It is a pleasure to follow the hon. Member for Motherwell and Wishaw (Marion Fellows). I echo what she said earlier. Today has been a really moving day. We have had some great contributions. I congratulate my right hon. Friend the Member for Newark (Robert Jenrick), and the right hon. Member for Barking (Dame Margaret Hodge), who, unfortunately, is not in her place, on bringing this debate to the Chamber.

I thank the hon. Member for Warrington North (Charlotte Nichols) for her excellent speech. When I had the opportunity to pop back to my office to grab a bit of lunch, I made sure that I told everyone in the office to listen back to it, because it was probably one of the most moving speeches that I have heard in this place. My right hon. and gallant Friend the Member for Beckenham (Bob Stewart), whom I have known for many years, speaks from the heart. His own experience brings a wealth to this place.

Today, I join my colleagues and people around the world to commemorate those who were killed in the holocaust. It was 77 years today, on 27 January 1945, when Auschwitz-Birkenau was liberated, marking the end of oppression and killing in the largest Nazi concentration camp.

Holocaust Memorial Day is about remembering a genocide that killed 6 million Jewish people, alongside the millions of other people killed under Nazi persecution. In addition, we also remember the people who were killed in the genocides that followed—in Cambodia, Rwanda, Bosnia and Darfur.

The holocaust may have ended nearly 80 years ago, but the lessons that we must learn from genocides should remain with us in the generations to come forever. Given that it was such a tragic and disturbing point in our global history, I, like many other colleagues, find it hard to digest that it happened less than 80 years ago. However, there are still Holocaust survivors alive today who share their story so that people can hear at first hand what it was like to live in one of the darkest moments of our global history—what it was actually like for someone to be persecuted because of their ethnicity or their beliefs, and even what it was like to survive being sent to a concentration camp.

I applaud the brave men and women who choose to relive those events time and again, but who do so in the hope that their story will prevent a genocide ever happening again. I also pay tribute to the Holocaust Memorial Day Trust and the Holocaust Educational Trust for the work that they do to spread awareness and education of the holocaust. Colleagues have already spoken about the excellent work of Karen Pollock, and it is only right that I add my voice to what they have said.

It is unfortunate that we will not be able to hear first-hand accounts from holocaust survivors forever. There is a real worry that, because of that, our ability to connect with personal stories from survivors will reduce. This is something that we need to be conscious of, and I know that some excellent work is going on—colleagues have already spoken about this—to ensure that lived experience is retained for future generations. One of the ways that HET does so is via its excellent ambassador programme, ensuring that we do not forget the lessons of the holocaust. More than 40,000 ambassadors commit to educating themselves about the holocaust, speaking to holocaust survivors and visiting Auschwitz.This year, in the run-up to Holocaust Memorial Day, I contacted HET to arrange to speak to some ambassadors in my constituency to understand the work that ambassadors do and how they are helping to educate others about the holocaust. I had a really interesting conversation with a constituent of mine, Adam Bowers of Croxley Green, who is in year 13. Adam was able to educate me and discuss what he had learned about the programme, including doing extensive research on political extremism. He actually heard from a holocaust survivor and visited Auschwitz virtually, as unfortunately the ambassadors were unable to go in person this past year. I was incredibly impressed with the work that the ambassadors in my constituency have done in their commitment to sharing what they learned with their school and the wider community of South West Hertfordshire.

The holocausts and genocides that took place in Cambodia, Rwanda, Bosnia and Darfur are stark reminders to us all of the darkest times in humanity. It was that humanity that was lost and forgotten when the persecution of millions of innocent people took place. Let us all never forget the atrocities that have taken place before and make sure that we take the lessons from previous genocides to ensure that this never happens again.

It is a pleasure to serve under your chairship, Ms McVey. I congratulate my hon. Friend the Member for Waveney (Peter Aldous) on securing this important debate. He represents the most easterly constituency in the east of England, and I probably represent the region’s most westerly constituency, so there is a nice balance.

Levelling up is about being inclusive and making sure that people really are able to achieve the best of their opportunity. It is not always about money—my apologies if that is controversial. As a Conservative, I believe it is about empowering communities to help themselves as much as it is about giving them a ladder to raise themselves up. It is not just about business, but about education, health, transport, broadband—especially in rural areas such as mine—and high streets.

My constituency of South West Hertfordshire has great transport links, north to south, to London. As someone who commutes every day, the worry that I have is about the east-to-west transport links. If I were to go to the neighbouring constituency of Hemel Hempstead or Watford, it is a bit of a nightmare from where I live, whereas getting to London or Birmingham is relatively easy.

It is a real shame that one of my more affluent villages, Belsize, has a really poor mobile telephone signal as well as really poor broadband. During the global pandemic, when people were reliant on home deliveries and on communications that they were not normally used to, that became quite profound. One of my personal tasks and ambitions is to resolve these things over my parliamentary career. Levelling up is not always about spending money; it is actually about making communities viable for private sector businesses to get more involved.

As a former furniture retailer, I remain quite concerned about the level of usage of our high streets. I would argue that we have seen businesses with a real customer focus survive and prosper during the global pandemic, but I say to residents and communities up and down the country that if they value their high streets, they need to use them. It is all well and good using high streets during the global pandemic, but if people want to retain their local butcher or grocer, they need to use them in better times as well.

Healthcare remains a really big issue in my constituency. I have Watford General Hospital down in the south, and St Albans City Hospital to the east. Although I may not have an acute hospital in my constituency, healthcare remains a big issue because of my ageing population, and I look forward to hopefully having further conversations with the Secretary of State for Health and Social Care on how we ensure that we are able to offer first-class health provision, which is not necessarily always aligned with the big white elephant that a primary acute hospital may be regarded as.

Although my constituency of South West Hertfordshire is regarded as an affluent area, there is quite a large commuter population. About 10,000 people use public transport to get to work—that is quite a dated figure, and obviously from before the pandemic—which is a significantly higher number than the average in the east of England and nationally. Making sure that local transport provision is having an impact—while not necessarily being the most expensive—will ensure that people can stay in the community and do not have to resort to moving to more urbanised areas. I would argue that that is a better outcome for the community.

Right hon. and hon. Members have spoken about development. I represent a community that is 80% green belt, which remains a big issue, and I look forward to further discussions on what levelling up means for housing numbers and population growth post pandemic.

Rogue development is the cause of great anger and misery in Runnymede and Weybridge. Our green belt and natural environment are incredibly important. Our green belt prevents urban sprawl, protects biodiversity, provides a home for countless types of wildlife and provides essential outdoor space for leisure. Whether it is green parks, farmers’ fields, meadows or forests, our green belt is our community identity, health and wellbeing, and it must be protected.

I have seen the incredible harm that rogue development does in my beautiful constituency of Runnymede and Weybridge, but from speaking to other Members, I know that it happens everywhere. I am here today to right this wrong, to put strong measures in law to stop rogue development in its tracks and to protect our green belt and local communities.

We have planning policy and rules to regulate where development can happen. We have processes of appeal and enforcement. For the most part, people stick to those rules, but some people do not—they deliberately build on the green belt without permission. They set up lorry parks, with heavy goods vehicles trundling down country lanes in front of people’s homes and schools, all without permission.

It is shameful. They build temporary homes with no thought to infrastructure, sewage, water or the impact on local services, all without permission. They destroy green fields and forest to make a quick buck. That in itself is enough to infuriate anyone, particularly my residents who live next to a rogue development, but there is something even worse—even more toxic and offensive—than the rogue development itself.

One of the things that I believe unites us all is the British sense of fairness and fair play. As the MP for Magna Carta, the importance of due process, proper legal strictures and the right of appeal weighs heavily on me and is always at the forefront of my mind. Sometimes people make innocent mistakes, and our planning enforcement system needs to be fair, but rogue developers prey on that system. They use it to their advantage. They profit from fairness by abusing the system—by appealing, delaying, changing, amending, adapting. What was a farm becomes a spray shop, becomes a junkyard, becomes a dwelling, becomes a block of flats. By redeveloping, appealing, delaying, building, ignoring, they can continue to profit from rogue development with impunity, making vast amounts of money. And the local authority is helpless, trapped in our cumbersome enforcement and appeal system. This must stop.

When I first became an MP and my constituents brought the horror of rogue development to my attention, I spoke to many people about how we could solve it, and I was often told, “Stay out of it. It’s too difficult, Ben. It can’t be solved.” Such are the challenges of enforcement that in a particularly egregious case, one of my local councils, Runnymede, has had to use extraordinary methods—a proceeds of crime order—to try to stop this rogue development cycle. This is crazy.

I refuse to accept that this problem is too difficult to fix. This is about basic fairness, protecting our communities and stopping villains profiting from crime, and I do not think there is a single Member of this House who disagrees with me about the importance of fixing the problem.

I congratulate my hon. Friend the Member for Runnymede and Weybridge (Dr Spencer) on his dedication and determination in leading the Bill to a Second Reading.

Green-belt land is one of our country’s most important assets. It spans approximately 6,000 square miles and provides beautiful open spaces and woodland across the whole country for us all to enjoy. Not only is the green belt critical for our environment, but it provides many people with respite from their busy daily lives.

As my hon. Friend may know, my beautiful constituency of South West Hertfordshire is approximately 80% green belt. My constituents value that land and enjoy using it; it enables them to get closer to nature and enjoy the fresh air, whether they are walking, jogging, running, cycling or even exercising their pets. I have made preserving the green belt one of my top priorities as Member of Parliament for South West Hertfordshire, and I am working hard in collaboration with my constituents and local authorities to achieve that. It is essential that we utilise the plentiful brownfield sites that I and many hon. Members have in our constituencies, to ensure that we preserve vital unspoilt land as best we can.

Green-belt land is not just good for recreation; it is a vital flood defence. Sadly, flooding affects South West Hertfordshire, just as it affects many other areas across the UK. Green-belt land serves as an important defence against flooding, better absorbing water and slowing its flow down rivers such as the Chess, the Gade and the Colne in my constituency. Residents, particularly those who live in Long Marston, have long suffered the detrimental impact of flooding. Only last week, we passed the landmark, wide-ranging Environment Act 2021, which introduced several new measures to incentivise farmers and landowners to use their resources to combat flooding further. It would be a step back to undo that hard work by allowing the destruction of our beautiful green-belt land, which serves a similar purpose, while spending extensively on flood-prevention measures.

Destroying green-belt land can also cause irreversible damage to wildlife and ecosystems, have a negative impact on our biodiversity, and damage land that contributes significantly to our world-leading efforts to reach net zero by 2050.

My hon. Friend makes a very good point. Does he agree that one of the problems with unwanted developments, particularly lorry parks or scrapyards, is that the land that he is talking about—the rivers and streams that Conservative Members very much cherish, as everybody knows, and the areas of outstanding natural beauty and nature reserves—get contaminated by fuel oil or by whatever comes out of the developments? There are so many reasons why this is such a good Bill, but preserving nature from such contaminants is one of them.

Thank you, Mr Deputy Speaker. I thank my hon. Friend, who I know is newer in this place than he looks. I totally agree with his comments about the unintended consequences and the knock-on ecological damage associated with bad practice by some landowners.

Like many fellow Members, I am in regular contact with local authorities, so I am aware of proposed developments and any future plans to utilise brownfield land in my constituency. I also attend monthly meetings with residents associations across South West Hertfordshire, so I know that my constituents are passionate about protecting their green-belt land and preventing its destruction. They repeatedly raise the need for greater measures to protect the green belt and the desire to be more involved in local planning decisions. My constituents work hard, in collaboration with local councils, to ensure that brownfield land is prioritised for development instead of our valuable green-belt areas.

My hon. Friend refers to the green belt, and although I am not pulling him up on this point, this is about not just the green belt, but green spaces. Those of us outside the green belt would wholeheartedly agree with his speech, but we recognise that we are in a different situation.

I thank my hon. Friend for his invaluable contribution, as always. I support the Bill so that we can advance the discussion around our responsibility to protect our green-belt land—and our green spaces; sorry, I should broaden that out—from development, and preserve it for our constituents and for the environment to enjoy for generations to come.

We need to review what we as legislators can do to help to protect the green belt. As well as reviewing the penalties for violating the law, it is vital that we encourage sustainable development and make use of the brownfield sites that we have. I believe that providing incentives to developers who repurpose brownfield land, instead of seeking to build on our green belt, would potentially be beneficial in helping us achieve that.

As many Members will know, I also chair the all-party group on regeneration and development. Having been both a property developer previously and now a politician, I am fully aware of the need for a collaborative approach between developers and politicians to find solutions to this issue. I know that property development is a very emotive issue and that developers are seen as working against those aiming to protect the green belt. That is not always the case, so we should not taint all the developers with the broad brush used for those, unfortunately, who know and play the system.

We know that in this country there is a housing shortage and that we must build new, affordable homes. However, as I and many colleagues have mentioned, that must not come at the cost of our green belt. I have not yet had a chance in the Chamber to welcome the new Secretary of State for Levelling Up, Housing and Communities, or, indeed, the Minister on the Front Bench today, to their roles, but I know that they are already working hard on ways that we can provide the housing we need while protecting our vital green belt.

My hon. Friend is absolutely right about protecting the green belt and I welcome the Bill that my hon. Friend the Member for Runnymede and Weybridge (Dr Spencer) is promoting. However, is my hon. Friend the Member for South West Hertfordshire (Mr Mohindra) shocked, as I am, that although the Liberal Democrats have constantly berated the Government for trying to destroy the green belt and for not building enough housing, today, when we are debating this very important issue that concerns so many of our constituents, there is not a single Liberal Democrat MP in this Chamber? It is, in fact, the Conservative Government and Conservative Members who are so determined to build more homes and protect the green belt.

My hon. Friend makes an excellent point. I would have made a comment in my speech if Liberal Democrat Members had been in their place, but as we Conservative Members all know, we are a bit fairer. Thank you, Mr Deputy Speaker. I did not appreciate that we were doing a knock, drop and collect survey of zero to 10 on voting intentions. My hon. Friend makes a valid point: we need both sides of the House to be engaged in this debate. That is how we make better laws and legislation and our role as parliamentarians is to be critical friends, even on the Government Benches, to those in the Executive.

It is, and will continue to be, for local authorities, rightly, to grant planning permission. However, it is for us as legislators to decide what planning enforcement powers local authorities have and are able to use. This is where we, as legislators, play an important role and must support our local councils and developers in their efforts to build on brownfield sites instead.

A small minority of people and businesses do not care about preserving the green belt. They do not seek planning permission, but would rather take the law into their own hands and destroy our beautiful green belt. Unfortunately, there have been several instances of that in my own constituency, including people building dwellings on green belt land without permission and destroying woodland to create new paths to their land. The process of dealing with such cases can be long and drawn out, as my hon. Friend the Member for Runnymede and Weybridge has pointed out. In the two cases I have just outlined, fines of £12,000 and £8,000 were issued to the homeowners.

I do not want to see my constituency’s defence against flooding being lost to people who do not abide by planning laws. Illegally building on the green belt reduces our ability to fight the adverse impacts of flooding, which is why we must review what policies are in place to help protect the green belt. In order to truly protect the green belt, we must enforce the law and penalise those who breach it. It is clear that we need to take stronger action against those who cause illegal damage without consulting the authorities. Now is the time to increase the penalties on those who repeatedly and intentionally flout the law to stop further destruction of our green belt. We must ensure that local authorities have the power to effectively punish those who do break the law and prevent individuals or companies that continue to do so.

We should also look at the timescales involved, as my hon. Friend the Member for Runnymede and Weybridge said in his opening remarks. The time taken to enforce better behaviour can be years, and, therefore, bad behaviour is, unintentionally, rewarded by gaming the system. I know that my hon. Friend has proposed some measures, including creating a national register to enable local authorities to identify repeat offenders, enabling them to prevent and prosecute those who flout the laws more quickly and effectively. Although I am not convinced that that system is the most effective method of catching repeat offenders at the time, I would be interested to hear more about it and how it could be implemented.

We must balance tougher fines and stronger laws with legislation that encourages good behaviour, rather than just penalises people. By encouraging people to develop sustainably by utilising brownfield sites, we are taking a better approach to preventing green belt planning breaches. By reducing stamp duty or council tax at the beginning of construction as one solution for a fixed period, we can hopefully incentivise development on those brownfield sites rather than watch our green belt land be built on.

We are all in agreement that the best way to protect our green spaces is to maximise the use of sustainable brownfield sites. Members across the House will also know that there are plenty of under-utilised brownfield sites that are perfectly fit for new, affordable homes across the country.

Does my hon. Friend agree that, in addition to the brownfield sites, which we know will help with our housing shortage at the moment, we have a huge amount of buildings in our town centres that could also be repurposed for that end?

I do agree. My hon. Friend raises a really important point: planning is an evolutionary process and what might have been right for planning five, 10 or 15 years ago needs to be amended and evolve. The pandemic has raised some interesting questions that need answering: what will our high streets look like; where will people be commuting to work; and what is the distinction between working from home versus returning to offices, factories and the like. Absolutely, this is something that needs to be under constant consideration. I am not necessarily talking about in this place; it might be more appropriate for this to happen at a local council level, but it is definitely something that we will continue to debate.

The collective brownfield registers of local authorities identified an estimated 26,000 hectares of brownfield with potential for around 1 million new homes in 2018. By having a brownfield-first approach and implementing my proposed tax cuts to encourage that, we will incentivise sustainable development and not only ensure that our green belt is better protected, but enable us to meet our housing pressures.

I thank my hon. Friend and constituency neighbour for giving way. Will he join me in paying tribute to the Hertfordshire branch of the Campaign for the Protection of Rural England, which has a great many interesting things to say about possible solutions to the green belt problems that we are all discussing? Such groups have a valuable part to play in this regard.

As my hon. Friend will know, I have already engaged with CPRE Hertfordshire. Given her extensive experience in this area, she will be aware of the other community groups and bodies whose wealth of knowledge leads parliamentarians on all sides to engage with them. I firmly believe that one can learn something new every day, and the CPRE is a body to which I frequently return.

Let me finally thank my hon. Friend the Member for Runnymede and Weybridge for initiating the debate and raising awareness of planning breaches. I support increased penalties for those who break these laws, but I would also stress the importance of legislation that seeks to encourage good behaviour. By incentivising the development of brownfield sites, we can better prevent the destruction of our green belt and green spaces and reduce the risk of planning violations. Only by utilising brownfield land can we truly protect those green spaces, ensuring that they are accessible to us and, more important, to future generations.

I extend my gratitude to my right hon. Friend the Chancellor and his team at the Treasury for their work on the Budget. As I have only a short time, I am unable to go through the many excellent announcements that he made last week, but I particularly support—and wish to discuss, if time allows—his assistance to businesses located across the country with cuts to business rates, the reduction in alcohol duties to make our drinks manufacturers more competitive, the heavy investment in infrastructure to boost our productivity, the support for those in need and the commitment to creating safer streets.

I fully support the £7 billion reduction in business rates to promote investment and business in this country. I am particularly pleased by at least a 50% reduction in rates for businesses in the retail, hospitality and leisure sectors, which have had such a difficult year but have remained resilient throughout the pandemic. As a former retail business owner, I know how vital the cuts to business rates will be for those who work and run businesses in the sector. They will enable businesses to invest in capital, innovation and, importantly, people, enabling more businesses to hire new staff.

Investment will not just benefit businesses; reducing business rates is good for consumers, too. Increasing businesses’ capacity to invest enhances competition far more than increasing Government intervention in markets, resulting in lower prices and better products for consumers. I hope that, along with tax cuts and reliefs such as extending the £1 million annual investment allowance, greater wealth creation will be achieved. Decreasing taxes facilitates the opportunity for businesses to invest and grow. After all, it is businesses that create more employment opportunities, affording every person in this country the opportunity to level up, regardless of our backgrounds.

I am also pleased to hear about the simplification of alcohol duties and the prospect that that creates for the growth of British drinks manufacturers and pubs. Pubs are at the heart of the communities in my constituency, as they are across the country, and I know that the issue of alcohol duty is important to my constituents who have contacted me. I am delighted that reducing tariffs on drinks and supporting small craft producers such as Tring Brewery through the small producers relief will result in higher profits for businesses and help to protect our pubs.

I am equally delighted by the £5.7 billion investment in infrastructure, better connecting our country and better connecting us. As society reopened this year, the importance of reliable and healthy transport for business and personal journeys became even more apparent. Investing in both our national and our local transport affirms the Government’s commitment to levelling up all regions of the United Kingdom.

I am assured that the £5 billion designated for improving the quality of local roads will be welcomed by my constituents, particularly those who live in smaller villages and rely on local roads to connect them to larger towns and onward to cities. This investment boosts our productivity, enabling faster transport times, as well as improving safety on our roads. I am dedicated to campaigning for reliable and healthy transport, for an improvement in transit times and for the frequency and safety of public transport in my constituency and further afield.

I am conscious of time, so I will end by congratulating my right hon. Friend on delivering the excellent news that we have had better economic growth than forecasted and by welcoming his commitments to creating a more prosperous country for us all.

I draw the House’s attention to my declaration in the Register of Members’ Financial Interests. Prior to taking my place in the House, I spent the past 16 years as a councillor in all three tiers of local government. Most recently I was the finance lead of an upper-tier authority, and previously I was the finance lead for a lower-tier authority, and we did not increase council tax over many years.

It is probably worth repeating what councils do. They are very much on the frontline of what our residents see, including waste collection, council tax collection, housing, leisure, social services, education and highways. May I take this opportunity to thank all those excellent council officers up and down the country who have made sure that, despite the pandemic, residents have been at the forefront of receiving support?

On localism and devolution, of which I am a massive fan, politicians at the local level have a responsibility to make tough decisions, and residents have the opportunity at every election to confirm whether they think a politician made the right decision. This Government have given local authorities the option of increasing their council tax by up to 5%, and it is down to local councillors to make that decision.

I look forward to a long-term solution being found for the issue of social care, and I know that this Government are continuing to work on that very difficult decision. It is worth repeating, however, that those councils that have grasped the opportunity to become self-sufficient rather than reliant on handouts have also fared best during this pandemic.

Basic economics dictate the need to either increase income or reduce expenditure. The focus should always remain on value for money. We as politicians are only custodians of other people’s—that is, taxpayers’—money. However, as a Conservative, I very much believe in having a safety net, and I am glad that this Conservative Government have given us the £500 million council tax hardship fund to ensure that those who are not able to pay their council tax have the support they need.

The other thing I wanted to bring up is that each council has a duty to collect council tax, and it was interesting to see from my research that the 10 worst offenders up and down the country in terms of council tax collection happen to be Labour. I urge all councillors and council staff to focus on making sure that the policy position they implement means that we do not need to cut or reduce services when it is not necessary to do so. Clearly, as I have said, there are measures in place that govern the administrators, but we will keep on top of this. My right hon. Friend the Secretary of State has already written to the administrators to expedite the report. We will also follow up to make sure we keep an eye on them to support workers not only through the administrators and redundancy phase, but back into good work.

As my hon. Friend will know, I was a furniture retailer for many years prior to arriving in this place. This year has been hugely challenging for our high streets, and my thoughts are first and foremost with the employees of Arcadia and Debenhams. Does my hon. Friend agree with me that the Government must continue to actively work to help high streets both recover from coronavirus and, more importantly, adapt to the more long-term challenges that our town centres are facing at the moment?

The rules on eligibility to immigration status have not changed, including those on no recourse to public funds. It is down to local authorities to use their judgment in assessing the support that they can lawfully give to the individuals. This does already happen. We were very clear to local authorities in May that, under Next Steps, they were to carry out individual assessments of people who were rough sleeping and take decisions on who they would provide support for. Part of that was providing accommodation to vulnerable people.

I welcome the Everyone In plan and last week’s announcement of the £15 million Protect programme. This morning, I had the opportunity to speak to the new chief executive of Dacorum Borough Council, Claire Hamilton, and she too welcomes the additional funding provided by this Government. However, the concern she wants me to raise with the Minister is that, in two-tier areas like mine, South West Hertfordshire, the money is given to Hertfordshire County Council. Could she use her good offices to ensure that the money is given to the frontline as quickly as possible?

I thank my hon. Friend for his question. I will use my position to make sure that that money is being targeted at and provided in the areas where it is actually needed. This funding and this package is all about being able to target work intensively with local authorities. This is an offer to all Members who have a particular issue at a local level. I am always happy to take that up with local authorities and to have further discussions on their behalf.

Delivering much needed new, higher-quality greener homes across the country is central to the mission of this Government. To do that, we will continue to prioritise building on brownfield sites to deliver the homes that we need while also regenerating our towns and cities. As a first step, we have allocated more than £400 million from our brownfield fund to seven mayoral combined authorities, unlocking 26,000 new homes while protecting our greenfield sites. Even as we overhaul our outdated planning system, our reforms make very clear that we will continue to protect the green belt and prioritise development on brownfield land.

As my right hon. Friend knows, my beautiful constituency of South West Hertfordshire is 80% green belt. Does he agree that continued protection of the green belt and prioritising building on brownfield sites is the right thing to do?

I am very happy to assure my hon. Friend once again that the protection of the green belt remains a priority, as does developing brownfield land in all parts of the country, including Hertfordshire. We do need to build more homes, including in places where homes are most expensive. It is, and will continue to be, however, for local councils to decide which sites are available, and which sites are viable and suitable for new homes. That will involve reimagining high streets and it will involve promoting gentle density, but we will do everything we can to protect both the green belt and our beautiful countryside.

I thank the hon. Lady for the work that she has done on this matter. Given her background, I can understand her motivation. As I have said, it is important to know that the terms of reference of this independent review are wide enough and deep enough to get to the bottom of what happened. An independent judge has already looked at this and built up a body of evidence and other views, which will be then be looked at as a complement to the review. Do not forget that public inquiries cannot determine criminal or civil guilt in themselves; that is reserved for a court.

Happy birthday, Mr Speaker.

Many colleagues in the House have alluded to the importance of sub-postmasters during this global pandemic. What reassurance can my hon. Friend give that Post Office Ltd has understood that there needs to be fundamental cultural and organisational change to ensure that sub-postmasters come forward and that therefore the critical network of post offices remains in our communities for years to come?

I think that that lesson has definitely been learned by the new chief executive. Certainly, the Government have worked, as shareholders, on a new framework for the Post Office to make sure that we can build a solid, confident relationship with future sub-postmasters. Nick Read’s background working with independent convenience stores suggests that he is used to working with people as stakeholders rather than as simple employees or instruments of a large company.
