I am sorry to hear what happened to the hon. Lady’s constituent. That is why the NHS has recently reformed dental contracts to improve access. We now invest more than £3 billion a year, and there are more than 500 more dentists working in the NHS this year than last year. Discussions are ongoing between the Department of Health and Social Care and the NHS around dentistry, and DHSC is planning to outline further reform measures in the near future.

Every single young person who gets on the housing ladder under a Conservative Government makes our communities more sustainable. Does my right hon. Friend agree that in order to build the right type of housing and speed it up, we need to fund planning authorities properly through innovative funding?

Rishi Sunak Portrait The Prime Minister
- Hansard - - - Excerpts

My hon. Friend, as ever, makes an excellent point. That is why the reforms that we introduce will provide incremental resources to planning authorities to make sure that planning decisions can be taken quicker. Also, we have strengthened the ability of local communities to put in place local plans. That is the best way for our towns, cities and villages to have control over development in their area and to make sure that it happens in the way they are comfortable with, and I know he is supportive of that too.

Just diverting slightly from the Northern Ireland protocol and the new Windsor framework, the Government have committed to spend £20 billion on research and development. It is a record amount. This Government have created a brand new Department for Science, Innovation and Technology because we care about it so much. I know that that is something the hon. Member will support, and that is how we are going to drive growth and prosperity in every part of our United Kingdom in the coming years.

May I also pay my tribute to DCI John Caldwell and to his family? I hope he makes a good recovery.

I congratulate the Prime Minister and his team on doing something that many people said was impossible, with a negotiation that contains the red and green lanes, which eases the flow of goods and is in a legal framework that is fundamentally different from the protocol. Does he agree with me that this negotiation—this Windsor agreement—provides the prospect of investors investing with confidence in Northern Ireland to create new jobs, and that it is the people of Northern Ireland who will benefit from this?

- Hansard - - - Excerpts

My hon. Friend is absolutely right, and it is something that I know the Minister of State, Northern Ireland Office, my hon. Friend the Member for Wycombe is specifically focused on. It is about using this framework—this agreement—as the basis to provide certainty and stability in Northern Ireland, and thereby attracting considerable private investment. That is what we are focused on delivering. That is the prize that is available for us if we can use the Windsor framework as a way to move forward and restore power sharing in Northern Ireland, because Northern Ireland will have a very special place not just in the UK, but on the European continent. That is incredibly attractive to international investors and businesses. They are keen to see this resolved so that they can start investing, creating jobs and opportunities. That is what my hon. Friend the Member for Wycombe is keen to deliver.

As Chancellor, I was pleased to usher through the special drawing rights allocation at the IMF, which is providing enormous relief to countries around the world. I met the IMF’s managing director to discuss how we can do more, but remember that the SDR allocation is just one part of our effort to support people around the world. I was recently pleased to announce our £1 billion commitment to the Global Fund, which was warmly welcomed, especially by countries in Africa.

The Prime Minister is to be congratulated on such successful talks with so many world leaders, particularly President Modi. Will he update the House on the matters he discussed with President Modi other than trade, such as granting visas for highly skilled people to fill job needs in this country, the environment and, above all, the issue raised by the Foreign Affairs Committee: India’s stance, as the world’s biggest democracy, on supporting Ukraine?

My hon. Friend is absolutely right. Our relationship and partnership with India is much broader than just a trading relationship. I was pleased to discuss increasing our security co-operation with India. That work began before my tenure, but I am keen to carry it on. We also announced the mobility scheme to enable young people from India to come here and young Brits to go there, which is a sign of what is possible. Such exchanges are positive both for our countries and for the young people who benefit.

May I admire my right hon. Friend the Chancellor’s stamina in answering well over 90 questions? I also warmly welcome his statement this afternoon and in particular the £100 billion he announced on infrastructure spending, which includes some vital projects in my constituency, notably the levelling-up fund and the feasibility study for the Cirencester light railway, the reconfirmation of the funding for the A417 and, above all, the extra funding to improve gigabit broadband, which is an issue my rural constituency suffers from. Will he confirm that very hard-hit economies, such as Gloucestershire’s, will benefit from this infrastructure funding, and that it will help speed up a strong recovery?

Rishi Sunak Portrait Rishi Sunak
- Hansard - - - Excerpts

I thank my hon. Friend for his kind words in support. He is absolutely right: we want to ensure that this record investment in infrastructure brings tangible benefits to our constituents wherever they live, whether that is in the rural south-west or a town up in the north-east. All the people of this country should see measurable improvement in the quality of their lives and see the opportunities that they can seize ahead of them. That is something that the Government will focus relentlessly on and intend to deliver.

We have an extensive security and support network, which extends beyond statutory sick pay to an NHS that is free at the point of use. Our welfare and security support system works well, and we buttressed it with an extra £1 billion investment last week.

Although I congratulate my right hon. Friend on the package he has worked very hard on, sadly, I received a phone call today from one of my employers, whose contract had been cancelled forthwith. He has had to lay off 1,000 people. There will be a lot of very anxious people tonight. Although they are probably entitled to employment and support allowance and universal credit, they will suffer a considerable drop in their wages. I urge the Chancellor to come up with an employment support package as soon as possible.

I thank my hon. Friend for his support. I have sympathy with his constituents in that situation. That is why we strengthened our security and safety net last week, but the best thing we can do is help employers get through this and ensure that those jobs are ready for people to go back to as soon as practically possible.

I am happy to look into the specific issue that the hon. Gentleman mentions, but I join him in paying tribute to the work that has led to Bedford delivering a fantastic performance on delayed transfers of care.

Does my hon. Friend agree that it is essential that both local authorities and the health service work more closely together to provide a seamless combined service? That requires a change in culture at local level, similar to the one in Gloucestershire, where we have an excellent joint commissioning board.

Rishi Sunak Portrait Rishi Sunak
- Hansard - - - Excerpts

My hon. Friend is right about that and right to highlight the work of his local authority, which is a pioneer in collaborating more closely with the local NHS. That is showing tremendous results on the ground in reducing delayed transfers of care, which are stopping people from getting into the NHS in the first place. I hope that others can learn from Gloucestershire’s example.
