My hon. Friend is right, and he is also a powerful envoy for the Government in terms of our polar science. The royal research ship Sir David Attenborough is something of which all of us in the House can be proud. It is an incredible platform, and it embodies the very best of British leadership in science and innovation, with international scientists working on global challenges.

Will the Minister publish details of the business innovation forum, and how it will hold the Government to account on the distribution of the shared prosperity fund throughout the UK?

Yes. We are in the process of establishing the forum, and I want to ensure that we are talking not just to the same old people whom the Government always talk to but to the companies on the frontline—the leaders of the sectors of tomorrow. In the innovation strategy we set out seven high-growth sectors, and I will publish details of that in due course.

I thank the hon. Gentleman, another excellent former Minister, and I agree with him. I was sorry to see him leave his position as well; he has been absolutely fantastic.

The point about precedent is really important. None of our rules or procedures is set in aspic. In my working life as a lawyer, I have seen the civil procedure rules turned over. We move forward; we do not look back. With the greatest respect to the hon. Member for North East Somerset (Mr Rees-Mogg), even “Erskine May” is updated.

Further to the discussion during earlier points of order about whether this is a constitutional outrage, does the hon. Lady agree that since the civil war, this House has always controlled its own time, and that the only reason that the business of the House is normally controlled by the Government is that they have the consent of the majority that they carry and the confidence of the Members who support them? Today, the House is asserting its primacy in controlling the business of the House as it always has done and always will do.

I thank the hon. Gentleman for his intervention. The House is only responding today to what it agreed on Monday. Let us face it: we would not have had the first meaningful vote if the House had not agreed to it, and we had to struggle to get it. Speaking of the meaningful votes, the first was lost by 68% to 32% and the second by 62% to 38%.

This is a bit rich from a party that neglected our infrastructure for 13 years and left us with gridlock Britain. Let me repeat: £460 billion-worth of investment amounts to the biggest infrastructure programme since Victorian times—and it has been welcomed. As I said, the CBI’s John Cridland said that businesses in the north would be “encouraged”. We have set up the National Infrastructure Advisory Board and we do not need another commission. What we need is to continue with the progress of investments. Let me quote Simon Walker from the Institute of Directors:

“The Chancellor was right to resist the temptation of politicised giveaways, and focus instead on long-term investment in infrastructure, science and efforts”.

We are making progress.

12. What steps his Department is taking to ensure that scientific advice carries appropriate weight across government.

UK leadership in science advice to Government is well recognised internationally. Most Departments have a chief scientific adviser, and many have science advisory councils and specific scientific advisory committees on selected subjects. My Department supports the work of the independent Government Office for Science, which works with Departments across Whitehall to ensure that their advisory systems are fit for purpose. The Government’s chief scientific adviser, Sir Mark Walport has close contact with both the supply and demand for science advice across government, and the Government Office for Science publishes guidance on the use of scientific and engineering advice in policy making and a code of practice for scientific advisory committees. Science advice is one of the things Britain does best.

I thank the Minister for his response and welcome him to his post, but the fact is that the science budget has been eroded in real terms. The Minister with two brains was removed, and he had the support of the scientific community. Can the Minister explain how the Government Office for Science can be effective when the chief scientific adviser posts in the Department of Energy and Climate Change and the Department for Transport—two crucial Departments—remain unfilled?

I thank the hon. Lady for her welcome. She talks of cuts in the science budget. Let me put on record again the fact that the Government have protected and ring-fenced the science budget. Let me also take this opportunity to pay tribute to my predecessor, my right hon. Friend the Member for Havant (Mr Willetts), who achieved that success in conjunction with the Chancellor. As for the two Departments that currently do not have scientific advisers, Sir Mark Walport and the Government Office are actively in the process of recruiting and putting in place arrangements to ensure that adequate scientific advice is available.
