I assure the hon. Gentleman that the inquiry, which was announced by the Prime Minister and will be led by the Committee on Standards in Public Life, should take account of all information. We heard during last week’s debate how many hon. Members and candidates suffered racism and other forms of abuse during the general election. I also suffered that. I am sure that everyone in this House agrees that racism has no place in our society.

T6. What is the current status of the Devon and Somerset devolution bid? Do they still need to have a directly elected mayor to get the full devolution package, and will the Minister please meet the leaders of Devon and Somerset councils and me this autumn to discuss the way forward?

1. What recent assessment the Electoral Commission has made of the rules relating to neighbourhood planning referendums.

The commission is reviewing the draft regulations for the conduct of neighbourhood planning referendums and will respond to the Department for Communities and Local Government shortly. As required by the Localism Act 2011, the Department also consulted the commission on proposed questions to be put to voters at these referendums. The commission published its assessment of the proposed questions on 11 April and has recommended some changes to the wording to make it easier for voters to understand. It also suggested the need for supplementary information to be made available to voters to enable them to participate in an informed way.

The people of Bromsgrove are pleased that the Localism Act has given them unprecedented powers to shape their local community, but the wording in the referendums is crucial. Has the commission considered the best way to word such questions and will it be issuing formal guidance?

I am delighted to be able to give my hon. Friend a positive response. He makes the important point that in any referendum it is important that the question is right, clear and fair. The commission is conducting detailed research with experts, the public, political parties and campaign groups to ensure that the wording in the upcoming referendums under the Localism Act is unbiased and intelligible.

The Electoral Commission has made a number of recommendations to the Government on the administration of UK-wide elections, most recently in its report on the 2010 parliamentary general election. The commission has recommended that the Government set out a comprehensive plan to improve the management of elections and to make it easier for voters to participate.

Although the result of the recent alternative vote referendum was probably predictable from the beginning, it was nevertheless a very well-run process. Are there any lessons that we can learn from that for future UK-wide elections?

I am grateful to my hon. Friend, who is being very perceptive, because there has been widespread public appreciation of how the UK referendum was run earlier in the year. The commission will be publishing a report next Wednesday that will make a number of recommendations for improving the delivery of all future UK-wide elections and will, in particular, emphasise the benefits of central co-ordination.

I am grateful to the hon. Lady for her recommendation, which I shall certainly pass on to the Electoral Commission. I thought that that already happened. Obviously it does not, so I shall make representations, and we will write to her with our response.

10. What discussions the Electoral Commission has had with electoral registration officers on their performance in respect of voter registration.

[Mr Streeter]

Since 2008, the Electoral Commission has monitored the performance of electoral registration officers in Great Britain against a set of standards, and it publishes an annual assessment of those standards which covers the key planning and management processes put in place by EROs. The Electoral Commission advises and works closely with EROs who do not meet these standards in order to improve their performance.

I thank my hon. Friend for his answer and welcome the steps that he has outlined. Should those steps not bear fruit, has the Electoral Commission considered any other, more directly interventionist actions that it could possibly take?

Once again, my hon. Friend makes a very important point. The Electoral Commission does work with EROs who underperform, but they remain at all times employees of the local authority, and the commission has no statutory power to intervene. It is of course a matter for this House whether we wish to consider further powers to enable the Electoral Commission to do an even better job.

5. What steps the Electoral Commission has taken to reduce its spending over the next three years.

The Electoral Commission plans to reduce its core costs by 27%, or approximately £4.5 million, over the next three years, mainly by cutting spending on year-round public awareness work, staffing and offices.

I am pleased to learn about the cost-cutting, but can my hon. Friend reassure me that the Electoral Commission will have enough funds properly to promote the upcoming alternative vote referendum? Whatever one’s views on AV—I, for the record, am against it—we must ensure that the public are aware of the referendum and its importance.

My hon. Friend raises a very important point. Levels of public awareness about the forthcoming referendum on the alternative vote system are extremely low. The Electoral Commission has a budget of just over £9 million for the main referendum, which will enable a leaflet to be distributed to every household in the United Kingdom as well as a wider public awareness campaign.
