I would, of course, be delighted to meet him, the hon. Member for East Londonderry (Mr Campbell) and a group of their constituents.

My constituents look forward to the electrification of the Great Western main line. When does the Secretary of State expect to begin a consultation on any reconfiguration of services, especially in the Bristol travel-to-work area, that will be made possible by electrification and the new trains that come with it?

Who knew, ladies and gentlemen, that this debate was sponsored by the Dutch tourism board? Many of us seem to have taken a Dutch cycling holiday. I am here to stand up for cycling in Northumberland, which features everything from Hadrian’s cycleway and the coast-to-coast tour to the delights of Kielder and the castles cycle route.

I congratulate wholeheartedly the cross-party group, which has done a fantastic job—this is probably one of the finest Back-Bench debates that we have ever had. My hon. Friend the Member for Cambridge (Dr Huppert), the hon. Member for Dudley North (Ian Austin), my hon. Friend the Member for Totnes (Dr Wollaston) and other members of the all-party parliamentary group have done a brilliant job and produced a fantastic report. I need to declare the fact that I cycle to work in London. I can cycle from Fulham, where I live, to King’s Cross, pretty much all on a cycleway. It is much quicker than going by car. In Northumberland, I live near Stamfordham, where we see more bicycles than cars travelling around and about. There is no question but that the Northumberland economy depends to a large degree on cycling tourism and the economic benefit that it brings. I therefore support the motion wholeheartedly, but while cities such as Newcastle have benefited from over £5 million, the benefit to some rural areas, whether Northumberland or other counties, is significantly less. We need equality of funding across all parts of the country so that we may all benefit, rather than simply the towns that have been allocated money thus far.

Like the hon. Gentleman, I welcome the report to get Britain cycling. He is right about rural areas. Does he agree that we need innovative solutions to help to provide opportunities to make it easier to cycle in rural areas, such as the two tunnels greenway in Bath, from which many of my constituents benefit, and the canal towpaths that run through my constituency? Otherwise, hedge-lined country roads between towns can be quite intimidating.

I endorse that entirely. Indeed, when I asked my constituents for their comments, one of them, Ted Liddle, wrote on behalf of the mountain biking club:

“Other than a few parking stands, in Tynedale there has been no cycling investment”

in the past 10 to 12 years.

There are exceptions, but if we do not have innovative ways forward and local cycling champions we will struggle. I endorse earlier comments about the fact that we need individual Borises or cycling champions in some shape or form who champion cycling in their counties and regions. It is easy, given that Yorkshire has the benefit of the Tour de France next year, to make the case. Everyone in the north welcomes that.

That is the most eccentric introduction that I have had for quite some time, Mr Hollobone.

I congratulate my hon. Friend the Member for Penrith and The Border (Rory Stewart) on his contribution. I warmly welcomed the way in which he presented his case and endorse his analysis entirely. Let me say for the record that there is a good turnout for this debate. To be honest, it is a pity that it is not a one-and-a-half-hour debate, but I congratulate him none the less on taking a record number of interventions in a half-hour Adjournment debate.

In recent years, expectations about accessibility have changed, both among disabled passengers and the railway industry, and that is a good thing. The success of our transport networks in providing accessible journeys during last year’s Olympics and Paralympics shows what can be achieved. Unfortunately, however, many of our mainline railway stations date from Victorian times, and those 19th century stations were not built with the needs of 21st century passengers in mind, which has left us with the huge task of opening up the rail network to disabled passengers, which is obviously what we want to do.

Clearly, accessible stations make a huge difference to people’s journey experience—not only people with reduced mobility, but those carrying heavy luggage or pushing unwieldy pushchairs. From a personal point of view, I had no idea how inaccessible the tube network was until I became a dad and had to start lumping prams up and down stairs.

The Government therefore remains committed to making further improvements in this area and has continued to support—indeed, to expand—the Access for All programme, which the previous Government launched in 2006. The main programme, which is worth £370 million in 2004-05 prices, will deliver accessible routes at more than 150 stations. To secure value for money, stations were selected based on their annual footfall—several hon. Members referred to footfall during the debate—weighted against the incidence of disability in the area on the basis of census data. Around a third of the stations selected were chosen to ensure a fair geographical spread across the country. We also took into account the views of train operators and proximity to facilities such as hospitals, schools for disabled children and military rehabilitation centres. I noted the points that my hon. Friend the Member for Penrith and The Border made, so I will ask officials to consider whether the criteria should also take account of the nature of remote rural areas.

I thank the Minister for giving way and, indeed, for the inclusion of Chippenham railway station within the Access for All programme. However, it was more than four years ago when railway staff first told me that we were going to get lifts and disabled access at that station, but the scheme is still to receive planning permission from Wiltshire council. Does the Minister agree that a misguided sense of priorities is preventing us from having access for the 21st century on a Victorian railway? I am sure that the last thing that Brunel would have wanted was for such considerations to inhibit decent access to his railway at Chippenham.

On Chippenham station, I am advised that Network Rail had to go through the lengthy planning process to which my hon. Friend correctly referred, which of course also involves building consent. In addition, it has to co-ordinate its plans with other projects in and around the station. However, I am told that that has now happened and that a detailed design for the project is complete. Work is due to start in November this year and to be completed by July 2014. However, I have asked Network Rail to review its time lines to determine whether it can accelerate construction, given the delay that has already occurred.

I, too, regularly see those signs, and one must wonder why we are seeing such signs around Derby city at a time when the council is saying that it does not have enough money for other essential services, and when it has just increased council tax. That is unlike Derbyshire county council, which also serves my hon. Friend’s constituency but has had a 0% rise in council tax. That is an important message for the people of Derbyshire about where money is being spent.

The Government is committed to supporting the uptake of ultra-low emission vehicles, and has allocated up to £400 million for that, out to 2015, including £82 million for research and development activities, £30 million for plugged-in places infrastructure pilots and £300 million to support motorists with the plug-in car and van grants. On 19 February we also announced a £37 million package of further grants for a national recharging infrastructure, and later this year we will be publishing a document setting out our strategic approach to supporting the uptake of ULEVs.

The take-up of electric vehicles is accelerating but from low initial levels. Among those grants, would the Minister consider support for a national rapid charging network to encourage the transition to electric vehicles by motorists?

Take-up is in line with our anticipation, and as is always the case with new technology, the graph shows a slow start and a rapid increase thereafter. We are seeing more rapid charging points established across the country, including by the private sector which is showing a healthy and very welcome appetite to install such points.

4. What provision the Commission is making for the charging of electric-powered vehicles on the parliamentary estate.

There are two charging points, which are sponsored by EDF, in the underground car park for official Government cars. There are also recharging points for electric scooters and motorcycles installed in the House of Lords areas of the Palace of Westminster. Members who belong to the Source London network may use the charging facilities provided by Source London in Abingdon car park, situated underneath Abingdon green. No further provision has yet been made for the charging of electric-powered vehicles on the parliamentary estate, although the House authorities will continue to keep this under review.

I certainly hope that the House authorities will continue to keep the matter under review, as the vast majority of us in this place have no hope of ever being able to use the electric charge points for official Government cars. My hon. Friend may have heard Transport Ministers saying earlier that the private sector was racing ahead in the provision of electric charging points. I hope he might bear that in mind when considering whether more can be done on the parliamentary estate.

May I draw my hon. Friend’s attention to the debate taking place at 1.30 this afternoon in Westminster Hall on the Transport Select Committee’s report, “Plug-in vehicles, plugged in policy”? The report contains an extremely good exposé of why the wide variety of vehicle plug-in types makes it difficult to know which to install. That is the core problem, but once the House knows what should be installed, I am sure that we will do our utmost to install it.

Wiltshire’s passenger rail offer stands to benefit from a multi-million pound grant from the coalition Government’s local sustainable transport fund. Now that the future of the franchise is clear, what is the Secretary of State’s advice to the promoter, Wiltshire council, and to First Great Western? Is it more “wait and see”, or that they should now get on with it?

We are always open to suggestions to improve road safety and traffic management. We are undertaking a review of traffic signs, which has been completed, and a further review of traffic management processes. If the hon. The Government recently awarded the core Crossrail signalling contract to the proven talent of Chippenham’s Invensys Rail, working in partnership with Siemens. What provisions in that contract will secure a British-based work force for the project, in light of today’s announcement of the intended sale of Invensys Rail to Siemens?

Yes. As I know the hon. Lady is aware, significant investment is being made in Thameslink—some £6 billion is being invested, £4.5 billion of which is for the infrastructure and £1.5 billion of which is for the rolling stock. I understand her concerns. My Department and I are working to ensure that the rolling stock is ready for the project and I would have the greatest pleasure in meeting the hon. Lady at her convenience.

Will the Minister confirm that Access for All funding will not be raided to pay compensation to franchise bidders and that the project to build lifts at Chippenham station is therefore still on track?

I can confirm that the Government are fully committed to Access for All funding. It is entirely separate, and will not be “raided”—the verb used by my hon. Friend. I confirm that a further £100 million over the new control period will take even more stations up to the standard that we expect.

It depends on the industry’s response to the outputs that we have said today we want to achieve. I can assure the hon. Gentleman that I do not generally let the grass grow under my feet. I like to get on with things and get them sorted out, so we will get on with all these projects as fast as we can.

What a tremendous statement! Lighter electric trains accelerate and decelerate faster, allowing for intermediary stops serving communities such as Corsham, in my constituency, as long as we are successful in winning a new station in the competition that the Secretary of State has announced today. Will any of that multi-million-pound fund be available before control period 5?

I am looking at how the competition and the bids will work, and I believe we can get a lot of learnings from how individual communities and local authorities respond. We can see how the local authority major roads programme worked—it was an effective process in getting local authorities to work with local enterprise partnerships and say what their road network needed. I am interested to see how this pot of money can do the same thing for new stations in communities such as my hon. Friend’s. Once we have got those learnings, there is no reason why we cannot start to pull forward that investment.

This is an important piece of work that needs to be done. We are looking closely at how sensors and mirrors will work, and working with our European partners on mirrors in particular. Sensors are a big issue, and only the other day I met the family of someone who had been killed by a lorry driver turning left at a red light. The conclusion of that discussion was that sensors would not necessarily have helped in that case. In other cases, if the sensor is set off by bollards or traffic lights, and so on, drivers will ignore the beeping and not do what they should, which is to see whether there is a cyclist. However, we are looking closely at this issue, and we will work closely with everybody in this House and in the cycling fraternity to ensure that we make it as safe as possible for cyclists.

T3. The Department will soon receive a bid to the sustainable local transport fund from Wiltshire council to support services on the Wiltshire TransWilts community rail partnership. Will the Minister give the bid full consideration? Far from being the rural branch service that one might expect from current service levels, the line connects all the major economic centres of Wiltshire with Swindon, and indeed three mainline railways.

I am aware that my hon. Friend is a champion of the line, and we are certainly interested in proposals that integrate rail with other services. I cannot, of course, anticipate the assessment of the bid, but I look forward to receiving the bid, and I recognise and note his support for the scheme.

This is a condition that I have known about for many years, as I used to be a heavy goods vehicle driver, and it is something I am looking at now. The hon. Lady has met me and knows that we are working on this. I look forward to bringing forward proposals so that we can ensure that an industry that is already very safe is even safer in future.

Chippenham station lacks disabled access, in large part due to restrictions on modifying buildings and structures considered to be historically important—I wonder what Brunel would think of that. Does the Minister agree that such heritage concerns ought to be applied proportionately so as not to frustrate either access to the railway or, indeed, impose an unreasonable financial burden on achieving it?

I agree with that proposition. One of the problems is that the Victorian infrastructure, which is marvellous in many ways, was not built with the needs of present-day communities in mind. The full Access for All programme is continuing, and I think that it should be possible in most cases to improve access while respecting the integrity of such buildings.
