T8.   I understand that the Government have now received the recommendations from the Prison Service pay review body for a rise in prison officers’ wages. I do not know whether the Secretary of State chats to any security guards on the House of Commons estate, but many of them are former prison officers who left the service because of poor pay and bad terms and conditions in our prisons. When will the Secretary of State respond to those recommendations, and will he agree to follow them in full and not pick and choose, which is what has been done for the past three years?

First, we need to see an end to the targeting of civilians and the firing of improvised explosive devices by Hamas into Israel. That is unlawful and totally unacceptable. I share the hon. Gentleman’s concerns on the broader humanitarian situation. When I visited the west bank on 20 August, I announced £2.7 million-worth of further humanitarian assistance. Now that Israel has taken annexation off the table, it would make sense, even irrespective of the broader peace talks, for the Palestinian Authority to engage with the Israelis on finance and security co-operation in the west bank and Gaza, including in relation to being able to receive tax revenues to pay Palestinian public servants. As a confidence-building measure, given the UAE deal, that is something the Palestinians could do on their side as well.

I agree with my hon. Friend in relation to the concerns he has raised about Iran’s conduct. We do want to keep the joint comprehensive plan of action. We would like to do better and we think there is an opportunity to do better in the future, but that is what we have got now. In order to hold Iran’s feet to the fire and to hold them to account, the United Kingdom, with our French and German partners, triggered the dispute resolution mechanism. I was in Berlin last week for E3 consultations about how we will approach this issue and how we will continue to hold Iran to account. My hon. Friend is absolutely right; we will strive with all of our international partners to continue the arms embargo on Iran.

  During the covid crisis, the UK has received valuable assistance from Cuba, including assistance with the repatriation of British citizens trapped on the Braemar cruise ship, and more recently from the Cuban medical brigade sent to the British overseas territory of Anguilla. In recognition of that UK-Cuba co-operation, will the Foreign Secretary speak to his US counterpart and condemn attempts by US Senate Republican majority members to target countries that seek life-saving medical assistance from Cuba?

I am not sure I caught all of that, but I think I caught the gist. One of the things that covid-19 has shown is the need for global co-operation and, frankly, the good co-operation we have had with some that might ostensibly seem unlikely partners. The hon. Gentleman is absolutely right, and I take the opportunity to pay tribute to my Cuban opposite number, who during the coronavirus challenge provided proactive support to ensure that we could get passengers off the Braemar cruise ship—I think I am correct in saying there were something like 600 passengers at very high risk and a significant number of people with coronavirus symptoms—and back to the United Kingdom to the care they needed. We certainly welcome all of that collaboration.

T5. To mitigate any possible loss of trade following Brexit, will the Secretary of State lobby Cabinet colleagues to develop the green economy? An increased domestic demand for items such as electric vehicles that are manufactured in the north-east will help to boost jobs and develop the green economy.

Through our White Paper proposals, we are absolutely committed not just to secure and build on our brilliant trading relationship with the EU, but to take advantage of the growth opportunities globally. We are also committed—not just through the EU withdrawal Act, but through the legislation that will be coming forward—to ensuring that we leave the country in an environmentally stronger position for the next generation.
