It is absolutely the case that this eradication of modern slavery is an issue that everybody across the whole House should be working towards, and they should be supporting the Government’s efforts in this area. The Modern Slavery Act 2015 was an important step, but there is much more for us to do, which is why we are continuing to press forward on further action on this.

The high five between President Putin and Crown Prince bin Salman may have seemed jovial, but the undertone of geopolitically significant relationships comes with it. Did the Prime Minister have any discussions with our NATO allies on supporting the international rules-based order, which she mentioned, not only through encouraging compliance, but perhaps through coercing it?

I certainly had a number of conversations about exactly the point of maintaining the international rules-based order. We recognise that in a number of different areas this is under significant pressure, but we have been leading in some areas to ensure that it continues, not least, of course, in the work we have done in the Organisation for the Prohibition of Chemical Weapons.

We have said that we will have an independent foreign and defence policy and that there will be occasions when we co-operate with the European Union on those matters, just as there are occasions when we co-operate on a bilateral basis with individual countries in Europe—for example, the very good co-operation that we have with France on defence matters and the co-operation that we now have with some of the Nordic states on the Joint Expeditionary Force. We will ensure that we do what is in our national interests and the interests of maintaining European security.

The Prime Minister helpfully outlined just how disregarding Russia is of international rules and order, but having engaged with our NATO allies, does she believe that military confrontation with Russia is more likely, less likely or the same?

We have seen that malign state activity from Russia across a whole range of activities and capabilities. What is important for us sitting around that table and in NATO is ensuring that we have the capabilities to deal with that threat in whatever form it comes.

I am sure the whole House will wish to join me in offering our warmest congratulations to their Royal Highnesses the Duke and Duchess of Cambridge on the birth of their son earlier this week.

I know that Members on both sides of the House will also want to join me in marking Stephen Lawrence’s death 25 years ago. For each of those years, the Lawrence family have fought heroically to ensure that their son’s life and death will never be forgotten. As I announced earlier this week, the Government will work with the Stephen Lawrence Charitable Trust to establish a national annual commemoration of Stephen’s life and legacy.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.

My colleagues and I acknowledge the fortitude of the Lawrence family, and, indeed, the joy that the nation shares on the occasion of a royal birth.

In 2017, through the confidence and supply agreement, the Prime Minister not only recognised the need to give Northern Ireland an economic boost but agreed to a package of measures, including a Belfast region city deal, a city deal for others, and ultra-fast broadband investment. That will transform our part of this United Kingdom. In response to the eager anticipation of our communities and in reaffirming her commitment, will she ensure that sufficient progress is made to advance both in time for the autumn Budget?

The hon. Gentleman has raised an important issue. He is absolutely right: the Government have set out several public commitments, including in the confidence and supply agreement, to work towards a comprehensive and ambitious set of city deals across Northern Ireland. There is progress being made, which I welcome, by the Belfast city region partners in developing the city deal proposals. I look forward to their submission, which will obviously be considered by the Government. Of course, in the absence of an Executive, there are some issues to work through, but I can assure the hon. Gentleman that my right hon. Friend the Northern Ireland Secretary is committed to working positively with partners in the UK Government, the Belfast city region and the Northern Ireland civil service to progress the city deal.

I am happy to do that. Eight Storm Shadow missiles were launched from our RAF jets, and of course more missiles were launched by the French and Americans together. What I can say to my hon. Friend is that the key issue for his constituents is that this was a targeted and limited action taken in relation to the use of chemical weapons. There has been for nearly a century an acceptance in the international community that chemical weapons should not be used. We have seen the Assad regime use them on a number of occasions, and it was important that we gave the very clear message that we will not accept their use and that we will not stand by and see these weapons being used.

As my party’s defence spokesman, I commend what the Prime Minister has said thus far. When she is asked why she has not built that cohesive agreement at the UN, would it be useful to reflect that in 2013, when the UN Security Council did pass a resolution, articles 1 and 21 specifically envisaged and outlined coercive action to secure adherence to the protocol?

I listened very carefully on the subject of travel advice and advice for Football Association officials. The Prime Minister will remember the pitched battles in Paris that English supporters faced; will she reappraise the protection and security afforded to them if they travel?

Yes, we will of course look at the security and protection of any UK football fans who are travelling.

The hon. Member for Barrow and Furness (John Woodcock) raised this issue of collective action. Obviously, as my hon. Friend says, the position in relation to the UK Government’s actions on sanctions will change when we leave the EU, and we are putting in place measures to ensure that the UK can act independently, but I also made it clear in my Mansion House speech that we would want to work with our allies on such issues. As he and the hon. Gentleman have said, sanctions are more effective when undertaken collectively.

I commend the Prime Minister for the stance she has adopted today. When she returns to the House, will she take the opportunity to assuage the cross-party concerns on the Select Committee on Defence about the de-escalation of our presence in the high north, the reduction in maritime surveillance and patrols, and the cancellation of this year’s cold weather training? There is a need for investment in defence, and I hope she will take this opportunity to deliver it.

I assure the hon. Gentleman that we consider very carefully the actions we take, including the training exercises that our military forces undertake. As I indicated in my statement, I am pleased that our forces are leading part of NATO’s enhanced forward presence in Estonia. I visited those forces in Estonia last autumn, and I can say that it is not only valuable for our forces but hugely welcomed by the people of Estonia, who obviously are right against the border with Russia and feel the threat very particularly.
