The hon. Member for Vale of Clwyd (Chris Ruane) is obviously a beneficiary of mindfulness himself. He seems a very calm and phlegmatic fellow these days, which was not always the case in the past.

The honours system is designed to acknowledge and celebrate great public service to our nation. Does my right hon. Friend agree that when a small minority of recipients of honours, like Philip Green, bring the system of honours and business into disrepute by being found to have behaved disgracefully, letting down the vast majority of businesses who set the highest standards, then it is right for this party and this Government to be the first to stand up for decent standards and look at beginning a process for seeing whether people who behave in that way should be stripped of their honour?

I was hoping that the hon. Gentleman would shoehorn his inquiry into question 15, because he cannot leapfrog question 16, which would displace it. I thought that if he applied his little grey cells he would realise that the subject matter of his own inquiry was pertinent to that of question 15. I should have thought that a scholar of his repute was capable of making that mental calculation, but if he wants to wait, he will have to take his chances. [Interruption.] Oh, very well.

My hon. Friend is probably right, but I do not want to be distracted from focusing on the issue at hand.

Meanwhile, the Leader of the Opposition—our putative future Prime Minister—has broken promise after promise. On tuition fees, he promised a younger generation that he was going to reverse them and then reversed the promise. On debt, he wants £1,000 billion extra in borrowing and spending, taking us right back to square one after we tidied up the mess that we inherited. Mayor Khan has presided over a knife-crime epidemic in London. He talks about it but does not deal with it. The shadow Home Secretary, Diane Abbott, cannot add up, let alone defend the police when they try to clamp down on crime. The truth is that the Labour Front-Bench team are exploiting the Brexit divisions—[Interruption.] I hear the heckling from Labour Members. They do not like what I am saying, but they are going to have to hear it if they want a vote of no confidence. I will not dwell on the appalling unleashing of bigotry and intolerance on the Labour Front Bench that has turned a once-great party into a disgrace.

On Brexit, the truth is that Jeremy Corbyn, the Leader of the Opposition, is the Scarlet Pimpernel of Brexit. In the north, they seek him here, the champion of Brexit for the northern Labour seats. In the south, they seek him there, the champion of remain. [Interruption.] The truth is that the Labour Front-Bench team, who are heckling me now, have more positions on Brexit than the “Kama Sutra”. Will the real Jeremy Corbyn please stand up? In the pantomime politics—

Will the real right hon. Member for Islington North please stand up? To channel my inner Leader of the Opposition, I was speaking this morning to Mark from Castleford on talkRADIO, who said to me that we do not need an election, because we do not have an Opposition, that Labour do not have a policy, so there is no choice, and that we need Parliament to get on and implement Brexit.

By contrast to the cowardice of the Labour Front-Bench team, I want to highlight the bravery of many Labour Back Benchers, particularly the Members who had the guts last night to stand up for their constituents and vote for a moderate, sensible Brexit. The hon. Members for Dudley North (Ian Austin) and for Bassetlaw (John Mann) and the right hon. Members for Rother Valley (Sir Kevin Barron) and for Birkenhead (Frank Field), along with the hon. Members for North Down (Lady Hermon) and for Eastbourne (Stephen Lloyd), knew that if we break our promise to the British people, this place’s credibility will be damaged.

Parliament must sort the situation out. I welcome the Prime Minister’s conversion to cross-party discussions, and I hope that the real right hon. Member for Islington North enters the room.

May I first make it clear, as the Prime Minister has done, that nothing immediately changes? We are still full voting-right members of the European Union, and nobody in the system needs to worry about any immediate changes. The Government are putting together a plan for handling the negotiations that now need to be taken forward, and for my own part I as a Minister in the Department have convened a workforce to look at the issues around medicines access. There are three things we need to do: first, to reassure people that this country has a very strong life science and healthcare research system and economy; secondly, to make sure that we negotiate our new relationship with the EU in a way that works; and thirdly, to take advantage of the regulatory freedoms that we now have to make sure that this country is the very best country in the world in which to develop those innovations.

April is Autism Awareness month, and earlier this month, The Economist led with an article on how the talents and skills of people with autism and on the autistic spectrum are potentially being wasted. It said that if businesses were encouraged to take more friendly approaches to recruitment and to deploy the appropriate skills, we could have many more people in the workplace. We had a fascinating and moving debate last week on autism, during which many Members shared moving experiences of their own children, including my hon. Friend the Member for Angus (Mike Weir) and the hon. Member for Berwick-upon-Tweed (Mrs Trevelyan). Will the Minister meet me and a cross-party delegation to discuss how we can get businesses properly to mark the number of people on the autism spectrum and how we can work together more across the House?

As revealed in Muscular Dystrophy UK’s “Right to breathe” report published in February 2015, in some areas of the country patients have access to cough-assist machines which the local clinical commissioning group will not fund in other areas, despite a clinical need being clearly identified. These machines can help to prevent potentially fatal respiratory problems and to reduce costs and lengthy, unplanned hospital visits. A cough-assist machine costs £4,500, whereas a long stay in an intensive care unit can cost more than £13,000. [Interruption.] Will the Minister meet me and representatives of Muscular Dystrophy UK to discuss how better consistency in provision of vital respiratory equipment—

My answer of a few moments ago stands. Decisions on the commissioning of those machines are taken on a case-by-case basis locally. The National Institute for Health and Care Excellence has set out in guidance that cough-assist machines may be appropriate for some patients, but not in every area.

I can confirm that the Minister for Community and Social Care will be delighted to meet my hon. Friend. NHS England is looking into how the fair funding formula works between different clinical commissioning groups, which is the reason for the uncertainty, and I, too, would be happy to meet my hon. I admire the hon. Gentleman’s chutzpah but it ill behoves him to talk to us about privatisation; it was his party that led to the increases and it is this Government who have stopped it, and he needs to acknowledge that. On the facts, in December the NHS in England performed more than 130,000 more diagnostic tests compared with December 2013. I note that he did not talk about Wales, where 24% of patients have waited more than eight weeks for their diagnostic test—the comparative figure is 2% of patients in England.

It is a bit rich for Opposition Members to talk about cuts when we have protected the science budget. We inherited one of the worst crises in the public finances, and we have a duty to correct it.

This country is internationally respected for the level of scientific advice that we put into policy making. Across the board—on badgers, on genetic modification, and on all the other difficult issues that we face—we are basing policy on the best scientific advice. [Interruption.] It ill behoves Opposition Members to criticise our approach. They set the standard in taking advice from spin doctors; we take advice from scientists.

After the shocking events at Mid Staffs under the last Government, I would like to congratulate the Secretary of State on his crusade for accountability and transparency as the best disinfectant, as shown by his support for whistleblowers and for 4,000 additional nurses. Does he agree that the collection, monitoring and day-to-day use of data on health outcomes is absolutely key? I welcome his Minister’s support for measures in my ten-minute rule Bill, now adopted and sponsored by me and my hon. Friend the Member for Stafford (Jeremy Lefroy).

Schools across Britain recently celebrated world milk day—milk is produced by cattle, Mr Speaker—which I saw for myself when I visited Pavilion nursery school in Attleborough, Mid Norfolk. I am sure that hon. Members on both sides of the House applaud that initiative as a key opportunity to highlight the benefits of milk as the health drink, and the enormous pressures facing the UK dairy sector, not least the threat of TB in cattle. What steps will my right hon. Friend take to ensure that the dairy market is working properly for consumers, processers and farmers?

On behalf of my constituents, I welcome the news that the economy has returned to growth, and I draw the Minister’s attention to the success in the life sciences sector. Eli Lilly has announced a new early-stage neuroscience facility in the UK, Johnson and Johnson has made Britain the home of its new global innovation centre, and more than £1 billion has been raised this year in early stage funds. Is that not the only sustainable route to a really balanced recovery?

Does the Secretary of State agree that what the small business sector in this country needs is confidence, not carping from those on the Opposition Benches? The fact that the Government have created over 900,000 jobs since the election suggests they are doing a lot of good. Does he also agree that the World Economic Forum report of this week showing that Britain’s competitiveness has risen from 10th to eighth in the world league, because, it says, of our more efficient labour market reforms, suggests we are doing exactly the right thing?

I welcome the statement and congratulate the Front-Bench team on the work they have done to go as far as they can to help the low-paid. Is it not the truth that we are facing a crisis of spiralling costs from an irresponsible boom in the public sector under the last Government—with unfunded pension liabilities, bankrupt public finances and debt interest set to rise to £76 billion? Is it not the truth that it is always the poorest that pick up the bills for Labour and that a responsible—
