That is absolutely correct; we aim to keep the transitional arrangements as close as possible to the condition they are in today, given that we have some minor changes to make, for example in the disaggregation of tariff-rate quotas.

May I add my congratulations to my hon. Friend on his well-deserved recognition of the service that he has given to this House and his constituency? We have four working groups with the United States on continuity, short-term outcomes, the potential scoping of a future free-trade agreement, and working with the US at the World Trade Organisation. I am content that we are making progress on all fronts.

I entirely agree. To underpin the confidence in the agricultural sector, it needs to know that there are increasing markets out there. One of the key roles of the Government is to help our agricultural sector to have the confidence that it requires for investment by showing that we can help it into markets. It is worth pointing out that according to the European Commission’s own website, 90% of global growth in the next 10 years will be outside the European Union. Those are the markets we have to help British business get into.

The G8 in Canada in June sent a collective signal that we want Afghan national security forces to assume increasing responsibility for security within five years. 2015 is a full year beyond General McChrystal’s assessment of ANSF capability and it is entirely realistic that we will not have combat troops in Afghanistan at that time.

Does my right hon. Friend agree that any timetable will depend not just on the numbers in the Afghan national army, but on its effectiveness? What discussions has he had about the emerging problems of recruitment and retention, infrastructure and logistics? Are not those matters critical to the effectiveness of the Afghan national army?

My hon. Friend is correct on all those issues. In fact, the number of the Afghan national security forces has tended to be ahead of trend in recent times. The quality of the training is constantly kept under review and I had discussions in Washington on the subject last week.
