Thank you, Mr Speaker. In 2009, Burnley was classed as an unemployment blackspot. In 2014, unemployment has fallen to 3.5% and we are no longer a blackspot. May I advise my right hon. Friend that the economic plan of the coalition Government of the Conservatives and Liberal Democrats is working in Burnley?

First, I thank my hon. Friend for what he says. May I also commend his leadership on fighting for more apprenticeships, more skills and more training for young people in Burnley? The long-term economic plan is succeeding in Burnley, as it is in the rest of the country.

I can certainly reassure the hon. Lady and the House that any appointments to Ofsted, or indeed any other important public bodies, will conform to the code for the appointment to public bodies, and that the panel that is being established to put forward candidates for that new Ofsted position will be entirely independent and will be asked to propose candidates based only on merit. There will be no political interference in the creation of the short-list of candidates whatsoever.

Last week, I visited Wellfield school in my constituency, an excellent junior school that fully supports the Government’s plans for free school meals. Its problem is that it does not have a facility within the school to provide those meals. It has spoken to the county council and the diocese, but it is getting nowhere with them. Will my right hon. Friend meet me, or ask his Education Secretary to meet me, to try to resolve the problem before the plans are introduced in September?

I will certainly ask a Minister in the Department for Education to meet my hon. Friend to discuss that. As he knows, we have set aside £1 billion in revenue funding to deliver that next September so that all young children in the first three years of primary school get a healthy meal at lunch time, which raises educational standards and helps close the attainment gap, as study after study have shown. In addition—this addresses his point—we have set aside £150 million in capital investment to improve kitchen and dining facilities for schools that do not have them and nearly £10 million to fund an implementation support service. I think that will be a great progressive step towards helping children who do not get a healthy meal get one and to help their education.

I certainly congratulate Walk on Wales on its work, and I commend the hon. Gentleman for his efforts in his constituency, which is a beautiful one to walk around. It is important that we put money into veterans charities—as we are doing, using the LIBOR funds—to support many causes including mental health causes, but, as he says, it is also important to ensure that the national health service responds properly to these demands. I will look into his point about Army records and perhaps write to him about that specific issue.

Q4. After years of decline, manufacturing is now leading this country out of the financial mess left by the previous Government. May I compliment my right hon. Friend on his decision not to implement plan B, as suggested by the Opposition, and ask him to continue to support our outstanding manufacturing businesses, particularly those in my constituency and across the north-west in general?

The hon. Gentleman is absolutely right to say that the news on manufacturing is good. All 13 of the manufacturing sectors have increased—the first time that has happened since 1992. Of course, the Labour party does not like hearing that good news, including the great announcement this week that Jaguar Land Rover is creating 1,700 new jobs. We must go on backing British business, backing exports and backing manufacturing to ensure that we make this a sustainable recovery that works for hard-working people.

Of course we live in tough times because of the incredible mess we have had to clear up from the Opposition. I have to say that the Opposition complaining about the economy and living standards is like the arsonist complaining to the fire brigade. It is this Government who are turning the economy around, and that is the way we will get living standards up.

Burnley was recently awarded, by the Department for Business, Innovation and Skills, the prestigious award for the most enterprising town in the UK. Does my right hon. Friend wish to congratulate the many businesses in Burnley who are members of the Burnley bondholders scheme on their achievement?

I certainly congratulate businesses, large and small, in Burnley for the enterprise they have shown. The fact about this recovery is that it is a private sector-led recovery. That is what we needed after massive and excessive Government spending, and it has been very good that businesses up and down the country, including in Burnley, have done so much to take people on and to get our economy moving.

It is worth remembering who set up the PFI deal that has meant that this action has had to be taken. The apology over what is happening at the South London Healthcare trust should come from the Labour party, because it was responsible for creating this situation. As the right hon. Lady knows, £1 million a week is being lost from front-line care. No change is not an option, but the Health Secretary’s plans have ensured that Lewisham will retain an A and E with senior medical emergency cover.

Today, the FTSE index is just under 6,500; in 2008, it was just under 3,500. Does my right hon. Friend agree that the real investors in this economy agree with the coalition Government’s economic policy, contrary to the policies delivered by the Labour party?

My hon. Friend makes a good point. It is a difficult and hard road that we are travelling to turn this economy round after the huge mess made by Labour, but when we look at the facts—just this morning, we have seen that an extra 131,000 are in work—we see the changes necessary to start the rebuilding of our economy.

There have been a number of cases of fraud, although admittedly not many proven cases. An international observer body, the Office for Democratic Institutions and Human Rights, which is part of the Organisation for Security and Co-operation in Europe, described the voter registration system in Great Britain as

“the weakest link of the electoral process due to the absence of safeguards against fictitious registrations.”

It recommended:

“Consideration should be given to introducing an identification requirement for voters when applying for registration as a safeguard against fraudulent registration.”

That is very important. As I said, 36% of the public think that our electoral registration system is vulnerable to fraud, and that is clearly a problem.

I welcome this proposal, because during the recent elections in Burnley there were reports of wholesale fraud taking place on an industrial scale through personation and fake postal votes. Is the Minister considering proposals to require photo identification when people turn up to vote to cut out the appalling growth in personation that is taking place in some polling stations? [Interruption.]

That point has been raised with me. At the moment, I do not think that striking the balance between making sure that people who are eligible to vote can vote and preventing those who are not eligible from doing so requires voter ID at polling stations. I heard several Labour Members shout out that that was an illiberal proposition, which is rich coming from people who thought that having compulsory ID cards was a good idea. This Government legislated to get rid of ID cards, and we do not mean to bring them in via the back door.

Last June, we published a White Paper and draft legislation setting out our proposals. We proposed that in 2014, every elector on the register would be invited to make a new application providing personal information that would be verified by comparing it to data held by the Department for Work and Pensions, to ensure that the applicant was a genuine person. Every elector would have to make a new application and anyone who did not, or whose application was unsuccessful, would be removed from the register published after the 2015 annual canvass.

We held an extensive public consultation on those proposals, which had more than 900 responses. As its Chairman said, the Political and Constitutional Reform Committee carried out pre-legislative scrutiny, and there have been a number of debates and questions on the matter in both Houses.

Members may have noted that earlier today, to assist the House in its consideration of the Bill, my right hon. Friend the Leader of the House announced in a written ministerial statement that the Bill will be part of a pilot for explanatory statements on amendments. I hope that all hon. Members who plan to table amendments will participate in that pilot, as will the Government.

I would obviously be delighted to meet my hon. Friend’s constituents, but I would urge them to look at the Contracts Finder website, where, for the first time, Government and public sector contracts are available for scrutiny. If they find that procurement is still being done in the old-fashioned, outmoded way that we inherited from the Labour Government, they should phone our helpline and we will get on the case, as we have done in many cases already, and put improvements in place.

Manufacturing companies in my constituency are slowly dragging this country out of the mire in which it was left by the previous Government. Will the Minister please advise my manufacturing companies how, other than by looking at the website, they can find out about getting on the list to provide the national Government with products?

We inherited some very rigid arrangements that militated against UK-based suppliers and at the same time provided very bad value for taxpayers. We are making reforms that make it easier for local businesses, particularly manufacturing businesses, to compete effectively, but I will happily consider the issue raised by my hon. Friend.

Let me tell the right hon. Gentleman that the career prospects of my right hon. Friend the Health Secretary are a lot better than his. That is what this is about. This is not a campaign to save the NHS; this is a campaign to try to save the right hon. Gentleman’s leadership. I make this prediction: the NHS will go on getting better and his prospects will go on getting worse.

When the Work programme was introduced in Burnley in October 2010, 66% of people there were economically active; since then, the figure has climbed to 75%. Would the Prime Minister like to congratulate the people of Burnley—and in particular, Vedas Recruitment—for that success?

Does the Prime Minister agree that if the coalition Government had not adopted the economic policy that they did, but listened to the advice of the shadow Chancellor instead, mortgage interest rates could be 5% higher than they are now?

My hon. Friend makes a very important point, which is that in this country today, tragically, we still have Greek levels of Government debt but German levels of interest rates. That is an enormous monetary boost to our economy, and we should all welcome the cut in unemployment today. If we had not taken action on the deficit and proved to the markets that we had a way of paying back the debt and the deficit, we would be straight back in the mess that that lot left us in.

We do want to see a proper legacy come out of the Olympics. That is why we are funding the Olympics properly and why we have made it very clear that the extra money will be made available for school sport. But, if we look at education funding, we can see that funding per pupil is not being reduced. Because of difficult decisions being made elsewhere, which Labour has never supported, we are maintaining per-pupil funding for students throughout our country. That is the right decision, and it is one that the hon. Lady should get behind.

I would advise my hon. Friend to ignore the voices from the Opposition. They are just furious at the fact that he liberated a long-held Labour seat. He makes a very good point. One of the things that we are doing, currently and in the coming days, is making contact with the opposition in Benghazi to ensure that we have good contacts with them so that we can help to bring about a peaceful transition in Libya.

Let me make two points to the hon. Gentleman. First, there is the point that the fuel duty increases were all part of the previous Labour Government’s Budget. [Interruption.] It is no good hon. Members shaking their heads; they all supported the Budget and voted for it at the time. However, there is another answer, which is that we should look at Britain’s hauliers and see how we can help them with a discount for those that are British-based. We are looking into that and at what can be done, because for many years British hauliers have been disadvantaged against their continental counterparts and we would like to put that right.

Does the Prime Minister agree that what has happened in Burnley with the closure of our accident and emergency unit and the transfer of a children’s ward to Blackburn will not happen when people power takes over, with our GPs, to change the national health service?

The hon. Gentleman is entirely right. Under the previous Government and the previous arrangements, hospital closures and decisions were driven by bureaucrats in Whitehall, strategic health authorities and PCTs, and they did not depend on decisions that patients and GPs were making about the structure of health services in this country. That is the big change we are making. In future, the success of hospitals and health centres will depend on the choices that people make with their GP; that is the big change and it will drive a better health service.
